Eine Delegation von Africa Watch untersuchte im Januar 1993 die politische Situation in Somalia nach dem Eingreifen der internationalen Truppen. Der Artikel schildert zunächst kurz die Hintergründe des Bürgerkriegs und die Struktur der rivalisierenden Gruppen. Des weiteren werden die internationalen Reaktionen dargestellt, die zu dem Entschluß führten, mit internationalen Verbänden zu intervenieren. Der Schwerpunkt des Beitrags liegt auf der Darstellung der Situation der Zivilbevölkerung vor und nach dem Einsatz amerikanischer Truppen. Abschließend werden Empfehlungen an die internationale Gemeinschaft formuliert, wie ein dauerhafter Friede in Somalia gefördert werden könnte. Diese Empfehlungen weisen auf die Schwächen der bisherigen Konzeptionen hin. (DÜI-Spl)

Die Artikelsammlung untersucht die Gründe für das Scheitern der UN-/US-Militärintervention in Somalia und versucht, Ansätze für eine Lösung des Konflikts herauszuarbeiten. Im Mittelpunkt der Analyse stehen Fehleinschätzungen der US-Administration Bush und Clinton, die zu der Konfrontation mit dem somalischen "warlord" General Aidid führten. Nachdem es mittlerweile nicht mehr Ziel der UN-Truppen ist, Aidid festzunehmen, stünden die Chancen für eine "afrikanische Lösung" des Konflikts besser. (DÜI-Sbd)

Nolan reviews three works describing the influence of ethics on modern international relations, namelyCode of Peace: Ethics and Security in the World of the Warlord States(Dorothy V. Jones);The Age of Rights(Louis Henkin); andMorality and American Foreign Policy: The Role of Ethics in International Affairs(Robert W. McElroy). All present timely academic and historical arguments for existing opportunities to bring ethics into world politics. Jones and Henkin concern themselves most with moral principles involved in establishing international law and organizations, while McElroy discusses the same issues from the unique perspective of U.S. foreign policy. Nolan gives full recognition to the traditional role of democratic states, particularly the United States., in shaping the moral norms of the international system in the nineteenth and twentieth centuries through ethics that are Western in origin but certainly not in their inherent content.

According to the author, at first sight Guangdong Province would appear to be a likely, if not the most likely, prospect for the location of a new emergent warlordism in the PRC. The partystate system in the province includes a considerable concentration of People's Liberation Army (PLA) forces. It is a province with a distinct cultural identity and a tradition of independence. He highlights economic regionalism in Guangdong, potential for separatist development in this province and the role of PLA in respect of regionalism. (DÜI-Sen)
