Leadership with regard to someone influencing other people's behavior for a purpose With power, a leader can influence the behavior of others for a purpose. Power can be divided into five, namely: (1) power expertise (expert power); (2) legitimate power (legitimate power); (3) reference power (referent power); (4) reward power; (5) coercive power. Basically, it becomes an absolute that humans were created by Allah SWT on the surface of the earth to devote themselves solely to their presence as stated in the Koran that humans were created as "khalifa fil ard" (leaders on earth). In the course of human history in the field of leadership, many phenomena have occurred in the dynamics of this journey. Where than the existence of ideal leadership is very coveted in every society. It becomes a logical consequence of how the ideal leadership and a good and responsible leader can be realized. So it is very much needed the candradimuka creater (appropriately galvanizing) a leader who is critical and can answer the challenges of changing times by him the Islamic Student Association (HMI) is here to then become an answer as a complete cadre organization from formal and informal cadre levels.
As stated in the preamble of the 1945 Constitution, the goal of our states is to form a government of the state of Indonesia which shall protect all the Indonesian people and the entire country, promote the general welfare, the intellectual life of the nation and participate in the establishment of world peace. This understanding is based on the need of clean government and to accommodate the principles of good governance. Currently, our government has not been fully able to protect and carry out its functions as mandated by the 1945 opening which is stated above . This is consistent with the results of research on Indonesia which governance has not improved significantly and has not been consistent after 15 years of reform. The data is processed by comparing the implementation of data governance at the beginning of the reforming process (1996/1998) and the 2009-2014 strategic plan (drawn from the data transparency of Worldwide Governance Indicators Projects 2010 and Kompas May 20, 2013).
This study describes about the management of zakat based on good governance principles. The method of this study is using library research such as secondary data in the form of books, journal articles or other literature based on the topic being discussed. The results of this study show that good governance is required by LAZ to improve professional performance in order to meet the interests of stakeholders. The implementation of Good Governance Principles in the management of zakat is as follows: Transparency, it means that LAZ must apply the principle of information disclosure to stakeholders. Accountability, it means that LAZ must hold the principle of trust (accountable) in managing zakat funds. Responsibility, it means that LAZ is responsible for distributing zakat funds right up to mustahiq. Independency, it means that LAZ is managed independently and has no dependence on certain people or other institutions. Fairness, it means that LAZ should make every effort to be fair in distributing zakat funds for those who are entitled to it. Sharia Compliance, it means that the collection and distribution of zakat funds managed by LAZ must comply with the Islamic corridor.
This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance
This paper tries to discuss diplomatic governance study on Indonesian decision-making and implementing foreign policy. Diplomatic governance is a concept that is adopted from democratic study on how to manage transparent and accountable decison-making policy. The discourse on diplomatic governance is expected to improve effectivity and efficiency of Indonesian foreign policy in achieving its national interests. Foreign policy that will be the focus of this paper is Indonesiaan foreign policy of administrative–based economy. In the last 10 years, this policy have been constractedserious problems such as corruption, lack of protection of Indonesian citizen abroad and crisis on law-politics issues such as dispute resolution in International Court of Justice in the case of Sipadan and Ligitan Islands.This paper considers that the lacks of effective and efficient of Indonesian foreign policy in articulating Indonesia"s national interests in international fora are closely related to the low governance negotiation discourse in the formulation and implementation of Indonesia's foreign policy.
Abstract: The existence of good governance or good governance are often called for in fact hail hail is still a dream and was limited to mere jargon. Indonesia should immediately awakened from a long hibernation. Revolution in every field should be done because every product produced only accommodate the interests of political parties, factions and groups of people. When it should be good governance should be a serious concern. Transparency can indeed be one solution, but whether it's enough just to achieve good governance. Good concept governances, the process of implementation of state power in implementing the provision of public goods and service called governance (government or governance), while the so-called best practices of good governance (good governance). In order for "good governance" can become a reality and create state fair, it takes the commitment and involvement of all stakeholders, namely the government and society. Good governance demands effective "alignement" (coordination) is good and the integrity, professional and work ethic and high moral. Thus the application of the concept of "good governance" in the administration of state government power is a challenge. The implementation of good governance is a major prerequisite for realizing the aspirations of the community in achieving the goals and ideals of the nation. The paper analyzes the analysis of the National Digital Literacy Movement (GNLD) from the perspective of good governance with qualitative methods. This analysis is motivated by the pros and cons of GNLD. Those who view this movement as good at fighting hoaxes, fake news, fake news or other negative content that are judged by the wider community. Meanwhile, those who assess the assessment, this movement is an attempt by the government to lead public opinion to legitimize and silence voices criticizing government policies. Analysis of the conclusions of GNLD in the perspective of good governance that GNLD is a government effort to provide security services as well as members of the public in surfing in cyberspace. ; Tulisan ini hendak menganalisis Gerakan Nasional Literasi Digital (GNLD) dari perspektif Good Governance dengan metode kualitatif. Analisis ini dilatarbelakangi oleh pro dan kontra terhadap GNLD. Pihak yang pro memandang gerakan ini bagus untuk melawan hoaks, berita palsu, berita bohong maupun konten-konten negatif lainnya yang beredar di masyarakat luas. Sementara yang kontra menilai, gerakan ini sebagai upaya pemerintah untuk menggiring opini publik untuk melegitimasi dan membungkam suara-suara yang mengkritik kebijakan pemerintah. Simpulan analisis GNLD dalam perspektif good governance bahwa GNLD merupakan upaya pemerintah untuk memberikan layanan keamanan sekaligus memberdayakan masyarakat dalam berselancar di dunia maya.
The essence of decentralization and regional autonomy is basically how to bring the government closer to its people, in which the implementation of regional autonomy provides space for local governments to accelerate the realization of the welfare of the community through improving services, empowerment and community participation, and enhancing regional competitiveness. Providing a service that meets the established standards is a part to be observed. the existing service in the city government of Denpasar to achieve good governance of the city government must have to do the service by using the strategy so that people are satisfied with the services provided, this is done so that the realization of good governance is by nine principles: (1) Community Participation, (2 ) Enhanced Legal Supremacy, (3) Transparency, (4) Caring for Stakeholders, (5) Consensus-Oriented, (6) Equity, (7) Effectiveness and Efficiency, (8) Accountability, (9) Strategic Vision.
Local Government are required to implement accrual-accounting. The purpose of this study was to examine the factors that may increase the readiness of Batu Local Government in the implementation of accrual accounting. This study used three variables: competency, organizational commitment, and professionalism of employees. The population in this study is the officers involved in the financial administration of the area in 34 regional units. The sample was selected using a quota sampling technique. Data in this study were obtained through questionnaires, observation and documentation. Data analysis method used is the test of data quality, classic assumption test, and multiple linear regression test with SPSS (statistical product and service solutions). The results showed that competency, organizational commitment and professionalism of officers may increase the readiness of the application of accrual accounting, the professionalism of officers can be used as an intervening variable in relation to competency with the readiness of the application of accrual accounting, and shows that the professionalism of employees cannot be used as an intervening variable in relation to the organization's commitment to the readiness of the application of accrual accounting.
Herlin dan Yanto Effendi: The purpose of this study to determine the understanding of government apparatus in the area of financial accounting application in order to realize good governance. Government Personnel Rejang Lebong still has a bit of an apparatus / HR background in accounting, from 25 respondents, only 9 respondents (36%) accounting background and the rest comes from other disciplines.The results showed that the correlation obtained the r value of 0, 203 a positive correlation between the variables x and y variables where the value of r lies in the interval 0
The biggest challenge faced by all organizations, both profit and non-profit, is their attempt to deal with a rapidly changing and complex environment. In standing at the threshold of the 21st Century, a century that will be characterized by competition, it is dominated by those with advanced technological capability, high productivity, modern and efficient transport and communication infrastructure. It will bring the competition that will necessitate highly skilled personnel imbued with initiative. But many organizations are not focusing on employees areas, especially on their weakness. It cannot be denied that any sophisticated owned infrastructure will not operate at its optimum efficiency without quality human resources. Increasing professionalism and responsibility by recruiting quality human resources is at the core of everything. In public organization or government, civil servants should rank highest priority in development because they are at the core of the organization, supporting the system. But in fact, a problem faced by almost all public organizations, regarding civil servants, is the ongoing absence of conducive conditions which would enable continual professional development. Issues relating to civil servants have existed for a long time, but they still make interesting discussion. There are early indications of various problems indicating that governance implementation is not yet clean and respectable. So how do we challenge this situation and realize harmony? Organizations that have discovered that individuals who practice personal mastery are holistic thinkers, can approach difficult situations proactively and solve problems creatively.
