Recent international climate policy is dominated by a neoliberal ideology based on a win-win-story of endless economic growth without environmental destruction. Policy makers and economic leaders have accepted the scientific argument of planetary boundaries. Since the mid-1990s, the answer to climate change is the promotion of technological innovations and market-based mitigation instruments. Eventhough this answer did not lead to the expected reduction of carbon emissions, it dominated the post-Kyoto summits of 2015. This article explores the main narratives of the climate debate in order to understand this contradiction and its persistence.

An article that studies whether the changes of the Lisbon Treaty have increased flexibility for intensified cooperation on an international level. It discusses the concept of flexibility, the flexibility offered by the GASP and GSVP, and its relation to cooperation strategies. The article concludes that the complexity of procedures and the general question, whether or not progression corresponds to less member states and their principles of recess and a solidified Europe of two classes, tempts to a rather negative prognosis. Actual conversion does not seem necessary. However the possibility of legal progression of fewer member states, can positively influence consensus where intergovernmental politics are concerned. In this way, options of flexibility do not lead to disintegration, but serve as an engine for common action on an international level. Tables, Figures, References. O. van Zijl
