University cultural activity: evaluation necessity

The article analyzes the problems of evaluation of cultural activity of modern classical universities. It is emphasized that in the postmodern world this activity requires a triune symbiosis of science, education and culture, which should mutually enrich each other, i.e. it is proved that a new paradigm of university life is needed. The example of the activity of V. N. Karazin Kharkiv National University demonstrates how the desire of a modern university to be not only a center of knowledge and professional education, but also a center of active creative cultural practices is manifested. It is noted that such practices are very diverse, that they differ in their focus, objectives and forms of work. It turns out that due to such diversity there is a need to subordinate these practices to the main goal and determine an integrated assessment of their effectiveness, development and improvement. It is demonstrated that the latest model of evaluation as an interactive, communicative, self-corrected process of evaluating the classical university cultural activities is best suited for the development of the university as a cultural hub. This model is described as contributing to a deeper and more systematic understanding and development of such activities. In this sense, evaluation is seen not so much as a tool for evaluating activities, but as a tool for its development and improvement in changing conditions, i.e. in emergent social contexts. It is argued that in the evaluationary process, in addition to communication, research methods to study and analyze the opinions, positions, proposals, critiques of all actors and beneficiaries of the cultural project should be actively used. As such, sociological surveys, expert assessments, focused group interviews are provided, which provide valuable information about the real state of the project, its strengths and weaknesses, current issues. Conclusions about the status of evaluation in modern educational practices are formulated. Potential directions of further researches of evaluative practices in educational contexts are described.

DEVELOPMENT OF THE TORT LAW SCHOOL IN ST. VOLODYMYR UNIVERSITY – TARAS SHEVCHENKO NATIONAL UNIVERSITY OF KYIV

The paper deals with a research of Tort law school development in St. Volodymyr's University – Taras Shevchenko National University of Kyiv. The purpose of the research is to analyse the development of the Tort law school and to study the main trends and key directions of the development. The author applied lots of different research methods, among which were historical and legal method (for the analysis of the works from the past), analysis and synthesis (for stating the peculiarities of the research approaches in different studies' periods). Also, such methods as philosophy methods (dialectic and hermeneutic), general research methods (systemic and structural-functional), general logic methods (induction and deduction, analogy, abstraction, generalization, formalization, and modelling) were used.
The topic of civil torts was interesting for the researchers from Kyiv University law school any time while the depth of interest and research approaches differed depending on the historical period. Before the revolution of 1917 the researchers mostly looked on the torts as on the type of civil obligation and the reward for damage caused. No one treated the torts from the standpoint of a type of civil liability at that time. The Soviet period of the Tort law School development was characterized by a change of the research vector. The researchers started focusing on civil torts as liability rather than civil obligations. Tort liability is a type of civil liability and the latter is a type of legal liability. That causes a regime when the researchers (some well-known names of that time are: Gennadiy Matveev, Yuriy Matveev, Dina Bobrova, Yaroslavna Shevchenko etc.) mostly analyse civil tort as a civil liability. They focused their attention on the foundations and the conditions of tort liability. Precisely at that time, the theory of "civil wrong compound" as the main foundation of civil liability appeared. Independent Ukraine spawned a new pleiad of researchers whose research interest was civil torts. Modern civil law doctrine started refusing the understanding of civil tort as a type of civil liability. It comes back to the tort as a type of obligation. Moreover, modern researchers look on the tort's issues much wider – through the prism of legal regulation mechanism. Constantly, modern researchers of Taras Shevchenko National University Law School pay great attention to the new topical spheres of torts, particularly to non-pecuniary damage compensation, damage compensation caused by the State and State agencies and product liability together with digital product liability. Üniversite Gençliğinin Kimlik ve Siyaset Algısı:Gümüşhane Üniversitesi Örneğ ; Identity and Politics of University Youth: Gümüşhane University Sample
Bu çalışmada üniversitede okuyan öğrencilerin kimlik ve siyaset algıları ölçülmüştür. Araştırmaya katılanların ,2'si kadın, ,8'i erkektir. Araştırma kapsamında Gümüşhane Üniversitesi'nde farklı bölüm ve sınıflarda okuyan öğrenciler arasından basit tesadüfü örneklem yöntemi kullanılarak belirlenen 233 öğrenciye anket uygulanmıştır. Araştırmanın saha çalışması Aralık 2017'de yapılmıştır. Araştırma tarama modeline uygun şekilde tasarlanmıştır. Araştırmanın amacı, üniversite öğrencilerinin kimlik ve siyaset algılarını tespit etmektir. Bu bağlamda araştırma, üniversite öğrencilerinin kimlik ve siyaset algıları nasıldır?, siyasete katılım düzeyleri nedir?, siyasi-dini-ideolojik olarak ve modern-geleneksel düzlemde hangi kimlikleri kendisine uygun görüyorlar?, vatandaşlığı nasıl tanımlıyorlar? gibi soruların cevaplarını aramaktadır. Araştırmanın sonuçlarından bazıları şöyledir: Katılımcıların çok yüksek bir oranı (,5), modern-gelenek düzleminde, kendilerini biraz modern biraz geleneksel olarak görmektedir. Katılımcıların önemsedikleri ve önceledikleri üç toplumsal aidiyetin/kimliğin Müslüman gibi dini, Türkiye Cumhuriyeti vatandaşı gibi siyasi ve Türk gibi etnik/siyasi aidiyetler olduğu görülmektedir. Araştırmanın bir başka sonucu ise, katılımcıların siyasal katılımlarının daha çok seçimlerde oy verme şeklinde olduğudur. Ayrıca, katılımcıların sivil toplum örgütlerine katılım düzeyi çok düşüktür. Yine katılımcılara göre, Türkiye Cumhuriyeti vatandaşı olmak için, hukuki statü yeterlidir; ancak bir kişinin Türkiye'nin Cumhurbaşkanı olması için ise Müslüman olması gerekmektedir. Araştırma sonuçlarına göre, Türkiye'nin en önemli sorunları arasında öne çıkan ilk üç sorun sırasıyla; terör, adaletsizlik ve eğitim olduğu görülmektedir. ; In this study, the identity and political perceptions of the students studying at university are measured. 54.2% of the participants were female and 45.8% were male. Within this research from the University of Gumushane students studying in different sections and classes using a simple coincidence sampling method was applied to 233 students in the survey. The fieldwork of the research was carried out in December 2017. The research was designed in accordance with the screening model. The aim of this study is to determine the identity and political perceptions of university students. In this context, how is the identity and political perceptions of university students?, What are the levels of political participation?, What identities do they see fit politically, religiously, ideologically and on a modern-traditional level?, How do they define citizenship? are looking for answers to such questions. Some of the results of the survey are as follows: A very high proportion of participants (88.5%) regard themselves as somewhat modern and somewhat traditional on the modern-tradition level. They care about the participants and they preceded the three social belonging / religious identity as Muslims, citizens of the Republic of Turkey as well as political and ethnic Turks as / is observed that political affiliations. Another consequence of the survey is that the political participation of the participants is more like voting in the elections. In addition, the level of participation of NGOs in civil society organizations is very low. According to the participants, to be citizens of the Republic of Turkey, it is sufficient legal status; but for a person to become Turkey's president must be a Muslim. According to the survey, Turkey's most important outstanding issue between the top three issues respectively; terror, injustice and education.

Üniversite çalışanlarının sendikalaşmaya bakış açısı: Kırklareli Üniversitesi örneği ; Perspective of university employees to unionization: The case of Kırklareli University
YÖK Tez: 669591 ; Bu çalışmanın amacı Kırklareli Üniversitesi'nde çalışan akademik ve idari personelin sendikal algı düzeyini ortaya koymaktır. Bu doğrultuda üniversitede çalışanlarının cinsiyet, yaş, eğitim düzeyi, çalışma süresi, kadro türü ve sendika üyelik durumuma göre sendikal algı düzeyi incelenmiştir. Verilerin analizinde non-parametrik testlerden Mann Whitney-U ve Kruskal-Wallis testleri uygulanmıştır. Elde edilen analiz sonuçlarına göre sendikal algı faktörleri arasında yer alan sendikal yeterlilik düzeyinde kadınların erkeklere göre daha yüksek olduğu, bununla birlikte sendika üyesi olan üniversite personelinin sendika üyesi olmayan personele göre sendikal algı (tüm alt boyutları ile birlikte) düzeyi yüksek olduğu tespit edilmiştir. ; The aim of this study is to reveal the perception level with regard to union rights among the academic and the administrative staff at Kirklareli University. To this end, the level of perception with regard to unions rights among the employees of Kirklareli University was examined according to the criteria of gender, age, education level, working period, type of staff and union membership status. In the analysis of the data, non-parametric tests of Mann Whitney-U and Kruskal-Wallis were used. The results of the analysis of the data obtained has two major indications: It has indicated firstly that the proficiency level, one of the factors of the perception level with regard to union rights, is higher among the women staff, and secondly, the level of perception (with all its sub-dimensions) is higher among the participants who are union members vis-à-vis non-union staff of Kirklareli University.
