The conflict in Syria that started in 2011 has quickly evolved from a local uprising inspired by the events of the so-called "Arab Spring" into a multidimensional and complicated conflict of a civil war character, with many diverse participants and a very significant religious factor apart from political and socioeconomic reasons. Furthermore, the conflict has become internationalized: more and more external parties have gotten involved in it with a view to furthering or safeguarding their own interests. A vast majority of these actors were states (as far as legal entities are concerned). In the context of their activity, operations of non-state entities, such as international organizations, were rather limited and focused on social and humanitarian issues. This also pertains to the North Atlantic Treaty Organization. Evolving from a typical defensive alliance towards a security organization and, since the end of the Cold War, consistently operating outside the area covered by the Treaty (understood as the territories of member states), NATO as an autonomous entity has not taken any consistent, coordinated, or decisive actions during the first years of the Syrian conflict. This is due to both the specific features of this international organization and the determinants of the international environment with their dynamics.

2022 marks the 30th anniversary of the Treaty of Good Neighbourhood, Friendly Relations, and Cooperation between Poland and Ukraine. In the presented article, by applying elements of decision analysis, an attempt was made to explain the decision to conclude the Treaty. First, the decision-making centres in Poland and Ukraine, and their awareness with respect to Polish-Ukrainian relations, were presented as three separate circles: public opinion, political parties, and groups of the most important decision-makers. The decision to sign the treaty was possible thanks to the political and intellectual elites who originated in the former communist-era opposition, both in Poland and Ukraine. Those elites convinced the governing circles to accept their conception of foreign policy. In Poland, this was all the easier because people originating directly from those elites formed part of the decision-making bodies. In Ukraine, however, the foreign policy conception of the dissident circles was internalised by the President. Secondly, using the game theory and assuming the rationality of decision-makers, the decision-making process was reconstructed, understood in the category of interactions between two decision-making centres. The two states aimed to conclude a treaty that would satisfy both parties. It can thus be concluded that they demonstrated a readiness to compromise during the negotiations. It can also be assumed that this readiness was slightly asymmetrical in Poland's favour. Ukraine was willing to sacrifice much more in order for the treaty to be negotiated.

Badaniom poddano trzy kolejne konferencje międzyrządowe, które zakończyły się przyjęciem traktatu amsterdamskiego, traktatu nicejskiego i traktatu konstytucyjnego. Rozdział pierwszy dotyczy istoty, zakresu i uwarunkowań procesu reform traktatowych UE a rozdział drugi odnosi się do stanowisk wybranych państw członkowskich wobec reformy Unii Europejskiej w połowie lat 90. XX wieku. W kolejnych rozdziałach dokonano bardzo szczegółowej analizy procesu negocjacji i zawartości kolejnych traktatów, tj. traktatu amsterdamskiego ("niedokończona reforma"), traktatu nicejskiego ("kompromis w obliczu poszerzenia") i traktatu konstytucyjnego ("nieudana próba określenia finalité politique Unii Europejskiej"). Three successive Intergovernmental Conferences are examined, which resulted in the adoption of the Amsterdam Treaty, the Nice Treaty and the Constitutional Treaty. The first chapter concerns the essence, scope and conditions of the EU treaty reform process, and the second refers to the positions of selected Member States towards the reform of the European Union in the mid-1990s. In the following chapters a very detailed analysis of the negotiation process and the content of successive treaties, i.e. the Treaty of Amsterdam ("an unfinished reform"), the Treaty of Nice ("a compromise in view of enlargement") and the Constitutional Treaty ("an unsuccessful attempt to define the finalité politique of the European Union"), is made. On this basis, the monograph offers a theoretical model of treaty reforms within the European Union.

Upadek Związku Socjalistycznych Republik Radzieckich znacznie zmienił sytuację geopolityczną świata. W wyniku rozpadu powstało piętnaście nowych podmiotów stosunków międzynarodowych. Wraz z demontażem ZSRR powołano do życia Wspólnotę Niepodległych Państw, skupiającą byłe republiki radzieckie. Jedną z płaszczyzn współdziałania w ramach WNP było pogłębianie współpracy na rzecz bezpieczeństwa, dlatego też już 15 maja 1992 roku podpisano Układ o zbiorowym bezpieczeństwie państw sygnatariuszy Wspólnoty Niepodległych Państw. Inicjatywa ta, zinstytucjonalizowana i przekształcona w 2002 roku w Organizację Układu o Bezpieczeństwie Zbiorowym, stanowi istotny komponent bezpieczeństwa tegoż obszaru. ; The fall of the Union of Soviet Socialist Republics as a uniform formation has changed the geopolitical situation of the world, especially the Eurasian area. As a result of the breakdown was founded more than a dozen new international relations. Along with the breakup of the Soviet Union the Commonwealth of Independent States was created, which involve groups the former Republic of post-Soviet. One of the planes, cooperation within the framework of the CIS is to deepen security cooperation, therefore, on 15 May 1992 he signed the collective security of States signatories to the Commonwealth of independent States. The initiative, institutionalized and converted in 2002 year in the Organization of collective security System, which is an important component of the security of that area.

Artykuł analizuje fenomen polityzacji na przykładzie obrazów Europy w politycznym dyskursie Polski w latach 1990–2016. Autorzy wychodzą od fazowego modelu polskiej polityki europejskiej (adaptacja, kontestacja, kooperacja, suwerenizm) i argumentują, że zmiana wewnątrzpolitycznych relacji władzy w Polsce nie jest wystraczającym wyjaśnieniem dla dynamiki faz polskiej polityki europejskiej. Z tego względu analizie poddane są obrazy Europy, z którymi związane są różne potencjały polityzacyjne. Po przedstawieniu konceptualizacji obrazów Europy przeanalizowane zostaną dwa przypadki znajdujące się w fazach konfrontacji i suwerenizmu, które to wykazują duży stopień polaryzacji politycznej: debata o europejskim traktacie konstytucyjnym (2005) oraz polityka wschodnia w trakcie wojny na Ukrainie (2014). Analiza potwierdza, że w przypadku Polski głównymi podmiotami polityzacji pozostają partie polityczne. Poprzez silną polaryzację obrazów Europy na poziomie elit politycznych odzwierciedlane są z jednej strony zróżnicowane nastroje społeczne. Równocześnie, silna polaryzacja powoduje, że nawet w ramach jednej partii politycznej widoczna jest silna dynamika polityzacyjna, a obrazy Europy cechują się wysoką niestabilnością. ; The chapter explores politicisation using the example of the images of Europe within the political discourse of the Third Polish Republic (1990 2016). Based on consecutive phases of Poland's EU politics (adaptation, contestation, cooperation and sovereigntism) the chapter argues that the phases cannot be explained with changing domestic power constellations alone. Therefore, the chapter scrutinizes the dynamics of the images of Europe in Poland, since these images can correlate with varying politicisation potentials. First, the chapter presents the theoretical approach focusing on the concept of the images of Europe. Next, two case studies with a high degree of polarisation are examined, as they can be attributed to the phases of confrontation and sovereigntism: the debate on the European constitutional treaty of 2005 and the Eastern policy in the course of the war in Ukraine in 2014. The case of Poland supports the hypothesis that political parties are the primary agents of politicisation. On the one hand, as a result of high polarisation of the images of Europe diverging political positions within the population can be reflected more visibly at the level of the political elites. On the other hand, polarisation can increase the volatility of the images of Europe even within one party, thus increasing the politicisation dynamics.

Artykuł skupia się na roli Rady Europejskiej w ramach instytucjonalnych Unii Europejskiej, zgodnie z zapisami traktatu lizbońskiego. W tekście wskazano na jej rosnący wpływ, wykraczający poza sformułowania zawarte w Traktacie, oraz na narastającą krytykę, którą stymuluje ta ewolucja. Dokonując przeglądu krytycznych punktów widzenia odnoszących się do roli, jaką sprawuje, w tekście dokonano analizy czynników warunkujących zmiany formuły funkcjonowania urzędu przewodniczącego Rady Europejskiej. Przedstawione zostały istniejące struktury powiązań międzyinstytucjonalnych warunkujące pełnienie przez niego funkcji. W artykule oparto się na założeniu, iż dotychczasowa zasada korelacji zadań oparta na uzupełnianiu kompetencji uległa modyfikacji. Narastanie sytuacji kryzysowej wpłynęło na zaburzenie dotychczasowej równowagi instytucjonalnej, a jednocześnie zbiegło się z procesem zmian kompetencyjnych. ; The article deals with the role of the president of the European Council in the institutional framework of the European Union, as it has been laid down by the Lisbon Treaty. The text indicates its growing influence, beyond the wording of the Treaty, and the growing criticism that this evolution has stimulated. Reviewing the critical points of view relating to his role, the text analyzes the factors that determine changes in the formula for the functioning of the office of the President of the European Council. The existing structures of inter-institutional links that condition the performance of his function were presented. The article is based on the assumption that the current principle of correlation of tasks based on complementing competences has been modified. The worsening of the crisis situation disturbed the existing institutional balance, and at the same time coincided with the process of competence changes. The discussion also considers the proposal of reform of the institutional architecture of the EU.

The article discusses the problem o f the EP's role in the shaping of the CFSP after the changes made in the area o f integration by the Lisbon Treaty. Unlike economic issues, the matters that fall within the scope o f the CFSP are not traditional areas of integration, since they dea with the essence o f sovereignty o f the nation state, which still remains the most important actor of the process of European integration. The dominance o f intergovernmental cooperation mechanisms within the CFSP determines the limited role of the PE in shaping the policy. However, it should be noted that despite its limited treaty competence in the area of foreign and security policy, the EP seeks to play a major role, often going beyond its formal powers. This is due to the fact o f being the only EU institution with democratic legitimacy, and able to influence the European public opinion with a whole range of instruments of influence it has at its disposal. The growing importance o f the EP in the field of CFSP also results from the Lisbon Treaty establishing unified EU external relations, where the EP has significant competence. Further development of the EP's prerogatives in the CFSP is, however, dependent on progress in transforming the EU into a structure of major transnational powers. ; Artykuł porusza problem roli PE w kształtowaniu WPZiB po zmianach dokonanych w tym obszarze integracji przez Traktat Lizboński. Kwestie wchodzące w zakres WPZiB nie należą w przeciwieństwie do zagadnień ekonomicznych do tradycyjnych obszarów integracji, gdyż dotyczą istoty suwerenności państwa narodowego, które ciągle pozostaje najważniejszym aktorem procesu integracji europejskiej. Dominacja międzyrządowych mechanizmów współpracy w ramach WPZiB determinuje ograniczoną rolę PE w kształtowaniu tej polityki. Jednakże należy podkreślić, że PE mimo ograniczonych traktatowych kompetencji w obszarze polityki zagranicznej i bezpieczeństwa stara się w nim odgrywać istotną rolę, często wykraczając poza swoje formalne uprawnienia. Wynika to z faktu bycia jedyną instytucją unijną mającą demokratyczną legitymację i potrafiącą wpływać na kształtowanie europejskiej opinii publicznej dzięki posiadaniu całego spektrum instrumentów oddziaływania. Na wzrost znaczenia PE w dziedzinie WPZiB wpływa również ustanowienie przez Traktat Lizboński jednolitych stosunków zewnętrznych UE, w których to wielu obszarach PE ma istotne kompetencje. Dalszy rozwój prerogatyw PE w dziedzinie WPZiB jest jednak uzależniony od postępów w procesie przekształcania UE w strukturę o większych kompetencjach ponadnarodowych.

System polityczny Unii Europejskiej jest przykładem rządzenia odbywającego się w silnie zróżnicowanym środowisku kulturowym, społecznym i politycznym. Jego rozwój jest nielinearny, a wyznaczenie jego granic okazuje się bardzo trudne lub wręcz niemożliwe. Traktat z Lizbony nie określił w sposób jednoznaczny dalszego kierunku rozwoju UE, a wręcz przyczynił się do pogłębienia złożoności systemowych. W sposób szczególny zjawisko to zarysowało się w obszarze rozwiązań instytucjonalnych, które kumulują wszelkie napięcia i kryzysy pojawiające się w procesie integracji. W wyjątkowy sposób do zwiększenia niespójności w systemie integracyjnym przyczyniła się komasacja zjawisk kryzysowych po 2009 roku. Jednocześnie obserwujemy specyficzne właściwości towarzyszące kształtowaniu się mechanizmów instytucjonalnych, które w odpowiedzi na powtarzające się trudności wykształciły zachowania elastyczne i odpornościowe. Efektem są przeobrażenia systemu instytucjonalnego, które kreują niejednorodne rozwiązania o tendencjach zarówno integrujących, jak i dezintegrujących system. ; The political system of the European Union is an example of governance realised in a highly diversified cultural, social and political environment. Its development is non-linear and determining its boundaries turns out to be very difficult or even impossible. The Treaty of Lisbon did not clearly define the further direction of the EU's development, and even contributed to the deepening of systemic complexities. This phenomenon is particularly visible in the area of institutional solutions that accumulate all tensions and crises that appear in the integration process. The amalgamation of crisis phenomena after 2009 contributed to an exceptional increase in inconsistencies in the integration system. At the same time, we observe specific properties accompanying the shaping of institutional mechanisms, which in response to repeated difficulties have developed flexible and resilient behaviors. The effect is transformations of the institutional system, which create heterogeneous solutions with both integrating and disintegrating tendencies.

Artykuł przedstawia ocenę zmian, jakie zaszły we wspólnej polityce zagranicznej i bezpieczeństwa (WPZiB) Unii Europejskiej w ciągu 5 lat od wejścia w życie Traktatu z Lizbony. Przedstawiono w nim krótką, ale różnorodną historię europejskiej polityki zagranicznej i bezpieczeństwa, mającą swój początek w drugiej połowie XX wieku, czyli po zakończeniu II wojny światowej. Przybliżono także cele i zadania WPZiB Unii Europejskiej już po wejściu w życie Traktatu lizbońskiego, a także problemy, jakie się z tym wiążą. Artykuł zawiera również przemyślenia na temat efektów, jakie są widoczne od Traktatu lizbońskiego w WPZiB oraz porażek, jakie poniosły państwa członkowskie w praktycznym funkcjonowaniu tej dziedziny w strukturach unijnych. Podsumowanie zawiera wnioski dotyczące niewykorzystanych szans, jakie niósł ze sobą Traktat, oraz przemyślenia na temat przyszłości WPZiB Unii Europejskiej. ; The article aims at assessing the changes that occurred in the Common Foreign and Security Policy of the European Union after over 5 years of entering into force of the Lisbon Treaty. The paper begins with a presentation of a short but complicated history of the European foreign and security policy which began in the second half of the 20th century, i.e. after the Second World War. The second part presents goals, objectives and structure of the EU Common Foreign and Security Policy after the entry into force of the Lisbon Treaty and problems which are associated therewith. Then, the complex institutional structure which the European Union CFSP is based on is described. The article also summarizes the effects on the Common Foreign and Security Policy which one can notice after entering into force of the Lisbon Treaty, as well as some failures suffered by the Member States concerning the functioning of this field within the European Union structures. The paper ends with conclusions on the missed opportunities regarding the Treaty and thoughts about the future of the Common Foreign and Security Policy in the European Union.
