UPAYA MENINGKATKAN HASIL BELAJAR SISWA MATERI PENGERTIAN DAN PENTINGNYA PERATURAN PERUNDANG-UNDANGAN TINGKAT PUSAT DAN DAERAH MELALUI MODEL PEMBELAJARAN KOOPERATIF TIPE STAD PADA SISWA KELAS V DI SDN 2 NGEMBAK KECAMATAN PURWODADI KABUPATEN GROBOGAN SEMESTER 1 TAHUN PELAJARAN 2015 / 2016
Undang-Undang nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional mempunyai tujuan menciptakan manusia beriman dan bertaqwa terhadap Tuhan Yang Maha Esa, berbudi luhur, berkepribadian mandiri, maju, tangguh, cerdas, kreatif, terampil, disiplin, bertanggung jawab serta sehat jasmani dan rohani.Pendidikan Kewarganegaraan merupakan mata pelajaran penting bagi pendidikan di sekolah dasar. Pencapaian standar kompetensi (SK) dan kompetensi dasar (KD) yang memfokuskan pada pembentukan warga negara yang memahami dan mampu melaksanakan hak-hak dan kewajibannya untuk menjadi warga negara Indonesia yang cerdas, terampil, dan berkarakter yang dimanatkan dalam Pancasila dan UUD 1945 (BNSP, 2006: 34). Dengan adanya pelajaran Pendidikan Kewarganegaraan, siswa mampu (1) Berpikir secara kritis, rasional, dan kreatif dalam menanggapi isu kewarganegaraan; (2) Berpartisipasi secara aktif dan bertanggung jawab, dan bertindak secara cerdas dalam kegiatan bermasyarakat, berbangsa, dan bernegara, serta anti korupsi; (3) Berkembang secara positif dan demokratis untuk membentuk diri berdasarkan karakter-karakter masyarakat Indonesia agar dapat hidup bersama dengan bangsabangsa lainnya; (4) Berinteraksi dengan bangsa-bangsa lain dalam percaturan dunia secara langsung atau tidak langsung dengan memanfaatkan teknologi informasi dan komunikasi. The Campaign Strategy of 2019 Presidential and Vice-Presidential Elections on Social Media ; Strategi Kampanye dalam Pemilihan Presiden dan Wakil Presiden pada Pemilu 2019 melalui Media Sosial
Social media has changed the ways of the political campaign to win their candidates. The media has been prepared for disseminating vision and mission of political candidates since social media has been a promising strategy campaign. This study aims to analyze the campaign strategy of the 2019 Presidential and Vice-Presidential elections on Social Media. The method used was descriptive qualitative. The Data sources were obtained through the winning team accounts of Jokowi and Prabowo on Twitter. Data analysis techniques used Nvivo 12 plus through the crosstab feature. The results of the study found that the two winning team accounts on Twitter @BK52bersamaJKW and @PrabowoSandi_ID were very enthusiastic during the campaign. However, in the consistency level of Twitter account @BK52bersama JKW from February to April was not stable during the campaign process. Meanwhile, the Twitter account @PrabowoSandi_ID Twitter from November to December was inactive and it increased in January. Between the two winning teams; the Prabowo team was more enthusiastic in disseminating the candidate by using the hashtag where the percentage level is higher than the winning team of Jokowi. ; Media sosial telah banyak mengubah cara dalam strategi pemenangan kandidat politik. Secara khusus, para kandidat politik telah mempersiapkan media sebagai strategi yang menjanjikan untuk menyampaikan visi dan misi mereka. Penelitian ini bertujuan untuk menganalisis strategi Pemilihan Presiden dan Wakil Presiden pada tahun 2019 melalui Media Sosial. Penelitian ini menggunakan metode kualitatif deskriptif dengan akun Twitter Tim Pemenangan Jokowi dan Prabowo sebagai sumber data. Data kemudian dianalisis dengan menggunakan Nvivo 12 plus melalui fitur crosstab. Hasil penelitian menemukan bahwa dua akun Twitter, @BK52bersamaJKW dan @PrabowoSandi_ID, sangat antusias dalam strategi pemenangan selama kampanye. Akan tetapi, selama kampanye, tingkat konsistensi akun Twitter @BK52bersamaJKW mengalami ketidakstabilan pada bulan Februari hingga April. Sementara akun Twitter @PrabowoSandi_ID tidak aktif pada bulan November dan Desember tetapi mengalami peningkatan pada bulan Januari. Antara tim pemenangan Jokowi dan Prabowo, tim Prabowo lebih antusias dalam penyebaran informasi dalam berkampanye politik melalui hashtag dan memiliki tingkat persentase yang lebih tinggi daripada pada tim pemenangan Jokowi.

EVALUASI KEBIJAKAN PELAKSANAAN PELAYANAN ADMINISTRASI TERPADU KECAMATAN DI KABUPATEN HALMAHERA TENGAH
The authors are interested in taking the title Evaluation of Policy Implementation of the Integrated Administrative Service District in Central Halmahera, North Maluku. This study aims to determine how the policy evaluation and implementation PATEN enabling and inhibiting factors PATEN policy implementation. The location of this research is in the district of South Weda Central Halmahera in North Maluku province. This study uses the theory Waynes Parson in Palumbo and the size of the policy evaluation is based on the theory that the evaluation process, the evaluation of formative and summative evaluation. policy resources, communication among organizations, characteristic of the implementing agencies, economic, social and political conditions and the tendencies of implementation. This research uses descriptive method with qualitative approach. Data collection techniques are interviews, document analysis and observation. The data obtained were processed with qualitative data analysis. Informants in this study were 1) the Regent of Halmahera, 2) Regional Secretary, 3) Assistant for Public Administration, Law and Authority, 4) Head of Governance Regional Secretariat of Central Halmahera, 5) Head of Integrated Licensing Service Agency, 6) Head Weda South 7) The community served Based on the research results we concluded that the implementation of the PATEN in the district of South Central Halmahera Weda considered not running optimally. This is due not been reflected in the elaboration of management commitment to the programs and activities of the OPD related, yet the drafting SOP to realize the translation of the vision - the mission of the organization, there are no guidelines for minimum service standards, unclear tasks and functions of the technical team so that the conduct of licensing has not been fully included effective, institutional structure did not reflect the needs and interests of improving the service function to society, Inkonsisiten and lack of support of stakeholders in the implementation of technical policy administration services licensing, not optimal formulation of technical policy administration services licensing, weak coordination between leaders and subordinates in the implementation of integrated license service with the technical team in its OPD and has not implemented the promotion and development of quality apparatus BPPT, facilities and infrastructure not meet minimum service standards have not yet optimal application of ICT-based information system ; The authors are interested in taking the title Evaluation of Policy Implementation of the Integrated Administrative Service District in Central Halmahera, North Maluku. Explaining Regional Inflation Programmes in Indonesia: Does Inflation Rate Converge?
This paper investigates the inflation convergence of 82 Indonesian cities and discusses the remarkable regional inflation programmes in Indonesia. By employing a dynamic panel regression, the paper shows that Indonesia experienced an inflation convergence from 2013 to 2018. An intriguing finding is that the cities in Java-Bali, the largest density area, experienced a slower speed of convergence than that in cities outside the Java-Bali. This paper alleges that the development of logistic transportation and the formulation of an inflation control programme, such as the Tim Pengendalian Inflasi Daerah (TPID) or Regional Inflation Controlling Team (RICT) that has just been stationed and has commenced their duties in East Indonesia, might play an essential role in the convergence. Moreover, the coordination between the central and regional governments, represented by TPID/RICT, in implementing the effective policy (i.e. prioritising development outside Java-Bali and fostering inter-region cooperation in the commodity supply chain) is effective in stabilising and reducing the inflation rate.

"Pemalang pusere Jawa": A City Branding Model in Promoting Tourism Destination of Pemalang Regency, Central Java, Indonesia ; "Pemalang pusere Jawa": Model City Branding dalam Mempromosikan Destinasi Wisata Kabupaten Pemalang, Jawa Tengah, Indonesia
This research aims to analyze the City Branding model "Pemalang pusere Jawa" in Pemalang Regency, which focuses on the strategy of the Government to develop a new brand of Pemalang. "Pemalang pusere Jawa" has shown an impact on increasing tourism in Pemalang, Central Java, Indonesia. The Government supports the success of the City Branding program, and the people involved in the program, stakeholders, and culture, to boost tourism, which will have an impact on the economic sector and increase tourism significantly. Data were analyzed using the Exploratory Data Analysis (EDA) approach in qualitative research that defines and explains distribution characteristics. The data were collected through interviews with six key informants who were selected using a purposive sampling technique. Document studies were also conducted to support data analysis. This research uses the NVivo 12 Plus application to analyze data consisting of Concept Maps, Group Analysis, and Cluster Analysis. There are three points found in this study, consisting of 1) Program; the program is based on Pemalang Regent Regulation Number 27/2017 Article 7 concerning Utilization and Implementation of the City Branding Logo. The branding "Pemalang pusere Jawa" was launched in 2016 and the Visit Pemalang application is used to assist tourists in exploring tourism in Pemalang or known as a tour guide application. A Visit Pemalang application makes users easier to find tourism sites in Pemalang Regency by displaying the distance from the users' location to the destination. 2) Partnership; this program is supported by infrastructure stakeholders consisting of the Planalogy Team, the Architect Team, and the Economic Development Expert Team. Program implementation involves the Government and the Community. 3) Culture; various annual events are held as an effort to preserve culture in Pemalang such as "Festival Wong Gunung" and other annual events. Community involvement in the implementation of City Branding is one of the success factors of the program. ; Penelitian ini bertujuan untuk menganalisis model City Branding "Pemalang pusere Jawa" di Kabupaten Pemalang yang menitikberatkan pada strategi Pemerintah dalam mengembangkan brand baru Pemalang. "Pemalang pusere Jawa" berdampak pada peningkatan pariwisata di Pemalang, Jawa Tengah, Indonesia. Pemerintah mendukung keberhasilan program City Branding, serta masyarakat yang terlibat dalam program tersebut, stakeholders, dan budaya, untuk menggalakkan pariwisata yang berdampak pada sektor ekonomi dan peningkatan pariwisata secara signifikan. Analisis data menggunakan pendekatan Exploratory Data Analysis (EDA) dalam penelitian kualitatif yang mendefinisikan dan menjelaskan karakteristik distribusi. Pengumpulan data dilakukan melalui wawancara dengan enam informan kunci yang dipilih dengan menggunakan teknik purposive sampling. Studi literatur juga dilakukan untuk mendukung analisis data. Penelitian ini menggunakan aplikasi NVivo 12 Plus untuk menganalisis data yang terdiri dari Peta Konsep, Analisis Kelompok, dan Analisis Klaster. Ada tiga poin yang ditemukan dalam penelitian ini, yaitu 1) Program; Program tersebut didasarkan pada Peraturan Bupati Pemalang Nomor 27 Tahun 2017 Pasal 7 tentang Pemanfaatan dan Penerapan Logo City Branding. Branding "Pemalang pusere Jawa" diluncurkan pada tahun 2016 dan aplikasi Visit Pemalang digunakan untuk membantu wisatawan dalam menjelajahi pariwisata di Pemalang atau yang dikenal dengan aplikasi pemandu wisata. Aplikasi Visit Pemalang memudahkan pengguna dalam mencari lokasi wisata di Kabupaten Pemalang dengan menampilkan jarak dari lokasi pengguna ke tujuan. 2) Kemitraan; Program ini didukung oleh stakeholders infrastruktur yang terdiri dari Tim Planologi, Tim Arsitek, dan Tim Ahli Pembangunan Ekonomi. Pelaksanaan program melibatkan Pemerintah dan Masyarakat. 3) Budaya; Berbagai acara tahunan digelar sebagai salah satu upaya pelestarian budaya di Pemalang seperti "Festival Wong Gunung" dan acara tahunan lainnya. Keterlibatan masyarakat dalam penerapan City Branding merupakan salah satu faktor keberhasilan program.

KONTESTASI POLITIK PADA MASYARAKAT DESA (Studi Kasus pada Pemilu Legislatif 2019 di Desa Rias Kec. Toboali Kab. Bangka Selatan, Provinsi Kepulauan Bangka Belitung)
Arikel ini bertujuan untuk memahami dinamika sosial politik masyarakat Desa Rias terkait kontestasi politik pemilihan legislatif tahun 2019. Khususnya tentang faktor-faktor yang mempengaruhi kegagalan Calon Legislatif dari Desa rias pada momentum pemilu tahun 2019. Penelitian ini menggunakan Metode Kualitatif model deskriptif dengan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil penelitian ini menemukan bahwa terdapat beberapa hal dan kondisi yang saling berkaitan yang melatarbelakangi kegagalan calon legislatif dari Desa Rias, yaitu; (1) Konstelasi politik masyarakat. (2) Perilaku politik masyarakat yang bersikap kritis kepada caleg dari dalam desa tetapi tidak kritis terhadap caleg dari luar desa. (3) Figur caleg dari dalam desa yang mendapatkan stigma negatif ketika mendekati pemilihan. (4) Tim sukses/relawan caleg yang tidak solid, tidak berpengalaman, hanya memanfaatkan uang para caleg dan tidak fokus memenangkan caleg dari dalam desa, dan terakhir (5) Biaya atau cost politik caleg yang kecil. Selain itu penelitian ini juga menyimpulkan bahwa aspek primordialisme dalam kontestasi politik desa telah kehilangan pengaruhnya. Pilihan politik masyarakat desa lebih ditentukan oleh konstruksi rasionalitas dari pada hubungan primordial dengan aktor politik.AbstractIThis study aims to understand the social and political dynamics of the Rias society related to the political contestation in the legislative elections in 2019. Especially the cause of the failure of the legislative candidates from Rias Village In the 2019 elections. This study uses a qualitative method with data collection techniques in the form of interviews, observation, and documentation. This research found several things and interrelated conditions that underlie the failure of legislative candidates from Rias Village, i.e; (1) The political constellation of society. (2) Political behavior is critical to candidates from within but not to candidates from outside the village. (3) A figure of candidates who get a negative stigma when almost an election. (4) Team and volunteer candidates who are not solid, inexperienced, take advantage of candidate's money and not focused on winning candidates, and finally (5) Political costs of candidates. The factors that caused society to vote outside candidates are (a) The Political Constellation, (b) a Figure of Candidates, (c) Team, and (d) Political Cost. Besides, the primordialism aspect of political contestation in the village has lost its influence. The political choices of rural communities are more determined by rational construction than primordial relationships with political actors.

Efektivitas Kebijakan Penanggulangan Kemiskinan di Kabupaten Badung
This paper aims to describe the effectiveness of poverty reduction policy in Badung regency. Five indicators as a measure of the effectiveness of policy implementation are accuracy in terms of policies, implementers, targets, environment and processes. Implementation of the policy is said to be effective if the activities implemented can achieve the objectives with these precise criteria. Data obtained through observation, interviews with selected informants and documents related to the problem. The regency of Badung is chosen because it has high local revenue, has a Regional Poverty Reduction Coordination Team with coordinated working program, but has the same poverty rate in the last 5 years. Qualitative descriptive approach is used to reveal information and phenomena related to the implementation of poverty reduction policy. The findings show that the implementation of poverty reduction policy in Badung regency has not been effective. It can be seen from the unfulfilled criteria of the right target, the right external environment and the right process as the basis for determining the effectiveness of the implementation of a policy.

Good quality resources will increase the absorption of high technology and will increase the productivity of farmers and workers in other sectors in rural areas, the Government's budget for development must continue to be increased both in nominal terms and the accuracy of its allocation so that it is absorbed into rural communities effectively and efficiently so that it can improve the welfare of rural communities and controlling the price of basic necessities in the region is also important to do. Bank Indonesia and in collaboration with local governments to form a Regional Inflation Control Team (TPID) must work better in maintaining stable inflation because the rural poor are relatively vulnerable to price increases

When the Central Lampung Civil Service Police enforced control, the traders could be disciplined, but when the Central Lampung Civil Service Police did not control them, the trade around Awning Baru started to flourish again.To control the New Awnings, the Central Lampung Civil Service Police already have a clear working mechanism, namely Central Lampung Regional Regulation Number 05 of 2010 concerning Public Order, Cleanliness and Beauty of Central Lampung, which regulates the prohibition of using public roads or sidewalks or on terraces. in front of shops / market buildings facing public roads for street vendors or other businesses, except at places determined / appointed by the Regent.In addition, the Decree of the Central Lampung Regent Number 7 of 2010 concerning the Arrangement and Empowerment of Street Vendors, can also be used as a working mechanism for the Central Lampung Civil Service Police to create and maintain a clean, beautiful, orderly, safe and comfortable environment in controlling the New Awnings.But so far the Central Lampung Civil Service Police are still difficult to control the Bandar Jaya Plaza New Awnings, although there are mechanisms that can be used to control the Bandar Jaya Plaza New Awnings such as the Central Lampung Regional Regulation Number 05 of 2010 and the Regent's Decree Central Lampung Number 7 of 2010.Based on this background, the researchers formulated the problem, namely: Is the working mechanism of the Civil Service Police in controlling the Bandar Jaya Plaza New Awnings in 2015 in accordance with the Regional Regulations? The purpose of this study: To determine the working mechanism of the Civil Service Police in controlling the new Awning Bandar Jaya Plaza 2015.Based on the results of the research that has been carried out, the researchers concluded that: 1) The Central Lampung Civil Service Police Unit in controlling the Bandar Jaya Plaza New Awnings has been equipped with an assignment letter to carry out the Bandar Jaya Plaza Regional Regulation Number 05 of 2010 concerning Public Order, Cleanliness. and the beauty of Central Lampung and the Decree of the Regent of Central Lampung Number: 48 / KPTS / D.II / 2014 concerning the Formation of the Transfer and Arrangement Team as well as the Security and Order Team for Street Vendors (PKL) from the Bandar Jaya Plaza Market to the New Awning. 2) To relocate traders from Pasar Bandar Jaya Plaza to Awning Baru, the Central Lampung Civil Service Police Unit has previously carried out a socialization which was carried out by giving out circulars to traders and carrying out communication and using megaphone loudspeakers. 3) The members of the Central Lampung Civil Service Police Unit before carrying out the control of the New Awnings are already equipped with expertise related to market control and can be applied in market control so that there is no significant disturbance in controlling the New Awnings because members of the Central Lampung Civil Service Police Unit act accordingly. with procedures and instructions from the leadership in controlling the New Awnings.

Voter Perception of campaign components against voting attitudes in the 2010 Ternate regional election
The number of respondents being sampled as many as 220 respondents. The description of the respondent's answer is the result of the respondent's answer to each research variable. The description of the answer will be explained based on the frequency and the results of the mean calculation of each categorized variable. In political campaigns there are two relationships that will be built, namely internal and external. Program, image of social, emotional feeling and image of candidats. The program has a significant effect on voting attitudes, these results provide support for the first hypothesis in this study. Social image has a significant effect on voting attitudes, these results provide support for the second hypothesis in this study. Emotional feelings do not have a significant effect on voting attitudes, this result is contrary to the third hypothesis in this study. The image of candidate has a significant effect on the attitude of choosing, this result provides support for the fourth hypothesis in this study. For politicians or candidates who take part in the elections so that they pay more attention to the image, especially the image of the candidate. Because voters are more interested in choosing in terms of the candidate's image. For a successful team should offer more courses menyentu on society as a voter. For the next researchers, it is expected to use a cluster sampling method so that the possibility of the population being represented in the sample is greater.

The Online People's Aspirations and Complaints Service (LAPOR!) Is a social media-based aspiration and complaint facility that is carried out with the principle of easy, integrated, and complete. E-Governments as an effort to use information and communication technology to improve the efficiency and effectiveness, transparency and accountability of the government in providing better public services. LAPOR! implementation! In Banjarmasin City and Banjar Regency, each region has fulfilled the elements of successful implementation of electronic government, namely Support, Capacity and Value. However, the Banjarmasin City Government is more optimal in its implementation because the Banjarmasin City Government is strengthened in its part of the support, namely by conducting more intensive socialization in socializing LAPOR! to the community so that many people know and take part in supporting the successful implementation of LAPOR! in addition to that, the capacity of the Banjarmasin financial section has also compiled the RKA so that every activity carried out can run smoothly because there is clear and detailed planning. In addition, there are several indicators of success such as commitment from the leadership, activeness in disseminating the LAPOR! Application, follow-up on complaints, and good coordination and cooperation with the management team. Whereas the Banjar district government was still not maximized in its socialization activities because there was no direct socialization conducted with the community. And in Banjar District there is no compilation of Budget Details so that the budget is still very limited and becomes an obstacle for carrying out activities.

The Winning of Empty Box in the 2018 Makassar Regional Head Election ; Kemenangan Kotak Kosong pada Pilkada Kota Makassar Tahun 2018
This research discusses how the empty box won in the 2018 Makassar Regional Head Election. This phenomenon became the elections' history where a single candidate failed to win the election. Ten political parties consisting of Functional Groups Party (Golkar), National Democratic Party (NasDem), Indonesian Democratic Party of Struggle (PDI-P), United Development Party (PPP), Crescent Star Party (PBB), Great Indonesia Movement Party (Gerindra), Prosperous Justice Party (PKS), People's Conscience Party (Hanura), National Mandate Party (PAN), and Indonesian Justice and Unity Party (PKPI), promoted a single candidate pair. This study aims to describe how the movement of empty box volunteers in the Makassar Regional Head Election. This research uses a qualitative method. Selection of informants using a snowball sampling technique, and using social movement theory. There are three parts to this theory: 1) Complaint theory. Public disappointment over a candidate pair's disqualification and consider the election organizer unfair; 2) Mobilizing structures theory. Analyze the voluntary movement of empty boxes to gather mass support and sympathizers during the election; and 3) Framing theory. Analyze the use of issues and methods of spreading the issue. This research found that the empty box phenomenon in Makassar Regional Head Election, unlike in the elections in other areas where the single candidate did not have an opponent, in Makassar, one of the candidate pairs was disqualified due to violation. It made the community, supporters, and the success team feels disappointed with the General Elections Commission's decision. This disappointment also resulted in the emergence of the empty box volunteer movement. Movements of empty box volunteers to gather mass support and sympathizers through door-to-door socializing, leaflets, flyers, and banners call to action to win empty box and use social media and online media as campaign tools. ; Penelitian ini membahas bagaimana kotak kosong menang pada Pilkada Makassar 2018. Fenomena ini menjadi sejarah pemilu dimana satu kandidat gagal memenangkan pemilu. Sepuluh partai politik yang terdiri dari Partai Golongan Karya (Golkar), Partai Nasional Demokrat (NasDem), Partai Demokrasi Indonesia Perjuangan (PDI-P), Partai Persatuan Pembangunan (PPP), Partai Bulan Bintang (PBB), Partai Gerakan Indonesia Raya (Gerindra), Partai Keadilan Sejahtera (PKS), Partai Hati Nurani Rakyat (Hanura), Partai Amanat Nasional (PAN), dan Partai Keadilan dan Persatuan Indonesia (PKPI), mempromosikan pasangan calon tunggal tersebut. Penelitian ini bertujuan untuk mendeskripsikan bagaimana pergerakan relawan kotak kosong dalam Pilkada Makassar. Penelitian ini menggunakan metode kualitatif. Pemilihan informan menggunakan teknik snowball sampling, dan menggunakan teori pergerakan sosial. Ada tiga bagian teori ini: 1) Teori keluhan. Kekecewaan publik atas diskualifikasi pasangan calon dan menganggap penyelenggara pemilu tidak adil; 2) Teori struktur mobilisasi. Menganalisis pergerakan relawan kotak kosong untuk menghimpun dukungan massa dan simpatisan selama pemilihan; dan 3) Teori framing. Analisis isu yang digunakan dan metode untuk menyebarkan isu. Hasil penelitian menemukan bahwa fenomena kotak kosong pada Pilkada Makassar, berbeda dengan pilkada di daerah lain yang pasangan calon tunggal tidak memiliki lawan, di Makassar salah satu pasangan calon didiskualifikasi karena melakukan pelanggaran. Hal itu membuat masyarakat, pendukung, dan tim sukses kecewa dengan keputusan KPU. Kekecewaan ini juga mengakibatkan munculnya gerakan relawan kotak kosong. Gerakan relawan kotak kosong menghimpun dukungan massa dan simpatisan melalui sosialisasi dari pintu ke pintu, leaflet, flyer, dan spanduk ajakan bertindak untuk memenangkan kotak kosong dan menggunakan media sosial dan media online sebagai alat kampanye.
