ABSTRACTSeveral analysts have advocated the TIC criterion for the selection of bids in the tax‐free bond market. The proponents, however, have overlooked the bias introduced by the TIC method. An analysis is developed which shows that use of TIC can result in economically incorrect rankings for the issuer. We prove, under conditions of certainty, that given any Bid A, it is possible to construct Bid B with coupon rates arbitrarily close to Bid A such that the TIC criterion leads to acceptance of the bid with the higher present value of interest costs.

Cette étude vise à identifier les défis que les enseignants et les apprenants de français dans des établissements universitaires anglophones et francophones de l'Afrique de l'Ouest doivent relever dans leurs efforts d'utiliser les technologies de l'information et de la communication et aussi à dévoiler les raisons pour lesquelles ils hésitent toujours à utiliser lesdits outils pour améliorer la qualité de l'enseignement et de l'apprentissage du français langue seconde et étrangère. L'étude a adopté la méthode de recherche par sondage. Cette étude a pu démontrer entre autres que la plupart d'enseignants et d'apprenants de français en Afrique de l'Ouest manquent la formation requise dans l'utilisation pédagogique des technologies de l'information et de la communication; et qu'ils n'ont pas à leur disposition l'infrastructure de base requise. Donc, la conclusion en est que les gouvernements de la sous-région ouest africaine devraient prendre la question de l'utilisation des technologies de l'information et de la communication plus aux sérieux et mettre tout en oeuvre pour les promouvoir.Mots Clés: Les défis d'utilisation des TIC, enseignementapprentissage du français, universités, français langue seconde et étrangère, Afrique de l'Ouest.
Die untersuchte Gruppe von männlichen und weiblichen Oberschülern wurde im Rahmen der "Umfrage 66" ermittelt. Sie zeichnet sich als Selektivgruppe aus, die eine eindeutig positive Einstellung zum gesellschaftlichen Fortschritt in der DDR und in der Welt hat. Im Vergleich zur jugendlichen Gesamtpopulation treten erhebliche Differenzen auf. Vergleichende Untersuchungen im politisch-weltanschaulichen Bereich beziehen sich auf politisches Interesse, weltanschauliche Einschätzungen, die Einstellung zur Nationalen Volksarmee und Einschätzungen der Entwicklung in der Bundesrepublik. Im Zusammenhang mit der ideologischen Einstellung und dem Umgang mit Massenkommunikationsmitteln wird die Häufigkeit des Zeitungslesens und des Fernsehens sowie die Beurteilung westlicher Sender untersucht. Weitere Vergleiche werden bezüglich der Einstellungen zum Klassenkollektiv, zur FDJ, zu Schule und Lehrern und zur Familie angestellt. Die Untersuchung zeigt, daß sich zu den erwünschten politisch-ideologischen Kerneinstellungen nicht alle Jugendlichen bekennen, die sich als vom Sieg des Sozialismus überzeugte junge Staatsbürger bezeichnen. Erforderlich erscheint eine Verbesserung der psychologischen und methodischen Arbeit an den Schulen. (ICE)

Nation-Building implies integration on a variety of levels, but the converse is not true. Integration may result in a dependency, but does not imply the mental awareness of unity. Because of the ethnic interaction that has taken place over the centuries before and during the era of colonialism, there exist greater and lesser degrees of functional integration in Africa. Because of this interaction, Ronald Cohen and John Middleton have stated that 'ethnic units as clear-cut entities are sociological abstractions '1 However, one would be hard pressed to find anything approaching the breadth and depth of integration so necessary for us to ignore ethnic identity and diversity within any modern African state. Nation-building indicates a movement from simple interaction, through varying degrees of systems integration, to an ultimate awareness of membership in a common polity.

El presente documento recoge los aportes de una investigación titulada: "Modelo de Aprendizaje en Entornos Virtuales en la Educación Superior" que se está desarrollando para el Doctorado en Investigación con énfasis en las Ciencias Sociales en la Universidad Autónoma de Chiriquí (UNACHI), David, Chiriquí, República de Panamá, cuyo Programa Doctoral se realiza de acuerdo con el convenio firmado entre UNACHI y la Universidad del Mar, Chile. Se destacan las gestiones más sobresalientes y las acciones dirigidas hacia la implementación de las TIC para mejorar la calidad de la educación a nivel superior. Se describen los cambios generados por las nuevas Tecnologías de la Información y de la Comunicación en el sistema educativo a nivel mundial, vaticinando la transformación del proceso de enseñanza-aprendizaje, y la forma en que docentes y alumnos acceden al conocimiento y la información. Finalmente, se puntualiza el esfuerzo que realiza el Estado Panameño en la introducción de las TIC a nivel superior con una descripción de la trayectoria de la educación virtual en diferentes instituciones a nivel nacional. The following paper reflects input of a research study entitled "A Model for Virtual Learning in Higher Education", which is being developed for a Doctoral Program in Research with emphasis in Social Science at Universidad Autónoma de Chiriquí (UNACHI), David, Chiriquí, Republic of Panama. This doctoral program is being held according to the agreement signed between UNACHI and Universidad del Mar, Chile. This article makes reference to the international and national policies, particularly in the Republic of Panama, for the implementation of the Information and Communication Technologies (ICTs). The paper highlights the most outstanding management policies and directed actions towards the execution of ICTs for the improvement of the quality of higher education. The main changes or transformations generated from ICTs are described, foreseeing renovations in the teaching and learning process and in the ways both professors and students acquire knowledge and information in higher education. Finally, the paper pinpoints the efforts done by the Panamanian government to innovate in virtual education through ICTs nationwide.
