AbstractThe Nordic welfare model is undergoing a fundamental transformation. Using Denmark we show how a universal welfare state model is gradually being transformed into an emergent multi‐tiered welfare state. Whereas the Danish pension system's having become multi‐tiered in the 1990s, with private schemes – collective and individual – supplementing public schemes is well documented, scant attention has focused on more recent developments in other areas of the welfare state. This article shows how the multi‐tiered welfare state spread in the 2000s to policies for families, the unemployed and the sick. Although Denmark still offers universal coverage in core welfare state areas, the increased use of occupational and fiscal welfare as well as changes in public schemes has gradually transformed the nation into a multi‐tiered welfare state that is more dualistic and individualistic, with participation in the labour market becoming still more important for entitlement to benefits. These profound changes have taken place in such a way that although core characteristics are still in place, new structures and understandings of the welfare state are also developing. Thus classical typologies need revision, so that they include more focus on this combination of universality and institutional attachment to the labour market. Moreover, measures of what welfare comprises should include not only public but also private elements.

Is it possible to sustain an ambitious and redistributive Nordic welfare state in a Europe with open borders? Drawing on longitudinal administrative records spanning four decades, we first present discouraging historical evidence showing that labor migrants from low-income source countries tend to have unstable employment careers with marked overrepresentation in welfare programs. This pattern extends to post-accession labor migrants from Eastern Europe, who quickly experience high rates of unemployment. The article discusses possible avenues for making the welfare state "migration robust." We argue that there are alternatives to reclosing borders and/or cutting down welfare state ambitions, and recommend policies based on strengthening of activity requirements in social insurance programs, raising minimum job standards, and substitution of work-oriented services for cash-based family allowances.

Throughout the twentieth century, the Nordic welfare model has been attributed different characteristics and connotations. The notion of a Nordic model was constructed during the gradual transformation of the five Nordic nation states into welfare states. We argue that this can be described as a 'modelization' process driven by national and regional interests articulated in an international context. We focus on four historical phases: the formative phase of modern social policy in the late nineteenth and early twentieth century, the interwar period, the Cold War period, and the ongoing post-Cold War era. In the concluding discussion, we explain the stickiness of the image of a Nordic model by highlighting several dualisms in the uses of the concept that allowed not only for the settling of conflicting interests but also for the continuation over a century of both continuities and discontinuities. ; Peer reviewed

PurposeThe welfare states of Scandinavia have been regarded as forerunners of gender equality, but structural barriers to women's participation in the labour market may discriminate against women and create opportunity costs delimiting women's career choices. Family policies are defined to include maternity/paternity leave, benefits, childcare and leave to take care of sick children. The aim of this paper is to increase awareness and elucidate the impact of welfare policies on women's entrepreneurship because it may impact on women's entrepreneurial behaviour. Hence, it seeks to investigate the reasons underlying this apparent anomaly so that future policies in Scandinavia and Europe may be tailored to suit the needs of female entrepreneurs.Design/methodology/approachThe study uses publicly available statistical data combined with unique survey data from a sample of 1,000 sole proprietors (men and women), all members of the Danish Association for the Self‐employed, to identify the problems encountered by female entrepreneurs. The survey findings are illustrated with three interviews with female entrepreneurs that have been published in the Danish newspapers discussing the problems encountered by self‐employed female entrepreneurs.FindingsEven though the various Scandinavian models provide for ample maternity leave, benefits and childcare, on the whole, the Nordic Welfare Model is too heavily grounded in the ideals of employment favouring employment over entrepreneurship. For example, in Denmark, a sole proprietor is not allowed to work whilst on maternity leave. If she does so, her maternity allowance is reduced. This may be tantamount to closing the business down if you have a child, and may account for the fact that women are generally much older than men when starting a business. The majority of women in the survey are critical of the maternity leave system and 30 percent perceive the childcare system as a significant barrier to starting a business.Research limitations/implicationsFuture research needs to compare the Danish evidence with that from other Nordic countries to establish whether the problem is restricted to Denmark. Additionally, research should focus on identifying whether child‐bearing and ‐rearing influences on the age at which women start a business.Originality/valueSo far, it has been taken for granted that the initiation of public childcare would facilitate increased entrepreneurship among women. This study shows that this is not necessarily so, and that there is a schism between welfare models that facilitate employment and those that facilitate entrepreneurship.

Yet the model is criticised for hampering the employment opportunities of vulnerable groups. The literature identifies several potential mechanisms of exclusion. Compressed wage structures may make employers reluctant to hire certain workers for fear that their productivity is too low to justify the cost. Second, generous benefits lower individuals' incentive to work. Third, businesses increasingly specialise in high-skill activities. We explore these arguments comparatively by considering the employment chances of two vulnerable groups: disabled persons and migrants. The Nordic countries are compared with other rich democracies that take different approaches to social protection and wage dispersion. The Nordic countries do not perform systematically worse than other 'varieties of capitalism'.
