Atatürk problemlerin çözümünde daima barış yanlısı olmuştur. Barışı sadece ülkesi için değil, bütün dünya için istemiştir. Bu düşüncesini "Yurtta Barış, Dünya'da Barış" sözüyle ifade etmiştir. Atatürk, Milli Mücadele döneminde de barışın sağlanması için çalışmıştır. Bunu gerçekleştirmenin yolunun da işgalin sona erdirilmesi olduğunu belirtmiştir. Ancak İtilaf devletleri işgalden vazgeçmedikleri için Türk Milleti bağımsızlığını kazanmak amacıyla cephede mücadele etmek zorunda kalmıştır. Atatürk, zafer kazanıldıktan sonra da kalıcı bir barış antlaşmasının gerçekleşmesi için gayret göstermiştir. Bu gayretler sonucu imzalanan Lozan Antlaşması'ndan sonra da barışçı politikasını sürdürmüştür. Başta komşu devletler olmak üzere tüm devletlerle iyi ilişkilerde bulunmuş ve Balkan Paktı ile Sadabat Paktı'nın kurulmasına öncülük etmiştir. Dünyadaki bütün barışçı çalışmaları desteklemiş, savaşları önleme ve silahsızlanmaya yönelik çabaların tamamında yer almıştır. Türkiye'nin dünyada barışı sağlamak amacıyla kurulan Birleşmiş Milletler'e üye olmasına da katkıda bulunmuştur ; Atatürk has always been in favor of peace in solution of problems he encountered. He wanted the peace not only for his country but also for the entire world. He expressed this view as "Peace in home, peace on the world". He also tried to establish a peacefull environment during the National Struggle. He stated that the way to enable this was putting the enemy invasion to the end. But he had to war in order to gain independence for his country because the Allied Nations didn't give up invading it. Atatürk also made efforts to provide a permanent peace agreement following the victory. He sustained his peaceful policies after Lausenne Agreement signed by means of these efforts. He made good contacts with other countries, especially those surrounding Turkey and led to Balcan Agreement and Sadabat Agreement. He supported all peaceful efforts on the world and tried to prevent wars and took part in efforts to enable disarmament. He contributed to Turkey for it to be a member of United Nations founded to provide peace on the world.

II. Dünya Savaşı'nın ardından kurulan Birleşmiş Milletlerde, savaşın galibi beş devletin daimî üye olarak yer aldığı Güvenlik Konseyi oldukça güçlü ve geniş yetkiler- le donatılmış, buna mukabil tüm üye devletlerin eşit bir şekilde temsil edildiği Genel Kurul bir müzakere organı olarak şekillendirilmiştir. Ancak Güvenlik Konseyinin be- lirleyici ve hükmedici bir konuma sahip kılındığı bu sistemin, temel amaç olan ulus- lararası barış ve güvenliğin sağlanması açısından başarısız olduğu ortaya çıkmıştır. Özellikle daimî üyelerin Birleşmiş Milletler Andlaşması ile kendilerine tanınan veto yetkilerini sıkça kullanmaları sebebiyle, Güvenlik Konseyinden karar almak neredey- se imkânsız hâle gelmiştir. Uluslararası barış ve güvenliği tehdit eden veya ihlâl eden olaylar karşısında Güvenlik Konseyinin etkin bir şekilde harekete geçememesi, Gü- venlik Konseyi özelinde Birleşmiş Milletleri haklı eleştirilerin hedefi haline getirmek- tedir. Birleşmiş Milletler sisteminin yaşanan bu tür sorunlar ve günümüz ihtiyaçları doğrultusunda yeniden şekillendirilmesi yönündeki çabaların sonuç vermediği dikkate alındığında, daimî üyelerin sahip oldukları veto yetkilerini kötüye kullanmaları karşı- sında, Genel Kurulun 1950 tarihli Barış İçin Birlik Kararı kapsamında harekete geç- mesinin en uygun ve elverişli seçenek olduğu görülmektedir. ; The Security Council, being one of the main bodies of the United Nations es- tablished after the Second World War, is composed of five permanent members and empowered with large and strong powers, in contrast with General Assembly desig- ned just as negotiation organ although all member states are represented only in this body. However, it is obvious that the Security Council dominant UN system aiming international peace and security has not been successful. Especially due to frequent use of veto power by permanent members has blocked decision making. The inability and immobility of Security Council against the actions creating threats to international peace and security has made the UN system a target of rightful criticism. Taking into consideration these problems and futile reform efforts for restructuring the UN sys- tem, the most appropriate and convenient option to prevent abuses of veto powers by permanent members is to act according to Uniting for Peace Resolution of the General Assembly dated 1950.

Bu çalışmada 1960'lardan sonra değişim gösteren toplumsal hareketler literatürü ve özellikle 11 Eylül 2001 saldırılarından sonra boyut değiştiren barış aktivizmi bağlamında Doğu Konferansı adlı oluşumun barış aktivizmi yapan bir toplumsal hareket olarak değerlendirilmesinin ne ölçüde mümkün olduğu araştırılacaktır. Bu bağlamda Doğu Konferansı oluşumunun içerisinde yer almış ve aktif olarak faaliyetlere katılmış olan kişilerle yapılan derinlemesine mülakatlar ve oluşumun yapmış olduğu yayınlar ile basına ve kamuoyuna yansımış metinler derlenen veriler kullanılacaktır. Bu veriler öncelikle 1960 sonrası toplumsal hareketler literatüründe bu fenomeni acıkmaya çalışan dört temel yaklaşım olan kolektif davranış yaklaşımı, kaynak mobilizasyonu teorisi, siyasi süreç yaklaşımı ve yeni toplumsal hareketler yaklaşımı bağlamında incelenecektir. Ardından Johan Galtung'un pozitif ve negatif barış kavramları üzerinden değerlendirilen veriler ışığında, Doğu Konferansı oluşumunu barış aktivizmi yapan bir toplumsal hareket olarak tanımlamanın ne derece mümkün olduğu değerlendirilecektir. ; In this study, it will be investigated to what extent it is possible to evaluate the Eastern Conference as a peace activist social movement in the context of the social movements literature that changed after the 1960s and especially the peace activism that changed dimensions after the September 11, 2001 attacks. In this context, data compiled from in-depth interviews with people who took part in the formation of the Eastern Conference and actively participated in the activities, and from the publications made by the Conference, as well as texts that were collected from the press, will be used. These data will be examined primarily in the context of the collective behavior perspective, resource mobilization theory, political process perspective and new social movements approach, which are the four main approaches that try to explain this phenomenon in the post-1960 social movements literature. Then, in the light of the data analyzed with the positive and negative peace concepts of Johan Galtung, it will be evaluated to what extent it is possible to define the Eastern Conference as a social movement engaged in peace activism.

Barış çalışmalarının geçmişten günümüze gelen süreçte bir takım değişiklikler sergilediği gözükmektedir. Bu değişiklikler, 21. Yüzyılın kendine özgü ekonomi politik yapısıyla değerlendirildiğinde sürdürülebilirlik kavramını gündeme getirmektedir. Barışın sürdürülebilir olma niteliği ise barış kavramının strateji ile olan ilişkisini ortaya çıkarmaktadır. Bu ilgileşim, barışın kurulma ve koruma aşamalarında stratejik davranışın sergilenmesi gerektiği sonucunu doğurmaktadır. ; It seems that peace studies have exhibit some changes between the past and present process. These changes put the term of sustainability to the center of the field when it evaluated with the economy politics structure of the 21st age. A sustainable attribution of the peace, reveals the relation with the term of peace with strategy. This correlation, results with the exhibition of the necessity of the strategic behavior in peace building and peace keeping processes.

Küresel anlamda yaşanan savaş, çatışma ve ayrımcılık gibi durumlar insanlığın geleceği adına kaygı verici boyutlardadır. Gelecek nesillere barışçıl bir dünya emanet edebilmenin yolu barış eğitiminin önemsenmesinden geçmektedir. Ancak barış eğitiminin okul müfredatlarında yer almasından önce dersin teorik yapısı hususunda belirsizliklerin olduğu dikkat çekmektedir. Söz konusu belirsizliğe istinaden bu çalışmada, barış eğitiminin teorik yapısının oluşumunda felsefeden hangi kazanımların sağlanabileceği tartışılmaktadır. Bu çerçevede öncelikle insani anlamda barış eğitiminin niçin önemsenmesi gerektiği ele alınmaktadır; ikinci adım da ise filozofların barışın sağlanması hususunda ileri sürdükleri bazı teorilerine yer verilmektedir. Üçüncü adımda ise bu düşüncelerden barış eğitimi adına hangi kazanımların elde edilebileceği irdelenmektedir. Özellikle akıl-barış ilişkisi, insan hakları ve barışın mutlak bir değer olarak görülmesi anlayışı söz konusu eğitimin teorik yapısının teşekkülünde başvurulacak değerler olarak karşımıza çıkmaktadır. Son tahlilde ise mevcut analizler üzerinden bazı tespit ve önerilere ulaşılmaya çalışılmaktadır. ; The problems of war, conflict, discrimination which were suffered globally are in the level of concern for the future of the humanity. The way of leaving a legacy of peaceful world to the following generations may be possible to attache importance to peace education. The ambiguities about theoretical background of peace education draw attention before it is placed on the schools' curriculums as a lesson. This work discuss how philosohpy contribute to establish the theoretical body of peace education against the said ambiguities. In this framework, firstly, it is addressed why it is necessary to give importance to peace education; Secondly, some theories which were argued by philosophers for peacebuilding are articulated. Thirthly, it is analysed what sort of acquisitions from those thoughts on behalf of peace education. Particularly the relationship of intelligence-peace, human rights and the understanding of adoption of peace as an absolute value come out as values so as to establish the theoretical body of the mentioned education. In conclusion, it is tried to provide some deductions and suggestions through the current analyses.

Latin Amerika'nın önemli ülkelerinden Kolombiya uzun yıllar çatışmalar ülkesi olarak anılmıştır. Geçtiğimiz yüzyılda ülke içerisinde Liberaller ve Muhafazakarlar arasında şiddetli çatışmalar yaşanmış, toplumdaki gelir dağılımı adaletsizliği, mülkiyetin kullanımındaki toplumsal katmanlardaki derin farklılıklar iç çatışmaların artmasına neden olmuştur. Hükümetler ile muhtelif çıkar ilişkileri olan belirli azınlık gruplarının elinde bulunan devasa toprak mülkiyetleri oligarşik yapıları meydana getirmiş, buna karşın toplumsal refleks ve dinamikler harekete geçmiş ve iç isyanlar başlamıştır. Farklı birçok silahlı örgüt bu yapısal olumsuzlukları bertaraf etmek için devlet ve paramiliter güçlere karşı savaş açmıştır. Silahlı mücadelelerin başlamasıyla yaşanan çatışmalar ülkede zaten yoğun şekilde var olan uyuşturucu trafiğinin ve coğrafi koşulların gerilla için elverişli olmasının da etkisiyle apayrı bir ivme kazanmıştır. Bu silahlı grupların en eskisi ve büyüğü olan FARC, Kolombiya Hükümetleriyle 52 yıl boyunca savaşmış ve birçok evreden sonra Barış Anlaşması ile bu savaş sona ermiştir. Bu çalışmada Kolombiya devlet ve toplum yapısındaki dinamikler, sorunun temel yapı taşları çatışma teorisi analizi çerçevesinde irdelenerek kalıcı barış kapasitesi tahlil edildi. Yaşanan iç savaştan barış aşamasına gelinen süreçte dış etkenlerin etkisi, ideolojik angajmanlar, küresel hegemonya ve konjonktürel etkileri ortaya koyuldu. Yanlış ve doğrularıyla taraflar arasında çatışmasızlığın nasıl sağlandığı, tarafların talep ve aktör analizleriyle politik inisiyatiflerin nasıl alındığı mercek altına alındı. Barışın kalıcı hale gelebilmesi ve geleceğin Kolombiya toplumu için barış umudu taşıyabilmesi için gerekli reform adımları ortaya koyuldu. Son olarak dünyanın diğer coğrafyalarında bulunan çatışmalara Kolombiya-FARC barış sürecinin nasıl bir tecrübi kazanım olabileceği araştırıldı. ; Colombia, one of the most important countries of Latin America, has been called as conflict country for many years. In the past century, there have been violent clashes between the Liberals and the Conservatives in the country; the unfair income distribution in society and the deep differences in the social strata in the use of property have led to an increase in internal conflicts. The gigantic land properties owned by certain minority groups who have various interests with governments constituted oligarchic structures, on the other hand social reflexes and dynamics came into action and internal revolts began. Many different armed organizations have waged war against the state and paramilitary forces in order to eliminate these structural problems. The clashes with the onset of armed struggles gained momentum due to the fact that the drug traffic that is already heavily present in the country and geographic conditions that are favorable for guerrillas. The FARC, the oldest and largest of these armed groups, fought the Colombian Governments for 52 years and, after many stages, this war ended with the Peace Agreement. In this study, the dynamics in the state and social structure of Colombia and the main building blocks of the problem were analyzed within the framework of conflict theory analysis; and lasting peace capacity was analyzed. The effects of external factors, ideological engagements, global hegemony and its conjunctural effects have been put forward in the process from the civil war to the stage of peace. It was examined how the de-conflict between the parties was ensured by their wrongs and rights and how the political initiatives were taken by the demand of parties and actor analysis. The necessary reform steps have been put forward for the peace to be lasting and the hope for peace for the future of Colombian society. Finally, it was explored how the Colombian-FARC peace process could be a gain in the conflicts in other geographies of the world.

Bu çalışmanın konusu idare hukukunda sulh kurumudur. Amaç, alternatif bir çözüm yöntemi olan bu kurumun iç hukukumuzdaki yapısı, uygulanma yöntemi ve sonuçlarını araştırmaktır. En genel tanımla Türk idare hukukunda sulh, bazı idarelerin taraf olduğu adli veya idari uyuşmazlıklarda, ihtilafın yargı yoluna gidilmeden taraflar arasında çözüme kavuşturulduğu alternatif bir çözüm yöntemidir. Çalışmamızda kısaca değinilen diğer alternatif çözüm yöntemlerinin ve bu kurumun en önemli ortaya çıkış nedenini, devlet tarafından mahkemeler eliyle sunulan yargı hizmetinin takip ettiği prosedürün zaman alan ve ekonomik maliyeti yüksek bir yöntem olması oluşturur. Diğer bir söylemle, tarafların aralarındaki ihtilafı kendilerinin inisiyatiflerinde ve süratle çözüme kavuşturmak istemeleri alternatif çözüm yöntemlerini doğurmuştur. İdare hukukunda alternatif çözüm yöntemi olarak kabul edilen sulh kurumuyla; mahkemelerin iş yükünden, zaman, emek ve kırtasiye giderlerinden kurtarılması yanında, tarafların adaletli çözüm beklentilerinin bir an önce gerçekleştirilmesi amaçlanmaktadır. Bu kapsamda çalışmamızda genel olarak alternatif çözüm yöntemlerinden bahsedilmesinin ardından asıl inceleme konusu olan 659 sayılı Kanun Hükmünde Kararname ile getirilen idare hukukunda sulh kurumu üzerinde durulmuş ve Kurumun uygulaması sırasında yaşanan sorunlar ile bunların çözümüne dair öneriler getirilmiştir. The purpose is to examine the structure, practice method and results of this concept which is an alternative dispute resolution method. In the general definition, peace in the Turkish administrative law is an alternative dispute resolution method which settles the judicial or administrative disputes, to which some administrations are parties, between the parties without applying the dispute to the remedy. The most important reason of emergence of this concept and the other alternative dispute resolution methods which are mentioned briefly in our study is the facts that the procedure followed by the judicial service provided by the State through the courts takes a lot of time and it is a method with high financial costs. In other words, the demand of the parties to settle the dispute quickly and among themselves in their own initiatives has given rise to the alternative dispute resolution. The peace concept which is recognized as an alternative dispute resolution method in the administrative law aims not only to decrease the workload of the courts and the costs of time, labour and stationery expenses, but also to realize the just settlement expectations of the parties as soon as possible. In this regard, following the discussion of the alternative dispute resolution methods generally, this study evaluates the peace concept in the administrative law provided for by the Decree Law No 659 and the problems encountered during the implementation of this concept are defined and solutions for these problems are suggested. Bu makalede, uluslararası ilişkiler kuramlarının barış kavramına yaklaşımları incelenmekte, kalıcı barışın tesisinin küresel yönetişim sistemi ile mümkün olduğu değerlendirilmektedir. İdealizm ve Liberalizm geleneğindeki teorik yaklaşımlar kalıcı barışın tesisinin belirli norm ve kuralların devlet düzeyinde ve devletlerarası seviyede yerleşmesine bağlı olduğunu öne sürmektedir. Realizm geleneğindeki teorisyenler uluslararası barışı güç ve çıkar kavramları temelinde ele almakta, ancak sınırlı ve izafi bir barışın gerçekleşebileceğini iddia etmektedir. Marksist çizgideki yapısalcı yaklaşımlar, sürdürülebilir barışın sağlanabilmesini dünyadaki cari kapitalist sistemin yeniden yapılandırılmasına bağlamaktadır. Postyapısalcı bakış açısı ve eleştirel kuram ise pozitivist teorilerin barış anlayışını sorgulasa da uygulanabilir bir barış önerisi geliştirememiştir. Bu çalışma, uluslararası ilişkiler teorilerinin kalıcı barış için sunduğu düzenlemelerin küresel düzeyde işleyebilen bir yönetişim sistemiyle gerçekleşebileceğini ileri sürmekte, etkin bir küresel yönetişimin dünya barışı için gerekli olduğunu savunmaktadır. ; This article analyzes the peace approaches of international relations theories and argues that lasting peace is possible through a functioning global governance system. Idealist and Liberalist traditions maintain that lasting peace can be achieved if certain norms and rules are established and consolidated at state and international levels. Realist theorists associate peace concept with power and interest and claim that an international peaceful order might be a reality only in limited periods and based on power and interests of some states. The Marxist approaches stipulate that the present capitalist world economy must be restructured for sustainable peace while Poststructuralist perspective and Critical Theory do not offer an applicable roadmap for lasting peace despite their critical stance on Positivist understanding of peace concept. This study asserts that for sustainable peace at world level a working and influential global governance system should be built and maintained in effect.

Dünya Savaşı sırasında Almanya ve müttefiklerinin literatürde ihmal edilen barış stratejileri üç başlıkta ele alınmıştır. Öncelikle savaşın başından 1916 yılı sonuna dek geçen dönemde münferit bir sulh stratejisinin izlendiği öne sürülmüştür. İtilaf devletleri arasındaki anlaşmazlıklar dolayısıyla ve savaşın gidişatına göre itilaf devletlerinin her biri müttefiklerin-den kopabilecek ve münferit sulh yapılabilecek birer düşman olarak değerlendirilmiştir. 1916 yılı önce kamuoyu sonra diplomatik kanallar üzerinden müttefiklerin sonuçsuz kalan müzake-re ve sulh tekliflerine sahne olmuştur. From the beginning of the war until the end of 1916, it is suggested that the strategy of separate peace was followed. Because of the disputes between the Entente states and according to the course of the war, each of the allies was considered as an enemy which can be detached from the Entente and make separate peace. The year of 1916 has been the scene of the inconclusive negotiation and peace proposals of the Allies in the public discussions first and then through diplomatic channels. Finally, the occur-rence of the war between the two blocks and the absence of diplomatic relations between them necessitated the strategy of third parties' mediation. Neutral states including USA, the pope as a spiritual authority and socialist representatives from combatant countries have attempted to mediate for peace which was interpreted in different ways by the belligerent parties.

From a conceptual-theoretical as well as political perspective, this essay examines the interrelationships between the identity and foreign policy dimensions of Turkey's Kurdish question and makes policy recommendations. Recent domestic and regional developments present both opportunities and great risks for Turkey's social, political and territorial cohesion, peace and stability. In order to utilize the opportunities, Turkey needs to simultaneously achieve two goals. Domestically, it needs to successfully continue its present peace process and achieve genuine democratization. This process should culminate in a state of affairs whereby the complex social and political questions underlying the Kurdish question can be processed through the mechanisms of normal democratic politics and with the participation of legitimate Kurdish political actors. One crucial and insufficiently understood challenge the Turkish state and society have to manage during the peace process is the challenge of how to addressing the identity question, which is the formative basis of Turkey's Kurdish question. This question consists of two separate but interrelated needs. The first is to address the Kurdish need and demands for 'cultural-national' recognition. The second is to address the need for a common national identity encompassing all ethnic-cultural groups, and to acknowledge that many Turks identify with Turkishness as such a common identity, which, they feel, should shape the state's identity. These two challenges can only be met by introducing new and flexible categorizations to which people can feel belonging under different names. In foreign policy, Turkey should consolidate its improved relations with regional Kurds based on interdependence and its redline should be the emergence of a hostile Kurdish statehood in the region, not Kurdish self-rule per se. This, however, should be done without alienating Arabs by defending any particular status for Iraqi or Syrian Kurds. If Turkey fails in these endeavors, however, major destabilizing developments can occur whereby the identity and belonging perceptions of many Kurds as well as Turks can experience significant shifts.
