The contemporary technological advancements in information and communication technologies (ICT) enable the employment of non-traditional data sources (e.g. satellite data, sensors, cell phone networks data, social media, etc.) in different aspects of the public sphere. Datafication is changing the relationship between governments and citizens, and the way governments address policy problems. Nowadays, policy-makers are urged to harness data for policies and public service design, while answering at the same time the demand for citizen engagement; as a consequence, innovative government/governance models appeared to connect these two instances. Although it is not a new concept, the model of Anticipatory Governance is particularly worth considering in light of contemporary data availability. Predictive analytics based on data increasingly realizes predictions for public action, although it presents many controversial implications (e.g. the epistemology of data evidence, public trust and privacy). In this article, we address Anticipatory Governance models emerging from data used in futures thinking and policy-making. To understand this phenomenon, we will briefly retrace current paradigms of futures thinking and Anticipatory Governance concerning policy-making, specifying the contemporary perspective design has on these topics. Then, we identify the use of data in futures thinking practices through a systematic literature search. Finally, we will address the challenges and implications of designing data-driven Anticipatory Governance by portraying three scenarios supported by real cases of data for policy-making.

National policy on global health (NPGH) arenas are multisectoral governing arrangements for cooperation between health, development, and foreign affairs sectors in government policy for global health governance. To explore the relationship between national and global processes for governing global health, this paper asks: in what forms of interaction between NPGH arenas and global health governance are learning and networking processes present? In a multiple case study of Norwegian and Swiss NPGH arenas, we collected data on intersectoral policy processes from semi-structured interviews with 33 informants in 2014-2015. Adapting Real-Dato's framework, we analyzed each case separately, producing monographs for comparing NPGH arenas. Analyzing both NPGH arenas for relational structures linking external resources to internal policy arena processes, we found five zones of interactions - including institutions, transgovernmental clubs, and connective forms. These interactions circulate ideas and soften arenas' boundaries. We argue that NPGH is characteristic of transnational governance of global health. Village-Owned Enterprise (in Indonesia commonly referred to BUMDes) has a goal to develop the economy of the village community. Wologai Tengah Vil-lage in Ende Subdistrict, Flores Regency, East Nusa Tenggara Province, Indo-nesia is one of the traditional villages that have a tourist attraction, especially in terms of traditional houses and various rituals. One of the advantages of Wologai Tengah Village is the ability of its traditional leaders (Mosalaki) and village officials to mobilize village communities. This research aims to explore the understanding of village officials and traditional leaders in realizing the village accountability and the philosophical value of local wisdom of traditional village by supporting the accountability of BUMDes. The qualitative research method was selected in this study with informants consisting of traditional leaders, village officials, government representatives, and local village communities. Data were obtained through direct interviews and Focus Group Discussion attended by resource persons related to the BUMDes. In terms of village accountability, traditional leaders and village officials have a strong will in preparing financial reports and budget of BUMDes. The problem faced in realizing village accountability is the inadequate capacity of human resources to prepare financial reports and budgets of BUMDes.

Weak governance is a major threat to sustainable development, especially in rural contexts and within ecosystems of great social and economic value. To understand and compare its arrangement in the grasslands and wetlands of the Colombian Llanos and the Paraguayan Pantanal, we build upon the Institutional and Development Framework (IAD) as we explore the role of political, economic, and social institutions and combine components of the theory of common-pool resources (CPR) and new institutional economics (NIE). This hybrid conceptualization provides a synthesis of how top-down hierarchical and market-based systems of community-based and natural resource management negatively affect sustainable development in both study areas. Our findings suggest three underlying mechanisms causing a situation of weak governance: centralized (economic and political) power, the role of central and local governments, and social exclusion. Understanding these multidimensional contextual mechanisms improves the understanding that institutional structures supporting arrangements that handle grasslands and wetlands in a sustainable way are needed to protect the ecosystem's social and economic values, especially in rural and marginalized contexts.

In 2008, Vian reported an increasing interest in understanding how corruption affects healthcare outcomes and asked what could be done to combat corruption in the health sector. Eleven years later, corruption is seen as a heterogeneous mix of activity, extensive and expensive in terms of loss of productivity, increasing inequity and costs, but with few examples of programmes that have successfully tackled corruption in low-income or middle-income countries. The commitment, by multilateral organisations and many governments to the Sustainable Development Goals and Universal Health Coverage has renewed an interest to find ways to tackle corruption within health systems. These efforts must, however, begin with a critical assessment of the existing theoretical models and approaches that have underpinned action in the health sector in the past and an assessment of the potential of innovations from anticorruption work developed in sectors other than health. To that end, this paper maps the key debates and theoretical frameworks that have dominated research on corruption in health. It examines their limitations, the blind spots that they create in terms of the questions asked, and the capacity for research to take account of contextual factors that drive practice. It draws on new work from heterodox economics which seeks to target anticorruption interventions at practices that have high impact and which are politically and economically feasible to address. We consider how such approaches can be adopted into health systems and what new questions need to be addressed by researchers to support the development of sustainable solutions to corruption. We present a short case study from Bangladesh to show how such an approach reveals new perspectives on actors and drivers of corruption practice. We conclude by considering the most important areas for research and policy.

Energy security is an ambiguous concept. Growing academic interest has aimed at defining, conceptualising and measuring energy security, often through indicators. Energy policy in the European Union (EU) is not concerned with energy security's ambiguous conceptualisation, nor does it use energy security indicators, but it refers consistently to security as one of its primary aims. In this paper, by analysing the use of energy security both in scientific publications and in EU policy, we argue that the ambiguity of the concept plays a function in the policy process and is only seen as a problem in the academic literature. Building on the uncertainty literature, we conceptualise ambiguity as the type of uncertainty that emerges from complexity. Complexity leads to the existence of multiple representations of a system, which may serve different purposes in the policy process, generating ambiguity. Uncertainty is mobilised to frame energy policy as a matter of security. This has implications for the science-policy interface: on one hand, the analysis suggests that science's aim of providing holistic assessments and clarifications may not serve its desired instrumental purpose in policymaking; on the other, ambiguity allows for materially ineffective policy measures to persist in the name of energy security. ; publishedVersion

International audience ; The realm of big data has brought new venues for knowledge acquisition, but also major challenges including data interoperability and effective management. The great volume of miscellaneous data renders the generation of new knowledge a complex data analysis process. Presently, big data technologies provide multiple solutions and tools towards the semantic analysis of heterogeneous data, including their accessibility and reusability. However, in addition to learning from data, we are faced with the issue of data storage and management in a cost-effective and reliable manner. This is the core topic of this paper. A data lake, inspired by the natural lake, is a centralized data repository that stores all kinds of data in any format and structure. This allows any type of data to be ingested into the data lake without any restriction or normalization. This could lead to a critical problem known as data swamp, which can contain invalid or incoherent data that adds no values for further knowledge acquisition. To deal with the potential avalanche of data, some legislation is required to turn such heterogeneous datasets into manageable data. In this article, we address this problem and propose some solutions concerning innovative methods, derived from a multidisciplinary science perspective to manage data lake. The proposed methods imitate the supply chain management and natural lake principles with an emphasis on the importance of the data life cycle, to implement responsible data governance for the data lake.

This paper discusses good environmental governance in the framework of environmental protection and management. The evironmental view of governance itself provides a conceptual framework in which public and private behavior is regulated in supporting more ecologically oriented arrangements. The framework forms a reciprocal relationship between the community (global, regional, national and local) in dealing with the access and use of environmental goods and services and binds them (at any level) with certain specific environmental ethics. Then as a system, Environmental Governance consists of socio-cultural aspects, political and economic interactions among many actors in civil society. In managing and protecting the environment around it is needed cooperation between humans, humans are very important to manage and protect the environment in which they live. Starting from the government and until the people have the same rights and obligations in managing and protecting the environment without exception. Not limited wherever domicile. Both rural communities, rural and urban areas, become an important part of the realization of a good and healthy environment. The existence of the community will be very effective if its role in controlling the management of the exis ting environment.
