Challenges in Public Health Governance: The Canadian Experience is an examination of public health from a governance perspective. Part 1 begins with an examination of the fragmented nature of public health in Canada, identifies some major fault lines that characterize the public health realm, and reviews briefly the notion of network governance. Part 2 looks at specific public health theatres: crisis issues such as SARS and the HlNl pandemic, and the ongoing work of the Canadian Heart Health Initiative. It also examines the Pan-Canadian Public Health Network as the key piece of network infrastructure at the national level.
The case studies contained in this book show real life examples of complex problems being addressed through collaboration. The problems confronting modern society are complex and do not lend themselves to simple solutions or linear decision making. They require the involvement of many stakeholders. This is often brought about by networks, which bring together a multitude of players in the search for solutions to public policy issues.
Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together. ; The development of tourism is not only conducted by one stakeholder, but it involves various stakeholders and therefore needs the collaboration among them. The purpose of this research is to describe the collaborative governance in developing the special economic zone of Tanjung Lesung. The description of collaborative governance is based on collaborative governance model that emphasizes four dimensions, namely starting condition, institutional design, facilitative leadership, and collaboration process. Method of this research is descriptive-qualitative method. This research needs primary and secondary data. Primary data of this research are collected by in-depth interview and observation, and secondary data of this research are collected by documentation. The collected data, both primary and secondary, are qualitatively described. Results of this research indicate that the collaborative governance based on the dimensions of starting condition, institutional design, facilitative leadership, and collaboration process in developing the special economic zone of Tanjung Lesung is not optimally implemented yet. This research recommends that the community increases its resources in order to involve in collaboration; the government provides the sustained training to help the community in order to actively collaborate and forms a special forum to communicate and discuss the vision and mission to be commonly achieved in developing the special economic zone of Tanjung Lesung.

The purpose of this study is to investigate the association between political connections and overinvestment in Indonesia as a democratic, multi-party and developing country. This study uses sample of 1,044 and 543 firm-year observations from listed firms on the Indonesian Stock Exchange from 2012 to 2017. A two-stage model is used to address overinvestment, which used two different measurements, then continued by ordinary least square regression to establish the main analysis result. This study finds that political connection is negatively associated with overinvestment in Indonesia. We also find that this negative association is increasing due to the existence of governance mechanism from both external and internal parties of the firm. Our results indicate that the significant negative associations between political connections with overinvestment, which later is strengthen by governance mechanism might be caused by several differences in institutional setting and/or political connections benefits between the previous research in China and with the place where this research is taken. This paper could give insights in decision-making for stakeholders to anticipate certain harmful issues to the companies that might be occurred by their politically connected top management like directors and commissioners.

The article presents the main theoretical and methodological approaches to the study of regional governance, existing in sociology. The author comes to the conclusion that, in the framework of the study of regional governance in Russia, structural-functional, neoinstitutional, activity approaches possess adequate analytical and explanatory potential, which will allow to highlight the criteria for the formation and functioning of the regional governance model in modern Russian society.

Gouvernance et normes comme déterminants de l'armement Dans cet article, nous explorerons deux facteurs qui limitent l'armement et plus généralement, les coûts de la mise en œuvre intra-et entre les Etats: la gouvernance ou les organisations et institutions formelles contribuant à définir et à mettre en œuvre les droits de propriété, et les normes ainsi que les arrangements informels pour résoudre les litiges potentiels. Nous examinerons les effets de ces deux facteurs dans un modèle de conflit statique simple dans lequel les deux parties choisissent les niveaux d'armement et décident si elles s'engagent dans un conflit réel ou le résolvent sous la menace du conflit. Nous démontrerons que l'armement dépend sévèrement de la gouvernance et des normes, et qu'en conséquence, les sociétés aux relations potentiellement conflictuelles peuvent indifféremment engager des dépenses élevées ou basses dans la sécurité sans qu'il y ait de différence dans les niveaux de sécurité dont elles jouissent. Nous explorerons aussi comment les investissements dans la gouvernance peuvent réduire l'armement.

Résumé «Qui gouverne quand personne ne gouverne?» Pour répondre à cette question, plusieurs traits caractéristiques des villes contemporaines sont examinés : violence, criminalité, immigration, mobilité. Il convient aussi de s'intéresser de plus près à différentes formes de régulation : l'État, le marché et des formes qui font appel à la coopération ou la réciprocité. Le risque incarne ces différentes formes : il constitue une modalité de cadrage et de gestion de tout un ensemble de problèmes urbains, suggérant que gouverner revient d'abord et avant tout à identifier et gérer des vulnérabilités par le biais de différents modes de régulation. Enfin, la question renvoie aux incertitudes qui entourent les frontières de la ville : celles-ci sont en évolution permanente, sous l'effet de la démographie, de l'urbanisation et des réformes politiques.
