Since 1990, the date of German reunification, urban development and especially the recovery of inner cities in East Germany has been delayed by several factors including real estate restitution claims, inflexible preservation codes for historic buildings, and the shortage of stores for retailers. This blockade situation has resulted in the quick and intensified development of shopping centres as 'inner city substitutes' on the urban periphery. The combined effect of the factors preventing revitalisation strategies and the newly realised and practised potential for autonomous action by the authorities of smaller municipalities was a severe restriction for the governing capacities of the authorities of the larger cities. in regaining their governance capability city governments are dependent on urban groups joining and supporting public developmental strategies. In accordance with Stone (1993) and Stoker and Mossberger (1994) urban groups active in urban development policy can be described as urban regimes. In Germany three types of regimes can be differentiated. The cities differ with respect to the political strength and the forms of coalition and conflict between different urban regimes. Specific conditions in East Germany have led to a special regime constellation with a powerful 'conservation regime' on the one hand and a vivid 'globalisation regime' on the other hand. This conflicting constellation results in a developmental blockade. The hypothesis is that a third regime type, the 'local alliance', is missing and still has to be created by practices such as city marketing and city management. Only when this regime building process has advanced will new constellations of political coalitions and compromise become possible and be able to reduce governance problems of city government in the long run.

ZusammenfassungDer Beitrag befasst sich mit den exogenen Bestimmungsfaktoren der Koordination raumwirksamer Politiken anhand der vier Agglomerationen von Basel, Bern, Lausanne und Genf. Ein Vergleich von entsprechenden Outcomes zeigt markante Unterschiede zwischen den vier Städten. Nach einer kurzen Kritik der Binnenorientierung gängiger Governance‐Ansätze werden die drei exogenen Erklärungsansätze der politischen Geographie, des Institutionalismus und der politischen Kultur in vier Thesen beschrieben. Deren Exploration weist die Wichtigkeit von Kontextvariablen bei der Untersuchung von Ressourcen‐Regimen aus. So ist eine Abhängigkeit der inhaltlichen Koordination von soziokulturellen, geographischen und historischen Faktoren auszumachen. Dagegen ist der Zusammenhang mit der Einschätzung der institutionalisierten Koordination nicht eindeutig, was die Vermutung nahelegt, dass im Falle der prozeduralen Koordination die endogenen Faktoren stärkere Erklärungskraft besitzen und die Regime Analysis mithin das geeignetere Mittel zu ihrer Untersuchung darstellt.

The reasons for problems in agglomerations can be found in functional & social segregations. Three basic problems need solving, ie, achieving (1) more cooperation between states regarding territorial dimension, (2) an intercessory & coordinate role understanding by official institutions regarding the actor dimension, & (3) more policy dimension coordination between the different policy areas & a stronger role of the planning instance. The formal creation of an agglomeration region is subject to cantonal sovereignty. Adjustments of federal policy are apparent in the intent to grant agglomerations a more prominent position. Further, vertical & horizontal federal & cantonal cooperation panels deal more frequently with questions concerning agglomerations. Against this background, the discussion seeks to clarify how the federal government deals with the new demands of agglomeration policy, what the new tendencies in the cooperation between federation, cantons, & cities are, & what challenges may lie ahead for research & politics. The author concludes that the central urban issue in Switzerland will be the strengthening of the position of the whole Swiss urban system within the European city network. 11 References. E. Sanchez
Der Einzelhandelssektor in Deutschland zeichnet sich, wie auch in anderen Ländern der EU, durch einen Strukturwandel aus, der vorrangig Beschäftigungsformen und räumliche Standortverteilungen berührt. Dieser Strukturwandel hat sich bisher in Deutschland im Vergleich zu anderen EU-Ländern nur in mittlerer Intensität vollzogen: So sind z.B. die Konzentrationsgrade in den skandinavischen Ländern weitaus höher, während sich in den südeuropäischen Ländern bis heute eine kleinteilige und traditionelle Einzelhandelsstruktur konserviert hat. In der Literatur wird bezüglich der Frage nach einer möglichen Konvergenz der europäischen Einzelhandelsstrukturen die Vermutung geäußert, daß europaweit gleiche sektorspezifische Handlungslogiken, insbesondere vergleichbare Expansions- und Internationalisierungsstrategien großer Einzelhandelsunternehmen, existieren. In Folge dessen wird eine Angleichung der nationalen und stadtregionalen Einzelhandelsstrukturen in der EU erwartet. Entsprechend der Logik dieses Ansatzes erhalten national- und kommunal-spezifische Faktoren Bedeutung für die Erklärung bestehender Strukturunterschiede zwischen den Ländern, verlieren diese aber vermeintlich für die Ausbildung künftiger Raum- und Beschäftigungsstrukturen des (stadtregionalen) Einzelhandels. In den europäischen Ländern gibt es jedoch eine lange Tradition der lokalen Regulierung vor allem der räumlichen Versorgungsstrukturen, die auch den Kommunen Einflußmöglichkeiten auf die Gestaltung von Raum- und Beschäftigungsstrukturen eröffnet. Da wesentliche Wettbewerbsparameter konsumnaher Dienstleistungen, wie z.B. der mikroräumliche Standort, in Aushandlungsprozessen auf lokaler Ebene festgelegt werden, haben vermutlich die lokalen Regulationssysteme, d.h. die wechselseitigen Verflechtungen zwischen institutionellen Arrangements und sektorrelevanten Akteuren, einen signifikanten Einfluß auf Verlauf und Intensität des Strukturwandels im Einzelhandel. Die Einwirkungsmöglichkeiten der lokalen Regulationssysteme sollen in diesem Papier beispielhaft am Bebauungsplanverfahren in Berlin erörtert werden. Zur Analyse dieses politikfeldspezifischen Regulationsregimes wird hier der neoinstitutionalistisch fundierte Ansatz der Urbanen Regime vorgestellt Seine Leistungsfähigkeit soll im Rahmen des von der Deutschen Forschungsgemeinschaft geförderten Forschungsprojekts zum 'Strukturwandel im großstädtischen Einzelhandel: ein Vergleich zwischen Berlin, London und Mailand' überprüft werden. Mailand erstellt (Potz 2002). ; The retail industry in Germany is characterised, like in other EU countries, by a structural transformation affecting first of all forms of occupation and the spatial distribution of outlets. Comparing the intensity of this structural change in the EU countries, Germany keeps a middle-ranking position: The level of concentration in the Scandinavian countries, for instance, is much higher whereas in the Southern European countries a small scale and traditional retail structure has largely been preserved. In the literature it is assumed that a convergence of European retail structures is determined by the same sector-specific logic of action, including especially comparable expansion and internationalisation strategies of the big retail enterprises. As a result, the convergence of metropolitan retail structures in the EU is expected. According to this approach, specific factors at a national and a local level gain importance for the explanation of existing structural differences between the countries, but supposedly loose importance for the development of future spatial and occupation structures in the (metropolitan) retail trade. However, in the European countries there is a long tradition of local regulation of land use, strengthening the influence of the municipalities on spatial and occupation structures. As essential parameters of competition of consumer-oriented services, for instance the micro-spatial location, are determined in bargaining processes at the local level, local regulation systems, i.e. the interconnections between institutional arrangements and relevant actors of the sector, presumably have a significant influence on the direction and intensity of the structural change in the retail trade. This paper discusses the influence of the local regulation systems with the help of the example of the urban land-use planning procedure in Berlin. For the analysis of the regulation regime specific for this policy field (in this policy field) the neo-institutionalist approach of 'urban regimes' is introduced. Its viability will be tested in the research project on 'Structural change in the metropolitan retail trade: a comparison between Berlin, London, and Milan' funded by the Deutsche Forschungsgemeinschaft. Parallel to this publication, a discussion paper on the governance structures of the retail industry in Italy, notably in Milan, has been published by Petra Potz (Potz 2002).
Alle nachkolonialen Regierungen und Regimes in Madagaskar entzogen sich der freien Wahlentscheidung, der Einflussnahme und der Kontrolle der Gesellschaft. Seit Ende der 80er Jahre befindet sich Madagaskar in einem Prozess der politischen Demokratisierung, der neue Perspektiven der gesellschaftlichen Entwicklung und Partizipation eröffnet. Ziel der vorliegenden Arbeit ist die Analyse des Demokratisierungsprozesses in Bezug auf dessen Bedingungen, Ursachen, Verlauf und Ausgang, auf die in ihm agierenden sozialen und politischen Akteure und auf die Blockadeversuche des alten Regimes sowie auf die Perspektiven der Demokratie und der bäuerlichen Partizipation, deren Realisierungschancen erst im Rahmen der Demokratisierung bestehen. Dazu wurden empirische Untersuchungen in Form von Interviews und teilnehmenden Beobachtungen im Rahmen eines Madagaskar-Aufenthaltes Mitte 1995 durchgeführt. Die Ergebnisse der Studie lassen sich wie folgt zusammenfassen: Die Demokratisierung vollzieht sich in Madagaskar unter sehr ungünstigen kulturellen, sozialstrukturellen und -ökonomischen Bedingungen. Das alte Regime ließ kaum Handlungsspielräume für oppositionelle Aktivitäten und gesellschaftliche Selbstorganisation zu und stabilisierte sich durch Repression. Der Demokratisierungsprozess wurde hauptsächlich durch interne Faktoren verursacht. Er wurde durch Liberalisierer aus dem gespaltenen Regimelager und durch den ökumenischen Kirchenbund initiiert. Städtische gesellschaftliche Gruppen mit Mittelschichtcharakter erzwangen die Ablösung des alten Regimes. Am Ende des Regimeablösungsprozesses konnten sich einige wenige politische Akteure im Rahmen der Verhandlungen und einer zwischen ihnen vereinbarten Konvention durchsetzen. Die Ethnizitätspolitisierung gehörte zur Machterhaltungsstrategie des alten Regimes. Es zeigt sich eine intensive Nutzung von negativen Erfahrungen aus der madagassischen Geschichte durch die agierenden politischen und sozialen Akteure. Zudem griffen diese auf demokratiehemmende madagassische soziokulturelle Elemente zurück. Die Gründung neuer Institutionen erfolgte über das Nationale Forum und durch Wahlen im Rahmen einer formellen Transitionszeit. Das neue formal demokratische Regime unter der Präsidentschaft Zafys war durch uneffiziente Regierungsführung und geringe Problemlösungsfähigkeit der neuen Institutionen und regierenden politischen Akteure gekennzeichnet. Es hat die Chance verspielt, Partizipationsstrukturen für gesellschaftliche Gruppen und Akteure aufzubauen und die angeschlagene Wirtschaft wieder zu stabilisieren und in Schwung zu bringen, was für die Demokratie-Konsolidierung in Madagaskar unabdingbar ist. Die Aussichten dafür haben sich mit der Wiedereinführung des Präsidialsystems angesichts der damit in Madagaskar gemachten negativen Erfahrungen eher verschlechtert. Die Implementierung "von oben" der Programme zum Aufbau von Partizipationsstrukturen "für" die bäuerliche Bevölkerung erfolgte ohne deren reale Partizipations- und Selbstorganisationsmöglichkeit und gehörte zur Etablierungs- und Stabilisierungsstrategie der neuen Herrschaftselite. ; Democratisation and perspectives for the peasant participation in Madagascar All of the post-colonial governments and regimes in Madagascar avoid democratic elections, thus evading the exertion of influence and control by the society. Since the end of the eighties, Madagascar has followed a political democratisation process opening new perspectives for development and participation. The aim of this study is to analyse the democratisation process with regard to its conditions, causes, course and outcomes, the social and political actors involved in this process, the ancient regime's attempt to block the democratisation, as well as the perspectives of the democracy and the peasant participation which could have only been possible if a democratic system were established. For this, an empirical study was carried in the form of interviews and participative observation during a stay in Madagascar in the middle of 1995. The results of the study can be summed up as following: In Madagascar, the democratisation process is taking place under extremely unfavourable social, cultural and economic conditions. The ancient regime made use of suppression to stabilize itself and barely allowed room for oppositional activities and self-organization by the society. The democratisation process came as the result of internal factors and had been initiated by the ecumenical church federation as well as by break-away reformers from the camp of the ancient regime. Urban social groups of a middle-class nature forced the dissolution of the ancient regime. Only a few political actors could assert themselves at the end of the dissolution process within the framework of an agreed-upon convention and negotiations. The politicisation of the ethnicity belonged to the strategies of the ancient regime to hold onto power. This shows the intense usage of negative experiences from the Malagasy History by political and social actors. Furthermore, they fell back on Malagasy socio-cultural elements inhibiting the democratisation process. The establishment of new institutions occurred through the "Forum National", as well as through elections within a formal transition period. The new formal democratic regime under President Zafy was characterised by an inefficient governance and an inability in solving problems by the new institutions and the governing political actors. It missed the chance to establish participative structures for social groups and actors. They also failed to stabilize and energize the extremely weakened economy, factors which are inalienable for the consolidation of democracy in Madagascar. The prospects for the democracy have been deteriorated by the reintroduction of the presidential system and the negative results the Malagasy have experienced with it. Programmes have been implemented "from above" in order to establish participative structures "for" the peasant population without really giving them a chance to organize themselves and take part in the process, one of the strategies of the new political elite used to establish and stabilize their rule.
