Decisión theory has become an indispensable tool in economics, psychology, political science, sociology and philosophy. However, in spite of its pervasive influence, it is not yet well known among social scientist. In this paper, I present the basics of decisión theory first of all. Then, after explaining the use of some decisión criteria under uncertainty, I discuss the normative properties and the limits of the subjetive expected utility theory (SEU). The limits of SEU models lead US to explore ntw approaches in decisión theory based on Herbert Simon's concept of bounded rationality, such as adaptive decision-maker models and the theory of ecological rationality. ; Peer reviewed

Esta investigación de tipo documental tiene como objetivo principal delinear de una manera descriptiva la estructura actual del sistema de seguridad social en Venezuela. Asimismo, contrasta la Ley Orgánica del Sistema de Seguridad Social con la teoría del servicio público relacionada íntimamente con el derecho administrativo, macro teoría que sirve de referencia conceptual para el análisis de la prestación de la seguridad social como servicio público por parte del Estado venezolano. Una vez que se realiza el diálogo con los autores citados, en las consideraciones finales logran destacarse dos ideas fundamentales, la primera se relaciona con la naturaleza jurídica de la actividad estatal que materializa los actos administrativos que conforman la prestación de la seguridad social y, la segunda la característica nominativa de algunas leyes venezolanas que imposibilitan al ciudadano de acceder a la justicia de manera directa, por cuanto no se han desarrollado los canales legales necesarios para hacerlo. ; This documentary research aims at describing the current social security system structure in Venezuela. Also, a comparison between the Organic Law of Social Security System and the utility theory, closely linked to administrative law, is made. This macro theory provides a conceptual reference for analyzing the social security benefits as a public service. Once the discussion among the authors is given, two main ideas appear in the final considerations, the first one is related to the legal nature of the governmental activity that involves administrative acts which include the social security benefits, and the second one is related to a distinctive nominative of some Venezuelan laws that do not allow citizens to reach justice directly, since no legal means have been defined. ; 54-74 ; frankrivas@ula.ve

Por medio de un análisis crítico e comparativo de los tratados sobre lógica (The Principles of Science) y economía (Theory of Political Ecoonomy), este trabajo tiene como objetivo realizar una lectura del pensamiento de W.S Jevons a partir de su definición de lógica inductiva y de su aplicación en economía tomando como base el principio de la utilidad. El objetivo de Jevons es llevar la economía a la condición de ciencia a través de una aplicación de la lógica inductiva que se encuentra en su trabajo sobre el método científico (The Principles of Science). Dentro de esta propuesta, el principio de la utilidad puede ser concebido como una hipótesis sobre el comportamiento individual apto para verificación empírica. ; This paper in based on a critical and comparative analysis done over the logic treaty (Principles of Science) and economic treaty (Theory of political Economy), which objective is to analyze W.S Jevons thoughts on his definition on inductive logic and its application in economics, taking as base the profit principle. Jevons objective is to analyze economics as a science under the proposed inductive logic methodology included in his scientific method treaty (Principles of Science). In the last years, one can find a renewed interest in the citizen´s assessment of local services. This article examines the possibility of applying the so called intentional paradigm to this field. The paradigm is based on the theory of reasoned action and it links service evaluation to the citizen´s political intention within the same explanatory mechanism. nevertheless, this mechanism has been formulated in two rival versions, "satisfaction" and "service value". The purpose of this paper is to determine which of these models works better in the assessment of local services. Using empirical data collected in nine cities from the east of spain, a secondary analysis was applied using structural equation models in order to find out the most plausible mechanism (utility versus wellbeing) that explains the formation of favorable attitudes towards local entities. ; Encontramos, en los últimos años, un renovado interés por la evaluación ciudadana de los servicios locales. el artículo examina las posibilidades de la aplicación del paradigma intencional en este campo. el paradigma, basado en la teoría de la acción razonada, vincula en un mismo mecanismo explicativo, la evaluación de los servicios con la intención política del ciudadano. sin embargo, este mecanismo ha sido formulado en dos versiones rivales, la satisfacción y el valor del servicio. el propósito del artículo es determinar cuál de los dos modelos funciona en la evaluación de los servicios locales. sobre los datos empíricos obtenidos de una investigación en nueve ciudades del levante español, se ha operado un análisis secundario utilizando modelos de ecuaciones estructurales para determinar el mecanismo más verosímil (utilidad del servicio o bienestar) que explica la formación de actitudes favorables hacia las entidades locales públicas.

Here is briefly stated the Theory of Justice elaborated by Rawls, first on a moral basis, and then (in the so-called second Rawls) the Theory of Justice from a political perspective, with which Rawls tries to justify also the existence of the State, through a Social Contract. The first criticisms to this theory are then analyzed. The thesis is held that Convenience is turned into Utility, without wanting this conversion, in Rawls´ theory, and Utility is converted into a synonym for Justice. This conception is criticized due to the fact that choice made by the majority, for the Convenience of the majority, does not make Law fair. Besides, notice is given to the idea of Equality considered, without much-ado, as synonym for Social Justice, requires a profound reflection. There is, then, an analysis of the basis of the Rawlsian Idea of Justice inasmuch as it seems to identify with the idea of General Utility and distorting the self-same idea of Justice. ; Se presenta aquí brevemente la teoría de la justicia elaborada por Rawls, primeramente sobre una base moral, y luego (en el llamado segundo Rawls) la teoría de justicia desde una perspectiva política, con la que Rawls intenta justificar también la existencia del Estado, mediante un contrato social. Se analizan después las primeras críticas realizadas a su teoría. Se sostiene la tesis de que la conveniencia se convierte, sin desearlo, en utilidad, en Rawls, y ésta se convierte en sinónimo de justicia. Se critica esta concepción dado que la elección hecha por la mayoría, para la conveniencia de la mayoría, no hace a una ley justa. Se advierte, además, que la idea de la igualdad considerada, sin más, sinónimo de justicia social, requiere una profunda reflexión. Se realiza, pues, un análisis de los presupuestos de la idea de justicia rawlsiana en cuanto parece identificarse con la idea de utilidad general y distorsionándose la misma idea de justicia.

La teoría de la decisión se ha convertido en una herramienta de trabajo indispensable en disciplinas tan variadas como la economía, la psicología, la ciencia política, la sociología o la filosofía. No obstante, sigue siendo una gran desconocida para muchos científicos sociales pese a su gran influencia. En este trabajo se presentan primero los elementos básicos de la teoría de la decisión para centrarse después en la teoría de la decisión en situaciones de incertidumbre. Así, tras explicar algunos criterios clásicos de decisión bajo incertidumbre, discuto el modelo normativo de la utilidad subjetiva esperada (SEU). Las limitaciones de esta teoría nos llevan a los modelos descriptivos más recientes que se apoyan en la teoría de la racionalidad limitada de Herbert Simón, como el modelo del decisor adaptativo o la teoría de la racionalidad ecológica.Decisión theory has become an indispensable tool in economics, psychology, political science, sociology and philosophy. The current documents attempts to establish the possible presence of the "Mohring" effect on the Pumakatari mass transport system created by the Municipal Government of La Paz on 2014. It begins estimating the utility function, as established on the theory of discreet elections and McFadden's theory of random utility (1974) , which incorporates differences on the trip costs , times and wait times as well as the socio economical characteristics of an user group. As a result, three Probit models are estimated with two alternatives Pumakatari Bus and other transport.

Con frecuencia la teoría política trata a la familia como algo dado, un hecho incuestionable de la vida social. Sin embargo, y especialmente en el marco del liberalismo político, vale la pena plantear la pregunta por su justificación. En el presente trabajo analizo la teoría de la justicia de John Rawls buscando reconstruir no sólo lo que efectivamente dice sobre esta cuestión sino también el potencial que encierra para darle una respuesta más contundente. El autor de Teoría de la justicia parece suscribir una explicación puramente instrumental del valor de la familia, centrada en su utilidad para la reproducción y estabilidad de una sociedad bien ordenada. Sin embargo, como intento argumentar, aunque Rawls no explora esta alternativa, una aplicación consecuente del "primer principio", que pauta la distribución de libertades y derechos básicos de los individuos, abre el camino para una justificación normativa más concluyente. ; Very often, political theory treats the family as a social given. Nevertheless, and particularly within a liberal frame, it is worth posing the question of its justification. In this paper I turn to John Rawls´s theory of justice to reconstruct not only what it explicitly says on the subject, but also its undeveloped potential to provide more robust answers. Rawls seems to endorse a purely instrumental justification of the family, which focuses on its utility for the reproduction and stability of a well-ordered society. However, as I shall argue, although in Rawls this strategy is barely hinted at, a consistent application of the "first principle" of justice, which governs the distribution of individual liberties and rights, provides foundations for a more conclusive normative justification. ; Fil: Udi, Juliana. This article tries to study the evolution of the place and significance of the term "fiction" in Bentham's critical strategy against English law. If, in an initial phase, Bentham uses fictions to bring to light mystification operating in English law, he then attacks the theories that sought to justify and ground political society and law. Bentham proposes a foundation justified with the help of the principle of utility, which he presents as a "fundamental axiom" that needs no proof. Paradoxically, his argumentation, taken as a whole, becomes intrinsically problematical on recognizing the inevitable linguistic necessity of fictions and the fictitious character of utility: every legal discourse will, in consequence, invoke the fictions that it previously criticised. He must therefore refine his theory of fictions and construct its positivity with the aim of drawing up a legal discourse that satisfies the demands of his theory of law. ; Este artículo se propone estudiar la evolución del lugar y del significado del término "ficción" en la estrategia crítica de Bentham frente al derecho inglés. Si, en una primera fase, Bentham utiliza las ficciones para sacar a la luz los procesos de mixtificación que operan en el derecho inglés, atacando de este modo a las teorías que quieren proponer una justificación y un fundamento a la sociedad política y al derecho. Bentham pretende proponer un fundamento justificado con ayuda del principio de utilidad, al que presenta como un "axioma fundamental" que no necesita ninguna prueba. Paradójicamente, el conjunto de su argumentación llega a ser intrínsecamente problemática, al reconocer la inevitable necesidad lingü.stica de las ficciones y el carácter ficticio de la utilidad: todo discurso jurídico invocará en consecuencia las ficciones que criticó anteriormente. During the last decades of the nineteenth century, a group of economists set up what is known as the "marginalist revolu­tion". It challenged the labour value the­ory and developed the subjective theory of value. This theory had a decisive influ­ence in the development of methodologi­cal individualism, a dominant approach in the sociology of knowledge throughout the twentieth century in western coun­tries. The theory of marginal utility en­couraged the invisibility of labour forces at the aegis of the expanding speculative capitalism. It also brought about the so called neoliberal globalization, which is currently reinforced and updated by the new enterprise culture which brings together politicians, managers and ambi­tious bankers. ; En el último tercio del siglo XIX, un grupo de economistas universitarios inició la denominada revolución marginalista en economía. Cuestionaron la teoría del valor trabajo y elaboraron la teoría subjetiva del valor que ejerció un fuerte influjo en el desarrollo del individualismo metodológico, dominante en la sociología occidental del siglo XX. La teoría de la utilidad marginal acentuó la invisibilidad del trabajador bajo el manto de seda del nuevo capitalismo especulativo en expansión, pero propició también la llamada globalización neoliberal, reforzada ahora por la nueva cultura de la empresa, en la que se dan cita políticos, empresarios, y banqueros ambiciosos.

Actualmente, las ciencias sociales y las humanidades están plagadas de diversos conceptos, locuciones, léxicos, modismos y eslóganes que pretenden reformular la manera en que los académicos reflexionan sobre lo "global" y su relación con lo "local" —ámbito que ha sido igualmente reconceptualizado—. La utilidad de estos conceptos y marcos no reside en su capacidad de representarlo todo para el conjunto de los académicos, sino en que permiten destacar las nuevas estructuras emergentes en la política global, realzar la manera en que dichas estructuras son creadas y en qué sentido son responsables de las nuevas redes de actores, así como subrayar el desarrollo de nuevos discursos y prácticas que rompen y engranan lo local y lo global. Este texto analiza la tendencia en la teoría de las Relaciones Internacionales a conjugar estado, autoridad y territorio. En la medida en que esta unión dificulta la comprensión de la complejidad de las relaciones y de los procesos globales, es necesario prestar atención a las contribuciones recientes que disocian dichos conceptos y que generan nuevas formas de comprender la organización y la práctica de la política global, y analizar especialmente el concepto de autoridad ; The social sciences and the humanities are presently littered with various concepts, phrases, vocabularies, idioms, and slogans that are intended to resituate how scholars think about the "global" and its relationship to a reconceptualized "local". The utility of these concepts and frameworks is to be found not in their ability to be all things to all scholars, but rather in their capacity to highlight newly emergent structures in global politics, how those structures are created by and are responsible for new networks of actors, and the development of new discourses and practices that collapse and telescope the local and the global. This text explores the tendency of International Relations to collapse state, authority and territory. As far as that bundling makes it more difficult to understand complex global relationships and processes, it is necessary to pay attention to the recent contributions that unbundle these concepts generating new insights into the organization and practice of global politics, and specially to analyze the authority concept.

Since 1990, governments have put more emphasis on evaluation of regional and local policies, programmes and plans. However, evaluations results have been scarcely used and only limited lessons can be drawn from them. As a consequence, their capacity to produce and facilitate the accumulation of knowledge and learning has been restricted. The objective of this article is to summarise the problems and limitations of the current approach to evaluating these policies (mainly value for money studies) and to explore the potential of new approaches, such as theory-based evaluation. Theory-based approach provide us with a framework that allow the estimation of policy effects, but at the same time, it will help us comprehend how, when and why this policy leads to the observed effects being produced, identifying the cause and effects mechanisms that are behind policy implementation. This information is essential to increase the utility of the evaluation and improve the effectiveness of the regional policies. ; Desde 1990, los gobiernos han puesto más énfasis en la evaluación de políticas, programas y planes regionales y locales. Sin embargo, los resultados de las evaluaciones se han utilizado escasamente y de ellos solo se pueden extraer lecciones limitadas. Como consecuencia, su capacidad para producir y facilitar la acumulación de conocimiento y aprendizaje ha sido restringida. El objetivo de este artículo es resumir los problemas y limitaciones del enfoque actual para evaluar estas políticas (principalmente estudios de valor por dinero) y explorar el potencial de nuevos enfoques, como la evaluación basada en la teoría. El enfoque basado en la teoría nos proporciona un marco que permite la estimación de los efectos de las políticas, pero al mismo tiempo, nos ayudará a comprender cómo, cuándo y por qué esta política lleva a que se produzcan los efectos observados, identificando los mecanismos de causa y efecto que están detrás de la implementación de la política. Esta información es esencial para aumentar la utilidad de la evaluación y mejorar la efectividad de las políticas regionales.

This paper compares two normative theories of education in Chile, one centered in the republican tradition, mainly in the XIX and partly in the XXth century, and the other imposed by the military dictatorship and who uses the market freedom and the market efficiency as justificatory devices. The republican theory argues in favor of a central role of the state in the design of a public, universal, obligatory and tuitionless educational system, understood as essential to the formation of citizens in common and to the construction of an egalitarian society. One can think of education, in this perspective, as a common property, a public good of which nobody can, in principle be excluded.To the market theory, education is conceived as a consumer good –or, in another version, as an investment– who means high rates of return to individual users and for that reason must be paid by them. From another perspective, a private system of education is justified in terms of the freedom to offer educational goods in the market, and the freedom to choose this goods by theconsumers.In Chile an educational system very similar to the republican one, has existed till 1973. This system has had a relatively peaceful coexistence with private education in all levels. In current discussions on education, this mixed system is considered a good thing. The paper argues that this coexistence is no more possible with the actual market model who seeks to exclude any other system, which is incompatible with a strong public system of high quality and who points therefore to the destatisation of all education. ; En este artículo se comparan dos teorías normativas sobre la educación en Chile, durante los siglos XIX y XX, la teoría que sustenta la educación en la idea de república, fundamentalmente en el siglo XIX, y el modelo que impone el régimen de Pinochet que recurre a la utilidad y la libertad de mercado como conceptos justificatorios. Este artículo estudia la contribución de la experiencia bélica israelí a la teoría general del poder militar aéreo. El artículo comienza planteando un breve marco teórico con dos visiones sobre la utilidad estratégica del poder aéreo. La primera visión es la de 'primacía'. Esta corriente considera que el poder militar aéreo es capaz de doblegar la voluntad de lucha del adversario y/o de privarle de medios para seguir combatiendo, y que podría conseguirlo de manera independiente, o con una participación secundaria de las fuerzas terrestres. La segunda corriente es defiende la necesaria complementariedad entre las distintas formas de poder militar para lograr efectos sinérgicos. A continuación el artículo examina las principales operaciones militares y conflictos en los que ha combatido Israel desde la guerra de los Seis Días hasta la actualidad. El artículo ordena el modo como se ha empleado el poder aéreo según las dos corrientes del marco teórico. En primer lugar, están los llamados ataques aéreos estratégicos que se corresponden con la visión teórica de la 'primacía'. A su vez el artículo establece cuatro subcategorías en este empleo estratégico: 1) ataques aéreos estratégicos con finalidad coercitiva que dañan directa o indirectamente a la población civil, 2) ataques aéreos estratégicos contra objetivos militares en territorio enemigo con una finalidad política coercitiva, 3) ataques aéreos estratégicos de decapitación, contra líderes y cuadros de mando adversarios, y 4) ataques aéreos contra generación de fuerza, contra-proliferación nuclear o contra ciertas capacidades militares convencionales. En segundo lugar, el artículo analiza las operaciones militares que se corresponden con la visión teórica de la 'integración': 1) apoyo aéreo cercano, e 2) interdicción operacional. El artículo concluye que el empleo de los ataques aéreos estratégicos no sólo no ha resultado la mayor parte de las veces efectivo, sino que en muchos casos ha sido contraproducente. Por el contrario, el empleo integrado de la fuerza aérea con la fuerza terrestre, sobre todo en las guerras convencionales, ha demostrado mayor efectividad. ; This article studies the contribution of Israeli war experience to the general theory of military air power. The article begins with a brief theoretical framework with two views on the strategic utility of air power. The first vision is that of 'primacy'. This current considers that the air military power is capable of breaking the adversary's will to fight and/or of depriving him of the means to continue fighting. It also considers that military air power could achieve it independently, or with a secondary participation of the ground forces. The second current defends the necessary complementarity between the different forms of military power to achieve synergistic effects. Then the article examines the main military operations and conflicts in which Israel has fought since the Six Day War to the present. The article orders the way in which air power has been used according to the two currents of the theoretical framework. First, there are the so-called strategic air attacks that correspond to the theoretical vision of 'primacy'. The article establishes four subcategories in this strategic employment: 1) strategic air attacks with coercive purpose that directly or indirectly harm the civilian population, 2) strategic air attacks against military objectives in enemy territory with a coercive political purpose, 3) strategic air strikes of decapitation, against leaders and adversary command cadres, and 4) aerial attacks against generation of force, nuclear counter-proliferation or against certain conventional military capabilities. Second, the article analyzes military operations that correspond to the theoretical vision of 'integration': 1) close air support, and 2) operational interdiction. The article concludes that the use of strategic airstrikes has been strategically ineffective and in many cases counterproductive. On the contrary, the integrated use of the air force with the land force, especially in conventional wars, has shown greater effectiveness.

En su obra Historia natural de la religión, David Hume narra la historia de las religiones intentando encontrar sus causas psicológicas y sociales. El presente escrito intenta aplicar esta metodología humeana a su propia teoría política, señalando su significado político y cultural. El resultado es considerar a Hume un pensador realista que combina la historia y la filosofía con el objetivo de moderar las pasiones frente a la superstición y el entusiasmo, de forma que la organización de la sociedad sea de acuerdo al principio de utilidad (justicia). En suma, podemos ver en él un profeta de un nuevo mundo feliz: el protocapitalista y burgués. ; In his work The Natural History of Religion, David Hume writes about the history of religions trying to find their psychological and social causes. This paper tries to apply this Humean methodology to his own political theory, pointing out its cultural and social meaning. I maintain that Hume is a realistic thinker that combines history and philosophy in order to moderate the passions that are dominant in superstition and enthusiasm. In this way he tries to organize society according to the principle of utility (justice). So we can see in him the prophet of a new brave world: the protocapitalist and bourgeois.
