A renewed, energetic interest in voting technologies erupted in political science following the 2000 presidential election. Spawned initially by the recount controversy in Florida, the literature has grown to consider the effects of voting technologies on the vote choice more generally. This literature has explained why localities have the voting technologies (lever machines punch cards, etc.) they use. Although there are racial differences in the distribution of voting technologies used across localities the strongest explanations for why local jurisdictions use particular technologies rest on legacies of past decisions. The bulk of the voting technology literature has focused on explaining how voting technologies influence residual votes, that is, blank, undervoted, and over-voted ballots. With the relative homogenization of voting technology since 2000, prospects for research that examines the effects of different machines on residual votes seem limited. However, opportunities exist to study the effect of voting machines historically the effect of voting technologies on down-ballot rates, and the role of interest groups in affecting which voting technologies are made available to voters. Auch ohne den Einsatz moderner Informations- und Kommunikationsmaschinerie wurde die Verwaltung schon von Max Weber als "Instrument" und vom technologischen Denken dominiert betrachtet. Die Verwaltung, so kann man inzwischen sagen, weist die Eigenschaften einer Trivialmaschine auf - d.h. einer engen Kopplung von input und output. Seit den 75 Jahren seit Weber wissen wir jedoch, daß die Effektivität der Verwaltung, also die Fähigkeit, Effekte in ihrer Umwelt zielgerichtet zu bewirken, begrenzt ist. Der vorliegende Beitrag thematisiert Aspekte dieses "Technologiedefizits" der Verwaltung. Geklärt wird, was der Technologiebegriff in den Sozialwissenschaften meint, wie er sich von anderen Technologiekonzepten abgrenzt, in welchem Maße technologische Probleme in Funktionssystemen thematisiert werden und abschließend warum neben dem Problem der Erzielung von Außenwirkungen auch die inneren Abläufe der Verwaltung techn(olog)ische Probleme generieren. Speaking of "smart" technologies we may avoid the mysticism of terms like "artificial intelligence" (AI). To situate "smartness" I nevertheless explore the origins of smart technologies in the research domains of AI and cybernetics. Based in postphenomenological philosophy of technology and embodied cognition rather than media studies and science and technology studies (STS), the article entails a relational and ecological understanding of the constitutive relationship between humans and technologies, requiring us to take seriously their affordances as well as the research domain of computer science. To this end I distinguish three levels of smartness, depending on the extent to which they can respond to their environment without human intervention: logic-based, grounded in machine learning or in multi-agent systems. I discuss these levels of smartness in terms of machine agency to distinguish the nature of their behaviour from both human agency and from technologies considered dumb. Finally, I discuss the political economy of smart technologies in light of the manipulation they enable when those targeted cannot foresee how they are being profiled.

Reversible technologies are those that can be taken back, i.e., they can be switched off, dismantled, and, if necessary, replaced by existing new technologies. Irreversible technologies are a burden. A typology of take back or reversibility is developed and discussed on the basis of irreversible technologies. It is proposed to include reversibility as a value criterion for technology assessment. Some considerations on the design of reversible technologies are presented.

Aktuelle Tendenzen der Technologieentwicklung sind der Trend zu komplexen und "großtechnologischen" Systemen, die infrastrukturelle Bedeutung der neuen Technologien, die "Gefahr der Monolopisierung von Schlüsseltechnologien", die Planmäßigkeit und Internationalisierung der Technologieentwicklung, der Zwang zu Rationalisierung und Arbeitseinsparung, die Umweltbelastung und neue Möglichkeiten der "Steuerung und Kontrolle". Charakteristische Auswirkungen auf Arbeits- und Lebensbedingungen sind Arbeitsplatzabbau und -entwertung sowie die Gefahr der allgemeinen Manipulation und Überwachung. Gewerkschaftliche Abwehrstrategien verfahren teils "traditionell-kompensierend", teils orientiert auf eine "Humanisierung der Arbeit". Langfristig ist jedoch nur die Realisierung einer umfassenden "gesellschaftlich-ökonomischen Planung" erfolgversprechend. (IB)

Waste incineration is the art of completely combusting waste, while maintaining or reducing emission levels below current emission standards. Where possible, objectives include the recovering of energy as well as the combustion residues. Successful waste incineration makes it possible to achieve a deep reduction in waste volume, obtain a compact and sterile residue, and eliminate a wide array of pollutants. This book places waste incineration within the wider context of waste management, and demonstrates that, in contrast to landfills and composting, waste incineration can eliminate objectionable and hazardous properties such as flammability and toxicity, result in a significant reduction in volume, and destroy gaseous and liquid waste streams leaving little or no residues beyond those linked to flue gas neutralization and treatment. Moreover, waste incineration sterilizes and destroys putrescible matter, and produces usable heat. Incineration Technologies first appeared as a peer-reviewed contribution to the Encyclopedia of Sustainability Science and Technology. It provides detailed treatment of the challenges of this technically complex process, which requires huge investment and operating costs, as well as good technical skills in maintenance and plant operation. Particular attention is paid to technologies for ensuring the complete burn-out of flue gas and residues and for controlling the resulting pollutants.
Megatrends wie Globalisierung, Werte- und Demographiewandel, die spürbare Ressourcenbegrenztheit aber auch der technologische Fortschritt bilden den Rahmen für die wirtschaftlichen, gesellschaftlichen und politischen Entwicklungen des 21. Jahrhunderts. Stimmen aus Industrie, Forschung und Politik messen dabei vor allem dem Thema Umweltschutz, Globalisierung und der Ressourcenschonung in nächster Zukunft höchste Bedeutung bei. Am Beispiel der Automobilindustrie zeigt sich die enge Wechselbeziehung zwischen Ressourceneinsatz und Produktion. Lösungsansätze für die ressourceneffiziente Automobilproduktion liegen dabei nicht nur in der effizienten Gestaltung der Komponenten und Fertigungsprozesse. Vielmehr ist aus ganzheitlicher Sicht auch die effiziente Gestaltung von Komponenten hinsichtlich der späteren Funktion im Betrieb zu betrachten. Beispielsweise sind beim Verbrennungsmotor vor allem der Komponenten-Leichtbau, das Downsizing sowie die Reibungsreduzierung und Erhöhung des thermischen Wirkungsgrades ausschlaggebende Ansatzpunkte zur Effizienzsteigerung. Ein Beispiel wie neue Technologien die Effizienz von Verbrennungsmotoren steigern können zeigt das "Adaptronische Formbohren", das von Forschern am Fraunhofer IWU entwickelt wurde.
