The objective of the present study was to identify opportunities for Aboriginal controlled economic enterprise in selected Aboriginal communities in the Northern Territory. For this the following terms of reference were agreed to: 1. To determine the potential in specific Aboriginal communities and groups for (a) expanding any existing economic enterprises, and (b) initiating new enterprises. 2. To identify different existing or possible forms for local management and control and to report on their appropriateness and acceptability (e.g. by council, by cooperative, by private firm, by community association). 3. To assess the employment needs of projects and how these might be met. 4. To determine the character and extent of outside assistance that may be needed in respect of (a) training (b) capital and other resources such as equipment (c) managerial and technical expertise (d) marketing (e) funding, including government program funding and to identify sources from which this assistance may be obtained. These terms meant that it was necessary to ascertain the nature of economic systems (market and subsistence sectors) in contemporary Aboriginal communities in the Northern Territory in light of potential economic enterprise development; and to determine the influence of Aboriginal demography and social and cultural institutions on the planning, development, and potential success of economic enterprises in selected Aboriginal communities in the Northern Territory.

Nearly thirty-five years have gone by since the signing of the Treaty of Versailles brought into existence a new international entity, the territory under mandate or trusteeship. Histories of the peace negotiation, depending on the prejudices or the personalities of their authors, represented the system as the creation of a group of impractical idealists or as the ultimate Surrender to militant colonialism. Only recently has it proved feasible to examine much of the evidence, to discover the effects of the system on the territories themselves, and to draw a few conclusions.

The concept of territory, a politicized space, is not really explored in International Relations, even though territory is where International Relations happen physically. This article explores the development of the concept of territory in International Relations. By seeing the development of the concept of territory in International Relations, I could see the main arguments regarding territory. For example, I could understand the argument behind the jargon of "borderless world" or "return of geography". In order to fully explain the development of the concept of territory in International Relations, I divide my research into five parts. First, I would describe the beginning of territory itself; how a neutral geographical space turned into political geographical space. Second, I would talk about the implication of politicization of the geographical space itself, geopolitics. Third, I would describe the critics of the concept of territory and also geopolitics. This will be joined by the fourth part about the respond the critics of the concept of territory and geopolitics. Lastly, I would talk about the non-territorial political community as alternative to traditional territorial-based state. This article then concludes that the definition of territory itself needs to be broadened, as non-spatial space is now a territory, such as the Great Firewall of China. Ultimately, I hope to show the current discussion of territory in international relations study and what could be discussed more in this rarely talked concept in international relations.

This publication is devoted to the consideration of the main concepts of Islamic theology such as the "territory of Islam" (dar al-Islam) and the "territory of war" (dar al-harb), which was developed in the works of Fiqh scholars. The author studies semantic development of this concept on the example of a number of modern Muslim scholars and theologians' points of view, and their position regarding the related Shari'a norms.
