The paper draws on the survey led on 2.500 walloon people in collaboration with IWEPS in 2003-2004. It studies the impact of the belgian law that makes voting compulsory. If it was no longer teh case, who would go on voting ? Results of the survey shows that the constituency would differ rather strongly from what it is now : in particular, amnong the poor people and the less educated would many would drop voting. But it would be the case too of lonely people, for instance or people who feel unsecure. The result would be that the specific demands form those categories would loose much weight in the political process.

The hypothesis that rational choice theory cannot account for individual voting behavior, unless the act of voting is taken as asserting an individual identification with some collective entity, is examined through an analysis of two surveys of voters (N = 1,000) in the French-speaking Walloon region of Belgium. Strengths of associations between six categories of collective identity (as European, Belgian, francophone, Walloon, subregional, & individual) & four categories of voting pattern by party (Ecological, Socialist, Christian Socialist, & Liberal) are examined in a loglinear analysis. Results show that all but two indicators of collective identity (European & francophone) are significant predictors of voting behavior by party. Ecological Party voters show the weakest collective identity, & robust associations are present between: Belgian identity & Liberal Party; Walloon & subregional identities & Socialist Party; & individualist identity & Christian Socialist Party. Approval voting : an Experiment On April 21, 2002, the day of the first round of the French Presidential elections, we conducted a relatively large scale test of approval voting "live" - in parallel with the official vote. The essential idea of approval voting is this: instead of voting for a single candidate electors may vote for ("give their approval to") as many candidates as they wish. Voters at six voting bureaus were invited to participate immediately after having cast their official ballots. This paper describes the experiment and presents the principal results. The file of the complete results is available for research purposes and may be obtained from the authors. ; Le 21 avril 2002, en marge du premier tour de l'élection présidentielle française, nous avons organisé une expérience de grande échelle visant à tester le vote par assentiment. Le principe de ce mode de scrutin est le suivant : au lieu de voter pour un seul candidat, chaque électeur peut voter pour (" donner son assentiment à " ou " approuver ") autant de candidats qu'il le souhaite. Les électeurs de six bureaux de vote ont été invités à expérimenter ce mode de scrutin, qui constitue une alternative au mode de scrutin actuel. Nous décrivons ici cette expérience, et présentons ses principaux résultats. Explaining Migrant Voting Behaviour in the Netherlands. Combining the Electoral Research and Ethnic Studies Perspective.

This paper explains migrant voting behaviour in Dutch municipal elections. To answer the question, theoretical perspectives from the field of electoral studies and perspectives developed in the field of ethnic studies are combined. One of the conclusions of the paper is that migrants combine, in their voting behaviour, either an « ethnic identity » with an ideological orientation or an « anti-racist » identity with ideological party preferences.
