Actually, a serious program for poverty alleviation has been started since the last five years. Ta alleviate poverty problem especially in urban areas should not be focused on physical infrastructure development alone. it should be considering the dimension of social development to make urban development to be more harmony. Poverty alleviation is almost considered as the ultimate goals of the city planning, and this problem caused by the process of urbanization.Contemporary social problems in urban areas such as financial assistant for the poor, adolescent problem, drug abuse, criminality, prosti tution, social dysfunction, social cinflict, etc. Efforts to prevent these problems are needed; and improvement the quality of life of migrant workers should be the priority for the government of the municipalities. Regarding these problems, results of the the research in Keluraban Prawirodirjan found evidences that the empowerement program directed to migrant workers resulting a good lessons lerned for us. ; Actually, a serious program for poverty alleviation has been started since the last five years. This study aims to determine the implementation of the policy of an integrative child social welfare center in Jombang Regency. The research method used is a qualitative descriptive method using George Charles Edward's theory of policy implementation, which consists of several variables that affect the success of a policy implementation, including communication, resource sources, disposition, and the structure of the brokerage. The result that Dieh found in this research is that the implementation is less than optimal. In the aspect of communication, socialization has not been carried out to the community and the communication that has been carried out has not been optimally carried out to internal implementers. In the aspect of resources, it was found that there was a lack of staff resources. In the aspect of disposition, it was found that the understanding of implementers regarding policies was not the same. And in the aspect of the bureaucratic structure, it was found that the Standard Operating Procedure (SOP) has not been resolved as a policy implementation guideline.

From various surveys on the quality of public services shows that low public services in Indonesia, more affected due to poor quality of human resources officers. Therefore it is necessary to reform human resources through capacity building apparatus. With reference to the experience of three countries (Britain, Australia, New Zealand), then capacity building in Indonesia should be taken seriously by political commitment at both the macro and micro: (1) change in mindset of officials, (2) Capacity building of intellectual capital, ( 3) Capacity building of intellectual capital, (4) Capacity building of intellectual capital. Besides the focus on human resources, Capacity building also should be coupled with capacity building institutions

The development of audit opinion obtained by the government of regency/city at Lampung Province to date suggests a positive development, with unqualified opinion indicating the highest opinion from the BPK-RI. This audit opinion results show significant increase for last few years. Further, there are some local governments that have been for more than three years in a row obtaining the opinion of unqualified opinion. However, the development of a positive audit opinion of the local government is not followed by the development of a positive level of welfare. In fact, the Government of Lampung Province is still ranked the fourth lowest in Sumatra as the poorest province. So the audit opinion which is attached to the local government, in particular the perceived unqualified opinion for this community is not prosperous. This research was conducted on the entire local government in Lampung Province for the period of 2011-2015 with the method of comparative analysis, with the data related to the Human Development Index (HDI) of each District/City Government were obtained from BPS Lampung Province and the data in the form of the audit opinion are sourced from the BPK-RI. The results showed that not all local government obtain unqualified opinion automatically related to the increase of the level of the welfare of the community becomes. For this reason, the local government obtaining the unqualified opinion in the financial management should also improve the welfare of the community through an increase in the budget for education, health and other sectors that directly touch on the improvement of the welfare of the community. This paper discusses the significance of NGOs in the context of improving social welfare in Indonesia. NGOs are civil society elements that grow in the 1970s, after the government fornm- lated the concept of developmentalism as an ideology of development. In this phase up strategic alliances with the state concerning the development of social welfare and success of the project. In the era of the 1990s, the NGO movement emerged with a strategy that is more opposition to the 1998 reform. While the post-reform effort came back redistribute role of NGOs in the social context has changed. Political openness encourages NGOs to build up new alliances with government and political parties, although this time with a field larger movement. The role of NGOs is not only at the level of empowerment and improvement of social welfare, but as elements that contribute to the creation of Good Governance. This paper concludes that the various shades of transformation that happened, NGOs remain an important element of government as partners in the social wel- fare community.Keywords :. AbstractThis study describes the elaboration and consistency of policies between the Central Government and the Regional Governments to solve problems regarding elderly welfare. Law Number 13 of 1998 concerning Elderly Welfare as a cornerstone of policy for the region and its implementation in the city of Surakarta. The City Government of Surakarta is committed to realizing old age (in Javanese called Adi Yuswo) as an asset and potential for continued development of prosperity. This commitment is manifested in the regulation of policies, institutions, empowerment and participation of stakeholders in general. This study uses secondary data, describing the elaboration of regulations and the implementation of the elderly welfare program in the city of Surakarta. Improvement of the welfare of the elderly is a work with regional institutions across regions, strengthening institutions and community participation at the local level.Keywords: regulation, policy implementation and elderly welfareAbstrakPenelitian ini mendekripsikan tentang penjabaran dan konsistensi kebijakan antara Pemerintah Pusat dengan Pemerintah Daerah untuk menyelesaikan permasalahan tentang kesejahteraan lanjut usia. Undang-Undang Nomor 13 Tahun 1998 tentang Kesejahteraan Lanjut Usia sebagai batu penjuru kebijakan bagi daerah dan implementasinya di Kota Surakarta. Pemerintah Kota Surakarta berkomitmen mewujudkan lanjut usia (dalam Bahasa Jawa disebut Adi Yuswo) sebagai aset dan potensi pembangunan tetap kesejahteraan. Komitmen tersebut diwujudkan dalam regulasi kebijakan, kelembagaan, pemberdayaan dan partisipasi pemangku kepentingan pada umumnya. Penelitian ini menggunakan data sekunder, menggambarkan penjabaran regulasi dan pelaksanaan program kesejahteraan lansia di Kota Surakarta. Peningkatan kesejahteraan lansia merupakan kerja bersma perangkat daerah secara lintas perangkat daaerah, menguatkan wadah lembaga dan partisipasi masyarakat di tingkat lokal.Kata kunci: regulasi, pelaksanaan kebijakan dan kesejahteraan lanjut usia.

In the perspective of environmental law, welfare which is the political goal of national law is not enough to be based only on the rule of law and democracy, but must also be based on the principles of the utilization of natural resources and environmental management. The principle must be a direction and policy making in the implementation of development, otherwise the welfare achieved will not last long, because Natural Resources as one of the elements of development capital cannot be functioned sustainable. Based on these arguments, conceptually the concept of implementing natural resource utilization and environmental management is the most important thing in national development that has been outlined in the legal policies set by the state or government to achieve the goals and objectives of environmental management. The goals and objectives are so that the environment is not damaged or polluted and maintained its function is preserved to preserve the carrying capacity and environmental capacity in order to achieve national development goals. If this function is not carried out properly, then the environment will be damaged or polluted, natural resources will be increasingly depleted, which in turn people's welfare which is one of the country's goals will not be achieved and sustainable.

As the two allied countries which have a sea and land borders, there are many issues that arise as a result of interaction between citizens of both countries and the issue of political and teritorial issues which sometimes led to tensions between the two countries. In spite of it all there is another problem that is actually more substansial and that is people welfare. Commonly the border region can be regarded as disadvantaged areas, and most of its inhabitants live in poverty. This indicated the failure of both governments take advantage of the potential of natural resources and human resources as well as the geographical conditions that actually have great potential to inprove the well-being of border residents. The existence of a big national Islamic social mass organization like NU, are getting involved with social, economic, politic, and state's problems and issues, including public policy. It was convinced that NU-neese's attitude and activity are related with their organization's view. As a social mass organization, NU has an interest in struggling social civil welfare, but as Islamic organization, its actions, must be based on religious legitimacy (fiqh). By taking the purposes of welfare, NU -- with its subordinate organization LBMNU-- uses fiqh as a tool to reach social, politics and state goals. This view uttered the new species of fiqh, such an anti-corruption, ecology, or human trafficking. Based on the view, to aim the problem resolution of public policy, LBMNU has been revitalized the method and role of fiqh. The research has been done using qualitative method and Islamic normative approach (ushul fiqh). The data were obtained through library research as the primary one trough content analysis model.
