Dieser Essay untersucht die Risiken der Theorie in Verschwörungstheorie und moderner Forschung. Anhand von Beispielen aus altgriechischer Wissenschaft und aktueller US-Politik wird argumentiert, dass Theorie, besonders wenn sie von Beweisen getrennt operiert, den Menschen erlaubt, über das hinaus zu sehen, was bereits vorhanden ist. Die Theorie, die ihre kühnsten Behauptungen bestenfalls mit Beweisen begrenzt, wird als eine mögliche Schwäche in der modernen Forschung im Allgemeinen und als Teil eines folkloristischen Paradoxons hinter Verschwörungstheorien im Besonderen diskutiert. ; This essay explores the risks of the theory behind conspiracy theories and modern inquiry. Using examples from ancient Greek science and current US politics, it argues that theory, especially when separated from evidence, permits humans to see beyond what is already there. Theory, which at its best limits its boldest claims with evidence, is discussed as a telltale weakness in modern inquiry in general as well as part of the folkloric paradox behind conspiracy theories in particular.
Die Modern Monetary Theory (MMT) ist ein neuer postkeynesianischer Ansatz, der von prominenten linken Politikern unterstützt wird. Aktuell gewinnt er vor allem in den USA an Einfluss. Die MMT geht davon aus, dass eine Regierung, die in ihrer eigenen Währung Kredite aufnimmt, nicht zahlungsunfähig werden kann: Sie kann so viele Banknoten drucken lassen, wie sie für die Bezahlung ihrer Verbindlichkeiten benötigt. Einige Befürworter der MMT rechtfertigen auf Basis der MMT exzessive Staatsausgaben, sie ignorieren dabei mögliche Probleme, die typischerweise mit einer hohen Staatsverschuldung verbunden sind. Die Kerngedanken der MMT sind zwar grundsätzlich zu akzeptieren, die Wirkungen dieser Theorie sind aber sehr weitreichend.
Gegenstand dieses Papiers ist die Entwicklung des mit dem Leitbegriff Governance verbundenen analytischen Ansatzes und sein Zusammenhang mit dem steuerungstheoretischen Paradigma. Governance ist, so wird argumentiert, keine einfache Weiterentwicklung von Steuerung, sondern lenkt die Aufmerksamkeit auf andere Aspekte der politischen Wirklichkeit. Während die Steuerungstheorie einem akteurzentrierten Ansatz folgt, ist die sich entwickelnde Governance-Theorie institutionalistisch und fragt nach der Beschaffenheit von Regelungsstrukturen, in denen öffentliche und private, hierarchische und netzwerkartige Formen der Regelung zusammenwirken. ; In this paper the development of the paradigm of political steering (Steuerungstheorie) and how it intersected with the development of the concept of governance is analyzed. It is argued that use of the term governance does not indicate a simple extension of the analytical frame underlying the theory of political steering. The concepts politische Steuerung and governance refer to different aspects of political reality. Politische Steuerung is the hallmark of an actor centered approach to policy-making, while 'governance is the hallmark of an institutionalist approach dealing with regulatory structures combining public and private, hierarchical and network forms of action coordination.
Modern Monetary Theory (MMT) ist ein keynesianischer Ansatz, der Geld in den Mittelpunkt der Analyse stellt und die Rolle des Staates in einer geldvermittelten Marktwirtschaft herausarbeitet, in der Vollbeschäftigung weder den Normalfall noch ein Gravitationszentrum darstellt. In der wirtschaftspolitischen Debatte polarisiert MMT durch Aussagen wie ein moderner Staat könne nie ein Solvenzproblem haben und unterliege keiner Budgetrestriktion. Derartige wirtschaftspolitische Schlussfolgerungen vernachlässigen wesentliche Elemente des theoretischen Rahmens und blenden gerade jene Aspekte der Makropolitik aus, die ein Abwägen zwischen verschiedenen Risiken bzw. unterschiedlichen Zielen erfordern. Budgetdefizite können zwar erforderlich sein, um wirtschaftliche Stabilität und einen hohen Beschäftigungsstand zu erreichen, der Staat kann Budgetdefizite aber selbst im Falle von Unterbeschäftigung nicht in beliebiger Höhe monetisieren, da der Wert des Geldes von seiner Knappheit abhängt. ; Modern Monetary Theory (MMT) is a Keynesian approach that places money at the center of the analysis and highlights the role of the state in a monetary market economy in which full employment is neither the norm nor a center of gravity. In the policy debate, MMT polarizes by claiming a modern state could never have a solvency problem and faces no budget constraint. Such economic policy conclusions neglect essential elements of the theoretical framework and thereby ignore key macroeconomic aspects that require weighing different risks or objectives. Budget deficits may be necessary to achieve economic stability and high employment, but the state cannot monetize budget deficits without limit even in the event of underemployment because the value of money hinges on its scarcity.
Die Modern Monetary Theory (MMT) ist eine empirische Geldtheorie und nutzt insbesondere Bilanzen und Buchungen als methodische Grundlage zur Erkenntnisgewinnung. Nach der funktionalen Ausgestaltung moderner Geldsysteme, in denen die Regierung keine Schulden in Auslandswährung hat oder einen festen Wechselkurs garantiert, handelt es sich bei modernem Geld im Grunde genommen um Steuergutschriften. Diese werden durch die Zentralbank als Monopolistin der Währung den teilnehmenden Banken gutgeschrieben, wenn z. B. die Regierung ihre Ausgaben erhöht. Damit fällt der Regierung eine fundamentale Rolle in der Wirtschaft zu. Vollbeschäftigung, Preisstabilität und nachhaltige Ressourcenbewirtschaftung sind ohne eine Theorie der fiskalpolitischen Steuerung wohl nicht zu erreichen. Regarding the functional design of modern monetary systems, in which the government has no debts in foreign currency nor guarantees a fixed exchange rate, modern money is essentially a tax credit. This is credited by the central bank as monopolist of the currency to the participating banks when, for example, the government increases spending. This means that the government has a fundamental role to play in the economy. Full employment, price stability and sustainable resource management are unlikely to be achieved without a theory of fiscal governance. Some reform proposals targeting the public purpose, such as the Green New Deal or the Euro Treasury, are based on MMT and could easily be implemented in the Eurozone.

It is Aristotle to whom we owe the first philosophical theory of poetic art fully extant from antiquity. He recognized the origin of art and poetry in man's capacity for theory and his pleasure in it, for he considered imitation (mímēsis) as the beginning and basis of cognition. He understood imitation not as a mere act of copying but as the realization and re-implementation of a single person's general disposition to act, which is to say his or her disposition to turn towards the world aiming to seek pleasure or to avoid pain. The poet's task is to represent such a way of acting, real or fictitious, in some medium in a certain way. An orderly representation of this kind starts from an (again, real or fictitious) person's decision to prefer or avoid something. It closely follows this agent's 'quality' (poiótēs), which is to say his or her character. Thereby, the poet can achieve a congruence of all parts of the entire action with one another and with the whole. This is what, in Aristotle's view, is the poet's task. At the time of the reception of Aristotle's "Poetics" around 1500 AD, the understanding of poetry was widely shaped by Horace and Cicero and hence had a strongly rhetorical character. For Horace, it is true, the poet ought to be an imitator, as well, even though an 'erudite' imitator. In Horace's view, however, his knowledge regards the general manners of man. Therefore, the poet, gifted as such with 'prophetic eye' and 'wisdom,' has the ability to express this knowledge in vivid and concrete terms (communia proprie dicere). This knowledge, which men, parents, brothers, politicians, judges, military commanders, etc. use to act was considered to be learnable according to the rules of rhetoric, although it is only by the poet's individual talent that it can become art. Ökonomen wie Wirtschaftspolitiker berufen sich auf die Neutralitätstheorie des Geldes, wenn sie eine Entpolitisierung der Geldpolitik fordern. Sowohl die Theorie der Geldneutralität als auch das Paradigma der Entpolitisierung der Geldpolitik sind jedoch problematisch. Die politökonomischen Entwicklungen nach der globalen Finanz- und Wirtschaftskrise 2007/2008 und die jüngsten Kontroversen über die Rolle und Bedeutung von Geld haben dies deutlich vor Augen geführt. Die vorliegende Arbeit diskutiert zunächst die konzeptionellen Grundlagen und theoretischen Modelle der Geldneutralität. Anschließend werden die zentralen theoretischen Annahmen und Aussagen der Neutralitätstheorie aus einer kritischen heterodoxen Perspektive hinterfragt. Es wird argumentiert, dass Geld eine nicht-neutrale Produktionskraft ist, die weder ökonomisch noch sozial neutral ist. Accordingly, money is regarded as a neutral means of exchange that has no lasting effects on the real side of the economy. This study questions the conceptual validity of the neutrality assumption and its theoretical models arguing that its basic insights and predictions are problematic because they misrepresent the circumstances and conditions of the real economy. First, it discusses the conceptual grounds of the neutrality argument, which is based on the classical dichotomy approach and the notion of exogenous money. In a second step, it exposes the theoretical weaknesses of both the traditional and the contemporary versions of the neutral money models, that is, of the quantity theory and the rational-choice theory, by questioning its basic assumptions and implications. Finally, it argues from a critical heterodox perspective that rather than exogenous and neutral, money is endogenous and non-neutral, both in economic and social terms.

Die vorliegende Diplomarbeit widmet sich der Untersuchung informaler Logik als auch fehlerhafter Argumentationen im Rahmen der anglo-amerikanischen Fallacy Theory. Der erste Teil der Arbeit stellt die Grundlagen der formalen Logik dar, wobei ein kurzer Überblick über die informale Logik und ihre Geschichte gegeben wird. Die informale Logik versucht eine Logik zu entwickeln, um alltägliches Argumentieren der Umgangssprache zu bewerten, zu analysieren und zu verbessern. Sie überschneidet sich dabei mit vorhandenen Bestrebungen, solche Argumentationen aus den jeweiligen Blickwinkeln anderer Disziplinen zu verstehen, wobei dabei vor allem Argumentationen und Argumente aus dem menschlichen Alltag untersucht werden. Die traditionellen Ansätze verstanden Fehlschlüsse als ein Mittel der Analyse informaler Argumentationen. Wenn es den Prämissen eines Arguments nicht gelingt, die dazugehörige Konklusion zu stützen, dann sprechen wir von einer fehlerhaften Argumentation bzw. einem fehlschlüssigen Argument. Bei einem Fehlschluss handelt es sich entsprechend den traditionellen Darstellungen um eine Form schlechter Argumentation, welche wie eine Form guter Argumentation erscheint. Solche Ansätze sind problematisch, vor allem weil es schwer zu sagen ist, wann schlechte Argumentationen gut erscheinen. Heutzutage gilt dieses Verständnis der Fehlschlüsse aus mehreren Gründen als überholt. Des Weiteren werden die meisten Betrachtungen der Fehlschlüsse von keiner Theorie geleitet und führen nur eine unvollständige Liste von Fehlschlüssen, welche es zu vermeiden gilt. Der Ansatz von Damers neuer Theorie der Fehlschlüsse unterscheidet sich von den traditionellen Zugängen. Entsprechend seiner Theorie handelt es sich bei einem Fehlschluss um eine Verletzung eines oder mehrerer der fünf Kriterien guter Argumente. Im Einklang mit dieser neuen Theorie der Fehlschlüsse liefert der letzte Teil der Diplomarbeit eine Auswahl an Fehlschlüssen mit zahlreichen Beispielen. ; The present thesis is dedicated to the study of informal logic and bad reasoning in the context of the Anglo-American Fallacy Theory. The first part of the thesis contains an introduction to the realm of arguments as well as to the basics of formal logic and is followed by a short overview to informal logic and its history. Informal logic is the attempt to develop a logic to assess, analyse and improve ordinary language reasoning. It intersects with attempts to understand such reasoning from the point of view of philosophy, formal logic, cognitive psychology, and a range of other disciplines. Most of the work in informal logic focuses on the reasoning and argument one finds in personal exchange, advertising, political debate, legal argument, and the social commentary that characterizes newspapers, television, the World Wide Web and other forms of mass media. Early work in informal logic understands fallacies as a tool in the analysis of informal reasoning. When the premises of an argument fail to support its conclusion we say that the reasoning is bad; the argument is said to be fallacious. According to traditional accounts, a fallacy is a pattern of poor reasoning which appears to be a pattern of good reasoning. Such accounts are problematic, especially because it is difficult to identify when poor reasoning appears to be good. Nowadays this understanding of fallacies is for many reasons considered out-dated. Moreover most treatments of fallacies are not informed by any theory. They simply list particular fallacies as things no to do. The approach of Damers new theory of fallacies is different to the traditional accounts. According to his theory, a fallacy is a violation of one or more of the five criteria of good argument. Fallacies are categorized by the criterion of a good argument that they violate. As it suggested in this article, human action is divided into three sections – cooperation, struggling and rivalry, which correspond to three types of theories. It should be added that cooperation is a positive-sum game, struggling – a negative-sum game and rivalry – a zero-sum game. The theory of international relations should be focused on the link between principles of cooperation and principles of struggling. This means that theory of foreign policy should be a theory of control in the zero-sum game system. ; International relations are a form of human action so they should become the object of praxiology as a science oriented to efficiency. The traditional approach however must be changed. As it suggested in this article, human action is divided into three sections – cooperation, struggling and rivalry, which correspond to three types of theories. It should be added that cooperation is a positive-sum game, struggling – a negative-sum game and rivalry – a zero-sum game. The theory of international relations should be focused on the link between principles of cooperation and principles of struggling. This means that theory of foreign policy should be a theory of control in the zero-sum game system.
In queerer Theorie und Praxis wird mittlerweile – mit besten Absichten – oft unkommentiert das Akronym LSBT*QI* verwendet. Warum diese Subsumierung von Inter* zu kurz greifen muss, stelle ich im vorliegenden Beitrag heraus. Während sich LGBT*Q auf Geschlechtsidentität oder Sexualität beziehen, ist die wortwörtliche Verhandlungsmasse politischer Auseinandersetzungen um inter* Menschen ihr medizinisch manipulierter Körper. Dabei wird durch die medizinischen Interventionen mitnichten ein weiblicher resp. männlicher Körper konstruiert: Inter* Menschen erzählen in biographischen Interviews ihren entfremdeten, schmerzenden, traumatisierten Körper als wichtiges Moment der Subjektivation und Selbstwahrnehmung. Dieser empirischen Tatsache möchte ich mit einer dem Gegenstand angemessenen Theorie gerecht werden: Judith Butlers DeMaterialisierungsthese wird einer 'Korporierung' unterzogen, indem ich sie mit Anne Fausto-Sterlings Embodiment-Ansatz verknüpfe. Ergebnis der Bemühungen ist eine fleshier queer theory, die der originär linguistischsprachphilosophischen queer theory Butlers als Reflexionsfolie dienen und die empirische Wirklichkeit von queer angemessen beschreiben kann. ; "There's an 'I' in LGBT*QI*". Critical reflections on an inter*-inclusive queer theory The abbreviation LGBT*QI* is used in queer theory and practice with the best of intentions. In this article I argue that subsuming Inter* under umbrella terms referring to queer identities necessarily falls short. While the ab- breviation LGBT*Q addresses different sexual- ities and gender identities, the inter* move- ment tends to negotiate the problematical medical treatment of bodies, which were identified as intersexed. Surgical and hormonal interventions seek to disambiguate the intersexed body by assigning a person's identity as either male or female. The emerging self is by no means male or female, though neither is their body. Instead, inter* biographies contain narratives about the alienated, aching and traumatized body as a mediator in the process of subjectivation and self-perception. I try to do justice to the inter* phenomenon by "doing grounded queer theory". I conclude that connecting Judith Butler's queer theory and Anne Fausto-Sterling's concept of embodiment permits a reflection on the role of empirical material in queer research – and the development of an approach that can be termed "fleshier queer studies".
During the nineties of the last century, several formerly monopolistic markets (telecommunication, electricity, gas, and railway) have been deregulated in Germany based on European directives and theoretically inspired by the theory of contestable markets. The original contestable market theory implied three assumptions necessary to be satisfied to establish potential competition: Free market entry, market exit possible without any costs, and the price adjustment lag exceeding the entry is shows that if the incumbent reduces its prices slowly (high adjustment lag) and the market entry can be performed quickly (low entry lag), a new competitor will be able to earn back sunk costs. Therefore it is not necessary that all three conditions are complied with for potential competition to exist. Applying this 'revised' contestable market theory to the deregulated sectors in Germany sections, natural monopolies can be identified in telecommunication local loops and local/regional connection networks, in the national electricity grid and the regional/local electricity distribution networks, in the national and regional/local gas transmission/distribution sections, and in the railroad network only. These sections are not contestable due to sunk costs, high entry lags expected and a probable short price adjustment lag. They are identified as bottlenecks which should be regulated. The function of system operators in energy and railroad are closely related to the non contestable monopolistic networks.

Dotychczasowe rozumienie sprawności musi być jednak odmienne od tradycyjnego. Zgodnie z propozycją zawartą w artykule, ludzkie działanie dzieli się na trzy działy – współpracę, walkę oraz rywalizację , którym odpowiadają trzy rodzaje teorii. Charakterystyczne jest to, że współpraca jest grą o sumie dodatniej, walka – grą o sumie ujemnej, natomiast rywalizacja – grą o sumie zerowej. Teoria stosunków międzynarodowych powinna skupiać się na teorii rywalizacji, rozpostartej pomiędzy współpracą a walką. Oznacza to, że teoria stosunków międzynarodowych powinna opierać się na zasadach współpracy i zasadach walki, a teoria polityki międzynarodowej państwa powinna być teorią sterowania w systemie gry o sumie zerowej. ; International relations are a form of human action so they should become the object of praxiology as a science oriented to efficiency. KERSTIN BRANDES / SIGRID ADORF: "By refusing to crystallise in any specific form"—Art, Visibility, Queer Theory: An IntroductionThis issue, entitled "By refusing to crystallise in any specific form"—Art, Visibility, Queer Theory, gathers contributions devoted to the question what queer theory on the one hand and (feminist) art history, visual culture, and media studies on the other have to offer one another. Although the question of visibility is central to both the politics of representation and the discourse of queer theory, which opposes normative definitions of the body and subjectivity, it is seldom tangibly related to the visual field. We hypothesise in this issue that the tools established by critical art history for analysing images within (their) specific contextualisations and areas of tension, such as the manifold interactions between historical images, viewers, and institutional frameworks, can crucially help extend queer theory's productive engagement with visual culture. Thus, at stake is not only a critical discourse on images, but also the political scope of action that images can provide themselves with, that is, whether and how images can be regarded as agents in the sense of agency and how they might become (artistically) usable.
