The International Tribunal for the Law of the Sea is an autonomous judicial body established by the United Nations Convention on the Law of the Sea to adjudicate disputes arising out of the interpretation and application of the Convention. The Tribunal is open to States Parties to the Convention. It is also open to entities other than States Parties (States and international organizations non-parties to the Convention and natural or juridical persons) in cases provided for in the Convention or other agreements conferring jurisdiction on the Tribunal. The Yearbook - Annuaire will give lawyers and the general public access to information about the jurisdiction, procedure and organization of the Tribunal and also about its composition and activities in 2015. The Yearbook is prepared by the Registry of the Tribunal. Until 2007, it was published in two separate volumes, English (Yearbook) and French (Annuaire). Since 2008, the Yearbook - Annuaire is published as a bilingual volume. Le Tribunal international du droit de la mer est un organe judiciaire indépendant, créé par la Convention des Nations Unies sur le droit de la mer, pour connaître des différends relatifs à l'interprétation et l'application de la Convention. Le Tribunal est ouvert aux Etats Parties à la Convention. Il est également ouvert à des entités autres que les Etats Parties (Etats et organisations internationales non parties à la Convention et personnes physiques et morales) dans les cas prévus par la Convention ou par d'autres accords conférant compétence au Tribunal. Le Yearbook - Annuaire met à la disposition des juristes et du public dans son ensemble les informations essentielles concernant la compétence, la procédure et l'organisation du Tribunal, ainsi que la composition et les activités de celui-ci au cours de l'année 2015. L'Annuaire est rédigé par le Greffe du Tribunal. Jusqu'à l'année 2007, il était publié sous la forme de deux volumes séparés, en anglais (Yearbook) et en français (Annuaire). The paper sets out to discuss a three stage framework for tackling the European intercultural dialogue and invokes Edgar Morin's method that consists of three principles: dialogic, recursive, and hologrammatic. Firstly, it considers the idea of the consciousness of European intercultural dialogue and the attitudes that influence the changing trends. Secondly, it recalls some of the first peculiar manifestations of European interculturalism. Finally, it points out the idea of Europe through the prism of the universality of science and the specificity of literature, and the importance of the intercultural education.

Representing democracy in the XIXth century Romanian political thought means, first of all, to focus the analysis on the implications the concept of democracy could provide. In the after 1848 revolution period, the concept of Romanian democracy and its place within political discourse are conditioned by philosophical and historiographical discontinuities between the periods, the intellectual sources, the political and institutional framework of that time. In those senses, democracy should be regarded as a fundamental concept to political and institutional development in the last three decades of XIXth century. In the critical approach of democracy as it appears in the Romanian political discourse, the vocation or the instinct of being democratic is constantly denied by a more plausible approach - the "national" democracy. This aspect might serve as an explanation to the multiple hesitations of the democratical background of the founding Romanian institution.

Unlike the two World Wars of the 20th century, the cold war did not end in a major international arrangement that would decide who won and who lost and organize legally the relations across the world and among the states. This "unconditional peace" allowed the East-European elites to turn from communists to democrats without having to amend their strategic vision. Most postcommunist governments, often times styled and led by ex-communists, had not only joined NATO and the European Union naturally, but would also unconditionally support american foreign politics for the simple and compelling reason that the US is the victor of the cold war.

Companies, political parties and media use statistics to refine their communications strategy. But, are the statistical analyses not a pharmakon for the communication, that his at the same time a tool to communicate better and an obstacle to the communication? Indeed, the statistics are based on anthropological and epistemological's assumptions which are incompatible with the understanding of the communication: fixism, positivism, quantification, simplification, determinism, predictability. In spite of these presuppositions, isn't it possible to find an approach of the statistics applied to the communication?

The main purpose of this article is to investigate the production of individual gender-based identity. Several modes of identification will be taken into account (ranging from the personal decision on the embodied life to the biopolitical techniques of modern and contemporary government). The underlying interrogation of the article concerns the political capacity of gender identity, i.e. the capacity of the acts of selfdefinition to change the dominant language and to articulate a political frame free of any discrimination, pathologization or criminalization.
