Main description: Segregation und Exklusion als Folgen einer ungleichzeitigen Stadtentwicklung werfen die neue soziale Frage auf, mit der die Notwendigkeit der Einführung neuer rechtlicher Instrumente zur Sicherung der Steuerungsfähigkeit von Urbanisierungsprozessen einhergeht. Verena Bärenbrinker führt die in der juristischen und politischen Diskussion überaus prominenten, durchaus aber auch umstrittenen Begriffe "Nachhaltigkeit" und "Governance" im Rahmen einer Analyse der als Reaktion auf urbane Fragmentierungstendenzen eingeführten städtebaulichen Instrumente des Stadtumbaus, der Sozialen Stadt und der privaten Initiativen zur Stadtentwicklung zusammen. Sie zeichnet die Entwicklung des Leitbildes der Nachhaltigkeit im internationalen, europäischen, nationalen und lokalen Mehrebenensystem nach, bevor sie in einem nächsten Schritt das Governance-Konzept ausdifferenziert. Hierbei liegt ein Schwerpunkt auf der Rezeption des Governance-Begriffs in der Staats- und Verwaltungslehre. Die Ansätze der nachhaltigen Entwicklung und der Urban Governance werden anhand einer Analyse der jeweils spezifischen Regelungsstrukturen der städtebaulichen Instrumente der §§ 171a ff. BauGB in einer praxisbezogenen Darstellung zusammengeführt. Verena Bärenbrinker zeigt auf, inwiefern und inwieweit eine nachhaltige Stadtentwicklung durch die Implementierung von Urban Governance-Strukturen gewährleistet werden kann und entwirft zugleich ein Leitbild einer gestaltungswilligen und gestaltungsfähigen Gesellschaft.
