This chapter, being halfway between abstract economic theory and policy analysis, addresses one of the most contested issues in comparative economic studies, namely the role of human deliberation versus spontaneity at the macroeconomic level. To arrive at new insights. It adopts a cross-regional perspective and speculates, if the counter-intuitive practices of China, based on pragmatism and experimentation, trial and error, has indeed been superior to social engineering, as practiced in various forms across Europe. It also highlights the limitations to theoretical generalizations, i.e., making claims that remain valid at any time and any place, as mainstream economics suggests of its own insights.

Dr. Hicks begins this chapter by reviewing how the shared governance committee was formed (Summer 2016). He notes that a good deal of the transformation process was set in motion when Dan Fontaine, Senior Vice President for Business Affairs, decided to retire. A reorganization was needed to ensure that the function areas and his people would have homes, and this was an opportunity to determine what would be the best structure for the organization. The Shared Governance Committee determined that a flattened structure would address the deep silos and communication issues and offer stability and flexibility.||Dr. Hicks then explains how the SGC worked out the reporting structure. He says that the Chancellor of the UT System liked the proposed structure and also put in place the Chief Operating Officer role to pull the silos together; however this new structure also changed the reporting structure and created stresses for people who previously reported directly to the president. He further clarifies the rationale for the new structure. The paper analyzes the prominent 22@ Innovation District project, which was initiated at the beginning of the 2000s by the city of Barcelona to regenerate part of the Poblenou district, a former industrial area. The goal was to create an innovation district able to generate economic activity and employment by focusing on knowledge economy and new technologies. The innovative features of the project emphasize the uncertainty and the need to adapt to new technologies and their economic and social influence in urban regeneration projects. The paper uses the adaptive governance framework to analyze how the dynamic process of urban regeneration and creation of an innovation district has been able to adapt to internal and external changes of political, economic and technological nature. Adaptive governance has been conceptualized by focusing on three key aspects (i.e., level of complexity, conflict and uncertainty) and three main actions (i.e., anticipate, learn and adapt) that have been considered in the case study. These elements emphasize the need for bridging organizations that are able to work cross-level and cross-scale. The article shows the suitability of adaptive governance systems in urban regeneration projects, aiming to combine top-down and bottom-up initiatives within a comprehensive strategy.

Published Article ; The sectional title industry has been a part of the property landscape in South Africa for almost half a century, and plays a profound role in addressing the housing problem in the country. Stakeholders such as owners and investors in sectional title property are in most cases not directly involved in the management thereof, and place reliance on the audited annual financial statements of bodies corporate for decision-making purposes. Although the industry seems to be highly regulated, the legislation regarding accounting and auditing of sectional title property is vague and ambiguous. Furthermore, there are no industry-specific auditing and accounting standards to guide accounting and auditing practitioners in performing their work and industry financial benchmarks are not readily available. In addition, financial pressure on sectional title schemes is often very high due to the fact that some owners exercise unrealistic pressure to keep monthly levies as low as possible. Very little academic research has been undertaken on the sectional title industry in South Africa from an accounting and auditing perspective. The aim of this article is threefold: Firstly, to discuss the findings of a literature review on uncertainties, ambiguity and confusing aspects in legislation regarding the audit of sectional title property that may cause or increase the audit expectation gap. Secondly, to discuss the empirical findings of accountancy-related aspects of a sample of body corporate financial statements and accompanying audit reports, in order to identify current benchmarks, challenges, trends, deficiencies in reporting and possible norms for the sectional title industry. Specific reference will be made to the difference between the bodies corporate in the Mangaung and Matjhabeng areas. Thirdly, practical recommendations will be made on possibilities of closing the expectation gap, and further research opportunities in this regard will be discussed.

Menjalankan manajemen Pemerintah Daerah yang unsur utamanya menggunakan wewenag harus berorientasi kepada pelayanan publik, peningkatan kesejahteraan masyarakat, pengembangan kehidupan demokrasi, keadilan, pemerataan, pemeliharaan hubungan yang serasi antara pusat dan daerah serta antar daerah dalam rangka menjaga keutuhan Negara Kesatuan Republik Indonesia.

Indonesia bisa disebut sebagai negara yang unik dalam konteks hubungan Pusat-Daerah. Tradisi sentralisasi sangat kuat dalam sejarah Indonesia, namun paket desentralisasi 1999 sering dikatakan sebagai kebijakan desentralisasi yang paling berani diantara negara-negara berkembang lainnya. Dengan kata lain, pendulu kebijakan sering bergerak sangat ekstrem kearah sentralisasi pada suatu saat, dan kearah sentralisasi pada saat yang lain. Makalah ini mencoba melihat dinamika pergerakan pendulum tadi, dan memetakan peran UU Nomor 22 tahun 1999 dalam mendorong tumbuhnya kehidupan demokratis di tingkat akar rumput.

Wie lassen sich öffentliche Unternehmen auf Bundes-, Länder- und kommunaler Ebene erfolgreich steuern, leiten und überwachen? Antworten auf diese Fragestellung fanden hochkarätige Referenten und Teilnehmer auf der ersten Speyerer Tagung zu Public Corporate Governance am 22. und 23. April 2013. Der von Frau Univ.-Prof. Morner herausgegebene Tagungsband fasst die fundierten Beiträge der Referenten zusammen und zielt insbesondere darauf ab, Stellhebel einer erfolgreichen Steuerung aufzuzeigen. Im Vordergrund stehen mitunter kodifizierte Aspekte des Beteiligungs- und Risikomanagements sowie einer erfolgreichen Unternehmensführung. Zudem sind in den Beiträgen Empfehlungen und Anregungen aufgezeigt, wie sich Kodizes und gesetzlichen Regelungen realisieren oder verbessern lassen. Dabei ist behandelt, nach welchen Grundsätzen Aufsichtsratsmitglieder handeln sollten, wie sie ihre Rolle auszugestalten haben und welche Haftungsrisiken zu beachten sind. Der Tagungsband gibt ferner die von Herrn Rudolf X. Ruter moderierte Diskussion beispielsweise dazu wieder, inwieweit sich Erkenntnisse der privaten Corporate Governance auf den öffentlichen Sektor übertragen lassen. Die Ergebnisse der Tagung richten sich sowohl an Vorstände, Geschäftsführer und Aufsichtsratsmitglieder als auch an Entscheidungsträger in öffentlichen Unternehmen und der öffentlichen Verwaltung.

Road traffic and transit safety, security, order, and smoothness depend on supporting facilities and infrastructure. This empirical study analyses and explains the execution of Article 45 of Law Number 22 of 2009 on supporting facilities for commuters and drivers in Prabumulih City and its barriers. Based on Study and discussion, Article 45 of Law Number 22 of 2009 addressing supporting facilities for commuters and drivers in Prabumulih city is still inedequate due to the lack of bicycle lanes and disabled facilities. Streets merchant still misuse walkways. The implementation of Article 45 of Law number 22 of 2009 in Prabumulih City is hindered by inedequate supporting facilities and infrastructure due to the lack of funds for transportation infrastructure, weak enforcement against misuse of sidewalks into street vendors; people crossing the road without using zebra cross, or overpasses, and the bus stop not being used for passenger boarding and embarkation.
