La politica social en Mexico: un enfoque descentralizador con fines de adaptacion

The function of social policy & its contribution to governability in Mexico are analyzed in a historical review of policy from 1917 to the present. In the 1980s, the style of social policy management, characterized by universality & corporativism, changed under pressure from growing unemployment, informal markets, marginalization of rural & urban social groups, & reduction of government resources. Focused social programs were developed that involved social participation & decentralization. In the late 1990s, the government has proposed further decentralization of social programs to combat poverty. Issues associated with effective decentralization & a model for decentralization supporting the four basic areas of social policy (health, education, food, & housing) are discussed. 21 References.
