This research is situated at the crossover between two issues in urban studies: urban government and networked public infrastructure. It explores the case of solid waste management reform in Egypt, through three case studies (Cairo, Giza and Alexandria) where the privatization of public utilities involving European companies has affected urban management. Before the Arab Spring (as the uprisings were called), Egypt was governed under an authoritarian and centralized regime, despite some surface economic and political reforms. In this context of an a priori absence of urban government, how can public policy be locally adapted to fit local needs? Developing a framework of analysis related to urban government, we study its formation and/or transformation and the condition through which public policies are translated into action on the ground through the reform of solid waste management. Defining this public utility as a "soft-network″, we postulate that it has characteristics, which allow it to shape urban government in its institutional and horizontal dimensions. Three results can be drawn from the research. Firstly, we show that the State played a central role, during implementation at the local level. However, the State lost control of a part of the utility management in the process. Secondly, this "soft-network″ was able to attain the objectives of a public utility, just as traditional "hard-networks″ do (water, sanitation, etc.). Thirdly, even under an authoritarian regime, this specific public networked utility did indeed participate in the local formation of urban government in Egypt in a kind of autonomy from the State. ; Cette recherche s'inscrit au croisement de deux problématiques des études urbaines : le gouvernement urbain et les services publics en réseau. The permanent Committee on the female condition of Canada's community chamber: a tool to serve female representation in politics? Talk on the presence of the women in the legislative assemblies draw primarily on two rationalities: justice, and utility. The argument of the utility states that parliamentary assemblies comprising a better women-men balance allow to improve democratic representation. The 38e Canadian Parlement saw the advent of an innovative structure, the permanent Committee of the female condition (Comite permanent de la condition feminine, CPCF) an examination of representative activities by the female members of the CPCF, based on a qualitative analysis of the debates which took place within the CPCF during the 38e Parliament (4 October 2004-29 November 2005). Four questions guided this analysis: on which set of themes the Committee has concentrated?; who had it heard?; which orientations has the Committee given to the debates?; which roles the CPCF played within the context of interaction constituted by legislature and executive federal roles, and civil society? The author concludes that he Committee has indeed constituted a tool that has served a substantial female representation. On the one hand it opened opportunities to express the preoccupations of large groups of women, and on the other, it has operated, by its various means, to relay these preoccupations towards the executive and legislative branches of federal government. Always associated to a purposive behavior, the economic rationality is often confused with the utility maximizing behavior. This association is not always valid, since the maximizing form of individual rationality is not indépendant from its social context. This article deals with the link between the rationality of the individual behavior and the structure of the social organization, using the interdépendant couple "Rule of Behavior" - "Rule of Organization" . Three different models are presented : maximizing rationality and walrassian market , improving rationality and edgeworthian market , teleologic rationality and marshallian market .

From Project Management to the Involvment of the Enterprise
In the past, people used to be interested in investments resulting in major works projects ; they thought they only had to make investments to achieve development. Today people are more concerned about creating suitably managed and profitable activities within an economy that is more healthy overall. Without questioning the utility of the public service, the best managing methods (public, semi-public, private) are being sought after, notably through specific agreements and company strategies jointly with in-depth studies on pricing.

This paper traces the genesis of the consumers surplus in Alfred Marshall's work, focusing on an analytical transition : first regarded as a monetary gain, the surplus gradually becomes a utility gain. This inquiry allows a reappraisal of Marshall's intellectual debt. Specifically, Cournot's influence seems to have to be restricted to the birth of the concept of surplus, whereas the critical assessment of Jevons Theory of Political Economy appears to have played a decisive role in the evolution of Marshall's problematic. However, the idea of an influence from Dupuit or Jenkin must be ruled out.

Râmro-narâmro : The Perception of the Landscape among Indo-Nepalese in the Central Nepal Hills
How do the Nepalese Hindus of the Hill Region see their environment ? By semantics, their notion of a landscape can be associated with beauty, but what beauty ? According to what criteria ? Practical utility, wherein beauty is combined with fertility, is related to the religious symbolism used to portray a highly valued universe. A comparison with the landscape as evoked in folk songs and a brief look at painting shows that realistic representation has no meaning.

From a critical ana- lysis of the power of money in modern society as a starting point, and through a comparative history of education in France and Russia, Diderot suggests a change of scale, and suggests to link a specifically school theory (curriculum, corpus, pedagogy, teachers position, school time, etc.) on the one hand to a political philosophy in favour of a republican authority, and on the other hand to a social philosophy which considers recruitment of civil servants as the key to meritocracy. Diderot advocates the idea that public education is of common utility, but neither in a utopian nor in a dully « useful » way. ; Cet article montre que la philosophie de l'éducation de Diderot trouve son sens dans le cadre d'une pensée de la civilisation, au sein de laquelle elle théorise le rôle de l'institution publique d'éducation. À partir d'une analyse critique du pouvoir de l'argent dans les sociétés modernes, et d'une histoire comparée de l'éducation en France et en Russie, Diderot propose un change- ment d'échelle et l'articulation d'une réflexion proprement scolaire (curriculum, corpus, péda- gogie, statut des maîtres, organisation et contenu des temps scolaires et non scolaires.) à une philosophie politique encourageant l'autorité républicaine et à une philosophie sociale pensant la distribution des emplois publics comme moteur d'une méritocratie. Texts presented in this volume cover a period which goes from 1789 till 1832. From 22 years to 65 years, age in which he died, Jean-Baptiste Say did not stop being interested fervently in the political questions of its time. It was there one of the actors, modest in its debuts, then more and more mattering, being next to the biggest figures of the Revolution, the Consulate, the Empire and the Restoration. This passion of the public good, embodied her in the Republic by going volunteer in the armies of the Revolution, then in the national police. Man of action and reflection, theorist and publicity agent, he will combine all his life these various aspects, expressing himself this afternoon as journalist in the Decade, as Tribune presenting connections on different bills under the Consulate, then in the liberal press under the Restoration or as theorist in different papers, published or unpublished, collected in this volume. The papers of Jean-Baptiste Say about politiucs and moral behavior, that it is about printed works or about unpublished manuscripts, are documents little known except a little number of specialists. Texts collected in this volume will allow to enlighten certain number of important episodes of the political history of France under the Directory, the Consulate and the Restoration. ; Les textes présentés dans ce volume couvrent une période qui va de 1789 à 1832. De 22 ans à 65 ans, âge auquel il est mort, Jean-Baptiste Say n'a pas cessé de s'intéresser passionnément aux questions politiques de son temps. Il en a été un des acteurs, modeste à ses débuts, puis de plus en plus important, côtoyant les plus grandes figures de la Révolution, du Consulat, de l'Empire et de la Restauration. Cette passion du bien public, il l'a incarnée dans la République et l'a traduite en se portant volontaire dans les armées de la Révolution, puis dans la garde nationale, et par ses écrits. Homme d'action et de réflexion, théoricien et publiciste, il combinera toute sa vie ces différents aspects, s'exprimant tantôt comme journaliste dans la Décade, comme Tribun présentant des rapports sur divers projets de loi sous le Consulat, puis dans la presse libérale sous la Restauration ou comme théoricien dans divers écrits, publiés ou inédits, rassemblés dans ce volume. Les écrits de politique et de morale de Jean-Baptiste Say, qu'il s'agisse des ouvrages imprimés ou des manuscrits inédits, sont des documents peu connus en dehors d'un cercle étroit de spécialistes. Les textes rassemblés dans ce volume permettront d'éclairer un certain nombre d'épisodes importants de l'histoire politique de la France sous le Directoire, le Consulat et la Restauration. Dans le cadre de l'édition des Œuvres complètes, nous n'avons pu, pour des raisons de dimension des volumes, choisir de publier ensemble les œuvres littéraires, morales et politiques comme certaines indications de Say pouvaient nous inviter à le faire. Nous avons pris le parti de regrouper d'un côté tous ses écrits littéraires, publiés ou non, (pièces de théâtre, Nouvelles, Essais sur l'art d'écrire etc.) de l'autre de rassembler tous ses écrits politiques, depuis La liberté de la presse (1789) jusqu'à sa Politique pratique qui accompagnera les dernières années de sa vie. De ce fait, son œuvre morale, dont nous avons du reste peu de fragments, se répartit soit dans le volume des Œuvres littéraires, soit dans celui des Œuvres politiques. Cette répartition n'a pas posé de problèmes majeurs en vertu de la forme plus ou moins littéraire et du type d'analyse mis en œuvre. Le Petit volume, par exemple, parce qu'il se coule dans une forme plus achevée et qu'il présente des réflexions à la fois morales et littéraires, a finalement rejoint le volume des Œuvres littéraires. Pour l'essentiel, les autres analyses morales font partie du manuscrit de la Politique pratique.
