Die öffentlichen Diskussionen zum Thema Jugendkriminalität zwingen Politiker, Jugendgerichte und Jugendhilfe zunehmend, Stellung zu diesen Erscheinungen zu nehmen und sie mit wirksamen Mitteln zu bekämpfen. Anhand eines Fallbeispiels aus Hamburg wird skizziert, wie sich der Senat diesem Thema zuwendet und dabei gezwungen ist, von grundlegenden kriminologischen Erkenntnissen abzuweichen, und was nachgeordnete Behörden für Wege beschreiten. Die AutorInnen setzen sich in diesem Zusammenhang mit den veränderten gesellschaftlichen Ausgangsbedingungen für Jugendliche auseinander und registrieren als deren Ergebnis die zunehmenden Normverletzungen Jugendlicher. Neue Ansatzpunkte für die Jugendhilfe sind eher in einem Verstehen des Verhaltens der Kinder und Jugendlichen zu suchen und nicht in einem Zuspitzen schon vorhandener Problemkonstellationen. (prh)

Der Autor stellt das New Yorker Modell zur Schaffung städtischer Sicherheit vor, das weithin mit dem ehemaligen New Yorker Polizeichef William Bratton identifiziert wird. Die New Yorker Kriminalitätsstatistik der 90er Jahre zeigt einen Trend nach unten: in allen Bereichen der schweren Kriminalität sind die angezeigten Fälle rückläufig. Die Erfolge der New Yorker Polizei werden verbreitet auf eine Ausrichtung ihrer Arbeit auf den Grundsatz "Bagatellen gibt es nicht, gegen jede Regelverletzung wird hart durchgegriffen" zurückgeführt. Herausgestellt werden insbesondere konsequentes Einschreiten auch bei Störung öffentlicher Ordnung, Identitätsüberprüfung bei denjenigen, die die öffentliche Ordnung stören, Festnahme von Personen, die geringfüge Straftaten begangen haben und die systematische Befragung von Straftätern. Der theoretisch-konzeptionelle Kern des New Yorker Modells sowie die Situation in den amerikanischen Großstädten werden dargelegt. In einem weiteren Abschnitt wird der Frage nachgegangen, was der New Yorker Ansatz für Berlin bringen könnte. Fazit: Die New Yorker Erfahrungen sind ein ermutigendes Zeichen dafür, daß die überhandnehmende Kriminalität und der Zerfall offensichtlich keine zwangsläufige großstädtischen Erscheinungen zur Jahrtausendwende sind. Erfolge können jedoch nicht durch bloße Veränderungen polizeilicher Strategie erbracht werden. Im New Yorker Modell steckt ein umfassender Ansatz, der in Berlin zum Teil praktiziert wird. "Es ist eine Bestätigung des eingeschlagenen Weges und Ermutigung zur konsequenten Weiterarbeit. Hauptbeschreibung Das 11. Deutsch-Amerikanische Kolloquium, das vom 24. bis 30. Juli 2010 in Wildbad Kreuth stattfand, befasste sich mit der Toleranz, die im Laufe der geschichtlichen Entwicklung einen grundlegenden Bedeutungswandel erfuhr. Ursprünglich hatte der Begriff "Toleranz", also "Duldung", einen eher negativen Beigeschmack. Ein "Fremder" wurde von der einheimischen Bevölkerung geduldet. Seine religiöse Überzeugung, sein Lebensstil und seine Verhaltensweise waren "anders" als die der bodenstämmigen Bevölkerung. Dies änderte sich im Zuge der Besiedlung Nordamerikas. Die Einwanderer, die aus verschiedenen Ländern Europas kamen und verschiedenen Religionen angehörten, bildeten von Anfang an eine "pluralistische Gesellschaft". Alle waren gleichberechtigt. Toleranz wird zur Bedingung eines friedvollen Zusammenlebens in der pluralistischen Gesellschaft. Die innere Begründung dafür, dass alle Menschen die gleiche unantastbare Würde besitzen, setzte sich erst nach der Katastrophe des Zweiten Weltkriegs durch. Der vorliegende Berichtsband umfasst drei Themenbereiche. Der erste ist den Wurzeln der Toleranz und der historischen Entwicklung dieser Wertnorm gewidmet. Der zweite Bereich behandelt die Frage, wie das Christentum und der Islam zur Wertnorm der Toleranz stehen. Disruptive environmental protest has become a hugely controversial issue in the UK, both politically and legally. It is likely to be a wedge issue in the upcoming General Election. Both major political parties are talking tough on the issue, and the government has instituted draconian new laws. The courts, for their part, are permitting ever more 'Mega Persons Unknown injunctions' and imposing increasingly longer prison terms for peaceful – but disruptive – protests. Part of this is an international trend, caused by the indisputable evidence of global warming and the increasingly activist environmental movement. But from a UK practitioner's perspective, it is deeply worrying that there are now a large number of peaceful protesters in the prison system, or facing huge bills for legal costs, or both.

This article is devoted to the analysis of tolerance towards national minorities in Lithuania. The article combines the analysis of the phenomenon of tolerance as a core social value and the analysis of empirical evidence of tolerance in the Lithuanian society. The scientific investigation of empirical situation is based on the secondary analysis of sociological data. Tolerance is one of the social values that are present and protected in modern multicultural democratic societies. Even thought the level of social tolerance varies from country to country and within time periods, Europe remains a perfect example of practices of social tolerance. In general, the level of tolerance is altering and depends on many factors, such as the level of urbanisation, multiculturalism, historical development, the development of the state, etc. In this article, the factors of multiculturalism and urbanisation are analysed in a more precise manner. Lithuania, due to its historical experience and geopolitical situation, is one of the European countries that are multicultural and have a long history of national minorities living in the country. According to the data of sociological research, the majority of the Lithuanian population is tolerant towards national minorities. Even though one third of the population express some kind of negative attitudes towards national minorities, it is necessary to stress that these negative attitudes are almost absent in everyday life of the society.
