Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

This article discusses election governance based on public participation with qualitative research methods, the approach used in case studies in West Nusa Tenggara (NTB) Province, the region is one of thirty-four province in Indonesia. Governance is an approach that is considered relevant, because election governance is its manifestation. The results show that the Regional of General Election Commission of NTB as the authority of election organizers succeeded in building a model of election governance based on public participation through three strategies, namely the movement to protect suffrage, family-based voter education, and voter education based on educational institutions. These three models are designed through three approaches, namely multi-stakeholder partnership, convergence, safety and public health of disaster areas. The methods of implementation include; short videos about elections, consistent use of mass media and continuous election classes. The impact of the public participation-based election governance model in NTB is that the number of public participation in 2019 Elections increased to 82 percent compared to 2014 Election of 77.32 percent where the model has not been implemented. The obstacles faced in building participatory-based election governance are two, namely; the issue of legitimacy provided by the Electoral Law and has not been made the education of voters as core business of General Commission Election, while voter education is an effective instrument in developing public participation. The solution is necessary to change article 3 and article 15 (Presiden Republik Indonesia, 2017) on the elections to include participation as the principle of organizing elections. In addition, voter education should be the core business from the national to the regions.

Šport je z modernizacijo družbe in intenzivnejšo globalizacijo postal visoko organiziran in strukturiran globalni fenomen. Na njegov razvoj so vplivali različni dejavniki, vodenje na globalni ravni pa so prevzele mednarodne športne organizacije, v prvi vrsti Mednarodni olimpijski komite (MOK), okrog katerega se je izoblikoval t. i. reguliran olimpijski sistem. Disciplina Mednarodnih odnosov v primerjavi z ostalimi družbenimi vedami zaostaja pri proučevanju globalnega športa, ki tako ostaja eden manj vidnih in proučevanih vidikov globalnega vladanja. Eden od razlogov za to je tudi odsotnost resne in sistematične teoretske analize. Za zapolnitev te vrzeli je cilj magistrskega dela odgovoriti na vprašanje, kako lahko z uporabo teorij mednarodnih odnosov in analizo olimpijskega sistema z značilnostmi globalnega vladanja razumemo nastanek, obstoj in delovanje globalnega vladanja na področju športa kot enega izmed področij globalnega vladanja. Opredelitev reguliranega olimpijskega sistema kot globalnega vladanja na področju športa omogoča uporabo prevladujočih teorij mednarodnih odnosov (realizma, liberalizma, konstruktivizma, marksističnih teorij) na tem področju. Te v okviru svojih zmožnosti razlagajo in pojasnjujejo delovanje globalnega vladanja na področju športa, skupno pa izpostavijo pomembne elemente in pojave globalnega športnega vladanja. Analiza ponudi razmislek o nadaljnjem teoretičnem raziskovanju tega področja. ; The modernisation of society and intensive globalisation led sport to become a highly organised and structured phenomenon. Its development was influenced by various factors, while management at a global level has been taken over by international sport organisations, primarily by the International Olympic Committee (IOC), around which a regulated Olympic System has developed. In the examination of global sport, as one of the less visible and explored aspects of global governance, the discipline of International Relations falls behind other social sciences. One of the reasons for this is also the absence of a systematic theoretical analysis of this area. In order to fill this gap, this master thesis aims to answer the question: how can the use of the theories of international relations and an analysis of the Olympic System with features of global governance help us understand the emergence, the existence and the functioning of global governance in the field of sport as one of the fields of global governance? The identification of the regulated Olympic System as global governance in the field of sport enables the application of dominant theories of international relations (realism, liberalism, constructivism and Marxist theories) onto this field. The theories, within the limits of their capacities, interpret and explain the functioning of global governance in the field of sport, and, as a set of theories, they highlight the important elements and phenomena of global sport governance. The analysis offers a reflection on the further theoretical exploration of this field.

COVID-19 sent a wave of pandomania across Nigeria, like in every other country due to health risk that it come with, which was declared pandemic. However, its impact has been felt on all aspect of human endeavour; social economic and political. In Nigeria, the pandemic has affects security governance due to pivoted role assigned security agencies in the enforcement of restriction of movement and lockdown imposed by the federal government of Nigeria. The security agencies involved has not been limited to police but it include both military and paramilitary as the case may be. In the midst of continues spread of diseasesand multiplicity of security agencies, security governance became a serious issues. Through the government adopted a pragmatic approached, the result has been of mix blessing. It is in light of the above that the paper examines security, government in theCOVID-19 pandemic periodusing Nigeria as a case study.

Global developments that are full of dynamics are marked by the emergence of interdependence between countries. Global developments are in line with the development of science and technology which causes countries to seem borderless. The blurring of boundaries between countries and the development of an increasingly dynamic environment are also accompanied by the development of increasingly broad and multidimensional threats. This global development is also marked by the emergence of new actors in international relations. The development of threats and increasing global issues that cannot be handled by the state alone have created a new phenomenon in the international relations order, namely global governance. Previously, the state was the sole actor in the order of international relations. However, with global governance, there is a new arrangement in the international relations system that accommodates all actors who play a role. This research will use a qualitative phenomenological method. The theory used in this research are global governance, defense diplomacy and international organization as a basis theory and concept, and also a security theory as supporting theory. In the end, we can see that the change of international order can bring the positive effect for countries in achieving their national goals and accomplish their national interests.

Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

There are two distant conceptual cousins that analyse the external mobilisation of subnational entities, one being European Studies – Multi-Level Governance and the other International Relations – Paradiplomacy. The article first aims to analyse each concept against the dimensions of the politik to determine the conceptual focus and find more pronounced differences in the policy and politics dimensions. The second aim is to identify the theoretical bedrock underpinning both concepts. This article proposes the analogous theory of Neo-Medievalism, establishing that it has some application here; in this sense, the two concepts may be better at explaining wider territorial reconfiguration underway in Europe. The activeness of any nation citizenry determines how effective and the types of government such a nation will have. In the case of Nigeria, Nigerian citizens have been engulfed by stark illiteracy and chronic ignorance. Citizens have failed in their responsibility of participating actively in the polity of their nation. Citizens have been blindfolded that they cannot even differentiate between good governance and bad governance, as they still blindly pledge their support to bad leadership and to the decayed political parties of Nigeria, e.g. APC and PDP. Citizens found mostly in this blindness are the South western citizens despite their level of education. This paper examined the inability of Nigerian citizens to read within the lines and understand the dangers inherent in the politics of these two political parties of APC and PDP, and the fact that both parties have no better ideology and plans to better the lives of Nigerians. The paper examines the difference between People's Democratic Party (PDP) and All progressive Congress (APC) ideology in terms of corruption in Nigeria. The paper finally examines the effect of non-democratic citizenry in Nigeria. This paper adopts the hybrids method, as interview methods of data collection are adopted while other data are gotten from the readymade works of scholars and from the common sense views of the writer. This paper finally proffers workable recommendations to the problems of bad leadership in Nigeria.

La crisi financera i econòmica mundial que viu el món globalitzat des de l'estiu de 2007 planteja la qüestió de si estem davant de la fi d'un cicle o de la fi d'un model, i posa en evidència la necessitat d'un profund debat d'idees. A banda de les causes immediates de la crisi, s'observen causes profundes que són, principalment, resultat d'un període de globalització econòmica neoliberal. Si l'efecte de la crisi als països del Nord és evident i palpable, el seu impacte als països menys desenvolupats és devastador, la revisió del Consens de Monterrey, encaminada a concretar el finançament per a l'assoliment dels Objectius de Desenvolupament del Mil·lenni, va quedar frustrada pel naixement del G20. L'abordatge polític de la crisi posa en qüestió els lideratges mundials. Si bé el G20 va voler monopolitzar el debat, finalment les Nacions Unides, de la mà del president de l'Assemblea General, el pare d'Escoto, va poder convocar la Conferència sobre la Crisi Financera i Econòmica i els seus Efectes Sobre el Desenvolupament (juny de 2009). Malgrat que els seus resultats són molt menors, i no s'hi van acordar moltes de les recomanacions del mateix president i de la Comissió Stiglitz, les conclusions de tot plegat apunten a una imprescindible reforma del sistema i de la governança de l'economia financera mundial. El "G192", es va posar, doncs, sobre la taula un model de governança democràtica mundial per abordar un crisi global d'impacte sobre la ciutadania mundial. The financial and economic crisis that has been rocking the globalised world since the summer of 2007 raises the question of whether we are looking at the end of a cycle or the end of a model and highlights the need for a thorough debate of ideas. In addition to the immediate causes of the crisis (such as the bursting of the housing bubble and the toxicity of the financial markets), several deep-rooted causes can be found, most resulting from a period of neo-liberal economic globalisation. Whilst the crisis has had a clear and tangible impact on the countries of the North, it has been calamitous for less developed countries. The damage is compounded by the fact that the review of the Monterrey Consensus, intended to find the necessary financing to achieve the Millennium Development Goals, was thwarted by the emergence of the G20. The political hijacking of the crisis casts doubt on global leadership. Although the G20 monopolised the debate, in the end, the United Nations (UN), under the leadership of the president of the General Assembly, Father Miguel d'Escoto, managed to convene the Conference on the World Financial and Economic Crisis and Its Impact on Development (June 2009). Despite the conference's modest results and the fact that no agreement was reached on many of the recommendations made by the president or the 'Stiglitz Commission', the conclusions as a whole point towards a crucial need to reform the system and governance bodies of the global financial economy. Accountability is the responsibility of the obligation to account for the success or failure in carrying out the organization's mission in achieving the goals and targets that have been set through a media of accountability periodically. As a follow up in eradicating the practice of Collusion of Corruption and Nepotism as mandated by Law Number 28 of 1999, in the context of further improving the implementation of a more efficient, effective, clean and responsible government. Government Policy through Presidential Instruction No. 7 of 1999 issued regulations regarding the Accountability of Government Agencies' Performance so that good governance was created. The purpose of this study is to find out: (1) Implementation of Performance Accountability System of Government Agencies in the Regional Civil Service Agency of Musi Banyuasin Regency (2) Implementation of good governance in the Regional Civil Service Agency of Musi Banyuasin Regency (3) How much influence the implementation of Government Institution Performance Accountability System the application of good governance in the Regional Personnel Agency of Musi Banyuasin Regency. The method used in this research is analytical descriptive with survey approach. Whereas to analyze the data obtained used the moment Product Correlation Coefficient Analysis, Determinant Coefficient Test and Hypothesis Test using the Significance Test (t Test). The results obtained are: (1) Implementation of the Accountability System of Government Agencies' Performance in the Regional Civil Service Agency of Musi Banyuasin Regency, including very good classification. (2) the application of Good Governance in the Regional Civil Service Agency of Musi Banyuasin Regency is included in the very good classification. (3) The implementation of the Government Agency Performance Accountability System has a significant effect on the implementation of Good Governance in the Regional Personnel Agency office in Musi Banyuasin.

Magistrsko delo predstavlja tematiko večnivojskega upravljanja in sodelovanja na primeru Slovenije in migrantske krize na Zahodni balkanski poti. Namen dela je ugotoviti, ali je bilo večnivojsko upravljanje na primeru kriznega menedžmenta uspešno ter kaj je pripeljalo do njegove uspešnosti oziroma neuspešnosti. Delo temelji na kvalitativni metodologiji študije primera. V prvem delu s deskriptivno metodo opredeli splošno razvitost večnivojskega upravljanja, v drugem delu pa z analizo virov preuči področje skozi primer največje migrantske krize. Na primeru Slovenije kot preučevanega nacionalnega nivoja s komparativno metodo prikaže pomanjkljivosti sodelovanja z nivoji. Na pomanjkljivostih, ki se skozi raziskovanje prikažejo, delo poda predloge za izboljšanje in reševanje podobnih problematik v prihodnosti. Magistrsko delo prikaže, da večnivojsko upravljanje na omenjenem primeru ni bilo uspešno, saj je bila smer sprejemanja odločitev večinoma usmerjena od zgoraj navzdol, kar je otežilo vključevanje podnacionalnega nivoja v odločevalski proces. Slaba praksa obvladovanja migrantske krize je imela posledice na širši ravni, saj je na eni strani določene postopke reševanja krize otežila in podaljšala, na drugi pa nečela dvom o skupnosti in njenih temeljnih vrednotah. Uporabnost dela se kaže tako na praktični kot na znanstveni ravni. Pri praktični ravni se ta kaže kot pomoč vključenim akterjem na različnih nivojih pri reševanju kriz velikega obsega, pri znanstveni ravni pa pri izbiri tematike ter pri izbiri aktualnega primera. Tematika kot taka je v slovenski znanosti še dokaj neomenjena in neraziskana, podobno velja za področje migrantske krize, ki se s svojo veličino ne bo umirila še nekaj časa. ; This master's thesis presents the topic of multilevel governance and cooperation on the example of Slovenia and the migrant crisis on the Western Balkans route. The purpose of the work is to determine whether the multilevel governance of the crisis management was successful and what led to its success or failure. The research is based on qualitative case study methodology. In the first part, the descriptive method defines the general development of multilevel governance, while in the second part, the analysis examines the field on the basis of the biggest migrant crisis since World War II. Comparative method shows deficiencies on the national level in cooperation with other levels on the example of Slovenia. On the shortcomings that appear during the research, the master's thesis presents suggestions for improving and resolving similar problems in the future. The research shows that the multilevel governance in this case was not successful, since the direction of decision-making was mainly directed from the top down and the subnational level was thus poorly involved in decision-making along with the national level. Bad practice has had a negative impact on the entire crisis, resulting on one hand certain procedures being more difficult and lengthier than they should be and on the other, started the doubt of the union as a whole and its basic values. This research is useful on a practical and on a scientific level. On a practical level it is seen as a helpful tool for crisis management to all the actors involved and on the scientific level the usefulness is seen through the choice of topic as well as through the choice of the current case from practice on the basis of which the study was conducted. The subject as such is still fairly unspecified and unexplored on scientific grounds in Slovenia, similarly to the area of the migrant crisis that, due to its extent, will not settle for quite some time.

Katalog einer Ausstellung zu den pakistanischen Stammesgebieten. Peshawar, Peshawar Museum, 27 November - 12 Dezember 2021. Pakistan zählt zu den ältesten Partnerländern des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) in Asien. Bereits im Jahr 1961 wurden erste gemeinsame Projekte ins Leben gerufen. Entwicklungsinitiativen wurden über die vergangenen sechs Jahrzehnte hinweg immer wieder an neue Herausforderungen und sich verändernde soziale, wirtschaftliche wie auch ökologische Rahmenbedingungen angepasst. Ein Beispiel für die langjährige und vertrauensvolle Zusammenarbeit mit Pakistan ist das FATA-Entwicklungsprogramm, das die Deutsche Gesellschaft für Internationale Zusammenarbeit im Auftrag des BMZ und kofinanziert durch die Europäische Union in der Provinz Khyber Pakhtunkhwa im Nordwesten des Landes umsetzt. Hier arbeitet die GIZ seit 2009 eng mit ihren lokalen Partnerinnen und Partnern an der Verbesserung der Lebensbedingungen der Bevölkerung in den Stammesgebieten entlang der gebirgigen Grenze zu Afghanistan. In dieser heute "Merged Areas" genannten Region liegt ein besonderes Augenmerk auf der Verbesserung staatlicher Dienstleistungen in den Sektoren Bildung und Gesundheit sowie auf der Reintegration von Binnenvertriebenen. Durch die Förderung von Bürgerbeteiligung und Selbstverwaltung, wie auch eines staatlich-zivilgesellschaftlichen Dialogs zur Entwicklungsplanung, unterstützt das Programm die politische und administrative Integration der bis 2018 weitgehend autonomen und von zahlreichen Konflikten geprägten Stammesdistrikte in die Provinz Khyber Pakhtunkhwa. Die Region ist historisch und politisch bedeutsam. Mit dem Khyber-Pass liegt sie an der Schnittstelle zwischen West- und Südasien, was die einzigartige Kultur der Stammesgebiete bis heute prägt. Das Buch gibt nicht nur tiefe Einblicke in die Geschichte, Politik und in die reichen Traditionen der Menschen in dieser unruhigen Grenzregion, es legt auch ein beredtes Zeugnis über die facettenreiche Entwicklungszusammenarbeit zwischen Deutschland und Pakistan ab.
