Pitanje prave mjere decentralizacije unutar Grada Zagreba analizira se u širem okviru. Ističe se decentralizacija kao jedan od temeljnih reformskih procesa u suvremenim političko-upravljačkim sustavima europskih zemalja. No, decentralizacija nije jedini proces koji utječe na formiranje dobrih standarda upravljanja gradovima: nužno je uzeti u obzir i doktrinu dobrog upravljanja, koju podupire Europska unija, niz drugih međunarodnih organizacija, ali i sve veći broj zemalja. U ostvarenju standarda dobrog gradskog upravljanja razmatra se uloga mjesne samouprave u Hrvatskoj, a napose u velikim gradovima i Gradu Zagrebu. Upozorava se da osnivanje preko dvije stotine mjesnih odbora kao zasebnih pravnih osoba vodi prema fragmentaciji Grada Zagreba i bitno otežava ili čak i onemogućuje integrirano gradsko upravljanje i smisleno rješavanje urbanih i upravljačkih problema. ; The issue of adequate decentralisation within the City of Zagreb is analysed in the broader frame. Decentralisation is one of the main reform processes of the current governance system in European countries. However, decentralisation is not the only process that influences the standards of good urban governance. Good governance doctrine, supported and implemented in the European Union, many other international organisations, and increasing number of countries world-wide, should be taken into consideration as well. The role of territorial selfgovernment below municipal level in implementation of good urban governance standards in Croatia, especially within large cities and the City of Zagreb, is discussed. It should be emphasised that establishing more than two hundred of territorial committees as separate and full legal entities can cause managerial fragmentation in the City of Zagreb and hinder or even impede integral urban management and sound solving of numerous urban and managerial problems.

U radu se razmatra odnos javnih politika i modernog koncepta upravljanja (governance). Izraz upravljanje u osnovi označuje nov oblik veze politike, uprave i društva, koji se više ne zasniva na isključivoj dominaciji sfere politike u odnosu prema upravi i horizontalnoj sferi društva. Različiti pristupi javnim politikama na različit način postavljaju problem tih triju sfera, no neovisno o načinima postizanja koherentnosti između njih, sve ih karakterizira nadomješćivanje tradicionalnog pristupa ostvarivanja kolektivnih ciljeva zasnovanog na načelu »zapovijedaj i nadziraj« načelom pregovaranja različitih sektora i razina. ; The author discusses the relations between public policies and the modern concept of governance. It is emphasised that the term governance actually designates a new form of relations between politics, public administration, and society, which are not based on the exclusive dominance of politics over public administration and the horizontal sphere of society any more. Different approaches to public policies put the issue of these three spheres into different perspectives. Notwithstanding the manners of achieving coherence between them, they are all characterised by supplementing the traditional approach of obtaining collective objectives, based on the »order and supervise« principle, with the principle of negotiating between different sectors and levels.
Sigma programı (Support for Improvement in Governance and Management-Orta ve Doğu Avrupa Ülkelerinde Yönetişim ve Yönetimi Geliştirmek için Destek), Orta ve Doğu Avrupa ülkelerinde yönetişim ve yönetimi geliştirmek için destek bağlamında oluşturulmuş, aday ülkelerin özellikle genel yönetsel kapasitelerinin geliştirilmesine destek sağlamak için kullanılan bir teknik destek mekanizmasıdır. Sigma, 1992 yılında OECD'nin Kamu Yönetimi Direktörlüğü'ne bağlı olarak kurulmuş, AB ile OECD'nin ortak bir girişimidir. Büyük bir kısmı AB'nin PHARE Programı tarafından finanse edilen bu girişim, onüç (Arnavutluk, Bosna-Hersek, Bulgaristan, Çek Cumhuriyeti, Estonya, Makedonya, Macaristan, Litvanya, Letonya, Polonya, Slovakya ve Slovenya) eski Sovyet bloğu ülkelerinin kamu yönetimi alanındaki reformlarını desteklemek amacıyla başlatılmıştır. 2004 yılı itibariyle Türkiye de Sigma programından yararlanmaya başlamıştır. Sigma'nın temel amaçları;rogramdan yararlanan ülkelerin yönetsel verimliliğini artırmak ve kamu sektöründe çalışan personelin demokratik değerler, etik ve hukukun üstünlüğüne bağlı kalmalarını desteklemek amacıyla oluşturmaya çalıştıkları iyi yönetişim konusunda destek sağlamak, AB ile bütünleşme planları ve uluslararasılaşma çerçevesindeki sorunları aşabilmek için merkezi idarede yerel kapasitenin oluşturulmasına destek sağlamak, kamu yönetimi reformu konusunda AB ve diğer destek programları kapsamındaki girişimleri desteklemek ve bu alandaki farklı destek mekanizmaları arasında eşgüdümün sağlanmasına katkıda bulunmak olarak ifade edilmektedir. Çalışmada Sigma programı doğrultusunda Türk kamu yönetimindeki çalışmalar ortaya konulmaya çalışılacaktır. ; Sigma (Support for Improvement in Governance and Management) is established to improve governance and management as a support in Central and Eastern European countries and it is a technical support program for the candidate countries to develop the general administrative capacity development. Sigma was established related to OECD's Public Management Directorate and it is a common initiative of the EU and OECD. Funded by a large part of the EU's PHARE program, this initiative is initiated in order to support the reforms in public administration of thirteen (Albania, Bosnia-Herzegovina, Bulgaria, Czech Republic, Estonia, Macedonia, Hungary, Lithuania, Latvia, Poland, Slovakia and Slovenia) former Soviet bloc countries. In 2004, Turkey has begun to take advantage of the Sigma program. Main objectives of Sigma are; increasing the administrative efficiency of program benefited countries in order to support the public sector employees' democratic values, bound ethics and rule of law, supporting the local governance in central administration in order to overcome the problems in the framework of the issues related to EU integration plans and internationalization, supporting the entreprises in the scope of issues related to public administration reform EU and other support programs and contributing to the coordination between the different support mechanisms. In this study, the works in Turkish public administration will be put forward in line with the Sigma program.
ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Topluluk seviyesinde etkin bir sosyal politika 1980'lerin sonunda siyasi destek kazandı ve Avrupa entegrasyon süreci boyunca, birbiri ardına gelen Antlaşma revizyonlarıyla devam etti. AB sosyal politikasının bu tarihsel gelişme sürecine paralel olarak, Tek Avrupa Senedi (TAS) ile başlayarak, sosyal politikanın yasal ve yönetişim yönlerinde bir dönüşüm gerçekleşmiştir. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. Böylece, Maasricht Antlaşması'ndan beri, bir tarafta işçi sendikaları diğer tarafta işveren örgütlerini Avrupa seviyesinde temsil eden Avrupa sosyal ortakları, sosyal politika yapım sürecinde kurumsal bir role sahip olmuşlar, ve işgücü piyasası ile ilgili konularda yasal olarak bağlayıcı anlaşmaları görüşebilir duruma gelmişlerdir. Bu doğrultuda, sosyal ortakların gücü, sosyal ortaklara Laeken Avrupa Konseyi ile 'otonom çerçeve anlaşmalar' hazırlama ve uygulama yetkisinin verilmesi ile daha bağımsız bir rol verilerek arttırılmıştır.Bu bağlam içinde, çalışma Avrupa sosyal diyaloğunun ve sosyal ortakların rolünün AB sosyal politika yapım sürecindeki etkisini yönetişim yaklaşımı bağlamında araştırmaktadır. Avrupa sosyal diyaloğunun bağlayıcılığı olan çıktıları ve kapsamı kısıtlı olduğu görülmektedir. AB kurumsal yapısının sosyal diyalog üzerindeki etkisi de kısıtlıdır. Avrupa sosyal ortakların temsil yapılarında da eksiklikler mevcuttur. Ancak, bütün bunlara rağmen, Avrupa sosyal diyaloğu, AB sosyal politikasının meşruluğuna katkısı açısından AB sosyal politkasının önemli bir parçasıdır. Bu açıdan, Avrupa sosyal diyaloğu, sadece temelinde uzlaşma, konsensüs, işbirliği olan Avrupa sosyal modelinin önemli parçalarından biri olarak değil, aynı zamanda genel çerçevede Avrupa yönetişimin ve AB'deki demokratikleşmenin önemli bir mekanizması olarak karşımıza çıkmaktadır. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. 1980'lerden itibaren, yerel yönetimler çok önemli bir değişim sürecinden geçmekte ve bu değişim süreci, literatürde bir üst başlık olarak "yerel yönetişim" biçiminde kavramlaştırılmaktadır. Yerel yönetimden yerel yönetişime geçiş, yerel yönetimlere bakış açısı itibariyle bir zihniyet değişimine işaret etmektedir. Fordizmden postFordizme geçiş sürecinin ve ortaya çıkardığı politik ve yönetsel sonuçların analizinin, günümüzde yerel yönetimler açısından yaşanan bu çok boyutlu değişimi daha iyi anlamak için bir fırsat sunduğu, bu çalışmanın arka planında yer alan temel düşüncedir. Bu çerçevede, çalışmanın amacı, Fordizmden post-Fordizme geçiş bağlamında, yerel yönetimlerin örgütsel yapısı, işlevleri, iş görme usulleri ve hareket alanı açısından yaşanan değişimi analiz etmektir. ; The local governments have going through a crucial process of transformation since 1980s and this process is being conceptualized as "local governance" as an umbrella term in the literature. The transition from local government to local governance refers a change in mentality related to local governments. The fact that the analysis of transition process from Fordism to post-Fordizm and the emerging political and administrative outcomes offers an opportunity in order to better comprehend this multidimensional change regarding local government is the fundamental idea in the background of this article. In this framework, the aim of this article, within the context of transition from Fordism to post-Fordizm, is to analyze the actual changes occurring in terms of the organizational structure, functions, procedures and field of action of the local governments.
