In this article, multilevel governance (MLG) is problematized & treated as a dependent variable. It is argued that processes of globalization shed considerable light on the development of MLG. In order to conceptualize "globalization," I turn to the field of international political economy, specifically, neo-Gramscian critical theory. Since critical theory seems to outline -- above all -- the distinctive political & policy aspects of globalization, the approach gives way to the development of a causal link between globalization & governance. The relevance of globalization to governance & MLG is further shown by elaborating on a particular level of governance: the subnational sphere of the city. It is concluded that critical theory is indeed relevant in explaining globalization & governance, & that a macroperspective can be used in conjunction with a more meso-style, MLG approach. Kent birlikte yaşamın ortak simgesi olan yerleşim birimidir. Sigma programı (Support for Improvement in Governance and Management-Orta ve Doğu Avrupa Ülkelerinde Yönetişim ve Yönetimi Geliştirmek için Destek), Orta ve Doğu Avrupa ülkelerinde yönetişim ve yönetimi geliştirmek için destek bağlamında oluşturulmuş, aday ülkelerin özellikle genel yönetsel kapasitelerinin geliştirilmesine destek sağlamak için kullanılan bir teknik destek mekanizmasıdır. Sigma, 1992 yılında OECD'nin Kamu Yönetimi Direktörlüğü'ne bağlı olarak kurulmuş, AB ile OECD'nin ortak bir girişimidir. Büyük bir kısmı AB'nin PHARE Programı tarafından finanse edilen bu girişim, onüç (Arnavutluk, Bosna-Hersek, Bulgaristan, Çek Cumhuriyeti, Estonya, Makedonya, Macaristan, Litvanya, Letonya, Polonya, Slovakya ve Slovenya) eski Sovyet bloğu ülkelerinin kamu yönetimi alanındaki reformlarını desteklemek amacıyla başlatılmıştır. 2004 yılı itibariyle Türkiye de Sigma programından yararlanmaya başlamıştır. Sigma'nın temel amaçları;rogramdan yararlanan ülkelerin yönetsel verimliliğini artırmak ve kamu sektöründe çalışan personelin demokratik değerler, etik ve hukukun üstünlüğüne bağlı kalmalarını desteklemek amacıyla oluşturmaya çalıştıkları iyi yönetişim konusunda destek sağlamak, AB ile bütünleşme planları ve uluslararasılaşma çerçevesindeki sorunları aşabilmek için merkezi idarede yerel kapasitenin oluşturulmasına destek sağlamak, kamu yönetimi reformu konusunda AB ve diğer destek programları kapsamındaki girişimleri desteklemek ve bu alandaki farklı destek mekanizmaları arasında eşgüdümün sağlanmasına katkıda bulunmak olarak ifade edilmektedir. Çalışmada Sigma programı doğrultusunda Türk kamu yönetimindeki çalışmalar ortaya konulmaya çalışılacaktır. ; Sigma (Support for Improvement in Governance and Management) is established to improve governance and management as a support in Central and Eastern European countries and it is a technical support program for the candidate countries to develop the general administrative capacity development. Sigma was established related to OECD's Public Management Directorate and it is a common initiative of the EU and OECD. Funded by a large part of the EU's PHARE program, this initiative is initiated in order to support the reforms in public administration of thirteen (Albania, Bosnia-Herzegovina, Bulgaria, Czech Republic, Estonia, Macedonia, Hungary, Lithuania, Latvia, Poland, Slovakia and Slovenia) former Soviet bloc countries. In 2004, Turkey has begun to take advantage of the Sigma program. Main objectives of Sigma are; increasing the administrative efficiency of program benefited countries in order to support the public sector employees' democratic values, bound ethics and rule of law, supporting the local governance in central administration in order to overcome the problems in the framework of the issues related to EU integration plans and internationalization, supporting the entreprises in the scope of issues related to public administration reform EU and other support programs and contributing to the coordination between the different support mechanisms. In this study, the works in Turkish public administration will be put forward in line with the Sigma program.
ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Topluluk seviyesinde etkin bir sosyal politika 1980'lerin sonunda siyasi destek kazandı ve Avrupa entegrasyon süreci boyunca, birbiri ardına gelen Antlaşma revizyonlarıyla devam etti. AB sosyal politikasının bu tarihsel gelişme sürecine paralel olarak, Tek Avrupa Senedi (TAS) ile başlayarak, sosyal politikanın yasal ve yönetişim yönlerinde bir dönüşüm gerçekleşmiştir. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. Yönetişim, vatandaşların çıkarlarını iletebilecekleri, hukuki haklarını kullanabilecekleri, yükümlülüklerini yerine getirebilecekleri, farklılıkları azaltabilecekleri süreç ve kurumları kapsar. AB'nin yönetişimin uygulanabilirliliği için verdiği çabalar çerçevesinde belirlediği en önemli ilkeler, hesap verebilirlilik, saydamlık, hukukun üstünlüğü, eşitlik, tutarlılık ve etkinliktir. The most important principles that EU identify, within the framework of efforts for the applicability of governence, are accountability, transparency, rule of law, equality, consistency and effectiveness. Due to the the common points of these principles determined as providing the preconditions for the development of democracy and in the EU process inTurkey coming to the agenda of governance and human rights, examining the concepts that are mentioned in EU-Turkey relations is the subject of the thesis. The emergence of the concept of governance, its advocates, critical edges, administrative, political and economic dimensions were briefly discussed and the dimensions of it in the EU-Turkey relations were examined in terms of human rights and democracy. The dimensions of the concepts mentioned in the UE-Turkey relations were discussed in terms of the EU candidacy process and especially in the perspective of the harmonization of the law. Bu makalede, uluslararası ilişkiler kuramlarının barış kavramına yaklaşımları incelenmekte, kalıcı barışın tesisinin küresel yönetişim sistemi ile mümkün olduğu değerlendirilmektedir. İdealizm ve Liberalizm geleneğindeki teorik yaklaşımlar kalıcı barışın tesisinin belirli norm ve kuralların devlet düzeyinde ve devletlerarası seviyede yerleşmesine bağlı olduğunu öne sürmektedir. Realizm geleneğindeki teorisyenler uluslararası barışı güç ve çıkar kavramları temelinde ele almakta, ancak sınırlı ve izafi bir barışın gerçekleşebileceğini iddia etmektedir. Marksist çizgideki yapısalcı yaklaşımlar, sürdürülebilir barışın sağlanabilmesini dünyadaki cari kapitalist sistemin yeniden yapılandırılmasına bağlamaktadır. Postyapısalcı bakış açısı ve eleştirel kuram ise pozitivist teorilerin barış anlayışını sorgulasa da uygulanabilir bir barış önerisi geliştirememiştir. Bu çalışma, uluslararası ilişkiler teorilerinin kalıcı barış için sunduğu düzenlemelerin küresel düzeyde işleyebilen bir yönetişim sistemiyle gerçekleşebileceğini ileri sürmekte, etkin bir küresel yönetişimin dünya barışı için gerekli olduğunu savunmaktadır. ; This article analyzes the peace approaches of international relations theories and argues that lasting peace is possible through a functioning global governance system. Idealist and Liberalist traditions maintain that lasting peace can be achieved if certain norms and rules are established and consolidated at state and international levels. Realist theorists associate peace concept with power and interest and claim that an international peaceful order might be a reality only in limited periods and based on power and interests of some states. The Marxist approaches stipulate that the present capitalist world economy must be restructured for sustainable peace while Poststructuralist perspective and Critical Theory do not offer an applicable roadmap for lasting peace despite their critical stance on Positivist understanding of peace concept. This study asserts that for sustainable peace at world level a working and influential global governance system should be built and maintained in effect.
Günümüzde yolsuzluk kamu kaynaklarının heba edilmesine yol açarak toplumların gelişmelerini engelleyen çok önemli bir sorun haline gelmiştir. Merkezi yönetimden sağladıkları desteği yerel halkın hizmetine sunan yerel yönetimlerde bu olgu çok daha fazla önem kazanmaktadır. Merkezi yönetimler yıllardır bu sorunun çözümü için çaba harcamakta ancak istenen sonuçlara ulaşamamaktadır. Bu sorunun çözülebilmesi için artık şeffaflık, hesap verebilirlik, katılım, etkinlik gibi iyi yönetişim ilkeleri çerçevesinde önceden denetim anlayışına geçilmesi gerekmektedir. Bu çalışmada söz konusu ilkelerin yolsuzlukla mücadele stratejilerini nasıl etkileyebileceği incelenecektir. Bu kapsamda denetim kuruluşlarının yeni denetim konsepti çerçevesinde yönetişim ilkelerinin uygulanmasını denetleyerek, bu alandaki mevzuat boşluklarının giderilmesiyle yolsuzlukların önlenebileceği tezi değerlendirilecektir. ; Today, corruption has become a major issue that prevents development of societies by leading to waste of public resources. This phenomenon becomes more important in local governments that offer central government's support to local public services. Central governments have been trying to solve this problem for many years but they cannot reach the desired results. In order to solve this problem, the concept of pre-audit should be adopted within the framework of good governance principles such as transparency, accountability, participation and effectiveness. In this study, it will be examined how these principles may affect the anti-corruption strategies. In this context, this study will further examine the thesis that corruption can be prevented by removing regulatory gaps in the area through audits on the implementation of the principles of good governance performed by audit institutions within the framework of the new audit concept
