RESEARCH OBJECTIVE: The purpose of this article is to analyse the relationship between ideas of philosophical anthropology and the problem of intellectual legitimacy of democracy. THE RESEARCH PROBLEM AND METHODS: In the article I am trying to answer the question, what is the relationship between views on human nature and attitude to democracy. I analyse this problem by interpreting classic works of political thought. THE PROCESS OF ARGUMENTATION: The starting point is the statement: aversion to democracy arose largely from misanthropy. Democracy was not considered as intellectually legitimate regime, because it was not believed in the rationality of an ordinary person and his ability to participate responsibly in public life. This situation changes during the Enlightenment, when anthropological pessimism was undermined, and the theories underlying the idea of the intellectual legitimacy of democracy were formulated. The later course of events largely questioned these theories, but nevertheless democracy in the West is considered as the only legitimate form of government. RESEARCH RESULTS: This leads me to a view on the paradoxical nature of modern democracy. On the one hand, there is a consensus regarding the intellectual legitimacy of democracy. On the other hand, in theory and practice, the ability of ordinary people to participate reasonably in public life is commonly questioned. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The results of the analysis should prompt the political scientist to change the way of understanding the nature of modern democracy. This system is called democracy, but it seems to have less and less to do with the hopes of those authors who formulated its intellectual assumptions. ; CEL NAUKOWY: Celem tego artykułu jest analiza związku między wy‑ obrażeniami z zakresu antropologii filozoficznej a problemem intelektualnej prawomocności demokracji. PROBLEM I METODY BADAWCZE: W artykule próbuję odpowiedzieć na pytanie, jaki jest związek między poglądami na temat natury ludzkiej a sto‑ sunkiem do demokracji. Analizuję ten problem interpretując klasyczne dzieła z zakresu myśli politycznej. PROCES WYWODU: Punktem wyjścia jest konstatacja: niechęć wobec demo‑ kracji wyrastała w dużej mierze z mizantropii. Demokracja nie była uznawana za ustrój godny poparcia, ponieważ nie wierzono w racjonalność zwykłego czło‑ wieka i jego zdolność do odpowiedzialnego uczestnictwa w życiu publicznym. Ta sytuacja zmienia się w epoce Oświecenia, kiedy to podważono pesymizm antropologiczny i sformułowane zostały teorie stanowiące podstawę dla idei intelektualnej prawomocności demokracji. Późniejszy bieg wypadków w du‑ żym stopniu te teorie zakwestionował, ale mimo to demokracja na Zachodzie uznawana jest za jedyną prawomocną formę rządu. WYNIKI ANALIZY NAUKOWEJ: Analiza prowadzi do sformułowania poglądu o paradoksalnym charakterze współczesnej demokracji. Z jednej stro‑ ny, istnieje konsensus co do intelektualnej prawomocności demokracji, z dru‑ giej – w teorii i praktyce powszechnie kwestionowana jest zdolność zwykłego człowieka do rozumnego uczestnictwa w życiu publicznym. WNIOSKI, INNOWACJE, REKOMENDACJE: Wyniki analizy powinny skłonić politologa do zmiany sposobu rozumienia charakteru współczesnej demo‑ kracji. Ustrój ten nosi nazwę demokracja, ale wydaje się mieć coraz mniej wspól‑ nego z nadziejami tych autorów, którzy sformułowali jej intelektualne założenia.
This dissertation tries to prove that the so-called philosopher on the throne can be a better ruler not only than dictators but also than contemporary liberal democratic politician. Since the sixth century BC, when the human undertook a systematic and critical contemplation upon surrounding reality, she/he has begun to dream about political rulers to be guided in their doings by the imperative of reason. In principal, the higher level of spiritual culture characterized the rulers, the more likely their subjects were to live to a great age in relative peace. That is why for centuries it has been dreamed of a political system that is something like a kind of a sophocracy. The most complete picture of such a sovereign, which fulfilled dreams about a sage in the crown, was outlined by Plato in his State. In his point of view, as long as the lovers of wisdom will not have royal power in the states, or the rulers will not begin to love wisdom honestly, there is no help for states and for the human race. Nevertheless, over the centuries, authority was enforced mainly by physical strenght and not by reason. It was not until the twentieth century that democracy brought freedom and equality of rights, thanks to which political power became more rational. Unfortunately, also contemporary liberal democracy is not free from fundamental contradictions that can bring about its collapse. The main contradiction is the increasingly smaller influence of citizens – who in the theory of democracy are the only legal sovereign – on political decision-making. This is accompanied by the enhancing influence of entities with no democratic legitimacy, e.g. global corporations that do not care about the common (public) good, but only about their own. These entities use the growing intellectual and ethical weakness of democratic politicians whose purpose is their own particular interest and not the happiness (good) of their citizens. This may indicate a slow system disintegration. For this reason liberal democracy needs politicians who are wise enough to realize this threat. Of all the people in the history of the world who led political communities, to the Platonic ideal in the highest degree (among others, like T. G. Masaryk and Á. Göncz) got closer the man who, paradoxically, never wanted to be a ruler. Václav Havel's thought is a critique of both Soviet post-totalitarianism and Western democracy. In his opinion both systems, though to a different degree, alienate a human trying to reduce her/him to the role of a machine's cog. Havel proposes that each citizen take individual and global responsibility for herself/himself and the whole world, because only in this way she/he can consciously exert real influence over political decisions. What is more, this is the only way to build a politics that aims – if possible – the happiness of every person. Havel realizes that in today's world this attitude is extremely impractical and very difficult to apply in everyday life. Nevertheless, he knows no better possibility.
The aim of the article was to describe and assess the geopolitical situation of selected countries of the new Eastern Europe from the point of view of the balance of power as an analytical category. These countries include Belarus, Moldova and Ukraine. The internal structure of the article consists of the following points: discussion of the concept of balance of power and the position of selected countries of the new Eastern Europe, then the political strategies of the most important geostrategic countries, i.e. the Russian Federation, the EU, the USA and the PRC towards the countries of this subregion, were presented, and an assessment of the extent to which the policy of these powers refers to the category of balance of power. The analysis shows that the theory of the balance of power can still be a useful research tool for assessing the policies of the great powers. The thesis that the territories occupied by Belarus, Moldova and Ukraine are an important area from the geopolitical point of view has also been confirmed. For most strategic players, the key country of this subregion is Ukraine. Of the analyzed powers, only Russia wants to change the balance of power and take control of the entire area of the subregion. Other geostrategic players would like to maintain the current balance of power. ; Celem artykułu był opis i ocena sytuacji geopolitycznej wybranych państw nowej Europy Wschodniej z punktu widzenia równowagi sił jako kategorii analitycznej. Do tych państw należą Białoruś, Mołdawia i Ukraina. Struktura wewnętrzna artykułu składa się z następujących punktów: omówienie pojęcia równowagi sił i pozycji wybranych państw nowej Europy Wschodniej, następnie zostały zaprezentowane strategie polityczne najważniejszych geostrategicznych, czyli Federacji Rosyjskiej, UE, USA i ChRL wobec państw tego subregionu i ocena w jakim zakresie polityka tych mocarstw odwołuje się do kategorii równowagi sił. Z przeprowadzonej analizy wynika, że teoria równowagi sił wciąż może być użytecznym narzędziem badawczym do oceny polityki wielkich mocarstw. Potwierdzona została również teza, że terytoria zajmowane przez Białoruś, Mołdawię i Ukrainę są ważnym obszarem z punktu widzenia geopolitycznego. Dla większości graczy strategicznych kluczowym państwem tego subregionu jest Ukraina. Spośród analizowanych mocarstw tylko Rosja chce dokonać zmiany układu sił i przejąć kontrolę na całym obszarem subregionu. Pozostali gracze geostrategiczni chcieliby zachować dotychczasowy układ sił. ; Целью статьи было описание и оценка геополитической ситуации отдельных государств новой Восточной Европы с точки зрения баланса сил как аналитической категории. Эти страны включают Беларусь, Молдову и Украину. Внутренняя структура статьи состоит из следующих пунктов: обсуждение концепции баланса сил и положения отдельных стран в новой Восточной Европе, затем политические стратегии важнейших геостратегических стран, то есть Российской Федерации, ЕС, США и КНР по отношению к странам этого субрегиона, оценка степени, в которой представлена политика этих держав, относится к категории баланса сил. Анализ показывает, что теория баланса сил по-прежнему может быть полезным исследовательским инструментом для оценки политики великих держав. Подтвердился и тезис о том, что территории, оккупированные Беларусью, Молдовой и Украиной, являются важной территорией с геополитической точки зрения. Украина является ключевой страной в этом субрегионе для большинства стратегических игроков. Среди проанализированных держав только Россия хочет изменить баланс сил и взять под свой контроль всю территорию субрегиона. Остальные геостратегические игроки хотели бы сохранить нынешний баланс сил.
Rada Unii Europejskiej jest jedną z najważniejszych instytucji Unii Europejskiej. Ma złożoną strukturę i odgrywa kluczową rolę zarówno w stanowieniu prawa UE jak i jego wykonywaniu. Rada jest również forum, na którym państwa członkowskie mogą wyrażać i uzgadniać swoje interesy. Mimo to przyciąga mniejsze zainteresowanie ze strony badaczy niż na to zasługuje. Ostatnia monografia na temat Rady w języku angielskim ukazała się w 2006 roku. Od tego czasu prowadzono wiele badań nad różnymi aspektami działania Rady, a traktat z Lizbony wprowadził istotne dla tej instytucji zmiany. Choć w podręcznikach można znaleźć zaktualizowane rozdziały dotyczące Rady, brakuje szerszego przeglądu spraw, które powinna mieć na uwadze osoba chcąca badać tę instytucję. Niniejsza książka stara się wypełnić tę lukę, proponując szeroki choć zwięzły przegląd tematów dotyczących organizacji i działania Rady. Książka podzielona jest na pięć rozdziałów. W pierwszym rozdziale przedstawiono treść książki i omówiono metody i podejścia do badania Rady. Drugi rozdział przybliża złożoną strukturę Rady: jej liczne warstwy i aktorów instytucjonalnych, którzy je przekraczają. W trzecim rozdziale przeanalizowano rolę Rady w systemie politycznym UE, zwłaszcza jej relacje z innymi instytucjami. W czwartym rozdziale wprowadza elementy teorii negocjacji, które mają znaczenie dla Rady i podkreśla szczególne cechy podejmowania decyzji w tej instytucji. Ostatni, piąty rozdział podkreśla znaczenie czynników społecznych i personalnych dla funkcjonowania Rady – opisano w nim warunki i mechanizmy socjalizacji, która ma miejsce w Radzie. ; The Council of the European Union is one of the most important institutions of the European Union. It has a complex, multi-layered and multi-sectorial structure. It plays a crucial role in both legislative and executive policies of the Union and serves the Member States as a forum to express and negotiate their interests. However, it seems to draw less interest from the academic community than it deserves. The most recent monograph on the Council in English was published in 2006. Since then much research has been conducted on different facets of the organisation and functioning of this institution, and the Treaty of Lisbon introduced several important changes that affected the Council, especially its relationship with the European Parliament and the European Council. While there are some up-to-date introductory publications (mostly chapters in textbooks), what is lacking is a more extensive survey of the issues that should be the focus of attention to anyone wishing to study the Council. This book attempts to fill this gap, offering broad, yet concise overview of both the organisation and functioning of the Council. The book is divided into five chapters. The first chapter introduces the content of the book and surveys the methods and approaches that might be applied in the study of the Council. The second chapter takes a closer look at the Council's complex structure – its many layers and institutional actors who cross them. The third chapter analyses the role of the Council within the political system of the EU, especially its relationship with other main institutions. The fourth chapter introduces elements of negotiation theory relevant to the Council and emphasises the specific features of the decision-making process in this institution. The final, fifth chapter stresses the importance of the social and the personal for the functioning of the Council by describing the conditions and mechanisms of socialisation that takes place within the Council's structure.
RESEARCH OBJECTIVE: The aim of the article is to present selected problems of the democratic system in Poland and to propose directions of development improving its operation. THE RESEARCH PROBLEM AND METHODS: The research problem was to check whether the implementation of modern organizational concepts and ICT solutions can contribute to a more efficient exercise of democratic power and increase its quality? The basic method was both the analysis of public opinion polls on various aspects of the Polish democracy system and a review of the literature on concepts and scientific theories related to the study of democratic systems. THE PROCESS OF ARGUMENTATION: The first part presents the results of public opinion surveys on democracy and its individual areas of operation. The second section presents concepts and scientific theories related to the study of democratic systems and its mechanisms. The third section presents selected problems of democracy in Poland and proposals for their changes based on the assumptions of concepts and theories discussed in the second part of the article. RESEARCH RESULTS: The crisis of confidence in the current model of democracy results from the mismatch between its form and development challenges. The implementation of both the concept of e-democracy proposed by the European Parliament and organizational solutions based on the assumptions of concepts and scientific theories related to the study of democratic systems should contribute to increase the effectiveness of democracy. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Despite the huge number of publications in the literature and press devoted to democracy, the main focus was either on the assessment of the current state of the system or its elements, or scientific theories related to a given area of democracy. Occasionally, ad hoc proposals for change were indicated, but in this case, they were mostly, without a deeper and broad view of the entire democratic system. This article overcomes the above limitations by combining the assessment of the current perception of democracy with scientific theory, which at the same time provides the basis for proposals for systemic solutions to improve the effectiveness of democracy. ; CEL NAUKOWY: Celem artykułu jest przedstawienie wybranych problemów systemu demokratycznego w Polsce oraz zaproponowanie kierunków rozwoju, poprawiających jego działanie. PROBLEM i METODY BADAWCZE: Problem badawczy dotyczył sprawdzenia czy wdrożenie założeń nowoczesnych koncepcji organizacyjnych i rozwiązań teleinformatycznych może przyczynić się do sprawniejszego sprawowania demokratycznej władzy, a także podwyższenia jej jakości? Podstawową metodą była zarówno analiza badań opinii publicznej o różnych aspektach polskiego systemu demokracji, jak i przegląd literatury przedmiotu dotyczącej koncepcji i teorii naukowych, związanych z badaniem systemów demokratycznych. PROCES WYWODU: W pierwszej części przedstawiono wyniki badań opinii publicznej o demokracji i jej poszczególnych obszarach działania. W drugiej części zaprezentowano koncepcje i teorie naukowe, związane z badaniem systemów demokratycznych i jego mechanizmów. Trzecia część przedstawia wybrane problemy demokracji w Polsce i propozycje ich zmian, opierających się na założeniach koncepcji i teorii omówionych w drugiej części artykułu. WYNIKI ANALIZY NAUKOWEJ: Kryzys zaufania do obecnego modelu demokracji wynika z niedopasowania jej formy do wyzwań rozwojowych. Wdrożenie zarówno koncepcji e-demokracji proponowanej przez Parlament Europejski, jak i rozwiązań organizacyjnych opierających się na założeniach koncepcji i teorii naukowych, związanych z badaniem systemów demokratycznych, powinno przyczynić się do zwiększenia sprawności działania demokracji. WNIOSKI, INNOWACJE, REKOMENDACJE: Pomimo ogromnej liczby publikacji w literaturze przedmiotu oraz prasie poświęconej demokracji, to przeważnie skupiano się albo na ocenie obecnego stanu systemu lub jego elementów, albo teoriach naukowych związanych z danym obszarem demokracji. Sporadycznie wskazywano ad hoc propozycje zmian, jednak i w tym przypadku miały one przeważnie charakter bieżącego reagowania na negatywne zjawiska, bez głębszego spojrzenia na cały system demokracji. W niniejszym artykule przezwyciężono powyższe ograniczenia poprzez połączenie oceny obecnego postrzegania demokracji z teorią naukową, które jednocześnie stanowią podstawy propozycji rozwiązań systemowych mających poprawić sprawność działania demokracji.
The book constitutes the first Polish monograph concerning the issues of coexistence with people with "dark" personality traits in the workplace. The present monograph considers three types of socially harmful personality traits which form the so-called dark triad: Machiavellianism, narcissism and psychopathy. The "dark" personality traits constitute the core of the inquiry and they are analyzed with regard to the attitudes towards work (i.e. job satisfaction and brand loyalty), civic and counter-productive activities in the workplace, as well as (according to the interactive approach) selected characteristics of the workplace. The monograph consists of four chapters. Chapter one presents the two basic approaches to describing personality in the workplace: the trait approach and the interactive approach. In the beginning, the chapter underscores the importance of distinguishing between the "light" and "dark" personality traits in the workplace. Next, the chapter discusses the most important conceptions within the interactive approach to the study of personality in the organizational context, including the theory of personality trait activation in the workplace. Chapter two introduces the taxonomy of the dark triad, which includes three discrete "dark" personality traits, analyzed at the sub-clinical level: Machiavellianism, narcissism and psychopathy. It presents two approaches to the study of the dark triad: the unification approach and the discrimination approach, and situates the dark triad against the other personality models, in addition to enumerating the most important behavioral correlations between Machiavellianism, narcissism and psychopathy. Moreover, it discusses the issue of the functioning of people who possess some of the traits of the dark triad in the workplace, underlining the significance of the potential benefits and costs connected with the presence of people who exhibit high levels of Machiavellianism, narcissism and psychopathy in the business. Chapter three discusses two attitudes towards work, analyzed in the monograph in relation to the traits exhibited by the dark triad: job satisfaction and brand loyalty. The chapter defines both concepts, presents the main categories of their personality and situational conditions, and examines the character of the links between the traits of the dark triad and the aforementioned attitudes towards work. Chapter four focuses on the analysis of two distinctive categories of voluntary actions in the workplace, i.e. civic actions and counter-productive actions. It indicates the main problems with terminology connected with the description of the aforementioned organizational actions and differentiates between three categories of conditions for organizational actions: attitudes towards work, situational factors, personality factors. The chapter is based on earlier research which focuses on the analysis of the interdependence between the personality traits of the dark triad and civic as well as counter-productive actions in the workplace. The three following chapters form the empirical part of the monograph. The first chapter discusses the methodological basis of own research; the second chapter analyzes the results of the study, and the third chapter presents their interpretation. The conducted study has confirmed the majority of the hypotheses considering the direct links between the personality traits of the dark triad, attitudes towards work and organizational actions. It has been shown that two conditions (power within the organization, understood as a formal position at the firm, and interpersonal conflict in the workplace) fulfilled the role of the moderators in the relation between the traits of the dark triad and attitudes towards work and organizational actions. Singular mediational effects of the attitudes towards work with regard to the links between the traits of the dark triad and organizational actions have also been observed. Taking into account the results of the study, modifications to the research model have been proposed, in order to include the direct correlations between situational factors and attitudes towards work and organizational actions. At the end of the monograph, on the basis of the literature on the subject, the author attempted interpretation of the obtained results, pointing to the limitations of the conducted studies and possible future avenues for empirical research.
Trwające równolegle procesy globalizacji i integracji europejskiej mają istotny wpływ na tożsamość i kulturę narodów Europy. Poszerzenie Unii na wschód w 2004 i 2007 roku, oprócz zwiększenia liczby państw członkowskich, prowadzi również do zmian etnicznych i narodowych w całym ugrupowaniu integracyjnym. Migracje są przyczyną konfrontacji ludności z innymi kulturami, tradycjami czy religią. Wszystkie aspekty życia codziennego przenikają się i konfrontują z panującymi stereotypami. Celem przewodnim niniejszej publikacji jest ukazanie zmian, jakie nastąpiły w świadomości Polaków po wstąpieniu do Unii Europejskiej. Artykuł ma charakter teoretyczno-empiryczny. Część teoretyczna powstała przy wsparciu literatury przedmiotu, artykułów z czasopism branżowych, wiarygodnych źródeł internetowych oraz badań CBOS. Część empiryczna została opracowana na podstawie badań własnych. W tym celu został stworzony i wykorzystany autorski kwestionariusz ankiety, na który odpowiedziało 400 losowo wybranych osób zamieszkujących cały kraj. Wyodrębniono tutaj mieszkańców wsi, mieszkańców miast do 50 tys. mieszkańców oraz mieszkańców miast powyżej 50 tys. mieszkańców.Po przeanalizowaniu wyników można stwierdzić, że im mniejsza miejscowość, tym większe przywiązanie do miejsca zamieszkania. Z drugiej strony następuje widoczny wzrost identyfikacji Polaków z Europą. Obserwowane są zmiany w świadomości Polaków jako Europejczyków; coraz bardziej upodabniają się oni do swoich zachodnich sąsiadów. Nadal jesteśmy dumni z przynależności do narodu polskiego – blisko 60% respondentów zadeklarowało taki stan rzeczy. Według badanych czynnikami decydującymi o tożsamości narodowej są: rodzina i wychowanie – blisko 86% udzielonych odpowiedzi, pochodzenie – 82,1%, a także społeczność, w której przebywamy – 73% oraz historia – 71%. Należy liczyć się z tym, że w niedalekiej przyszłości powszechny stanie się hybrydowy model identyfikacji, w którym jednostka będzie utożsamiała się w równym stopniu zarówno ze swoim narodem, jak i narodem europejskim.The simultaneous processes of globalisation and European integration strongly influence the identity and culture of the European people. The enlargement of the European Union to the east in 2004 and 2007, and the increase in the number of member states, has led to changes within the ethnic and national structures of the whole Union. People are experiencing a conflict of cultures, traditions and religions due to migration. All the aspects of everyday life interpenetrate with one another and are contrasted with the existing stereotypes. This thesis is concerned with an analysis of the changes that the Polish peoples' consciousness has undergone after the accession to the European Union. The theory presented in this dissertation is based on the information provided in the literature on the subject: articles, professional journals, and reliable Internet sources. Moreover, the results are supported with statistical data acquired from the website of the Central Statistical Office and the CBOS (Polish Public Opinion) research. The empirical work has been carried out on the basis of personal research. The research has been performed through the use of a questionnaire which was completed by 400 randomly chosen citizens of Poland. The respondents have been assigned to several groups; the residents of villages; towns of up to 50000 residents; cities with more than 50000 residents.The analysis of data led us to conclude that the smaller the town the more its inhabitants are attached to their home towns. However, the increase in the identification of Poles with Europe is observable. The Poles' consciousness as Europeans has also undergone changes; Poles have become more and more alike their western neighbours. They are still proud of being Polish, as was declared by nearly 60% of the respondents. The characteristics of a true Pole are still believed to be patriotism and pride, but also living by stereotypes. According to the respondents the decisive factors in the process of forming national identity are: family and upbringing (nearly 80%), descent (82.1%), the society one belongs to (73%), and historical conditions (71%). However, it should be anticipated that in the near future an amalgamated model of identity will become the most widespread; one's national identity will be as strong as one's identification with Europe.
Badając, jak wzajemne postrzeganie Europy Środkowej i Rosji zmieniało się na tle złożonych relacji między Wschodem a Zachodem, artykuł czerpie z elementów teorii komunikacji i studiów międzykulturowych (C. Gullién, H. Dyserinck, D. H. Pageaux, D. Ďurišin, etc.) znanych jako imagologia. Jako obszar geograficzny kulturowych przecięć, gdzie weszły ze sobą w kontakt niesłowiański Zachód i słowiański Wschód, Europa Środkowa zawsze wyróżniała sięzmienną pozycją przejściowych centrów i peryferii ze specyficzną mieszanką grup etnicznych, kultur, religii i ideologii. Fakt, że leży ona pomiędzy dwoma tak potężnymi narodami, jak Niemcy i Rosja, wywarł fundamentalny wpływ nie tylko na polityczną, ale i estetyczną komunikację pomiędzy narodami słowiańskimi i Zachodem, który często ujmowany był za pomocą mitów, tzn. fikcjonalnych i subiektywnych obrazów służących do interpretowania rzeczywistości. Wzajemne schodzenie się i rozchodzenie Rosji i Zachodu wynikało z różnic religijnych i "rozdarcia" narodów słowiańskich (przede wszystkim Słowian zachodnich), którzy oprócz trzymania się zachodniej religii i reguł politycznych, pielęgnowali niechęć w stosunku do plemiennej wspólnoty z Rosją. Najsilniejsze więzy z Rosją demonstrowały więc małe narody słowiańskie, żyjące w imperium habsburskim, podczas gdy rosyjskie interesy w Europie skierowane były raczej na Niemcy, Francję lub Anglię, a obszar środkowoeuropejski uznano za strefęprzejściową, traktowaną przez carską Rosję lub Związek Radziecki jako siłę polityczną do prowadzenia własnej polityki względem Zachodu. W przeciwieństwie do tego stanowiska, narody środkowoeuropejskie, nie wyłączając z nich Czechów, nawiązywały relacje z Rosją jako inspirującym liderem i symbolem słowiańskiej niezależności, szczególnie w czasach kłopotów, zagrożenia narodowego i politycznej niestabilności. Ich oczekiwania opierały się na powszechnym przekonaniu, że "nieeuropejska" Rosja i jej inność zdemokratyzuje się poprzez podążanie drogąlokalnej tradycji i popieranie czeskich interesów w geopolitycznej konfrontacji z niesłowiańskim Zachodem. Jak się wydaje, relacja pomiędzy Europą Środkową i Rosją pozostanie centrum permanentnej refleksji metakrytycznej nawet na początku XXI wieku i pozostaje mieć nadzieję, że będzie to model harmonijnej współegzystencji, wzajemnego zrozumienia i szacunku. ; While examining mutual perception of Central Europe and Russia as it has changed against the background of the complex East-West relation, the paper employs the motives of the theory of communication and intercultural studies (C. Guillén, H. Dyserinck, D. H. Pageaux, D. Ďurišin, etc.) known as imagology. As a cultural crossroads and geographicalarea where the non-Slavonic West and the Slavonic East come into contact, Central Europe has always featured a changeable position of transitional centres and peripheries with the specific mingling of ethnics, cultures, religions and ideologies. The fact that it is situated between two powerful nations, such as Germany and Russia, has fundamentally influenced not only political but also aesthetical communication between the Slavonic peoples and the West, which has often been maintained through myths, i.e. fictional and subjective images to interpret the reality. The mutual converging or diverging of Russia and the West has resulted from the religious oscillation and "splitting" of Slavonic peoples (namely the West Slavs) who, despite adhering to Western religion and policies, have fostered awareness of tribal affinity with Russia. The strongest ties with Russia were thus maintained by small Slavonic nations living in the Hapsburg Empire, whereas the Russian interest in Europe was rather aimed at Germany, France or England, andCentral European area was deemed to be a zone of transition employed by Tsarist Russia or the Soviet Union as political powers to pursue their goals in the West. In contrast to it, Central European nations, the Czechs not excluding, forged ties with Russia as the inspiring leader and symbol of Slavonic independence, the more so in times of troubles, national danger and political instability. Their expectations were based on the common belief that "non-European" Russia and its otherness would become democratised through following the local tradition and supporting Czech interests in the geopolitical confrontation with the non-Slavonic West. As it seems, the relation between Central Europe and Russia will remain the focus of permanent metacritical discourse even in the early 21st century and one can only cherish hope that it will be a model of harmonious coexistence, mutual understanding and respect.
This article examines the institutional changes in 22 post-communist countries during the 1990-2020 period. The objective of the study was to find out why some countries achieved democracy while others failed to establish or strengthen democratic institutions, and what factors influenced the political stability of post-communist countries. During the study, available statistical information on the functioning of the main institutions was collected and processed. The analysis shows that the most significant institutional changes were observed among the non-democratic countries and those that fell into the category of hybrid political regimes. The correction of the initially chosen form of government is evidence in support of the theory of endogenous change, indicating "path-dependency". The influence of endogenous factors determines the quality of democratic change and the level of political stability in post-communist countries. Democratic changes in the countries of Central and Eastern Europe were associated with a commitment to rapid reform in the early stages, and Euro-Atlantic integration only supported the democratic quality of the institutions. The institutional framework of the countries, that embarked on the path of European integration, was relatively stable during the period under the study, and did not deal with changes in the system of power distribution. While the countries of the former Soviet Union most often resorted to changes in the primary law of the country, and these changes were related to the redistribution of powers between the branches of power and the extension of the time in the office of the President. In addition to the overall level of democratization of the country, the level of emancipatory values and the weight of presidential power have the greatest impact on political stability. ; Ten artykuł analizuje zmiany instytucjonalne w 22 państwach postkomunistycznych w latach 1990-2020. Celem badania było znalezienie odpowiedzi na pytanie, dlaczego niektóre kraje osiągnęły demokrację, podczas gdy inne nie zdołały stworzyć lub wzmocnić instytucji demokratycznych oraz jakie czynniki wpłynęły na stabilność polityczną państw postkomunistycznych. W trakcie badania zebrano i opracowano dostępne informacje statystyczne na temat funkcjonowania głównych instytucji. Analiza pokazuje, że najbardziej znaczące zmiany instytucjonalne zaobserwowano w państwach niedemokratycznych oraz tych, które zaliczały się do kategorii hybrydowych reżimów politycznych. Korekta początkowo wybranej formy ustroju jest dowodem na rzecz teorii zmian endogenicznych, wskazującym na "zależność od ścieżki" (path-dependency). Wpływ czynników endogenicznych determinuje jakość przemian demokratycznych i poziom stabilności politycznej w państwach postkomunistycznych. Przemiany demokratyczne w państwach Europy Środkowo-Wschodniej wiązały się z zaangażowaniem w szybkie reformy na wczesnym etapie, a integracja euroatlantycka jedynie wspierała demokratyczną jakość instytucji. Struktura instytucjonalna państw, które wkroczyły na drogę integracji europejskiej, była w analizowanym okresie względnie stabilna i nie dotyczyła zmian w systemie podziału władzy. Z kolei państwa byłego Związku Radzieckiego najczęściej uciekały się do zmian w ustawie zasadniczej państwa, a zmiany te dotyczyły redystrybucji kompetencji między gałęziami władzy oraz wydłużenia kadencji prezydenta. Obok ogólnego poziomu demokratyzacji państw, największy wpływ na stabilność polityczną ma poziom wartości emancypacyjnych oraz waga władzy prezydenckiej. ; В статье рассматриваются институциональные изменения в 22 посткоммунистических странах в течение 1990-2020 годов. Целью исследования было выяснить, почему одни страны достигли демократии, а другие не смогли создать или укрепить демократические институты и какие факторы влияли на политическую стабильность посткоммунистических стран. Во время исследования была собрана и обработана доступная статистическая информация о функционировании основных институтов. Анализ показывает, что наиболее существенные институциональные изменения наблюдались среди недемократических стран и тех, которые попали в категорию гибридных политических режимов. Коррекция исходно выбранной формы правления свидетельствует в пользу теории эндогенных изменений, указывающих на «зависимость от выбранного пути» (path-dependency). Влияние эндогенных факторов определяет качество демократических изменений и уровень политической стабильности в посткоммунистических странах. Демократические изменения в странах Центрально-Восточной Европы были связаны с приверженностью к быстрому проведению реформ на ранних этапах, а евроатлантическая интеграция лишь поддерживала демократическое качество институтов. Институциональная основа стран, которые стали на путь европейской интеграции, была относительно стабильной в течение исследуемого периода и не касалась изменений системы распределения власти. В то же время страны бывшего Советского Союза чаще всего прибегали к изменениям основного закона страны и эти изменения касались перераспределения полномочий между ветвями власти и продления срока пребывания президента у власти. Кроме общего уровня демократизации страны, наибольшее влияние на политическую стабильность имеет уровень эмансипативных ценностей и вес президентской власти.
In his book author explains social and political phenomena that are connected with political change in local conditions in Poland in 1989. As yet there has been no empirical study that would consider first partly free election to the last parliament of People's Republic of Poland in local conditions. In 1989 there were 108 electoral constituencies in Poland to the Sejm elections, and free election to the Senate were conducted in 49 provinces of Poland. Chojnice was a capital city of election constituency no. 14 to the Sejm and a part of election to the Senate conducted in Bydgoszcz Province. As over the time social issues are perceived through stereotypes and tend to be mythologized, it seems important to author to show such events and phenomena on firm basis. It is worth emphasizing that results from 1989 elections in local conditions are generally unknown. Poles do not know results in their local constituencies because nearly thirty years after the elections official results from local constituencies still have not been not published anywhere. Thus, this study is based on primary sources, newspapers from that time, literature of this particular issue. The analysis and synthesis is based on a number of theoretical perspectives: behaviorism to describe interaction between political actors – electoral system – party systems; political process and political change; Joseph Schumpeter's assumption that political competition is of fundamental importance for the democracy; Samuel Huntington's theory of third wave of democratization. All the data is analyzed in quantitative perspective. There is no hypothesis as the study is a descriptive and explanatory one. Its main goal is to highlight earlier unknown phenomena. This study is about local politics in a one-party state during the time of political change, so author refers to the politics on state level from that time. The most important questions refer to: continuity of activity of new social movement members from the time of the carnival of Chojnice "Solidarity" in the years 1980-1981 and their involvement in 1989; political negotiations and emergence of political leaders during that time; political will of citizens to take part in political change and their will to change the political system; attitudes of political actors from PUWP and "Solidarity"; individual nature of facts from that time taken under consideration from the perspective of local reality; attitudes of local regime members towards political change; results of elections in Chojnice constituency on 4th and 18th June 1989; differentiation of political behavior in Chojnice constituency; picture of society of that time; influence of cultural and ethnical identity as well as people's ties (mainly with Catholic Church) and roots on their political choices. Political behavior is one of the main category of this study. Author highlights not only electoral system but also describes process of political leaders' emergence on local scale. In this perspective election campaign is portrayed as a political fight between candidates of Citizen Committee of "Solidarity" and candidates of Polish United Worker's Party (PUWP) and its political satellites. As a matter of fact, author stresses the importance of category of the legitimization and shows that members of PUWP (in Poland known as PZPR) were not totally delegitimized by citizens in 1989 election in Chojnice constituency. In fact, PUWP was mostly legitimized by Poles in the northern part of Bydgoszcz Province during that election. The study consists of the following parts: introduction, 8 chapters, summary, bibliography, index and appendix. The first chapter describes electoral system and law that was enforced in 1989. The second one analyzes political climate and political situation around elections to the Sejm and the Senate. The third chapter is also mostly analytical one. Author describes local communists apparatchiks' attitude towards political change. The fourth chapter shows the process of political leaders emergence from both sides of the political conflict. The fifth chapter describes personal features of candidates to the Sejm and the Senate. The sixth chapter shows election campaign. The seventh one shows election results. The eighth chapter describes political attitudes and behavior of citizens in Chojnice constituency. In the appendix readers may find results from constituency districts of Chojnice town, and Chojnice country. As a result of this study some unexpected conclusions emerged after empirical study, for example: one of the most prominent one is that citizens of People's Republic of Poland do not reject totally PUWP and its monopoly for power and authority; paradoxically candidates from "Solidarity" movement were not selected as democratically as candidates from PUWP ; deep differences in political attitudes in Chojnice constituency depended on the scale of people's religiousness and the tradition of political opposition in town, as well as on ethnic groups; the highest support for political change was among Kashubians, whereas the lowest in the groups called Krajniacy and Borowiacy.
This book proposes a theoretical-methodological approach to resocialization diagnosis from a positive perspective. The author presents theoretical assumptions of positive diagnosis in resocialization and creates its methodological model. Her starting point is the belief that a well-conducted diagnostic process, inherently linked with the process of resocialization, belongs to the most important factors which determine the effectiveness of the latter. Her standpoint is that both processes should be carried out within the same theoretical-methodological paradigm; she points out that diagnosis serves as the basis for planning resocialization activities, which are directly tied to its results. Moreover, diagnosis is further developed in the course of resocialization, while methods used are subject to modification during the whole process. In the conceptualisation of the area, scope and object of resocialization diagnosis, the author took into consideration assumptions which follow from: a) the concept of personality as a system of interdependencies, where individual development is treated as an unstable process, influenced by many contradictory internal and external forces; b) the idea of a dynamic "system of attitudes towards the world," which implies a psychological perspective on the subject of its interest, that is a human being in the process of self-development; c) the concept of resilience, which refers to the processes and mechanisms conducive to a proper (positive) functioning of an individual — despite life's adversities, risk factors, developmental hazards, and traumatic past experiences; and d) the concept of salutogenesis, which harks back to the transactional theory of stress. This view calls for an interdisciplinary approach to diagnosis in resocialization, which would encompass data from the field of psychology and social pedagogy, developmental psychology and health, special needs education and biosciences. From this perspective the object of resocialization diagnosis are multifarious conditions which determine the process of "shaping" the human being or, more specifically, problems in his or her development throughout the life cycle, including environmental, cultural and personal factors. In the positive approach to resocialization diagnosis proposed by the author, various categories of diagnostic description of an individual are important, such as multidimensionality (various areas of activity), continuity (development throughout the life cycle), orientation of individual development (prosocial, prodevelopmental vs. antisocial, destructive) and, most importantly, necessity to discover individual resources (potential). The proposed approach situates the diagnostic process in the paradigm of positive psychology and positive resocialization, basic to human cognition, which focus on autocreation and creative resocialization, at the same time pointing out the necessity to identify the unique potential of an individual (positive diagnosis). The book comprises two chapters. The first one presents the theoretical assumptions of resocialization diagnosis; the second chapter explains its methodological premises. The models presented by the author (so called complementary approach) assume the priority of positive diagnosis (focused on resources and potential) and a supplementary role of negative diagnosis (focused on deficits and disorders). Chapter One ("Positive and negative diagnosis in resocialization — general theoretical assumptions") comprises: a) a description of the main approaches in resocialization diagnosis — pathogenic and salutogenic — with their specific ways of explaining adaptive disorders; and b) a description of the major factors and problems in diagnosis for resocialization. On the whole, the author adopts the approach typical of salutogenesis to explain adaptive disorders. She also provides evidence that it is possible to implement the concepts of positive psychology in resocialization diagnosis. She presents resocialization models which refer to resilience and salutogenesis, using them as the theoretical foundation of positive diagnosis in resocialization: the risk model, the well being model and models which support development. As a result, she creates a complementary model of supporting development. In Chapter Two ("Positive and negative diagnosis in resocialization — narrowing down on the theoretical and methodological assumptions), the reader is introduced to the theoretical problems of social maladaptation and to the specific objects of positive and negative diagnosis. The author describes adaptive disorders in the context of basic markers, dimensions and mechanisms of human development on the one hand and developmental disorders on the other, focusing mainly on the cognitive mechanisms of development and psychopathology of developmental disorders (cognitive distortions). She analyses the environmental and sociocultural context of development and demonstrates a risk factor model and a protective factor model. It is against this background that she creates a complementary methodological model of resocialization diagnosis, in which positive diagnosis (salutogenic approach) is treated as primary, and negative diagnosis (pathogenic approach) as supplementary. A discussion of the model of resocialization diagnosis closes with remarks on the markers and characteristic features of a resocialization pedagogue's ethics of conduct — the teacher acting both as a diagnostician and a tutor who fosters the process of inner transformation of a socially maladapted individual.
The Republic of Belarus is a state that, through its location between the Russian Federation (RF) and the members states of the European Union (EU) and NATO, plays an important role in the security system in the region. On the one hand, through a number of dependencies it is closely related to the Kremlin authorities, on the other hand it tries to balance the influence of the larger neighbor through some steps towards closer cooperation with the West. Therefore, a closer look at the importance of Belarus in the European security system seems to be extremely vital, especially considering the current international situation – the annexation of Crimea and the conflict in eastern Ukraine, as well as the system of sanctions imposed on the Russian Federation as a result of these events. The abovementioned examples clearly indicate the direction of actions of the Russian authorities, which are increasingly defending their own interests in the post-Soviet area. All those decisive actions, that were undertaken in order to prevent even the threat of losing influence, must certainly be important for Belarusian security policy.The purpose of this article is to define the role and place of the Republic of Belarus in the global security system. The study was conducted on the basis of Barry Buzan's theory, which links issues of national and international security, while paying attention to a number of interdependencies resulting from the globalization process. Therefore, both the internal determinants of the Belarusian security policy and international issues were analyzed, including the role of state and non-state actors, having a direct impact on shaping the global security system. The applied research method is a method of system analysis in its macro approach, which allows the presentation of the global security system as a series of separate, but closely related elements, additionally supported by a quantitative method in relation to the security system's conditions.As a result of the conducted research, the significance of the Republic of Belarus in the global security system was considered high, mainly due to the geopolitical location of that specific country. Following thesis was formulated on the basis of a number of factors, the most important of which are: 1) the remain of Belarus in the Russian sphere of influence, for which the Moscow authorities are not afraid to pay with numerous crises in the international arena (the case of Ukraine); 2) a high level of integration of both countries in the field of security policy; 3) the key significance of the government's rhetoric and political decisions in Minsk, relevant not only to the policy making of this particular country, but also to security in Europe. At this stage, however, it is difficult to talk about the Belarusian will to integrate with Western structures, because this step would, first of all, require significant internal changes, for which the regime of Alexander Lukashenko is not ready. Z jednej strony jest powiązane szeregiem zależności z władzami na Kremlu, z drugiej stara się równoważyć wpływy większego sąsiada kolejnymi ukłonami w stronę Zachodu. W związku z tym, bliższe przyjrzenie się znaczeniu Białorusi w europejskim systemie bezpieczeństwa wydaje się niezwykle istotne, szczególnie jeśli weźmiemy pod uwagę obecną sytuację międzynarodową – aneksję Krymu oraz konflikt na wschodzie Ukrainy, a także system sankcji nałożonych na FR w skutek niniejszych wydarzeń. Przytoczone przykłady jasno wskazują na kierunek działań rosyjskich władz, coraz silniej broniących własnych interesów na obszarze postradzieckim. Interwencje tego typu nie mogą pozostać bez wpływu na politykę bezpieczeństwa Białorusi.Celem niniejszego artykułu jest określenie roli i miejsca Republiki Białorusi w systemie bezpieczeństwa światowego. Badanie przeprowadzone zostało w oparciu o teorię Barrego Buzana, która wiąże ze sobą kwestie bezpieczeństwa narodowego i międzynarodowego, zwracając jednocześnie uwagę na szereg współzależności, wynikających z procesu globalizacji. Analizie poddano więc zarówno wewnętrzne uwarunkowania białoruskiej polityki bezpieczeństwa, jak też kwestie międzynarodowe, w tym rolę aktorów państwowych oraz niepaństwowych, mających bezpośrednie przełożenie na kształtowanie systemu bezpieczeństwa światowego. Zastosowaną metodą badawczą jest metoda analizy systemowej w jej ujęciu makro, pozwalająca na przedstawienie systemu bezpieczeństwa światowego jako szeregu oddzielnych, acz ściśle powiązanych ze sobą elementów, dodatkowo wsparta metodą ilościową w odniesieniu do uwarunkowań systemu bezpieczeństwa.W wyniku przeprowadzonych badań znaczenie Republiki Białorusi w systemie bezpieczeństwa światowego uznane zostało za istotne, głównie ze względu na położenie geopolityczne tego państwa. Niniejsza teza sformułowana została w oparciu o szereg czynników, z których najważniejsze to: 1) pozostawanie Białorusi w rosyjskiej strefie wpływów, której utrzymania władze w Moskwie nie boją się okupić licznymi kryzysami na arenie międzynarodowej (przypadek Ukrainy); 2) wysoki poziom integracji obu tych państw w zakresie polityki bezpieczeństwa; 3) kluczowe znaczenie retoryki i decyzji politycznych władz w Mińsku, mogących znaleźć przełożenie nie tylko na kształtowanie polityki tego konkretnego państwa, ale również na kształt bezpieczeństwa w Europie. Na obecnym etapie trudno jednak mówić o chęci integracji Białorusi ze strukturami zachodnimi, gdyż krok ten wymagałby przede wszystkim znaczących zmian wewnętrznych, na które reżim Aleksandra Łukaszenki nie jest gotów. The article discusses the problem of procedures and specific features of functioning of a modern democratic state, as well as threats resulting from weaknesses of democracy despite existence of mechanisms protecting it from abuse. This problem is analysed on the example of the ongoing political conflict about the Constitutional Tribunal: an institution of constitutionally guaranteed independence. This conflict reveals that in Poland a need for discussion and perhaps for verification of the current philosophy and practice of democracy, has arisen. Furthermore, it demonstrates that law and the rule of law are neither sufficient guarantors of a democratic system's stability, nor guardians of civil rights and freedoms. A weakness of the democratic system lies in the fact that in the name of correctly understood democratic principles it is possible to distort the system through enacting wrong laws. Even though the acts of democracy participants, mainly decision-makers, are lege artis, they lead to impairment of democracy. Without doubt, a democratically organized society is an autonomous community and polyarchy which has adopted a democratic system of government as a form of its organization. On the other hand, democracies are highly conflict-prone systems, for example, due to the fact that they are based on the principle that all views and all participants of democracy are equal. As a consequence, such logic leads directly to emergence of disagreements, conflicts and even fights among democracy participants. This feature of democracy has enforced the establishment of appropriate procedures of conflict solving so that to ensure a possibly optimal resolution of crisis situations which could ultimately cause even a collapse of the democratic system. Thus, a simple mathematical rule has been adopted, albeit secondary in relation to any other methods of conflict solving, that is the majority principle. This is a standard of the democratic conduct without which the rule of majority would not be possible. The Constitutional Tribunal has recently become the object of popular interest – one of the many institutions of a democratic state which has not aroused so much factual and political dispute ever before. The conflict over the Tribunal has basically the formal and legal character, this is a technical dispute whose solution should be dictated by binding regulations and developed by experts in law. However, this is not the case. This conflict has turned into an argument of a political character, so it has become a genuine clash of interests, additionally aggravated by values. Moreover, it has stirred up the society and the environment of lawyers. When a political conflict, as one of the conflict types, is analysed, it is defined as a disagreement over power, whose participants are these individuals, groups, institutions and organizations which have a direct impact on politics or influence it through political channels. The practice of democratic states of the Western world does not prescribe a way at the beginning of which there is a sign "the winner takes it all". This practice is corroborated by philosophy and theory of democracy, as well as by several hundred years of achievements including such principles as Montesquieu's tripartite system of the separation of powers or the contemporary definition of democracy which describes it as a rule of majority that guarantees rights to minorities. ; Artykuł porusza problem procedur i specyfiki funkcjonowania nowoczesnego państwa demokratycznego oraz zagrożeń wynikających ze słabości demokracji mimo istnienia mechanizmów zabezpieczających ją przed nadużyciami. Problem ten jest rozpatrywany na przykładzie toczącego się konfliktu politycznego o Trybunał Konstytucyjny, instytucję o gwarantowanej konstytucyjnie niezależności. Konflikt ten pokazał, że w Polsce pojawiła się konieczność dyskusji i być może weryfikacji dotychczasowej filozofii i praktyki demokratycznej. Również to, że prawo i rządy prawa nie są wystarczającymi gwarantami stabilności ustroju demokratycznego, tym bardziej strażnikami praw i wolności obywatelskich. Ułomność systemu demokratycznego polega na tym, iż w imię właściwie pojętych zasad demokratycznych możliwe jest wypaczanie systemu przez tworzenie złego prawa. Działania uczestników demokracji, głównie decydentów, są lege artis, ale prowadzą do jej osłabiania. Demokratycznie urządzone społeczeństwo jest bez wątpienia autonomiczną wspólnotą i poliarchią, a przyjęło jako formę swojej organizacji demokratyczny system rządów. Demokracje są natomiast systemami wybitnie konfliktogennymi, choćby z tego powodu iż opierają się na zasadzie równości wszystkich poglądów i wszystkich podmiotów biorących udział w demokracji. Taka logika prowadzi w prostej konsekwencji do pojawienia się niezgodności i konfliktów, a nawet walk pomiędzy uczestnikami demokracji. Ta właściwość demokracji wymusiła stworzenie odpowiednich procedur rozstrzygania konfliktów, by zagwarantować w miarę optymalne wychodzenie z sytuacji kryzysowych, mogących w ostateczności doprowadzić nawet do upadku systemu demokratycznego. Przyjęto zatem prostą zasadę matematyczną, co prawda wtórną wobec wszystkich innych sposobów rozwiązywania konfliktów – zasadę większości. Jest ona regułą demokratycznej gry, bez której nie mogłyby istnieć rządy większości. Przedmiotem społecznego zainteresowania stał się ostatnio Trybunał Konstytucyjny, jedna z wielu instytucji demokratycznego państwa, która dotychczas nie wywoływała aż takich sporów merytorycznych i politycznych. Konflikt o Trybunał ma przede wszystkim charakter formalno-prawny, jest to techniczny spór, którego rozwiązanie powinno być podyktowane przez obwiązujące prawo, a jego rozstrzyganiem powinni się zająć eksperci z dziedziny prawa. Tak jednak nie jest. Konflikt ten przerodził się w konflikt o charakterze politycznym, stał się więc rzeczywistym konfliktem interesów, uzupełnionym dodatkowo o wartości. Zaktywizował ponadto społeczeństwo oraz środowisko prawnicze. Gdy rozważa się jeden z typów konfliktów, mianowicie polityczny, definiuje się go jako taki, którego przedmiotem jest władza, a podmiotami biorącymi w nim udział są te jednostki, grupy, instytucje, organizacje, które bezpośrednio mają wpływ na politykę lub oddziałują na nią za pośrednictwem kanałów politycznych. Praktyka demokratycznych państw świata zachodniego nie wskazuje drogi, na początku której stoi znak "zwycięzca bierze wszystko". Praktykę tę wyznacza filozofia i teoria demokracji oraz kilkusetletni dorobek z takimi dogmatami, jak choćby monteskiuszowski trójpodział władz czy współczesna definicja demokracji, według której są to rządy większości gwarantujące prawa mniejszościom.
In his book author explains social and political phenomena that are connected with political change in local conditions in Poland in 1989. As yet there has been no empirical study that would consider first partly free election to the last parliament of People's Republic of Poland in local conditions. In 1989 there were 108 electoral constituencies in Poland to the Sejm elections, and free election to the Senate were conducted in 49 provinces of Poland. Chojnice was a capital city of election constituency no. 14 to the Sejm and a part of election to the Senate conducted in Bydgoszcz Province. As over the time social issues are perceived through stereotypes and tend to be mythologized, it seems important to author to show such events and phenomena on firm basis. It is worth emphasizing that results from 1989 elections in local conditions are generally unknown. Poles do not know results in their local constituencies because nearly thirty years after the elections official results from local constituencies still have not been not published anywhere. Thus, this study is based on primary sources, newspapers from that time, literature of this particular issue. The analysis and synthesis is based on a number of theoretical perspectives: behaviorism to describe interaction between political actors – electoral system – party systems; political process and political change; Joseph Schumpeter's assumption that political competition is of fundamental importance for the democracy; Samuel Huntington's theory of third wave of democratization. All the data is analyzed in quantitative perspective. There is no hypothesis as the study is a descriptive and explanatory one. Its main goal is to highlight earlier unknown phenomena. This study is about local politics in a one-party state during the time of political change, so author refers to the politics on state level from that time. The most important questions refer to: continuity of activity of new social movement members from the time of the carnival of Chojnice "Solidarity" in the years 1980-1981 and their involvement in 1989; political negotiations and emergence of political leaders during that time; political will of citizens to take part in political change and their will to change the political system; attitudes of political actors from PUWP and "Solidarity"; individual nature of facts from that time taken under consideration from the perspective of local reality; attitudes of local regime members towards political change; results of elections in Chojnice constituency on 4th and 18th June 1989; differentiation of political behavior in Chojnice constituency; picture of society of that time; influence of cultural and ethnical identity as well as people's ties (mainly with Catholic Church) and roots on their political choices. Political behavior is one of the main category of this study. Author highlights not only electoral system but also describes process of political leaders' emergence on local scale. In this perspective election campaign is portrayed as a political fight between candidates of Citizen Committee of "Solidarity" and candidates of Polish United Worker's Party (PUWP) and its political satellites. As a matter of fact, author stresses the importance of category of the legitimization and shows that members of PUWP (in Poland known as PZPR) were not totally delegitimized by citizens in 1989 election in Chojnice constituency. In fact, PUWP was mostly legitimized by Poles in the northern part of Bydgoszcz Province during that election. The study consists of the following parts: introduction, 8 chapters, summary, bibliography, index and appendix. The first chapter describes electoral system and law that was enforced in 1989. The second one analyzes political climate and political situation around elections to the Sejm and the Senate. The third chapter is also mostly analytical one. Author describes local communists apparatchiks' attitude towards political change. The fourth chapter shows the process of political leaders emergence from both sides of the political conflict. The fifth chapter describes personal features of candidates to the Sejm and the Senate. The sixth chapter shows election campaign. The seventh one shows election results. The eighth chapter describes political attitudes and behavior of citizens in Chojnice constituency. In the appendix readers may find results from constituency districts of Chojnice town, and Chojnice country. As a result of this study some unexpected conclusions emerged after empirical study, for example: one of the most prominent one is that citizens of People's Republic of Poland do not reject totally PUWP and its monopoly for power and authority; paradoxically candidates from "Solidarity" movement were not selected as democratically as candidates from PUWP ; deep differences in political attitudes in Chojnice constituency depended on the scale of people's religiousness and the tradition of political opposition in town, as well as on ethnic groups; the highest support for political change was among Kashubians, whereas the lowest in the groups called Krajniacy and Borowiacy. ; Monografia powstała ona w wyniku analizy procesu wyborczego tzw. przełomu politycznego związanego z wyborami czerwcowymi 1989 r. Jest to studium zdarzeń i zjawisk z tamtego okresu, z okręgu wyborczego nr 14 Chojnice, który to okręg do Sejmu PRL obejmował w wyborach kontaktowych całą północną część województwa bydgoskiego i był jednym ze 108 takich okręgów w Polsce. W książce przedstawiono zarówno genezę decyzji politycznych stojących za wyborem przedterminowych wyborów w 1989 r. przez reżim komunistyczny, jak i między innymi proces wyłaniania liderów na listy wyborcze. Zaprezentowano postawy polityczne, kontekst społeczno-polityczny, stanowisko lokalnych struktur Polskiej Zjednoczonej Partii Robotniczej i jej działaczy wobec perspektywy głębokich przemian politycznych, które zapowiadały wybory czerwcowe, jak i też zaprezentowano reakcje powyborcze chojnickich komunistów. Dokonano także analizy porównawczej, według podstawowej jednostki jaką była gmina, ukazując zróżnicowanie postaw również w odniesieniu do przynależności etnograficznej wyborców w okręgu wyborczym nr 14. Analizie poddano także wybory do Senatu, koncentrując się na przebiegu kampanii, kandydatach oraz wynikach z terenu północnej części województwa bydgoskiego. Całość studium jest wynikiem analizy materiałów źródłowych - tj. dokumentów Państwowej Komisji Wyborczej, Rady Państwa oraz Komitetu Miejskiego PZPR w Chojnicach i Komitetu Gminnego PZPR w Chojnicach oraz relacji i wspomnień.
W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals.
