This study aims to analyze: (1) The effect of implementation of internal controls, implementation of organizational culture and total quality management implementation both partially and simultaneously to the application of good governance, (2) The effect of implementation of internal controls, organizational culture and total quality management both partially and simultaneously to organizational performance and through the implementation of good governance and (3) The effect of application of good governance on the performance of the organization and through consumer confidence.The study uses 50 active-LAZ population targets at Forum Zakat as the active member, while processed data is 41 of target sample of 34. the sampling method used is proportionate stratified sample. The study uses primary and secondary data. An analysis instrument used is structural equation modeling (SEM) with partial least square (PLS). The exogenous variable consists of (1) Internal control implementation; (2) Organization culture implementation; and (3) Organization culture.The results show that in both partially and simultaneously an implementation of internal control, organization culture, and total quality management influences positively and significantly on the good governance. The simultaneous influence of 54.90% and the remains is of 45.10% described and influenced by unobserved factors. Partially, an influence of internal control is of 24.60%, organization culture of 13%, and total quality management is of 17.30%. The research gives evidence in both partially and simultaneously on implementation of internal control, organization culture, and total quality management to the employee performance and the good governance. Simultaneously, the influence is of 41.60% and the remains about 58.60% influenced by unobserved factors including an implementation of good governance and customer thrust. Partially, an influence of internal control implementation and good governance is of 12.90%, culture organization and good governance is of 18.90%, and total quality management and good governance is of 9.80%. Finally, the study shows that an influence of total implementation to the organization performance by customer trust as the intervening variable is 18.20%. Directly, an implementation of good governance is of 13.80% and indirectly or under customer trust is of 4.40%.
This study aims to examines the influence of council budget knowledge towards the role of DPRD on region financial control with good governance principles (transparancy in public policy, public accountability, public participation) and political background as the moderating variables. The phenomenon on this study is the case of corruption on APBD Pesisir Selatan Regency in budgeting period 2011, with former of secretary Pesisir selatan as lawbreaker. The data on this study is primary data with kuesioners instrument. The respondents is DPRD Pesisir Selatan regency period 2014-2019, with respons rate about 37 kuesioners. The result showed that council budget knowledge have positive significant effect towards the role of DPRD on region financial control. Furthemore, the relationship of council budget knowledge have positive significant effect towards the role of DPRD on region financial control with transparancy in public policy as moderating variable, while public accountability and public participation no have significant effect. Then, the relationship of council budget knowledge no have significant effect towards the role of DPRD on region financial control with political background as moderating variable.Keywords : Budget knowledge, Regional Financial Control, Good Governance Principles, Political Background.
Pädagogische Hochschulen wurden bis zur Einführung des Hochschulförderungs- und -koordinationsgesetzes im Jahr 2015 durch die Kantone (Erlass Hochschulrecht) sowie die Schweizerische Konferenz der kantonalen Erziehungsdirektoren (Erlass Anerkennungsrecht) gesteuert. Im Zuge dieser jüngsten Gesetzesänderung haben sich die Kompetenzbereiche der involvierten Steuerungsakteurinnen und Steuerungsakteure wie auch die Steuerungsmechanismen für diesen Hochschultyp verändert. Im vorliegenden Beitrag soll der Frage nachgegangen werden, inwiefern sich durch das Bundesgesetz die Steuerung Pädagogischer Hochschulen gewandelt hat und welche Konsequenzen sich daraus für die Institutionen der Lehrerinnen- und Lehrerbildung ergeben. (DIPF/Orig.) ; Until the implementation of the Federal Act on Funding and Coordination of the Swiss Higher Education Sector («HEdA») in 2015, universities of teacher education had been jointly governed by the cantons (cantonal higher-education legislation) and the Swiss Conference of Cantonal Ministers of Education (Diploma Recognition Agreement). As a consequence of this recent change in the law, there has been a shift both in the authority over governance and in the mechanisms by means of which universities of teacher education are governed. Against this background, this contribution addresses the following question: in what ways and to what extent have these changes affected the governance structures that pertain to universities of teacher education? Der deutsche Projektionsbericht 2023 beschreibt die projizierte Entwicklung der Treibhausgasemissionen in Deutschland in einem Mit-Maßnahmen-Szenario (MMS) sowie in einem Mit-Weiteren-Maßnahmen-Szenario (MWMS). Der abgedeckte Zeitraum ist 2021 bis 2050. Der Bericht folgt den Vorgaben der Verordnung (EU) 2018/1999 des Europäischen Parlaments und des Rates vom 11. Dezember 2018 über das Governance-System für die Energieunion und für den Klimaschutz. Für die gesamten Treibhausgasemissionen (ohne Landnutzung, Landnutzungsänderung und Forstwirtschaft) ergibt sich im MMS im Zeitraum 1990 bis 2030 eine projizierte Minderung um 63 %, und bis 2050 wird eine Minderung von 83 % projiziert. Im MWMS wird bis 2030 eine Minderung von 65 % bis 2030 und von 87 % bis 2050 gegenüber 1990 projiziert. Im MMS werden damit die Minderungszielvorgaben des Bundesklimaschutzgesetzes bis 2030 kumuliert um rund 331 Millionen Tonnen CO2-Äquivalente verfehlt. Im MWMS sinkt die Zielverfehlung auf 194 Millionen Tonnen CO2-Äquivalente. Es gibt mehrere Haupttreiber der projizierten Emissionsentwicklung: Zum einen werden die erneuerbaren Energien stark ausgebaut. So erhöht sich beispielsweise der erneuerbare Anteil am Bruttostromverbrauch bis 2030 in beiden Szenarien auf über 80 %. Zum anderen führen Energieeffizienz- und Energieeinsparmaßnahmen zu deutlich niedrigeren End- und Primärenergieverbräuchen. Darüber hinaus gibt es Maßnahmen, um die nicht mit Energieverbräuchen zusammenhängenden Treibhausgasemissionen zu reduzieren. Um Abweichungen der Ergebnisse durch veränderte Annahmen besser abschätzen zu können, wurden insgesamt sechs Sensitivitätsanalysen durchgeführt. In diesen wurden die Parameter für Wirtschaftswachstum, den Brennstoff- und EU-ETS-Preisen, BEHG-Preisen und dem Grad der Biomassenutzung verändert.
