The research project described in this article starts out with the hypothesis that new forms of bureaucracy have arisen within public administration as a consequence New Public Management-related reforms which have swept through the West in recent decades. The main goal of these reforms is to make public administrations more business-like and therefore more effective and customer-oriented. Administrations are thereby coming more to resemble businesses and are becoming decentralized while retaining central management and control. Herein lies the danger that NPM reforms will have the effect of creating bureaucratic expansion within these administrations. This situation is paradoxical since the NPM wave builds on the very economic research which has been critical of the phenomenon of bureaucratization within public administration. Within the framework of ongoing efforts to incorporate public activity, a series of new organizational forms has been created, all with a need to justify their activities upward and outward. The bureaucratization of these secondary functions within the decentralized level of the state is the focus of the research project to be undertaken. In all parts of the world the sea is a source of life, of energy, of food, of commerce, of fun. Its water, wind, and waves are all in demand – as a playground for pleasure-seekers and nature-lovers, as a highway for international commerce, as a home for unique communities of wildlife and people. All this is also true for the Bothnian Sea, a part of the northern European Baltic Sea between Finland and Sweden. The Bothnian Sea is used by two neighbouring highly developed societies. There are many demands on its resources, and its open spaces are highly coveted areas for developments such as wind power farms. This relatively sparsely habitated corner of the world is also, at least at times, a place of wild seas and ancient heritage. Like planning on land, maritime spatial planning is a process that has to incorporate ideals of the public good and the various politically-anchored ways to define this, taking in to account private development interests as well as the physical realities of limited natural resources and fragile ecosystems. This book provides an introduction to the Bothnian Sea and the ideas around maritime spatial planning for its offshore areas. We have tried to present a balance between the perspectives of competing interests. It may be challenging to see how illegal hunting, a crime that ostensibly proceeds as shoot, shovel and shut up in remote rural communities, at all communicates with the regime. Examining the socio-legal interplay between hunters and state regulation, however, clarifies illegal hunting to be part of a politically motivated pattern of dissent that signals hunters' disenfranchisement from the polity. While few contemporary illegal hunters cut conscientious figures like Robin Hood, their violation of illegitimate law may likewise testify to a profound disjuncture between legality and legitimacy. This is the premise taken in the following research. Here it is observed contemporary Swedish hunters experience the deliberative system pertaining to wildlife and wolf conservation to be systematically stacked against them and unable to serve as a site for critical law-making that provides equal uptake of all voices. One manifestation of their growing disenfranchisement is the establishment of a counterpublic mobilised on the basis of shared semantics for the sorts of deliberative deficits they argue befall them in the present. Within the remit of their counterpublic, hunters undertake and justify illegal hunting along with other forms of disengaging dissent like abstentions, non-compliance, boycotts and conscientious refusals with state agencies. The research captures hunters' dissent in Smith's deliberative disobedience, a deliberative and Habermasian grounded reinterpretation of the more familiar classical theory of civil disobedience. On this perspective, illegal hunting signals a deficit in the deliberative system, which hunters both bypass by taking an alternative conduit for contestation, and draw attention to when they undertake dissent. The dissent in this case study is deconstructed in terms of its grammar—as simultaneously engaging and disengaging with the premises of power—and in terms of its communicative content. Set within the field of Environmental Communication, the dissertation is intended as an empirical and theoretical contribution to a discussion on the boundaries of political dialogue in the context of civic disenfranchisement: it asks whether some of hunters' dissent may be parsed as a call for a more inclusive debate, or as dialogic acts in themselves. Finally, it presents ways toward short-term and longer-term reconciliation of hunters with the deliberative system, drawing on the work of contestatory citizen mini-publics from the third wave of deliberative democracy.
Young people's view of nuclear power and democracy since the 1980s: attitude epidemics, path dependencies and technical-political cultural revolution. In the wake of the leftist wave, young people's criticism of the system has diminished, both in terms of criticism of the nuclear-based energy system and of the nature and workings of the political system. Baby-boomers (people born in the 1940s and '50s) in particular have changed their attitude and become less hostile to the establishment. But how did this change in attitudes occur? How has young people's view of technology and democracy changed during the past few decades? Based on data from the SOM Institute gathered between 1987 and 2005, this final report presents the results of one of the two studies conducted in the project "Towards activism or indifference? How Swedish young people view democracy and the environment, science and technology in an international and longitudinal perspective". First a theory and a method are proposed for analyzing what is called in this report "attitude epidemics", referring to the fact that attitudes spread like wildfire or epidemics, leading to what societal researchers call "path dependencies". Then age-versus-generation differences are studied, as well as a large number of other factors, with regard to attitudes to technology, nuclear power and democracy in particular, or the way democracy works in Sweden. Younger people are found to be the most critical of nuclear power, while they are most satisfied with democracy, even though gender, risk perceptions, party affiliation and political positioning are some of the factors that also influence these analyses on the individual level. The "epidemic effect" and path dependencies do not show their strength in these individual analyses, but all the more in the analysis of time series where the computer and IT revolution is found to be very strongly linked to the strong growth in acceptance of nuclear power. Using new communication technologies is somehow associated with a decline in hostility toward technology and nuclear power. But many cause-and-effect relationships in this attitudinal and technical-political "cultural revolution" still remain to be explored. ; I vänstervågens svall har ungdomens systemkritik avklingat, både i bemärkelsen kritik mot det kärnkraftsbaserade energisystemet och mot det politiska systemets väsen och funktionssätt.
