Analyzes the domestic administration of work. Focus is on the significance, from different theoretical approaches, of the rationalizing apparatus that administers the society of work -- the welfare state -- as well as on the reason for its decay. In the face of the decline of the welfare system, several theoretical propositions are put forth with the aim of replacing the welfare state with the means to achieve the common welfare of a democratic society through the Universal Income Guarantee System, a solid path that combines political liberty with the justice of an efficient economic system. 72 References. The Neoliberalism, as much in its theoretical doctrine as in its political praxis, has defended de dismantling of the Welfare State. The denominated Globalisation that it has promoted synthetizes the whole economic, political, social & cultural changes happened during the last decades. Despite the denomination & intensity of this mercantilizer process, the Welfare State hasn't been removed, although it has suffered changes. For twenty years, the proposal of Universal Basic Welfare has been widely debated. Academics from various disciplines, as well as politicians worldwide, have paid attention to the simple but powerful idea that the government should be prepared to pay welfare benefits to all members of society. These payments would be made regardless of the citizen's willingness to work, the citizen's income level, the citizen's marital status, or the citizen's place of residence. The plan's main promoter, Phillipe Van Parijs, understands that an unconditional welfare benefit is indispensable to guaranteeing real freedom between the individuals. The article discusses some of the proposal's normative problems, with a special focus on arguing that the proposal is flawed in its sense of egalitarianism, since the proposal does not take into account the capacity of the individual to transform resources into true freedom.
