This article discusses the rules of the game in participatory democracy and the engagement of disabled people and mental health service users/survivors in the process. Drawing on theories of new social movements and of deliberative democracy, the article considers how notions of 'legitimate participants' are constructed within official discourse, and how those can be challenged by autonomous groups of disabled people. It also explores assumptions about appropriate forms of deliberation within participation forums and how an appeal to rational debate can exclude the emotional content of the experience of living with mental health problems from deliberation about mental health policy. The argument is illustrated by reference to research conducted by the author, and by a Canadian study of user/survivor involvement in policy making.

The shift from "government" to "governance" has been widely debated both in the West, where the debate originated, and in the Asia‐Pacific, where it is a strong emergent theme. In the West, early work concentrated on problems of government failure in the realms of regulation, welfare and development. This developed into a focus on the increasingly complex challenges facing modern states. By the mid‐1990s, bodies such as the Organization for Economic Cooperation and Development (OECD) were devoting considerable attention to issues affecting "governance in transition." At this time, the United Nations Development Program (UNDP) issued its first discussion paper on governance. This emphasized the importance of bringing together the realms of governance, namely civil society, the state, and the private sector. All these developments signify a fundamental administrative paradigm shift to the "sociopolitical governance" model. This paper discusses the theme "from nationalization to marketization" by examining the origins and driving forces for changing governance in Taiwan's higher‐education system. More specifically, the paper examines the changes in the role of the state in terms of three major aspects: provision, financing, and regulation in higher education, reflecting on how a new governance model has evolved in Taiwan.

The World Commission on Dams marks a moment of real progress in the large-dams controversy. It does so in at least two ways: as a statement of the norms that should govern dam-related decision-making and as a process of dialogue between dam proponents and critics. Whether this progress translates into consistently better dam-related decisionmaking is a question that remains to be answered. Also unanswered is the larger question of whether the WCD experience will prove to be a replicable model for other environment-development controversies. The Commission emerged from a curious situation in which both dam builders and dam critics felt stymied in their ability to achieve their aims, and in which both saw opportunities in the idea of stakeholder dialogue. Such windows of opportunity may prove rare. The skillful leadership and interpersonal dynamics among the commissioners that helped forge a consensus document may be difficult to reproduce.

The objective of this study is to identify the role of the IMO within the international actions against global terrorism after the attacks of September 11 2001, in the USA. The essential and relevant elements of terrorism are observed within academic definitions in order to examine how they affect policies and strategies that guide a response against it. The impacts of terrorist attacks on society are appreciated in their influence on trade and all aspects. The constituency of the response is analyzed in search for the principles that may give an approach that is not simply limited to the issuance of regulations and measures but to the integration of a maritime policy and strategy to protect shipping. Two case studies are looked into in order to identify the causes as to why shipping has not had protection in past situations of crisis. The solution to terrorism in the maritime sphere of influence is explored under the principles of reform of the United Nations, the legitimacy of the IMO as the maritime forum, the concept of Global Governance towards Maritime Governance, and the theory of complexity. The change proposed is significant; therefore, core issues of the identity of IMO and its overall role have been briefly visited in order to provide for its new approach against terrorism. The role of the IMO is then built on its previous structure and the new components of a future enriching and vigorous role for the protection of shipping. Conclusions, recommendations and a guide for further research are presented.
