The aim of the article was to analyse the policy of gender equality in Germany, here centered around the specifics of the function of (fe)male preschool teachers, which at its source was a profession directed exclusively at women, and as a result is now feminised. These circumstances, unchanged for almost 200 years, have their roots in disregard towards this professional group in the political discourse, apparent in it being treated as "invisible". Current governmental policies aim at supporting the employment of men at the preschool educational level. The article analyses the federal government's gender policy through the prism of centrally supported model projects implemented in Germany since 2010, taking into account the broad context of preconditions. General issues present in social debates (such as gender) have been linked in this article to the specifics of a particular professional group of ErzieherIn, such as the rise of the rank of early care and education combined with serious staff shortages hindering the implementation of political guidelines. As a result, these two groups of conditions intertwine, forming a very interesting image, in which tradition gives way to contemporary social expectations.

As the society of modern Uzbekistan moves along the path of open democratic politics, it continues reforms towards a radical modernization of the education system based on world experience and national experience, due to the growing demand for open and independent thinking and modern education. An example of this is the influx of innovation from the education systems of the most advanced countries, especially to the higher education system. From increasing the quota of admission to higher educational institutions, improving its material and technical base and improving the quality of education, increasing the prestige of higher educational institutions, ensuring a competitive environment among them, increasing the efficiency of teachers to enter a new stage of development through innovative practices, this is among the innovations being introduced . Most importantly, the study of the human factor and its influence on the labor process as the basis for increasing the efficiency of the work of professors and teachers, its theoretical and practical study is important for its relevance for the ongoing reforms. This article analyzes the main role of teachers, their impact on learning outcomes, social factors affecting labor efficiency.

Teaching about matters related to sustainable development requires not only a personal motivation from educators, but also a variety of competences. This paper reports on a multi-country study, which aimed at identifying the level of importance given to desired competences on sustainable development by teaching staff at a number of higher education institutions. On the basis of the findings, the paper identifies the gaps and outlines some of the needs which should be addressed, via which competence building may help to foster the educational and societal transformation towards sustainability. The implications of this paper are twofold. First, it emphasises the value of and the need for competences on sustainable development. Second, it illustrates some of the needs which should be met to provide a framework among which competences on sustainable development may be further developed.
The paper explorespeculiarities of teaching staff affiliated with different multi-level institutions in the structure of University complex. The author renders university complex as an educational, scientific and industrial space engaged in professional formation of prospective specialists by means of material and intellectual resources. From theoretical part the author analyzed legislation, standards and regulations, compared and generalized theoretical research about teaching staff. From empirical part the paper is concerned with pedagogical observation and exploring the experience of teaching staff at university complex. The research results in peculiarities of teaching staff functioning; it reveals the aims, types and elements of teaching staff at university complex. The author outlines such areas of interaction and cooperation as implementation of planned events in frames of the whole university complex. The scientific novelty of the article assumes an attempt to fill in the gaps in methods of interaction among teaching staff of university complex. The author sees practical significance as organization of interaction among teaching staff of university complex that allows to achieve the goals and provide the quality of training. ; Цель работы - исследовать особенности функционирования педагогических коллективов разноуровневых образовательных организаций в структуре университетского комплекса, понимаемого автором как учебно-научно-производственное пространство, в котором происходит профессиональноестановлениебудущих специалистов с использованием материальных, интеллектуальных ресурсов. Использовались теоретические методы: анализ законодательной, нормативной документации;сравнение и обобщение теоретических исследований ученых о педагогическом коллективе. Эмпирические: педагогическое наблюдение, изучение опыта функционирования педагогических коллективов университетского комплекса.Результат - выявлены особенности деятельности педагогических коллективов,раскрыты цели, виды, элементы деятельности педагогических коллективов в университетском комплексе, области взаимодействия как совместная реализация запланированных мероприятий всего университетского комплекса. Научная новизна - предпринята попытка восполнить пробелы в методологии организации взаимодействия педагогических коллективов в университетском комплексе. Практическая значимость - организация взаимодействия педагогических коллективов в университетском комплексе позволяет обеспечить требуемое работодателем качество подготовки специалистов.

The paper discusses the problems of the teaching staff that existed in the schools of Bashkiria in the 1950s–1960s. Similar processes are observed in the Republic of Bashkortostan and at the end of the 2010s. Then, 60–70 years ago, to a certain extent, it was possible to neutralize the shortage of personnel and improve the quality of pedagogical training of teachers themselves. This experience is currently relevant. Positive demographic changes in Bashkiria in the 1950s, the introduction of compulsory seven-year education and the expansion of secondary education, the impossibility of pedagogical universities and colleges of the republic to provide a high need for teacher training, insufficient attention of public education authorities to the training of national teachers, provision of schools, especially rural – these problems caused a number of measures described in the paper, which were taken by the leadership of the republic to improve the current tense situation. The author involved archival and research sources, statistical data; quantitative changes are analyzed for the named problems and individual periods. Significant positive changes were noted in issues with teachers in the republic. However, it was concluded that all the measures taken were insufficient to fully solve personnel problems.
Die vorliegende Studie gibt Auskunft über die Entwicklung des Lehrkörpers der deutschen Universitäten und Hochschulen von 1865 – 1953. Grundlage der Materialtabellen bildet eine Personalkartei aller Hochschullehrer an den Anstalten des jeweiligen deutschen Reichsgebiets. Im Mittelpunkt der Studie steht die Darstellung der Entfaltung der Universitätswissenschaften und ihrer personellen Probleme von der Mitte des 19. Jahrhunderts bis zum Ersten Weltkrieg.
