An article substantiates the need to address the problem of conceptual and categorical provision and selection of basic paradigm of local self-government theory. The authors analyze the basic provisions of the Concept of reforming local self-government and ter-ritorial organization of power in Ukraine, which determines the direction, timing and mechanisms of formation of effective local self-government and territorial organization of power. The concept involves creating and maintaining complete living environment for citizens, providing high quality and affordable public services, establishment of institu-tions of direct democracy, meeting the interests of citizens in all spheres of life in the territory, reconciling the interests of the state and local communities. The article deter-mines the necessity of forming the legal framework for the activities of local self-govern-ments bodies and executive authorities on the new territorial basis. It should define the powers of these bodies and their resource support as required by the Concept. The authors explore the content of the stages of local self-government and territorial organization of power reform in Ukraine. ; Встановлено необхідність вирішення проблеми понятійно-категорійного забезпе-чення та вибору базової парадигми і теорії місцевого самоврядування. Power-sharing agreements have become a blueprint for efforts to end violent conflicts in many parts of the world, particularly in Africa. Such agreements, however, rarely include territorial power sharing - at least, not according to the formal, rather unhelpful narrow definition that includes federalism and decentralization. This article argues that the concept of territorial power sharing needs to be broadened in order to account for the manifold informal or indirect manifestations of such arrangements. Drawing on extensive fieldwork data from the DRC, Liberia, and Kenya, the article analyses the history of spatiality and power in Africa in order to explain why formal mechanisms of territorial power sharing are rare and why more subtle types of informal territorial power sharing are much more common. Based on this analysis, we conclude that territorial power sharing is present in many African states, but that typically it is overlooked because of its informal nature. Studies of territorial cohesion combine aspects of effective national territory and spatial inequalities, focusing on better integration of regions through balanced economic growth, reducing regional disparities, and inclusive policies toward all citizens. Lack of cohesion and instability result from poorly managed government expenditures, clan politics, and policies toward minority ethnic groups. I examine territorial cohesion in Kazakhstan, focusing on territorial efficiency, quality, and identity to evaluate how government policies play out across the country. Analysis of official statistics shows that there is improvement in territorial efficiency and quality for most citizens, with the greatest investment in the resource-producing areas and in the rural south. There is less investment in the more heavily-Russified north. Not surprisingly, there is greater territorial identity in the south than in the north, which feels increasingly disenfranchised. This analysis was borne out in a survey of 255 university students. Ethnic Russians from the north felt most disenfranchised due to lack of opportunities and discrimination, while ethnic Kazakhs were more likely to view the future of the country positively and believe that they had greater opportunities. This research suggests that a multi-pronged approach toward territorial cohesion can be most helpful for both the governments of newly independent countries and for external assistance.
