Today, although governance is important for every country, it is of great importance in solving economic and social problems especially in developing countries. Many studies in the literature reveal that the understanding of governance affects the economic performance of countries positively. In this context, it is possible to evaluate countries comparatively by considering the effects of their governance quality on national economies. In this study, it is aimed to emphasize that the countries that are in a good position in terms of governance indicators are generally more successful in sustainable economic growth and development, and it has been tried to show that institutional differences are effective on the development gap between countries. In this study, the role of governance on economic growth and development was discussed and comparisons were made between Turkey and G7 countries based on the governance indicators in The Worldwide Governance Indicators (WGI) of the World Bank and economic performance data obtained from the World Bank. Governance indicators and macroeconomic data obtained from the World Bank are tabulated and the current situation of Turkey and G7 countries is interpreted. Significant differences were observed in the comparisons made. G7 countries have high scoring governance indicators that can produce positive economic results. On the other hand, Turkey's economic and governance indicators lag behind the averages of developed countries. ; Günümüzde yönetişim herülke için önemli olmakla birlikte özellikle gelişmekte olan ülkelerde yaşanan ekonomik ve sosyal sorunların çözümünde büyük önem arz etmektedir. Literatürde birçok çalışma yönetişim anlayışının ülkelerin ekonomik performansını olumlu yönde etkilediğini ortaya koymaktadır. Bu bağlamda ülkeleri yönetişim kalitelerinin ülke ekonomileri üzerinde yarattığı etkileri ile ele alarak karşılaştırmalı olarak değerlendirmek mümkün olabilmektedir. Bu çalışmada yönetişim göstergeleri açısından iyi konumda olan ülkelerin, sürdürülebilir bir ekonomik büyüme ve gelişme konusunda genellikle daha başarılı olduğu vurgulanmak istenmiştir ve ülkeler arası gelişmişlik farkı üzerinde kurumsal farklılıkların etkili olduğu gösterilmeye çalışılmıştır. Çalışmada yönetişimin ekonomik büyüme ve gelişme üzerindeki rolü ele alınmış olup Türkiye ile G7 ülkeleri arasında Dünya Bankası'nın The Worldwide Governance Indicators'da (WGI) yer alan yönetişim göstergelerine ve Dünya Bankası'ndan elde edilmiş ekonomik performans verilerine dayanarak karşılaştırmalar yapılmıştır. Dünya Bankasından elde edilen yönetişim göstergeleri ve makroekonomik veriler tablolaştırılarak Türkiye ve G7 ülkelerinin mevcut durumu yorumlanmıştır. Yapılan karşılaştırmalarda önemli farklılıklar olduğu gözlemlenmiştir. G7 ülkeleri olumlu ekonomik sonuçlar doğurabilen yüksek puanlı yönetişim göstergelerine sahiptirler. Türkiye'nin ise hem ekonomik hem de yönetişim göstergeleri gelişmiş ülkelerin ortalamalarının gerisinde kalmaktadır.

The fact that no changes have been made regarding neighborhood administrations caused the neighborhoods to turn into an anachronical problem. Although many changes have been made in local government regulations, the lack of interest in the village and neighborhood administrations that form the basis of local democracy has left the neighborhood administrations that constitute the basis of the urban areas facing many problems. While other local government units are subject to dynamic legislation neighborhood governments, which constitute the first pillar of local democracy, are governed by laws over 65 years. Despite many similarities, the problems of the neighborhood administration make it systematic by separating it from the village administration. In this study, firstly, the development of neighborhood management is discussed with its historical mission from the Ottoman to the Republic. In addition to the legislative changes made in the Republican period, the problems within the framework of "population" and the new metropolitan legislation, especially the "identity problem", have been discussed. These topics, which constitute the main problems of neighborhood management, have been examined in detail and some solutions for these problems have been presented.

Kent birlikte yaşamın ortak simgesi olan yerleşim birimidir. Kent medeniyetin ve kültürün ortaya çıktığı, ortaksavunma ihtiyacının karşılandığı ve halkın kendi kendini doğrudan yönetebildiği tarihsel bir mekân olarak zamaniçerisinde merkezi yönetim karşısında güç kaybederek günümüze kadar ulaşmıştır. Ancak hem bir yerleşim hem de biryönetim birimi olan kent güncel gelişmeler karşısında canlılığını kaybetmemiş ve toplumsal ihtiyaçların karşılanmasındayerel düzeyde aktif görevler üstlenmiştir. The term sharing economy is used in specialized literature to identify how the Internet, smartphones, and applications are changing the global economic dynamic. This article presents documentary research focused on private sharing applications that have emerged in recent decades, intending to contribute to the improvement of local public management. Descriptive data analysis and regression were used to characterize the local governments' adherence to new technologies and to identify how these new technologies affect the fiscal performance of municipalities measured by the FIRJAN Fiscal Management Index. The results obtained show that shared economy Apps can contribute in different ways, with emphasis on greater cooperation and coordination within and between local governments, reduction in the underutilization of assets, greater access and improvement in the quality of public services, and greater interaction and citizen participation in public decisions. The estimated regression shows that the use of new communication technologies contributes to improving the municipalities' fiscal performance. However, these technologies are little used and should be encouraged in local public administrations. ; El término economía compartida se utiliza en la literatura especializada para identificar cómo la Internet, los smartphones y las aplicaciones están cambiando la dinámica económica mundial. Este artículo presenta una investigación documental realizada para identificar las aplicaciones de compartición que surgieron en las últimas décadas y cómo están contribuyendo a la mejora de la gestión pública local. Se utilizó el análisis descriptivo de datos y la regresión para caracterizar la adhesión a las nuevas tecnologías por parte de los gobiernos locales y para identificar cómo afectan el desempeño fiscal de los municipios, medido a partir del Índice FIRJAN de Gestión Fiscal (IFGF). Los resultados obtenidos muestran que las aplicaciones de economía compartida pueden contribuir de diferentes formas, con énfasis en: mayor cooperación y coordinación dentro y entre los gobiernos locales, reducción de la subutilización de activos, mayor acceso y mejora en la calidad de los servicios públicos y mayor interacción y participación ciudadana en las decisiones públicas. La regresión estimada muestra que el uso de nuevas tecnologías de la comunicación contribuye a mejorar el desempeño fiscal de los municipios. Utilizou-se a análise descritiva dos dados e uma regressão para caracterizar a adesão às novas tecnologias pelos governos locais e para identificar o modo como afetam o desempenho fiscal dos municípios, mensurado a partir do Índice FIRJAN de Gestão Fiscal (IFGF). Os resultados obtidos mostram que os aplicativos de economia compartilhada podem contribuir de diferentes formas, com destaque para: a maior cooperação e coordenação intra e entre governos locais, redução na subutilização de ativos, maior acesso e melhoria na qualidade dos serviços públicos, e maior interação e participação dos cidadãos nas decisões públicas. In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. Abstract: The article intends to analyze the current Romanian political scenario, highlighting the institutional trust factor, which has been in sharp decline in the national and international scene. Besides, this work brings to the debate characteristics that are intrinsic to the country's Constitutional Law. The ongoing national situation is compared to other european republics, in addition to figuring out the social, economical and political problems that afflict the democracy of the Romanian State, which act to the weakening of the electoral system. Furthermore it is discussed the capacity of the Magna Charta to do battle with such situations. ; Resumen: El artículo pretende analizar la situación política actual de Rumanía, haciendo hincapié en el factor de confianza institucional, que viene sufriendo un fuerte retroceso en el escenario nacional e internacional. Además, aporta, para el debate, características intrínsecas al Derecho Constitucional de ese país. Comparamos la situación actual de la nación en relación con otras repúblicas europeas, además de analizar los problemas sociales, económicos y políticos que afligen a la democracia del Estado rumano, que actúan para debilitar el sistema electoral. KEYWORDS: center of government; governance arrangement; policy coordination; democracy; Brazil.ABSTRACT Introduction: This paper aims to analyze how the Center of Government (CoG) operates as units responsible for conducting the presidential agenda in contemporary Brazil. Materials and Methods: The study applied the theoretical approach of CoG as a governance arrangement and used qualitative and quantitative data to reach its objective. Besides the bibliographic review on the literature and official documents, the study synthesizes and deepens empirical data and information from a joint research project covering the period of political stability in Brazil, from 1995 to 2014, when elected presidents ended their terms. Results: The empirical findings confirm that CoG is a flexible and dynamic phenomenon. It puts a critical perspective on the normative "good governance" approach that overvalues its technical dimension and neglects its political aspect. Discussion: The inquiry results shed light on the importance of the relation between politics and policy, by demonstrating that CoG's configuration and functions vary due to multiple causes, each president's priority policy agenda is implemented with different strategies and; the prioritized policies follow a unique coordination logic inside the Brazilian federal government.

As áreas protegidas são criadas e geridas com o objetivo de garantir a conservação da natureza. No cenário do Estado de Pernambuco, o ecossistema Mata Atlântica recebe reconhecimento internacional como área prioritária para as ações de conservação, pela sua grande riqueza natural e elevada biodiversidade. Estas áreas naturais tem o enorme desafio de compatibilizar interesses divergentes face a fortes ameaças e condições de vulnerabilidade social, política e econômica. Este trabalho objetivou analisar de que forma a gestão de áreas protegidas tem contribuído para a conservação ambiental no Estado de Pernambuco, considerando a governança nos espaços de decisão. Uma pesquisa exploratória e descritiva foi realizada, adotando-se os procedimentos metodológicos (leitura de documentos e bibliografias). Para coletar os dados foi utilizada a pesquisa de campo com observação sistemática, entrevista não estruturada focalizada e reuniões projetivas, além da participação em reuniões de conselhos gestores. Para análise e discussão dos resultados, foi utilizada uma abordagem qualitativa com enfoque interdisciplinar através da triangulação de métodos e Análise Multicritério à Decisão – AMD. Como resultado, observa-se que ainda é muito frágil a capacidade de governabilidade e governança pública na conservação dos recursos naturais no estado de Pernambuco. O fortalecimento da governança é indispensável ao processo de elaboração e implementação das políticas construídas em simbiose com os diversos atores envolvidos com a temática, em meio a intensas e variadas ameaças e vulnerabilidades inerentes a esse processo antagônico e dialético de construção da sustentabilidade. A B S T R A C T Protected areas are created and managed with the aim of ensuring the conservation of nature. In the state of Pernambuco, the Atlantic Forest ecosystem receives international recognition as a priority area for conservation actions, due to its great natural wealth and high biodiversity. These natural areas have the enormous challenge of reconciling divergent interests in the face of strong threats and conditions of social, political and economic vulnerability. In view of the above, this work aimed to analyze how the management of protected areas has contributed to environmental conservation in the State of Pernambuco, considering governance in decision spaces. An exploratory and descriptive research was carried out, adopting the methodological procedures (reading of documents and bibliographies). In order to collect the data, we used field research with systematic observation, focused unstructured interview and projective meetings, as well as participation in meetings of management councils. For the analysis and discussion of the results, a qualitative approach with an interdisciplinary focus was used through the triangulation of methods and Decision Multicriteria Analysis - AMD. As a result, it is observed that the capacity for governance and public governance in the conservation of natural resources in the state of Pernambuco is still very fragile. The strengthening of governance is indispensable to the process of elaboration and implementation of policies built in symbiosis with the various actors involved in the theme, amidst the intense and varied threats and vulnerabilities inherent to this antagonistic and dialectical process of sustainability construction. The current demands from society to public administration requires understanding new public governance (NPG) as a management model, involving citizens in the public policy decision-making processes. Therefore, from a macro-perspective, information on NPG may contribute to developing strategies to meet citizens' demands, which is not a usual practice in existing public administration models. This work identifies dimensions of NPG analysis, filling a gap in the literature. The foundations for NPG analysis are deliberative democracy, co-production, and public value, and the dimensions are identified based on structure and processes. The study found that NPG uses tools from previous administration models, focusing on democratic and legitimacy principles. Finally, the research emphasizes the need for theoretical and empirical studies to understand NPG tools better, enabling a more inclusive public administration with more legitimate actions. ; La comprensión de la Nueva Gobernanza Pública (NGP) como modelo de gestión cumple con las demandas actuales impuestas por la sociedad a las administraciones públicas, donde es necesario involucrar a los ciudadanos en el proceso de toma de decisiones de las políticas públicas. Con esto, en una perspectiva macro, la generación de información sobre la divulgación de la NGP puede contribuir al desarrollo de estrategias para satisfacer las demandas que los ciudadanos imponen a la gestión, algo que hasta el momento no fue implementado de manera efectiva en los modelos de administración pública existentes. Así, este trabajo tiene como objetivo plantear dimensiones para el análisis de la NGP, que aún carece de literatura. Como se demostró, existen bases para el análisis de la NGP que son: democracia deliberativa, coproducción y valor público. Mediante estos supuestos, se analizan las dimensiones desde dos enfoques principales: estructura y procesos. Se verificó que la NGP utiliza herramientas de modelos administrativos anteriores, pero busca su énfasis dentro de los principios democráticos y de legitimidad. Finalmente, también se enfatiza la necesidad de estudios teóricos y empíricos que permitan una mayor comprensión de estas herramientas, permitiendo así una administración pública más inclusiva con acciones más legítimas. ; Compreender a New Public Governance (NPG) como modelo de gestão vai ao encontro do atendimento às demandas atuais impostas pela sociedade às administrações públicas, em que há a necessidade de envolver os cidadãos no processo decisório das políticas públicas. Com isso, numa perspectiva macro, gerar informações sobre a evidenciação da NPG poderá contribuir para o desenvolvimento de estratégias que atendam às demandas que os cidadãos impõem à gestão, algo até então pouco efetivado pelos modelos existentes de administração pública. Dessa forma, este trabalho objetiva levantar dimensões para a análise da NPG, ainda carente na literatura. Conforme demonstrado, existem fundamentos para isso, entre eles: democracia deliberativa, coprodução e valor público. Por meio desses pressupostos, são analisadas dimensões sobre dois focos principais: estrutura e processos. Verificou-se que a NPG utiliza ferramentas dos modelos administrativos anteriores, mas busca sua ênfase dentro dos princípios democráticos e de legitimidade. Por fim, ressalta-se a necessidade de estudos teóricos e empíricos que possibilitem maior compreensão dessas ferramentas, permitindo uma administração pública mais inclusiva e com ações mais legítimas.

Yüksek Lisans Tezi ; Bu araştırmanın amacı Konya ili merkez Karatay ilçesinde ilkokul ve ortaokullarda görev alan yönetici ve öğretmenlerin yönetişim algılarını ölçerek bu algının demografik değişkenlere göre farklılaşıp farklılaşmadığını irdelemektir. Bu amaç doğrultusunda araştırmacı tarafından hazırlanan "İlköğretim Okullarının Yönetişim Özelliklerine Sahip Olma Düzeyleri" başlıklı anket formu Google Forms üzerinden yönetici ve öğretmenlerin görüşlerine başvurmak için gönderilmiştir. Nicel yöntemle gerçekleştirilen bu çalışma da anket tekniği uygulanmıştır. Araştırmanın evreni, 2020-2021 eğitim öğretim yılında Konya ili Karatay ilçesinde görev alan 238 yönetici ve 2286 öğretmenden oluşmaktadır. Araştırmanın örneklemi ise 34 yönetici ve 242 öğretmen oluşturmaktadır. Aslan (2016) aracılığıyla geliştirilen "Eğitim Örgütlerinde Yönetişim Ölçeği" ile toplanan veriler Sosyal Bilimler İstatistik Paketi Programı (IBM SPSS Statistics 24) ile analiz edilmiştir. Araştırmanın sonucunda katılımcıların yönetişim konusundaki algılarının yüksek olduğu tespit edilmiştir. İlkokulda görev yapan öğretmen ve yöneticilerin ortaokulda görev yapanlara göre; yöneticilerin ise öğretmenlere göre yönetişim algılarının görece yüksek olduğu görülmüştür. Yaş değişkeni bakımından 35 yaş altı eğitimcilerin 35 yaş üstü eğitimcilerden daha düşük düzeyde yönetişim algılarının olduğu tespit edilmiştir. Yüksek Lisans Tezi ; Tarih boyunca her dönemde ve çeşitli coğrafyalarda devletler kuran Türk milleti, daima teşkilatçı özelliğini korumuş ve bu özelliğiyle ön plana çıkmıştır. İslâmiyet öncesi dönemde kurulan Türk devletlerinde, vezirlik müessesesi bulunmamakta, bu müesseseye muadil yabguluk ve ayguçılık gibi makamlar bulunmaktaydı. Bu dönemde, özellikle II. Göktürk Devleti'nde Bilge Tonyukuk vesilesiyle ön plana çıkan ayguçılık, vezirliğe muadil bir makam olmuştur. İslâmiyet'in kabulünden sonra kurulan Türk devletlerinin teşkilat yapısında ise, vezirlik müessesesi önemli bir yer edinmiştir. Bu önemli müessesenin Türk devlet anlayışı çerçevesinde, yönetim bakış açısıyla bütüncül bir şekilde ele alınmasının gerekliliği düşüncesiyle, Göktürk Devleti, Karahanlı Devleti, Selçuklu Devleti ve Osmanlı Devleti'nde vezirlik müessesesi bu çalışmada ele alınmıştır. Bu tez çalışmasında, iyi yönetişim ilkelerinin Türkiye'deki Kamu Denetçiliği Kurumunda uygulanabilirliği incelenmiştir. Çalışmanın birinci bölümünde yönetim/ yönetişim kavramlarının tarihsel süreçlerine, tanımlarına, yönetişim türlerinden olan Küresel Yönetişim, Kamu Yönetişimi ve İyi yönetişim kavramlarının tanımlarına ve iyi yönetişim ilkelerine iki başlık altında ayrıntılı bir şekilde yer verilmiştir. Çalışmanın ikinci bölümünde, Ombudsmanlık Kurumunun tarihi geçmişi, ilk ortaya çıkışı ve kurumun ilk olarak uygulandığı İsveç başta olmak üzere çeşitli ülkelerdeki uygulanma şekline yer verilmiştir. Değerlendirilen ülkelerde Ombudsmanlık Kurumunun farklı uygulama alanları ve şekilleri olduğu gösterilmek istenmiştir. Çalışmanın üçüncü ve son bölümünde Ombudsmanlık Kurumunun Türkiye'de Kamu Denetçiliği Kurumu adıyla kurulma süreci, özelikle Cumhuriyet sonrası dönem olarak değerlendirilmiş ve kurumun yasalaşma süreci ayrıntılı olarak incelenmiştir. Yapılan bu incelemede iyi yönetişim ilkeleri dikkate alınarak kurumun yayınları, faaliyetleri, kurumun internet sitesi, mevzuatı, kararları, başdenetçinin ve denetçilerin yazılı ve sözlü açıklamaları ile özellikle Kamu Denetçiliği Kurumu yayını olan Ombudsman Bülten Dergisi üzerinden ele alınmıştır. Bu çerçevede iyi yönetişimin genel kabul gören altı ilkesi olan; şeffaflık, katılımcılık, etkinlik, hesap verilebilirlik, tutarlılık, hukukun üstünlüğü ilgili açıklamalar ve faaliyetler açısından değerlendirilmiştir. İlgili literatüre ilave olarak söz konusu kaynaklarda iyi yönetişimin ilkeleri ile alakalı örnekler gösterilmeye çalışılmıştır. Çalışmanın yöntemi olarak verilere ulaşmak için kapsamlı literatür taraması yapılmış ve Kamu Denetçiliği Kurumunda İyi yönetişim ilkeleri ne ölçüde uygulanıyor? sorusuna cevap aranmıştır. İyi yönetişim ilkelerinin tanımları çalışmanın sınırlarını oluşturmuştur ve elde edilen bulgular tanımlara göre değerlendirilmiştir. Yapılan değerlendirmeler ışığında bu çalışmada sonuç olarak; iyi yönetişim ilkeleri çerçevesinde Türkiye'deki Kamu Denetçiliği Kurumu için hesap verilebilirlik ve şeffaflık ilkeleri açısından "geliştirilebilir" değerlendirmesi; katılımcılık, etkinlik, tutarlılık, hukukun üstünlüğü ilkeleri için "güçlü" değerlendirmesi yapılmıştır. ; In this thesis, the applicability of good governance principles in the Ombudsman Institution in Turkey has been examined. In the first part of the study, the historical processes and definitions of the concepts of management / governance, the definitions of the concepts of Global Governance, Public Governance and Good Governance, which are types of governance, and good governance principles are given in detail under two headings. In the second part of the study, the historical background of the Ombudsman Institution, its first appearance and the way it was implemented in various countries, especially Sweden, where the institution was first applied, are given. It is aimed to show that the Ombudsman Institution has different application areas and forms in the evaluated countries. In the third and last part of the study, the establishment process of the Ombudsman Institution under the name of Ombudsman Institution in Turkey,In particular, it has been evaluated as the post-Republican period and the enactment process of the institution has been examined in detail. In this review, taking into account the principles of good governance, the publications of the institution, its activities, the institution's website, legislation, decisions, written and oral explanations of the chief auditor and auditors, and especially the Ombudsman Bulletin, the publication of the Ombudsman Institution, were discussed. In this context, the six generally accepted principles of good governance; Transparency, participation, effectiveness, accountability, consistency, rule of law were evaluated in terms of relevant explanations and activities. In addition to the relevant literature, examples related to the principles of good governance have been tried to be shown in these sources.As the method of the study, a comprehensive literature review was made to reach the data and to what extent are the principles of good governance applied in the Ombudsman Institution? Tarihsel süreç içinde yaşanan sosyo-ekonomik, teknolojik ve siyasal değişimlere bağlı olarak devletin üstlendiği görev tanımları yenilenmiştir. Dönemsel açıdan devlet güvenlik ve adalet gibi temel kamu hizmetlerini üstlenmiştir. Nüfus artışına bağlı olarak toplumsal kesimlerin çeşitlenmesi farklı talep ve beklentiler devletin özellikle mali açıdan yükünü arttırmıştır. Bu durum devletin kamu hizmetlerinin sunumu noktasında konumunu tartışmalı hale getirmiş ve minimal devlet olgusu ortaya çıkmıştır. Yeni sistem kamu hizmetlerinin sunumunda merkezi yetkileri yerel unsurlar, özel sektör ve sivil toplum kuruluşları arasında paylaştıran bir modeli ortaya çıkarmıştır. Bu modelde devletin doğrudan üreten değil düzenleyen ve denetleyen bir pozisyona geçmesi öngörülmüştür. Devletin yeni konumu ise yönetim süreçlerinde demokratik ve katılımcı anlayışı gerektirmiştir. Devlete biçilen yeni pozisyon sosyo-ekonomik kalkınma ve toplumsal refahın geliştirilmesi hedefini ertelemiş değildir. Küreselleşme süreci kalkınma hedefinin sağlanmasında devletin sivil toplum ve özel sektör vb. aktörler ile ortaklık kurmasına yol açmıştır. Küreselleşme süreci yönetsel kademe olan yerel yönetimleri iki başlıkta öne çıkarmıştır. Birincisi; katılım ve demokrasinin birincil uygulama alanı olarak yerel yönetimler ön plana çıkmıştır. İkincisi; yerel yönetimler sahip olduğu imkan ve potansiyel itibariyle kalkınma açısından merkez(ler) olarak kabul edilmiştir. Türkiye planlı kalkınma olgusu ile Cumhuriyetin ilanı ile tanışmıştır. Türkiye açısından 1923 İktisat Kongresi, Devlet Planlama Teşkilatının kurulması ve 1963 tarihli ilk Kalkınma Planı temel hamleler olmuştur. Kalkınma hamleleri içinde yerel unsurlar ve yerel yönetimler çeşitli dönemlerde öne çıkmışlardır. Bu açıdan kalkınma planları ülkemizin sosyo-ekonomik hedeflerinin belirlenmesinde yerel yönetimleri de bir aktör olarak görmüştür denilebilir. Cumhuriyetin ilk yıllarında köy kalkınması öne çıkarılırken sayısının ve nüfusunun artması ile kent sorunları kalkınma planlarında ele alınmaya başlanmıştır. Kalkınma planlarında kent daha çok yetki, görev ve mali yapıları ile ele alınmış bu konularda kısmi iyileştirmelere gidilmiştir. Dünya toplumlarının yaşadığı siyasal değişimler yerel yönetimlerin demokratik ve katılımcı yönünü ortaya çıkarmıştır. Bunun yansıması olarak ülkemizde de yerel yönetimlerin demokratik ve katılımcı bir modele evrilmesine yönelik temel hedefler kalkınma planlarına yansımıştır. Kent yönetimleri demokratik ve katılımcı yapılar olarak tanımlanmaya başlanmıştır. Ayrıca kalkınma planları yerel yönetimlerin asıl sorumluluk alanı olan kent hizmetlerinin nitelikleri ve türleri açısından vizyon ve hedef belirleme aracı olmuştur. Bu çerçevede Kalkınma planlarında kent odaklı; ulaşım, alt yapı, barınma, sosyo-kültürel, sosyo-ekonomik vb. pek çok alanda hedefler konulmuştur. Türkiye'de 1963'den bu yana 10 kalkınma planı hazırlanmıştır. Son olarak 23 Temmuz 2019'da 11. Kalkınma Planı uygulamaya girmiştir. Kalkınma planları sosyo-ekonomik açıdan öne çıksa da aslında tüm kurumsal yapılara yönelik hedef ve politikalar belirler. Türkiye'de hazırlanan kalkınma planları da yerel yönetim alanında da değişim ve dönüşüm odaklı olmuştur. Yayınlanan 11. Kalkınma planının içeriğinde geçmiş dönem planlarına ait atıflar bulunmaktadır. En önemli nokta ise; yerel yönetimlere ilişkin yeniden reform yapılacağı belirtilmesidir. Ayrıca insan odaklı şehir; yeşil şehir; akıllı şehir; kaliteli hizmet sunumu; katılımcılık; şeffaflık; hesap verilebilirlik; optimum coğrafi alan vb. kavramlara yer verilmektedir. Tüm bunlar 11. Plan döneminde yerel yönetimlere ilişkin değişimin devam edeceğini göstermektedir. ; Depending on the socio-economic, technological and political changes in the historical process, the responsibility of the state has been renewed. As far as the era is concerned, it undertook basic public services such as state security and justice. Diversification of social segments due to population increase, different demands and expectations have increased especially the financial burden of the state. This situation rendered the status of the state controversial in terms of offering public services and introduced the phenomenon of a minimal state. The new system introduced a model that distributes central powers among local elements, the private sector, and non-governmental organizations in the offering of public services. The model provides that the state should adopt a regulating and supervising position instead of directly producing one. And the new position of the state required democratic and participatory understanding in the governing processes. This new position seen fit to the state has not delayed the goal of socio-economic development and social welfare. The process of globalization enabled the state to form a partnership with actors such as the civil society and the private sector in fulfilling the aims of development. The globalization process called for local administrative governments, in two ways. First; local governments were at play as the means of primary application of participation and democracy. Second; local governments were accepted as the center(s) concerning development thanks to their capabilities and potential. Turkey was introduced with the concept of planned development with the proclamation of the Republic. For Turkey, the Economic Congress of 1923, the establishment of the State Planning Organization and the first Development Plan of 1963 have constituted the main steps. In the development steps, local elements and local administrations came to the fore in different periods. In this respect, it is safe to say that development plans also regarded the local governments as actors in determining the socio-economic goals of our country. While rural development was emphasized in the first years of the republic, increasing urban population and urban problems necessitated these problems to be addressed in development plans. In the development plans, a city was mostly treated keeping in mind the authorities, duties and financial structure; and partial improvements were made on these issues. Political changes experienced by the world's societies revealed the democratic and participatory aspects of local governments. As a repercussion of this, the main aims for the evolution of local governments into a democratic and participatory model in our country are reflected in the development plans. City administrations started to be defined as democratic and participatory structures. Besides, development plans have been a vision and goal setting tool in terms of characteristics and types of urban services, which are the main areas of responsibility of local governments. In this framework, in city development plans, cityfocused aims have been defined in various fields such as transportation, infrastructure, shelter, socio-economics, etc. Since 1963, 10 development plans have been issued in Turkey. Finally, on July 23 2019, the 11th Development Plan was issued. Although development plans come to the forefront from a socio-economic point of view in general, they actually set goals and policies for all institutional structures. In Turkey, the development plans prepared has been focused on the changes and transformations in the local government area. The 11th Development Plan contains references to these previous plans. The most important point seems to be the strong emphasis on the re-reform of local governments. Also; people oriented cities, green cities, smart cities, quality service delivery, participation, transparency, accountability, optimum geographical area and etc. concepts take part in the plan. All this shows that change in local administrations will continue in the 11th plan period.

Kurumsal yönetişim, kurumsal iletişim ve iç paydaş kavramlarının, her geçen gün gelişerek ilerleyen kavramlar olduğu görülmektedir. Kurumların uzun ömürlü iş yaşamına sahip olmalarında ve iç paydaşlarıyla olan iletişimlerinde yalnızca özgün ve başarılı faaliyetlerde bulunmaları yeterli değildir. Kurumsal yönetişim ilkelerinin kurum kültürüne yerleştirilmesi ve iş tanımlarının bu perspektifte oluşturulmasıyla her kurum, kendisini tanımlayabilir ve inovatif perspektifle büyüyen öğrenen organizasyon ismini alabilir. Dünyanın küresel bir köy olarak tanımlandığı günümüzde kurumların da küreselleşmeden etkilendikleri önemli bir gerçekliktir ve bu etkileşimden en az zararla ve en yüksek karla çıkabilmeleri gerekmektedir. Bu gereklilik her kurum açısından kurumsal yönetişim ilkeleri eşliğinde planlanan dinamik ve stratejik kurumsal iletişim faaliyetleri, interaktif iç paydaş etkileşimi ile mümkün olmaktadır. Çünkü iç paydaşlar, temel yönetişim prensipleri göz önünde bulundurulduğunda bir kurum için en temel değerdir. Bu sebeple iç paydaş memnuniyeti ve sadakati sağlanamamış bir kurumun kurumsal yönetişim ve kurumsal iletişim prensiplerini yerine getirmekte güçlük çektiği söylenebilmektedir. "Kurumsal Yönetişim Sürecinde İç Paydaşların Katılımında Kurumsal İletişimin Rolü" konu başlıklı tez çalışmasında yer verilen araştırma kapsamında İstanbul"da yer alan X kurumuna gidilmiş ve altı kişi ile birebir derinlemesine görüşme gerçekleştirilmiştir. Bu görüşme için 4 konu başlığı ve her konu başlığı için ayrı ayrı, toplam 21 adet derinlemesine görüşme soru formu oluşturulmuştur. Araştırma kapsamında incelenen X kurumun kurumsal yönetişim, kurumsal iletişim ve iç paydaş kavramlarına yönelik yaklaşımını incelemek amaçlanmıştır. Bu kapsamda tez çalışmasının en önemli sorunsalını yine tez çalışmasının konu başlığı oluşturmaktadır. Çünkü kurumsal yönetişim kavramı sürekli öğrenen, gelişen, kendini yenileyen, değişime açık, risk alabilen ve riskleri yönetebilen bir kurum olmayı ifade eden iletişimsel bir yönetim sürecidir. Bu yönetim sürecini de kurumsal iletişim faaliyetleri ve iç paydaşlarla birlikte yürüterek ileriye götürmeyi amaç edinmiştir. İstanbul"da yer alan X kurumunda tez konu başlığının varlığı araştırılmış ve bu doğrultuda yarı yapılandırılmış soru formları oluşturulmuştur. Hazırlanan yarı yapılandırılmış soru formları görüşme yapılan kişilere dağıtılarak araştırma gerçekleştirilmiştir. Bu kapsamda X kurumunun kurumsal faaliyetleri, kurum-çalışan etkileşimi incelenmiş ve gözlenmiştir. Vaka analizi ile elde edilen veriler içerik analizi kullanılarak çözümlenmiş ve bulgular yorumlanmıştır. Bulgular kapsamında araştırmanın gerçekleştirildiği X kurumunda, kurumsal yönetişim kavramının sistem içerisinde tam uygulanmadığı bu sebeple kurumsal iletişim sürecinin yönetişim noktasında fazla aktif kullanılmadığı, yönetişim anlayışıyla ilerlemediği, iç paydaşların kurumsal yönetişim sürecinde çok fazla katılımlarının gerçekleşmediği kanaatine varılmıştır. Elde edilen ve çözümlenen bulgular sonuç ve öneriler bölümüne aktarılarak detaylı bir biçimde tartışılmıştır. ; The concepts of institutional governance, institutional communication and internal stakeholders have been gaining popularity day by day. Operating in an efficient and unique manner may not be deemed adequate for the institutions to maintain a long life cycle and a proper interaction with the internal stakeholders. Any institution may define its function and structure in a proper way and may be entitled as "a continuously learning organization equipped with innovative perspective" upon adopting institutional governance principles in institutional culture and reframing definitions of positions accordingly. Institutions are clearly affected by globalization today when world may be defined as a global village, thus, they have to survive attaining minimal loss and maximum profit principle which can be maintained through dynamic and strategic institutional communication activities along with interactive interaction with internal stakeholders as internal stakeholders may be defined as basic assets from elementary governance principles. An institution which could not maintain internal stakeholder satisfaction and loyalty may be deemed to fail to adopt institutional governance and communication principles. This dissertation entitled "Role of Institutional Communication in Participation of Internal Stakeholders in Institutional Governance" covers fieldwork of in-depth interviews with six employees recruited by X in İstanbul. A total of 21 in-depth interview forms structured on 4 topics for each has been formed for interviewing purposes. The aim of the research is to analyze attitude of X towards concepts of institutional governance, institutional communication and internal stakeholder, thus, the title of the dissertation may be deemed to represent the main research question. Institutional governance may be defined as a communicational management process to attain an institutional structure of constinuous learning which is apt to develop, to take and manage the risks. The abovementioned management process may be developed through institutional communication activities and participation of internal stakeholders. This dissertation aims to trace institutional communication in X in İstanbul, thus, a number of semi-structure interview forms has been formed for this purpose and these forms has been distributed to the interviewees. Institutional activities and institution-employee interaction in X has been observed and inspected. Data gathered has been analyzed and interpreted through content analysis method. The findings of the research imply that institutional communication is not adopted in a complete manner within the system, thus, it can not be operated efficiently in governance and internal stakeholders can not participate in institutional communication in a proper way. Findings has been discussed in conclusion and further recommendations chapter in detail.

Bu çalışmanın amacı, başta devlet birimleri ve sivil toplum aktörlerininpolitika kararlarının uygulanmasında etkileşimlerini gözönünde tutarak, Türkiye'de göç politikasının yönetim ve uygulamaboyutunu analiz edebilmektir.Bu çalışmada, Türkiye'de Suriyeli sığınmacılarayönelik göç politikalarının uygulama sorunlarını belirlemeküzere Hatay, Gaziantep, Kilis ve İstanbul illerinde yarı-yapılandırılmışmülakat yöntemi ile saha araştırması yapılmıştır. Sahaçalışmaları kapsamında, ilgili kamu kurum ve kuruluşları, belediyeler,yerel, ulusal ve uluslararası sivil toplum kuruluşları temsilcilerive yabancı kuruluşların da olduğu yüz kadar aktörle iletişimegeçilmiştir. Bu bağlamda çalışmanın nihai hedefi çok düzeyli yönetişimyaklaşımı çerçevesinde Türkiye'deki göç yönetimi çabalarınıirdelemektir. ; The aim of this study is to analyze the governance and implementationdimension of immigration policy in Turkey by taking intoaccount the interaction among government organizations and civilsociety actors in the implementation of policy decisions. In thisstudy, semi-structured interviews were conducted in Hatay, Gaziantep,Kilis, and Istanbul to determine the implementation problemsof migration policies for Syrian asylum-seekers in Turkey.Within the scope of the fieldwork, we have interviewed approximatelya hundred actors who are from government institutions andorganizations, municipalities, representatives of local, national andinternational non-governmental organizations and foreign organizations.The main goal of this study is to examine the migrationmanagement efforts in Turkey within the framework of a multi-levelgovernance approach.
