Article describes the issues of shaping the structures of local government administration considering new concepts of public management. Attention will be focused on governance, which determines two paradigms of public administration: public administration aimed at cooperation and organized in a network manner. Will evaluate the degree of their impact on the structure of local government administration in Poland. Further considerations will aim to identify the relationship between the quality of governance and administrative structure of local government. The quality of governance is recognized (by the World Bank) in six dimensions of good governance, which is a function of appropriately shaped bodies. Striving to meet the criteria of good governance may involve restrictions on the use of cooperation and networking paradigms. ; Artykuł podejmuje problematykę kształtowania struktur administracji samorządowej w świetle nowych koncepcji funkcjonowania sektora publicznego. Uwaga została skoncentrowana na współzarządzaniu, które wyznacza dwa paradygmaty administracji publicznej: administrację publiczną ukierunkowaną na współpracę oraz zorganizowaną w sposób sieciowy. Ocenie poddany został stopień ich wpływu na kształtowanie struktury administracji samorządowej w Polsce. Dalsze rozważania miały na celu identyfikację związku pomiędzy jakością rządzenia a strukturą administracyjną samorządu terytorialnego. Jakość rządzenia ujmowana jest (za Bankiem Światowym) w sześciu wymiarach dobrego rządzenia, które z kolei jest funkcją odpowiednio ukształtowanych instytucji. Dążenie do spełnienia kryteriów dobrego rządzenia może wiązać się z ograniczeniami w stosowaniu paradygmatów współpracy i sieci.

Blockchain is a new information technology that can be used in many areas of human activity. The fi rst and most famous example of the use of blockchain technology is the Bitcoin cryptocurrency. Today, cryptocurrency has transformed into a publicly recognized means of payment, a virtual currency that is accepted by large and small enterprises, corporations and services. Today, they conduct research and implement a number of projects using Blockchain technology in such areas as healthcare, media, electronic voting, fi le storage, smart contracts, insurance, the public sector (issuing passports, collecting taxes, registering land plots), etc. The IBM Corporation is researching Blockchain technology and is working on the creation of software, with the help of which partners will be able to conclude digital contracts that will be recorded in the global network. IBM is also implementing a project called Adept, which aims to track network-connected devices using Blockchain technology. The purpose of this article is to study the directions of using Blockchain in public policy.

Transparency is a widely used concept in debates on international politics, from transnational anti-corruption campaigns to renewed requests for greater disclosure on health, finance, or even security issues. Calls for transparency date back at least to the League of Nations, when internationalists demanded open diplomacy. Yet, it is in the subfield of GEG, and its developments on nonstate actors as a key research topic (see introduction), where the practice and theory of transparency has made the most profound inroads (Gupta 2010a). GEG has been a particularly fertile ground for the development of informational governance (Mol 2008) and the rise of numerous transparency initiatives which have been analyzed in a rapidly developing literature. Importantly, current GEG research is also highly relevant for other IR subfields. For one, recent GEG research can help IR scholars to further refine the concept of transparency and to increase conceptual clarity and sophistication. Second, research on GEG has improved our understanding of the factors that determine the effectiveness of transparency as a governance tool in international politics.

Institutional analysis and analysis of documents of key educational integration
processes in Europe: Bologna process and Copenhagen process. Revelation of
mechanisms of governance of educational areas created on the basis of these
processes and comparison of this mechanisms with ones of governance of the
common space of research and education including cultural aspects that is being build
between the EU and Russia. Conclusions: no single center in Bologna process, in
spite of existence of the Bologna Follow-Up Group as formal governance body; the
governance body of Copenhagen process is definite and it is the same organization
that started the process; such model is more efficient.

The article presents the main theoretical and methodological approaches to the study of regional governance, existing in sociology. The author comes to the conclusion that, in the framework of the study of regional governance in Russia, structural-functional, neoinstitutional, activity approaches possess adequate analytical and explanatory potential, which will allow to highlight the criteria for the formation and functioning of the regional governance model in modern Russian society.
