The 100th anniversary of the peace accords that ended the First World War and determined the post-war order in Europe has not attracted the same degree of attention among historians and in the European culture of remembrance as the centenary in 2014 of the start of the First World War. Accounts of the ceasefire and the precarious peace in Europe offer almost no new insights. However, the analyses of eastern-central and eastern Europe, where new states were created, and where violence and war continued beyond the end of the First World War and almost all political orders became authoritarian regimes, open up new horizons.
Violent conflicts have haunted northern Kenya – a semi-arid region inhabited by pastoral communities – since some decades. The enormous increase of violence in recent years has several pertinent causes. Instability in neighbouring countries and a far flung network of small-arms trade has brought thousands of semi-automatic guns to the region. Political change in Kenya has created a lee-way for competing politicians to engage vigilantes on their behalf. Beyond these causes which are rather to be sought for at a macro-level there are a number of factors located at the micro-level. Rampant food insecurity linked to population increase coupled with a stagnant economic system, changes from a pastoral mode of production to more sedentary lifestyles and a continued focus on a heroic warrior ideal contribute to the situation. While there have been a number of efforts to manage and suppress violence through army, police or other state actors, non-state actors have become important during the past few years. It is here that Okumu's thesis has its focus. During a two months stay in northern Kenya he studied the "Laikipia Peace Caravan" (LPC). The LPC is constituted by about 70 professionals, highly educated members of pastoral communities like the Pokot, Samburu and Turkana. The members of LPC generally live in Nairobi or in other urban centres of Kenya. All of them still have strong linkages to their pastoral communities. They are engaged in well-paid jobs, have good links to the press or other media and have also ties to the political establishment. They have formed an NGO which has as its aim to step in immediately once violence is threatening or has happened in order to prevent an escalation of conflicts. In an ethnographic effort Okumu sheds light at the origins, principles and practices of the peace caravan and analyzes its potential to foster peace.
Begriffe sind praktisch, wenn sie uns helfen, die Welt zu verstehen. Darum hat der sogenannte Ausländeranteil eigentlich ausgedient: Er stiftet mehr Verwirrung als etwas Anderes. Beide Säulen, auf denen er beruht, geraten aktuell ins Wanken: der ethnische Gruppismus und die Problemorientierung. Statistiker*innen, Soziolog*innen sowie Politiker*innen unterschiedlicher Couleur sollten auf diesen vertrauten Begriff verzichten, der ihnen allzu leicht von der Zunge geht.
Untersucht wird die Geschichte des Führerkorps des nationalsozialistischen Reichsarbeitsdienstes von seinen Anfängen im Freiwilligen Arbeitsdienst der Weimarer Republik bis zu den Traditionsverbänden der ehemaligen Führer in der Gegenwart. Der Schwerpunkt der Arbeit liegt auf der Sozial- und Institutionsgeschichte des Führerkorps, die um alltags- und mentalitätsgeschichtliche Aspekte ergänzt werden. Auf der Grundlage einer statistischen Auswertung von 1000 Personalakten werden die Zusammensetzung und die Sozialstruktur des Führerkorps, seine "Gleichschaltung" sowie seine Beziehungen zu Militär, Nationalsozialismus und Kirche analysiert. Als Folie für die Interpretation dient der Vergleich mit anderen Berufsgruppen sowie den Führerkorps anderer NS-Organisationen. Aufbauend auf dieser prosopographischen Untersuchung wird anhand von zeitgenössischen und autobiographischen Äußerungen von Arbeitsdienstführern erklärt, warum der Arbeitsdienst so positiv erlebt wurde, daß er Teil der Identität vieler Führer wurde, und welche Faktoren zur Entstehung einer Gemeinschaft unter den Führern beitrugen, die bis in die jüngste Vergangenheit hinein bestand. Das primäre Interesse gilt hierbei den Mechanismen, mit denen der totalitäre NS-Staat bei den Angehörigen seiner unteren und mittleren Führungs- und Trägerschichten Loyalität erzeugte und erhielt. Schließlich wird die Rolle der Führer im Lageralltag und in der Lagererziehung des Reichsarbeitsdienstes betrachtet. Die Strukturen der Lager und die zu konstatierende Diskrepanz zwischen Anspruch und Realität der Lagererziehung lassen dabei Schlüsse auf Charakter und Funktion des Arbeitsdienstes im "Dritten Reich" zu. ; This study focuses on the history of the Leader Corps (Führerkorps) of the German National Socialist Reich labour service (Reichsarbeitsdienst). Starting with its beginnings in the voluntary labour service (Freiwilliger Arbeitsdienst) during the Weimar Republic the study follows its development up to current day veteran associations of the former leaders. It emphasises the social and the institutional history of the leadership, supplemented by aspects of everyday life history and mentality history. On the basis of a statistical evaluation of 1000 personal files, the analysis centres on the composition and social structure of the leadership, its "Gleichschaltung" and its relation to the military, national socialism and the church. These interpretations are then compared and contrasted with other occupational groups and leaderships of other "Third Reich" organizations. Based on this prosopographical study, it is explained - using contemporary and autobiographical material - why the labour service itself was experienced so positively, that it became part of its leaders identities, and which factors furthered the emergence, and ensured the continuance, of a community until very recently. The main focus here is on the mechanisms that the totalitarian NS-regime used to produce, encourage and maintain loyalty by the members of its lower and middle leaderships. Finally, the role of these leaders in everyday Camp life and Camp education of the Reichsarbeitsdienst is examined; the structures of these Camps, and manifest discrepancy between the theory and reality of Camp education, clearly point to conclusions about the character and the function of the labour service in the "Third Reich".
The article examines shifts in the social make-up of the Bavarian officer corps during the German confederation and the development of the role the officers played in Bavarian society. The study explores social patterns of recruitment and careers as well as the military conditioning of the officers as it related to their social status. It analyses the social prestige, the inner coherence and the social self-concept of the Bavarian officer corps and detects continuities and changes in these sectors as well as their reciprocal relations over the period of examination of five decades. The analysis clearly shows that the development of the Bavarian officer corps had different characteristics than that of the Prussian. The Bavarian officer corps emerges as a socially inhomogeneous military elite lacking the Prussian social exclusiveness. The officers stayed in constant touch with the milieu of their family background. Only the military reform beginning in 1868 based on the Prussian model created an unprecedented level of education and assimilation of the officers and led to an increasing convergence to the situation of the Prussian officer corps.

Theresa May hat eine der größten Niederlagen in der britischen Regierungsgeschichte hinnehmen müssen. Das liegt vor allem daran, dass die Brexit- Hardliner die Realitäten immer noch nicht anerkennen wollen. Jetzt muss das britische Parlament versuchen, eine Lösung der Vernunft über die Parteigrenzen hinweg zu finden. Die Europäische Union (EU) sollte daher abwarten, fest bei ihrer Position bleiben und keine Verschiebung des Austritts in Aussicht stellen.
In der Friedensforschung wird oftmals auf Immanuel Kants Annahme Bezug genommen, dass zwischen der inneren Verfasstheit von Staaten und ihrem Aggressionspotenzial ein direkter Zusammenhang bestünde. Republikanisch verfasste Staaten sollten demnach weniger zu außenpolitischen Konflikten neigen, als andere. Diesem Theorem auf den Grund zu gehen, hatte die Jahrestagung 2009 des 'Arbeitskreises Historische Friedensforschung' an der Europäischen Akademie Berlin zum Ziel. Daraus entstanden ist ein Sammelband mit 14 Beiträgen, der das Deutungsmuster 'Demokratie=Frieden' aus unterschiedlichen disziplinären Perspektiven kritisch beleuchtet, seine Genese nachzeichnet und die Theorie der Praxis gegenüberstellt. Der Band gibt einen guten Überblick über grundlegende Konzepte der Friedensforschung, vermag jedoch nicht abschließend zu beantworten, ob besagter Ansatz Gültigkeit beanspruchen kann. ; Peace research often refers to Immanuel Kant, who saw a causal connection between the internal and political constitution of states and their foreign policy. Therefore, republican states are supposed to have less interest in foreign-policy conflicts than others. To fathom this theorem, a meeting was held at the European Academy in Berlin in 2009 by the 'working group on historical peace research'. The result of this conference was a volume which critically examines the interpretation 'democracy=peace' from different disciplinal perspectives, describes its genesis, and compares theory and practice. The book gives a general idea of basic concepts of peace research; nevertheless, it is ultimately unable to answer the question whether the aforesaid theory can claim validity.
Die Konferenz der Kultusminister hat sich über eine gemeinsame Empfehlung zum Thema Friedenserziehung und Verteidigungspolitik in der Schule nicht einigen können. Ihr Streit wird zum Anlaß genommen, Berechtigung und Sinn von staatlichen Zielformulierungen zu prüfen. Kann den Lehrern über die basalen Werte der Verfassung hinaus ein Gesinnungsunterricht auferlegt werden, zumal in Themen, zu denen die Auffassungen und moralischen Bewertungen so strittig sind wie zur Verteidigungspolitik? Andererseits: kann ihnen zugestanden werden, ihre eigene friedenspädagogische Position im Unterricht mitzuteilen? Möglichkeiten und Grenzen eines erziehenden Unterrichts zwischen "Information" und "Indoktrination" sind zu bemessen nach dem Recht und Anspruch der Schüler/innen, im Spannungsfeld der Meinungen eine eigene Position zu finden. ZusammenfassungDer Beitrag setzt sich mit der Bedeutung der Menschenrechte in der Christlichen Sozialethik auseinander und benennt Herausforderungen, die mit der Rezeption der Enzyklika Pacem in terris verbunden sind. In einem ersten Schritt werden die politischen und theologischen Kontexte der Entstehung der Enzyklika beleuchtet. Anschließend wird diskutiert, auf welche Weise Pacem in terris die Sprachformen christlichen Sozialengagements transformierte und dabei – trotz des seit langer Zeit bestehenden Verdachtes des Lehramtes gegen die Kategorie der Menschenrechte – für die Menschenrechte plädierte. Dann wird die These entwickelt, dass das Hauptverdienst von Pacem in terris in der Verbindung von Menschenrechtspolitik und Friedenspolitik für die Christliche Sozialethik bestand. Schließlich werden herausfordernde Aspekte der Rezeption dieser innovativen und bedeutenden Enzyklika diskutiert.AbstractThis paper reflects on the significance of human rights in Christian social ethics and considers the challenges associated with the reception of the encyclical. In a first step, it provides an analysis of the political and theological contexts from which Pacem in terris emerged. It then discusses how Pacem in terris has transformed the language of Christian social commitment and promoted human rights notwithstanding the tradition's longstanding suspicion of the category of human rights. It suggests that one of the most important contributions wrought by Pacem in terris was the manner in which it brought the politics of human rights and the politics of peace into a seamless Christian social ethic and it ends with a discussion of the challenges associated with the reception of this transformative and iconic encyclical.
