The inadequacy of traditional instruments of town and country planning (through lack of research and development investments) is obvious. Based on the positivism of the 19th century, these disciplines continue to seek support from principles of separate activities and the possibility of regulatory plans. However, metropoles are systems that are permanently in motion, movements that can lend themselves to mathematical models and planning. 'Perpetual incompletion' should thus be parallel to research in means of intervention and training. The so-called 'explosive' urbanization should not be regarded as incontrollable. Discussed are: the inaccessibility of sites, knowledge and water; developing maritime sites; reconciling urbanization and agriculture; the identity of metropoles and geography. This dissertation studies urbanization and city growth in China. It is composed of tow parts. The first part begins with a review of theoretic models of urbanization in development economics, and then describes stylised facts of China's urbanization process. Problems of urban population measures, the unique industrialization strategies as well as institutional changes that determine urban growth are examined. The second part studies the link between city growth and agglomeration economies. The concept of agglomeration economies is clarified before we carry out empirical tests with a panel of about 150 Chinese cities in the 1990s. Then, the evolution of China's city size distribution is examined using different analysis approaches such as Zipf's law, Markov transition matrix. Finally, we estimate the determinants of city growth in the 1990s. Our finding suggests that urbanization process had been delayed in China, due to particular strategies of industrialisation (heavy industry bias before the reforms and rural industrialization after the reforms) and incomplete features of factor markets (labour and land); in particular, restrictive policies make that cities are not large enough to exploit gains related to agglomeration economies. With the deepening of its economic reforms, China would continue its structural transition from rural to urban society, and urban growth would be one of the driving forces of China's economic growth. Policies aimed at promoting urbanization and growth should consist in relaxing the restrictions on city size, establishing complete product and factor market, and improving urban governance, especially the provision of urban infrastructures. ; Cette thèse étudie l'urbanisation et la croissance des villes en Chine. Elle est composée de deux parties : la première partie est consacrée à une revue des modèles théoriques d'urbanisation et à une description de l'urbanisation de la Chine. Le problème de la mesure de la population urbaine, des changements institutionnels ainsi que des spécificités du processus d'urbanisation chinois sont étudiés. La deuxième partie relie la croissance économique urbaine aux économies d'agglomération, et étudie les caractéristiques de la croissance récente de la population des villes. Le concept théorique d'économie agglomération est clarifié avant de procéder à des tests empiriques sur une base de données d'environ 150 villes chinoises pendant la décennie 1990. En suite, nous examinons l'évolution de la distribution de la taille des villes par différents instruments d'analyse. Enfin, nous estimons les déterminants de la croissance urbaine durant la période 1990-2000. Notre étude suggère que la Chine a connu un retard de l'urbanisation dû aux stratégies d'industrialisation particulières (biais de l'industrie lourde avant les réformes et industrialisation rurale après les réformes) et au caractère incomplet des marchés des facteurs de production (le travail et la terre, entre autres) ; les villes ne sont pas assez grandes pour exploiter les économies d'agglomération. Avec l'approfondissement des réformes économiques, la Chine doit poursuivre cette transformation structurelle rurale/urbaine car le développement de l'économie urbaine va constituer l'un des moteurs de la croissance économique du pays. Les politiques destinées à promouvoir l'urbanisation doivent consister à améliorer les institutions sur les marchés des facteurs de production, et à relâcher les restrictions sur la taille des villes.
Migration is a phenomenon stemming from wealth inequalities within inhabited areas. It goes hand in hand with human life. This phenomenon has witnessed such a growth that the notion of autochthony is increasingly blurred in big cities, especially in African cities. If in Côte d' Ivoire, we still identify Adzopé, Bonoua, and Ferké etc. respectively as Attie, Aboure and Senufo's cities, this is not the case of Abidjan, where the Aboriginal concept seems to escape Ebrié people who tend to merge with migrants. The migration flow is so important that its population has increased from 300,000 in 1950 to more than 2,877,948 inhabitants with only 98,285 inhabitants for Ebrié Aboriginal people (NIS, 1998). Representing 3.41% of the total population of Abidjan, this people has become a minority people in a modern world where competition is the rule. The disproportionate extension of the metropolis has a real impact on this people which now seem disarmed.

Our investigation is a study of the process of spatial creation and uncontrolled development of the city of Kinshasa, in the hills of the West and of the Southwest. This research has attempted to analyze the challenges and opportunities for planning and urban development. We focused on the issue of the invasion of open spaces and interstices to cables in planned cities and its environmental and socio-economic consequences. Based on our analysis, we concluded that urban policies suffer from a lack of coherent organizing space. Management of urbanization includes controlling land which could constrain spatial expansion, characterized by the paradigm of ecological marginalization. This is one of the main ways to tame urban growth and give neighborhoods as well as the city of Kinshasa the desired physiognomy. ; Notre investigation est une étude du processus de la création spatiale non maîtrisée et du développement de la ville de Kinshasa dans les collines de l'Ouest et du Sud-ouest. Le présent article se situe à la croisée des deux thématiques: celle de la maitrise d'urbanisation et celle de la gouvernance environnementale, dans les sites urbanisés autour des industries gazières à risques majeurs. Notre choix s'est porté sur la ville de Hassi R'melAlgerie, située au sud algérien (520 Km au sud de la capitale) et abritant l'un des plus grands gisements gaziers du monde. Nous nous intéressons à mettre en lumière les stratégies de maitrise d'urbanisation à travers le processus d'exurbanisation en tant que projet pilote de la politique environnementale algérienne, en mettant l'accent sur le projet de relogement faisant parti des dix enjeux de l'exurbanisation et représentant le facteur premier de réussite ou d'échec de ce processus. Nous avons privilégié une approche comparative à la fois temporelle et spatiale basée sur le questionnaire et l'entretien directif. Nous avons ciblé un échantillon de 160 ménages résidents du bidonville de Hassi R'mel avant exurbanisation et 120 ménages parmi eux relogés dans la ville nouvelle de Bellil. Cette enquête a été complétée par des entretiens de type semi directif menés auprès de 22 acteurs locaux de l'opération urbaine. En analysant leurs réponses ainsi que les statistiques officielles, les résultats obtenus montrent une forte inadéquation de ces nouveaux lieux de résidence aux aspirations et au mode de vie des ménages notamment sur les plans socioculturel, spatial et environnemental.

They always have to renew themselves in order to meet the needs of the population. Year after year, politics became aware of the environment and the balance to maintain between it and Man. The idea of sustainable development was elaborated to explain a balance and permanent development between Man and environment. Because of the cities importance on the planet, the raise of urban sustainable development has a bigger effect on the environment. The idea of sustainable development was applied locally by eco-neighborhoud. At the same time, brownfields have represent opportunities to renew cities by the planning agents. The study of the city development process and the analyze of the urban dynamics allow to understand how the regeneration of brownfields into eco-neighborhood reflect the urban dynamisms of sustainability. ; Les villes ont connu d'importantes mutations depuis le début du XXe siècle en raison notamment de la mondialisation, de l'augmentation de la population et de la crise écologique. La notion de développement durable s'est alors développée pour caractériser un développement équilibré et pérenne entre l'Homme et l'Environnement. Le développement durable au sein des villes permettrait, en raison de leur importance, d'avoir des conséquences plus importantes sur l'environnement. Celui-ci s'est appliqué à l'échelle locale par l'émergence d'écoquartiers. En parallèle, le développement des friches industrielles a représenté des opportunités pour le renouvellement de la ville par les acteurs du développement du territoire. L'étude du processus d'évolution urbaine couplée avec l'analyse des dynamiques engendrées par la requalification des friches industrielles en écoquartiers permet de comprendre en quoi la requalification d'une friche industrielle en écoquartier est le reflet d'une dynamique urbaine qui se veut durable.
