The purpose of this paper is to show the relationship between co-development projects with transnational interests and the governance of migration by the Spanish and Ecuadorian governments. On one hand, the emergence of co-development is linked with the political dimension of migration, and therefore, with the challenges that its management poses for both the sending and receiving states. Simultaneously, the state exists in a context of the reconfiguration of its traditional functions, and above all, the manner in which it goes about performing them. For these reasons, co-development projects form part of state governance strategies, based on a special understanding of the nexus between migration and development in European social space, involving international organizations, state governments, and civil society, linked by migratory flows. This is demonstrated in the case of Ecuador and Spain. Since Spain stimulated co-development, the implementation of projects with Ecuador has been emphasized, due to the dimensions achieved by Ecuadorian migration. Co-development politics and projects are analyzed in this paper as areas of intervention integrated by values, guide lines and cultural understandings about migration, including appropriate forms of control and management.

Kvalitetna komunikacija eksternih revizora s upravljačkim strukturama od iznimne je važnosti za učinkovito poslovanje kreditnih institucija. Stoga se nameće pitanje može li se oblikovanjem modela odnosa eksternih revizora i upravljačkih struktura kreditne institucije unaprijediti rad eksterne revizije, s jedne strane te upravljačkih struktura kreditne institucije, s druge strane. Doprinos ovog istraživanja su: analiza kvalitete komuniciranja eksternih revizora s upravljačkim strukturama kreditne institucije i utjecaj kvalitete tih odnosa na učinkovitost eksterne revizije i upravljačkih struktura; analiza kvalitete komuniciranja eksternih revizora s revizijskim odborom kreditne institucije i utjecaj kvalitete tih odnosa na učinkovitost eksterne revizije i upravljačkih struktura, posebice nadzornog odbora; identifi ciranje je li neučinkovitost eksterne revizije povezana s otvaranjem stečajeva nad kreditnim institucijama i utvrđivanje pridonosi li predloženi model odnosa eksternih revizora i upravljačkih struktura kreditne institucije boljem radu eksterne revizije kao i boljem radu upravljačkih struktura kreditne institucije. U istraživanju, provedenom u Republici Hrvatskoj, sudjelovali su eksterni revizori koji obavljaju ili su obavljali reviziju godišnjih fi nancijskih izvještaja kreditnih institucija, članovi uprave i nadzornih odbora kreditnih institucija te stečajni upravitelji i stručno osoblje kreditnih institucija u stečaju. Rezultati empirijskog istraživanja potvrđuju kako testirani komunikacijski model pridonosi učinkovitijem radu eksterne revizije i upravljačkih struktura kreditne institucije. ; Quality communication of external auditors with governance structures is of paramount importance for the efficient operation of credit institutions. Therefore, the question arises as to whether the formation of a model for the relationship of external auditors and the governance structures of a credit institution can enhance the work of an external audit, on the one hand, and the governance structures of a credit institution, on the other. The contribution of this research is: an analysis of the quality of external auditors' communication with the credit institution's governance structures and the impact of the quality of these relationships on the effectiveness of external audit and governance structures; an analysis of the quality of external auditors' communication with the credit institution's audit committee and the impact of the quality of those relationships on the effectiveness of the external audit and governance structures, in particular the supervisory board; identifying whether external audit inefficiencies are related to the opening of bankruptcies of credit institutions and determining whether the proposed model of relations between the external auditors and the credit institution's governance structures contributes to the better work of the external audit and to the better functioning of the credit institution's governance structures. The survey, conducted in the Republic of Croatia, involved external auditors that are or were auditing the annual financial statements of credit institutions, members of the management and supervisory boards of credit institutions, and insolvency office holders and professional staff of credit institutions in bankruptcy. The results of the empirical study confirm that the tested communication model contributes to a more efficient operation of the credit institution's external audit and governance structures.

ABSTRACT The existence of PASS Community Radio or Radio Komunitas PASS (Rakom PASS) in Katapang District, West Java, Indonesia is unique. This article aimed to analyze how Rakom PASS as a communication medium between the local government and Katapang District of Bandung Regency created governance transparency. The case study method was used. As a result, it was discovered that the existence of Rakom PASS succeeded in promoting the creation of transparency and good governance in the Ketapang District. Furthermore, Rakom PASS has proven to be able to encourage a healthy, dialogical and constructive public space in the local community life.RESUMEN La existencia de PASS Community Radio o Radio Komunitas PASS (Rakom PASS) en el distrito de Katapang, Java Occidental, Indonesia, es única. Este artículo tuvo como objetivo analizar cómo Rakom PASS como medio de comunicación entre el gobierno local y el distrito de Katapang de Bandung Regency, creó transparencia en la gobernanza. Se utilizó el método de estudio de caso. Como resultado, se descubrió que la existencia de Rakom PASS logró promover la creación de transparencia y buen gobierno en el distrito de Ketapang. Además, Rakom PASS ha demostrado ser capaz de fomentar un espacio público saludable, dialógico y constructivo en la vida de la comunidad local.

El presente texto aporta una serie de reflexiones sobre el fenómeno del nuevo populismo a partir de una metodología cualitativa descriptiva, estructurando su contenido en 6 epígrafes. En primer lugar, se desarrolla la operativización del concepto populismo avanzando progresivamente en su concepto antagónico, principalmente, el paradigma de la gobernanza democrática desde un enfoque plural y complejo, hasta las conclusiones y la bibliografía consultada para la realización del mismo. Durante los últimos años, el populismo es el resultado de la crisis de la democracia representativa y de la desafección política de la ciudadanía. Además, hay una serie de hechos que en nuestra opinión favorecen de forma notable el populismo, entre ellos son: los efectos de la crisis económica, la progresiva exclusión social, el empobrecimiento imparable de las clases medias, la trivialización de la política, etc. Por este motivo, la finalidad este artículo es reflexionar sobre el peligro para la democracia que el populismo representa en todas sus manifestaciones y modalidades, y la necesidad de fortalecer e impulsar a la democracia a través del paradigma de la gobernanza democrática, lo cual significa, la preminencia de la sociedad civil, Tercer Sector y de la ciudadanía, y su participación en los asuntos públicos para reclamar transparencia, rendición de cuentas y cultura y valores de lo público para lograr un avance hacia la democracia de calidad. ; This text provides a series of reflections on the phenomenon of the new populism from a descriptive qualitative methodology, structuring its content in 6 epigraphs. In the first place, the operationalization of the populism concept is progressively progressing in its antagonistic concept, mainly, the paradigm of democratic governance from a plural and complex approach, to the conclusions and bibliography consulted for its realization. During the last years, populism is the result of the crisis of representative democracy and the political disaffection of citizenship. In addition, there is a series of facts that in our opinion favor populism in a remarkable way, among them are: the effects of the economic crisis, the progressive social exclusion, the unstoppable impoverishment of the middle classes, the trivialization of politics, etc. For this reason, the purpose of this article is to reflect on the danger to democracy that populism represents in all its manifestations and modalities, and the need to strengthen and promote democracy through the paradigm of democratic governance, which means, the pre-eminence of civil society, the Third Sector and citizenship, and their participation in public affairs to demand transparency, accountability and public culture and values in order to achieve progress towards quality democracy.

Governance covers a comprehensive analysis of how higher education is governed. Governance comprises a complex set of aspects such as the legal framework, the features of the institutions, the form of relationship with the whole system, the funding model, as they are being held accountable on how money is spent and the less formal structures and relationships that affect behavior.The radical changes in the university environment, has imposed changes within the higher education institutions (HEIs). The massification of education and the reduction of the company's willingness to fund the decrease in government funding and increasing institutional autonomy have forced universities to adopt new forms of manageme In Portugal, the Legal Regime of Higher Education Institutions (RJIES) sought to promote meaningful change and a paradigm shift in the governance of these institutions in Portugal. The main objective of this article is to understand the consequences that the new regulations had in the governance of HEI and in the adaptation of processes, in a context of reduction of higher education funding.

RESUMEN: El artículo problematiza las premisas ontológicas con las que la gobernanza global —como concepto y como proyecto político— se concibe y cómo esto institucionaliza y perpetúa la exclusión a través de violencias encubiertas que habilitan ciertas formas de ser y estar en el mundo, entre ellas, procesos de construcción del otro, la aceptación de una manera de conocer la realidad, restringiendo la posibilidad de pensar lo político global por otras vías. A partir de un enfoque crítico que toma argumentos posestructuralistas y poscolonialistas de las Relaciones Internacionales, se propone que existen alternativas que provienen de cosmovisiones diferentes que no solo pueden utilizarse para abordar los problemas desde otras perspectivas, que dan luces sobre otra forma de pensar la gobernanza global. ; ABSTRACT: The article problematizes the ontological assumptions under which global governance —as a concept and as a political project— is conceived, and how this institutionalizes and perpetuates the exclusion through covered violences that habilitate certain forms of being in the world. Drawing from International Relations´critical perspectives such as poststructuralism and postcolonialism, some insights are offered to think of global governance differently.

[EN] The decline of sovereign power of the national states and the correlative transition to a post-national constellation are among the major trends that characterize the current geopolitical chessboard. This new situation requires a political response with democratic orientation in order to recover the cosmopolitan project and to expedite the juridification of the international sphere. One of the more fascinating themes of the present debate about the role of the state in international relations is represented by the concept of human security. This concept was first introduced in the Human Development Report published in 1994 by the UNDP as one of the five pillars of a new "people-centred world order". In my contribution i will present the salient traits of theories of human security and security governance that operate on the foundation of proposals for global security in the official documents by UN, UNDP, OSCE in order to interprete human security as a part of a wider neo-liberal governmentality, putting both individuals and collectivities "at work" in a search for an economic self-governance. ; Uno de los temas más fascinantes del presente debate acerca del papel del estado en las relaciones internacionales está representada por el concepto de la seguridad humana. Este concepto fue introducido por primera vez en el Informe sobre desarrollo Humano publicado por el UNDP en 1994 como uno de los cinco pilares de un nuevo "orden mundial centrado en las personas". En mi intervención voy a presentar los rasgos sobresalientes de las teorías de la seguridad humana y la gestión de la seguridad que operan sobre la base de las propuestas de la seguridad global en los documentos oficiales de la ONU, el UNDP y la OSCE, a fin de interpretar la seguridad humana como parte de un contexto más amplio de la gubernamentalidad neoliberal colocando tanto individuos y colectividades "en el trabajo" en una búsqueda de una auto-gobernanza económica.

El supuesto básico de este artículo es que la gobernanza señala un alejamiento de los dos pilares del proyecto moderno: la democracia representativa y las instituciones legislativas. La gobernanza, como fenómeno institucional complejo, que va mucho mas allá de la participación, ha desestructurado sensiblemente los dos principales puntos de referencia de la democracia moderna: pueblo y territorio. Su trato inclusivo y abierto no ha impedido el surgimiento de un lado oscuro, hecho de modos exclusivos: un teatro sin publicidad. Desde la perspectiva de las transformaciones este artículo pone en evidencia la emergencia de una normatividad cambiante y fluida, capaz de adaptarse a las especificidad y a la variabilidad de situaciones y procesos, ofuscando inevitablemente la misma primacía de la legislación. ; The basic assumption of this article is that governance marks a departure from the two pillars of the project of modernity: representative democracy and legislative institutions. Governance, as a complex institutional phenomenon that goes far beyond participation, has significantly deconstructed the two main points of reference of modern democracy, that is, people and territory. Furthermore, its inclusive and open nature has not prevented the emergence of a dark side, made of exclusive modes: a theater without publicity. From the perspective of transformations, this article highlights the emergence of a changing and fluid normativity, one capable of adapting to the specificity and the variability of situations and processes, inevitably eclipsing the primacy of the legislation itself.

The comparative study of local governance has been too focused on the institutional arrangements of the Systems of different nation states rather than the more fundamental issue of the societal functions performed by local government. This article focuses attention on four societal roles that local government systems undertake. They can support political identity, underwrite economic development, facilitate social welfare provision or act as a lifestyle co-ordinator through the practice of community governance. Linking our investigation to the embedded societal roles of local government in different systems opens up the opportunity for a more genuinely global comparative perspective. It also helps us to understand the likely forms of politics associated with different systems of local governance. It also enables us to explore the sustainability of different systems of local governance. It is suggested that a strong system of local government is likely to be one that is able to combine societal roles to a substantial degree. A vulnerable local government system is one trapped with one function that in changing societal and economic circumstances could find itself under threat. ; El estudio comparado de la gobernanza local se ha focalizado excesivamente en los arreglos institucionales de los sistemas de los diferentes Estados-nación en lugar de centrarse en el tema esencial de las funciones sociales que desempeñan los gobiernos locales. Este artículo centra su atención en cuatro roles sociales que desempeñan los sistemas de gobierno local. Pueden proporcionar identidad política, garantizar el desarrollo económico, facilitar la provisión de servicios sociales o actuar como coordinador de la forma de vida mediante la práctica de la gobernanza comunitaria. La vinculación de la investigación a los roles sociales asumidos por los gobiernos locales en los diferentes sistemas proporciona la posibilidad de adoptar una perspectiva global comparada más genuina. También ayuda a comprender las formas que adopta la política asociada a los distintos sistemas de gobernanza local y permite explorar la sostenibilidad de los diferentes sistemas de gobernanza local. Se sugiere que un sistema de gobierno local fuerte es probablemente más capaz de combinar los roles sociales de forma sustancial y que aquellos más vulnerables quedarán atrapados por una sola función que, en un contexto social y económico cambiante, puede quedar amenazada.

Pitanje prave mjere decentralizacije unutar Grada Zagreba analizira se u širem okviru. Ističe se decentralizacija kao jedan od temeljnih reformskih procesa u suvremenim političko-upravljačkim sustavima europskih zemalja. No, decentralizacija nije jedini proces koji utječe na formiranje dobrih standarda upravljanja gradovima: nužno je uzeti u obzir i doktrinu dobrog upravljanja, koju podupire Europska unija, niz drugih međunarodnih organizacija, ali i sve veći broj zemalja. U ostvarenju standarda dobrog gradskog upravljanja razmatra se uloga mjesne samouprave u Hrvatskoj, a napose u velikim gradovima i Gradu Zagrebu. Upozorava se da osnivanje preko dvije stotine mjesnih odbora kao zasebnih pravnih osoba vodi prema fragmentaciji Grada Zagreba i bitno otežava ili čak i onemogućuje integrirano gradsko upravljanje i smisleno rješavanje urbanih i upravljačkih problema. ; The issue of adequate decentralisation within the City of Zagreb is analysed in the broader frame. Decentralisation is one of the main reform processes of the current governance system in European countries. However, decentralisation is not the only process that influences the standards of good urban governance. Good governance doctrine, supported and implemented in the European Union, many other international organisations, and increasing number of countries world-wide, should be taken into consideration as well. The role of territorial selfgovernment below municipal level in implementation of good urban governance standards in Croatia, especially within large cities and the City of Zagreb, is discussed. It should be emphasised that establishing more than two hundred of territorial committees as separate and full legal entities can cause managerial fragmentation in the City of Zagreb and hinder or even impede integral urban management and sound solving of numerous urban and managerial problems.

El espigado ascenso del Estado de bienestar y el Estado desarrollista dieron paso a una generación de ilusiones sobre la prosperidad económica interminable. Las crisis económicas de finales de los setenta e inicios de los ochenta acabaron rápidamente con estos sueños, reestructurar el Estado era inminente. Los choques económicos fueron el pretexto para iniciar la reestructuración del sistema económico mundial (que mostraba signos de moderación en las tasas de crecimiento) con la implementación del recetario homogéneo del neoliberalismo. De esta forma, el mundo abría paso a la globalización económica (financiera) a gran escala.Más de treinta años después, el neoliberalismo ha demostrado que con su llegada no solucionó, sino que agravó problemas que ya aquejaban al Estado de bienestar. Con sus políticas de austeridad, el neoliberalismo solo logró precarizar las condiciones de vida humana, llevando los beneficios estatales al suelo por medio de la privatización; reduciendo los ingresos fiscales para implementar futuras políticas estatales; y disminuyendo considerablemente los beneficios individuales del grueso poblacional con las políticas de flexibilización laboral.Esto lleva a pensar en la función del Estado en tiempos de la globalización neoliberal, en la que su soberanía se ve limitada por el proceso de liberalización económica, dependencia de grandes inversiones y préstamos extranjeros, resultando la obstaculización del ejercicio político en pro de la formación ciudadana y los mecanismos de control.El texto abordará las problemáticas derivadas de los principales modelos estatales del siglo XX, en contraste con la reciente gran recesión y los retos del Estado para solucionar las desigualdades. ; The fast rise of the welfare state in its developed and developing version paved the way to a generation filled of illusions about the endless economic prosperity. What it is more, the economic crisis at late 70`s and early 80`s ended these illusions rapidly; restructuring the state was imminent. The economic recession was the pretext to start restructuring the global economic system (that had showed low economic growth rates) with the homogeneous neoliberalist policies. In this sense, the world was now opened to a massive economic (financial) globalization.Thirty years after, neoliberalism has proved that its arrive has not solved but sharped the welfare state inherited problems. With its austerity policies, neoliberalism just undermined humane life conditions, bringing the state benefits down by means of privatization; decreasing fiscal revenue to implement future state policies, and weakening substantially individual incomes of the population with labor flexibility policies.This process leads to think about the state`s role in times of neoliberal globalization, where state sovereignty is limited by the economic liberalization process, huge private investment dependency and international loans, resulting in the obstruction of the political exercise in favor of citizenship educational process and accountability mechanisms.This article will outline the problems inherited from the XX century most important state models, welfare and neoliberalist, in contrast to the recent major recession and the state`s task to reduce inequalities.

Scholars from different political approaches argue that governance may harmonize antagonistic interests. However, governance's concept is still imprecise, and it has been used in a contradictory way. This paper's aim is to discuss governance limitations to overcome obstacles regarding land monopolization and water 'commoditization'. Through California experience, this paper shows how historic legacies have reinforced changes in commodity market, narrowing the margin of maneuver of vulnerable households. Inclusive governance may be the best shot to reduce inequalities regarding water access, but it is not a magical solution. There is a long way to follow and political fights still must happen.
