Osnovni cilj doktorske disertacije predstavlja analiza činilaca nastanka i održivosti radničkog samoupravljanja, kao oblika kolektivnog delanja radničke klase. U cilju utvrđivanja determinističke vrednosti različitih faktora analiza je smeštena u uporedni okvir. Model radničkog samoupravljanja u obliku 'oporavljenih preduzeća' (Empresas recuperadas por sus trabajadores – ERT) u Argentini do čije pojave je došlo u jeku dramatične ekonomske krize početkom dvehiljaditih izabran je kao iskustveni okvir na čijem primeru su empirijskim istraživanjem analizirani faktori održivosti. Pored usmerenosti analize na 'oporavljena preduzeća' u Argentini, predmet razmatranja predstavljao je i model radničkog samoupravljanja u Jugoslaviji. U radu se pošlo od hipoteze da su nastanak i održivost radničkog samoupravljanja uslovljeni kombinacijom unutrašnjih i spoljašnjih činilaca (odnosno činilaca unutar i izvan preduzeća). Preciznije, testirana je hipoteza da spoljašnji činioci osiguravaju opšte okvire pojave radničkog samoupravljanja, dok mogućnost njegove konsolidacije počiva na konstelaciji niza unutrašnjih faktora. Rezultati analize radničkog samoupravljanja u Jugoslaviji i Argentini pokazali su da je hipoteza o činiocima uspostavljanja i učvršćivanja radničkog samoupravljanja u velikoj meri potvrđena. Na osnovu relativno opširne istorijske i empirijske analize donosi se zaključak da spoljašnji faktori obezbeđuju opšte pretpostavke za pojavu radničkog samoupravljanja, dok unutrašnji ostvaruju direktan uticaj na održivost ovakvog jednog procesa. Preciznije, spoljašnje pretpostavke u vidu sistemskih i strukturalnih činilaca stvaraju opštu mogućnost nastanka radničkog samoupravljanja, dok je veza između ove grupe faktora i održivosti radničkog samoupravljanja posredovana organizacijskim i akcijskim činiocima koji imaju neposredan uticaj. Ipak, kao osnovni faktori koji organizuju i oblikuju ostale faktore ističu se sistemski činioci. U sklopu unutrašnjih faktora, poredbeni plan analize je pokazao da ekonomski, organizacijski i vrednosni činioci (u smislu vrednosne i interesne konzistentnosti) imaju posebnu važnost za održivost radničkog samoupravljanja. ; The primary objective of the doctoral dissertation is to analyze factors related to the emergence and sustainability of workers' self-management, as a form of the collective action of the working class. In order to establish the deterministic values of different factors, the analysis was set within a comparative framework. A model of workers' self-management in the form of "worker- recuperated enterprises" (Empresas recuperadas por sus trabajadores – ERT) in Argentina, which emerged in the midst of the dramatic economic crisis in early 2000, was chosen as an experiential framework in which sustainability factors were analyzed applying empirical research. In addition to the focus on "worker-recuperated enterprises" in Argentina, the analysis also considered the workers' self-management model in Yugoslavia. The dissertation started from the hypothesis that the sustainability of workers' self-management is conditioned by a combination of internal and external factors (i.e. factors within and out of the company). More specifically, it tested the hypothesis that external factors ensure the general framework supporting the emergence of workers' self-management, while the possibility of its consolidation relies on the constellation of a number of internal factors. The analysis of workers' self-management in Yugoslavia and Argentina resulted in confirming the hypothesis about the factors affecting establishment and consolidation of workers' self-management to a great extent. A relatively extensive historical and empirical analysis led to the conclusion that external factors ensure the general assumptions for the emergence of workers' self-management, while internal factors have direct effects on the sustainability of such a process. In other words, external assumptions in the form of systemic and structural factors create the general possibility of the emergence of workers' self-management, whereas the interconnection between these groups of factors and the sustainability of workers' self-management are interposed by organizational and activity factors which have direct influence. Nevertheless, systemic factors stand out as key factors that organize and shape other factors. As regards internal factors, a comparative analysis plan showed that economic, organizational and value factors (in terms of value and interest consistency) have a special significance in the sustainability of workers' self-management.

U radu se pošlo od hipoteze da su nastanak i održivost radničkog samoupravljanja uslovljeni kombinacijom unutrašnjih i spoljašnjih činilaca (odnosno činilaca unutar i izvan preduzeća). Preciznije, testirana je hipoteza da spoljašnji činioci osiguravaju opšte okvire pojave radničkog samoupravljanja, dok mogućnost njegove konsolidacije počiva na konstelaciji niza unutrašnjih faktora. Rezultati analize radničkog samoupravljanja u Jugoslaviji i Argentini pokazali su da je hipoteza o činiocima uspostavljanja i učvršćivanja radničkog samoupravljanja u velikoj meri potvrđena. Na osnovu relativno opširne istorijske i empirijske analize donosi se zaključak da spoljašnji faktori obezbeđuju opšte pretpostavke za pojavu radničkog samoupravljanja, dok unutrašnji ostvaruju direktan uticaj na održivost ovakvog jednog procesa. Preciznije, spoljašnje pretpostavke u vidu sistemskih i strukturalnih činilaca stvaraju opštu mogućnost nastanka radničkog samoupravljanja, dok je veza između ove grupe faktora i održivosti radničkog samoupravljanja posredovana organizacijskim i akcijskim činiocima koji imaju neposredan uticaj. Ipak, kao osnovni faktori koji organizuju i oblikuju ostale faktore ističu se sistemski činioci. Up to the Second World War, most women worked at low paying, low skill agricultural and industrial jobs. But women could also be found working in higher qualified professions, especially those that were traditionally allotted to them in society, such as those in the fields of education, social welfare, nursing, and the creative arts. Organizations concerned with women's emancipation reflected the different socio-economic and educational level of working women. Such organizations as the professional union of healthcare workers, for example, declared themselves to be apolitical but they became increasingly involved in union activities and politics in the period before the Second World War. On the other hand, other working women's organizations kept their demands strictly limited to economic or narrowly professional matters. According to the historiography, rural women who were poorer and less educated were subject to proletarianization in urban areas, at the same time, however, they had opportunities to participate in relatively creative activities. These activities went beyond the framework of their everyday domestic lives. For example, they worked at cottage industries and could sell these products at the market place, which supplemented domestic income. (SOI : CSP: S. 503)

The Secretary-General is appointed by the General Assembly upon the recommendation of the Security Council. Due to the veto power of the permanent members, lack of transparency and the recommendation of only one candidate, the appointment of the Secretary-General is basically a decision of the Security Council. UN member states, civil society organizations and schoolars point out the need for a more active role of the General Assembly during the appointment of the Secretary-General. Formation of the ad hoc working group for the revitalization of the work of the General Assembly raised this problem to a higher level. Current procedure of appointment of the Secretary-General was reasonable at the time of the adoption of the UN Charter. The circumstances of the 21st century require different solutions. The paper aims to show the necessity and possibilities of strengthening the role of the General Assembly in the process of appointment of the Secretary-General and obstacles existing in this regard. The long-term activities of the ad hoc working group for the revitalization of the work of the General Assembly gave positive results in terms of more active role of the General Assembly during the appointment of the Secretary General in 2016. The paper aims to show that the results achieved by the ad hoc working group are not long-term efficient. The most effective solution for strengthening the role of the General Assembly in the appointment of the Secretary-General is the revision of the UN Charter.

Светска економска криза може се посматрати као оквир у коме се разоткривају поједине црте друштвених, политичких и економских уређења. Случај грађевинских радника из Босне и Херцеговине и Србије на раду у Словенији, који су номинално због кризе отпуштени, недвосмислено указује на постојање системске дискриминације, засноване на националној припадности. ; World financial crisis can be viewed as bringing about insights into some characteristics of our social, political and economic systems. The case of migrant construction workers from Bosnia and Herzegovina and Serbia working in Slovenia, fired in the name of the financial crisis, undoubtedly calls attention to the existence of systemic discrimination which is based on nationality.

The central features of the political "profile" of European women at the beginning of this decade have been a diminished interest in politics, infrequent inclusion of political topics in private conversations, and a decreased willingness to adopt a political option. Compared to other European countries, Croatia projects an entirely different image: a pronounced interest of women for politics, very similar to men's! This partly proves the "1aw" that a rise in the level of education, working outside home, and middle age are the catalysts for the inclusion of women in the world of politics. The transition, the war and the "legacy" of socialist ideology account for this massive public interest in politics and the negligible gender differences. (SOI : PM: S. 197)

The privatisation of electronic media in the Republic of Croatia, particularly that of the radio, has brought about a plethora of thematic changes in the content of broadcasts. Entering the market has turned many radio-programmes into "commodities"; that is why radio-stations increasingly need competent salesmen and not journalists. The survival on the market solely depends on the profits from commercials (advertising), and such programmes do not need journalists. Are commercial radio stations in the near future going to need journalists at all or only good entertainers? Who are the radio-stations' employees and editors? Are the people working on the radio soon to become redundant? The study on this topic was conducted in 1997 at 80 local Croatian radio-stations. (SOI : PM: S. 234)

The changes in the social position of women in transitional countries is the consequence of the latest economic and political changes in the countries of Central and Eastern Europe. Croatians think that the social position of women today is worse than in the former regime; in this, women are more critical than men, particularly the well-educated women, working outside the home (modernists). Those who nevertheless do believe that the position of women today is better than it used to be, make a smaller group; hey believe that a woman's place is primarily in the home, that the Church should have a decisive say in the position of women, that women are not born for politics, and that pro-choice attitudes should not be tolerated. Women should resolve their dissatisfaction with their lives and social position by choosing either the modern or the traditional variant, or a middle path, which has been suggested by the logic of the newly-created living conditions. The author describes the basic features of the work in the Journalistic Workshop as a specific format of promoting journalistic knowledge and skills. After the two-year collaboration of three generations of young journalists with a group of Croatian and foreign media experts, a survey was conducted about the usefulness of this Workshop. The results are included in this article. The central conclusion is that a big majority of the participating journalists highly appreciated the knowledge gained through it. Particularly encouraging is the fact that most respondents have been able to use this knowledge regardless of the type of media they are working for (whether those state-controlled or opposition-controlled). The participants think that the responsibility for the impossibility of using the professional standards in journalism lies with "editors afraid of any changes" or "owners weary of any changes". The respondents included young journalists with little work experience, mostly undergraduates. These facts are significant for their attitudes about the professional training within the Workshop or some other form of training. All of them want to learn and enhance their professional expertise. Also, the Workshop served as an incentive for the participants: after the three-month journalistic training, eight of them enrolled at the Faculty of Political Science, Department of Journalism. Nothing is more prone to errors than newspapers. Croatian newspapers (dailies, magazines and a few journals) were studied during a several- month period in 1997. The review is not comprehensive, nor have all the pages been scanned, since this would require a sort of analysis for which there were no necessary funds nor researchers. Nevertheless, the picture of the typical newspaper errors is all-inclusive. The errors which are a result of haste, hard working conditions and obsolete technology are bearable and excusable. However, flagrant carelessness shows disrespect for readers and the profession. Even worse is ignorance. Journalism is advancing fast, but there are certain well-known basics which can be easily learned. There is no excuse for ignorance-based errors, as there is no justification for a surgeon who would - due to ignorance - amputate a healthy instead of a diseased leg. But, what to say about the intentional, deliberate distortion of facts? It is unforgivable not to inform the public about the opinions of the President or the Governor of National Bank or to give a true dimension to a crime. This side of journalism must be rectified by educated professionals who respect the rules of the profession and whose primary concern are not ideological connotations and drifts. (SOI : PM: S. 198)

This work is aimed at analysing the factors imposing limitations on the legislative function of parliament in the modern constitutional state. The legislative function has clearly been loosing its initial quality of the original and exclusive parliamentary function, because there is a number of legal and political limitations: the judicial review by the constitutional court; the role of the government in the legislative process; the internal organization of parliament, as well as the position of a member of parliament in the parliamentary groups. The constitutional court, through its interactive relation with parliament, has specific task to have a retroactive influence on the lawmakers. The strong domination of the government over the legislative activity expressed through the legislative initiative, an influence on the order of priorities in decision-making processes, to participate in discussions without any limitations and to eventually influence the outcome of the decision-making process using the motion of censure as a means of exerting pressure on the members of parliament, especially those belonging to the parliamentary majority. Taking into account the range and the strength of the impact that the parliamentary committees have, parliaments could be divided into 'the working assemblies' and 'the talking assemblies'. Finally, the nature of the parliamentary mandate (an MP's term of office) is no longer related to certain traditional values of the representative democracy. The significance and the character of the term of office are adjusted to the political framework of parliament in a contemporary constitutional state. It is the question of the relation between the people represented and the ones who represent them. .

Visoko obrazovanje u Sjedinjenim Američkim Državama je po većini kvantita¬tivnih i kvalitativnih pokazatelja najbolje na svetu. Univerziteti u Sjedinjenim Američkim Državama, zajedno sa onima u Ujedinjenom Kraljevstvu, privlače najbolje studente ne samo iz Evrope već širom sveta uključujući najmnogoljudnije zemlje i rastuće ekonomije poput Kine, Indije, Brazila ili Indonezije. Istovremeno, priznati profesori i istraživači mahom rade u Sjedinjenim Američkim Državama, imajući u vidu sjajne uslove za rad i istraživanja. Međutim, snaga američkih univerziteta je istovremeno i njihova slabost u kontekstu COVID-19 epidemije. Većina univerziteta su privatni univerziteti koji u potpunosti zavise od tržišta, donacija, a ponajviše studentskih školarina. Focusing on the case study of Northwestern University, the text is analyzing the economic and social consequences of the epidemic on higher education in the United States, as well as possible ways to overcome it.

However, the strength of American universities is, at the same time, their weakness in the context of the COVID-19 epidemic. The epidemic has exacerbated the problem of marketing education in the United States, bearing in mind that most students are reconsidering the continuation of schooling due to economic uncertainty that the epidemic brings and uncertain labour market. Istovremeno, priznati profesori i istraživači mahom rade u Sjedinjenim Američkim Državama, imajući u vidu sjajne uslove za rad i istraživanja. Međutim, snaga američkih univerziteta je istovremeno i njihova slabost u kontekstu COVID-19 epidemije. Većina univerziteta su privatni univerziteti koji u potpunosti zavise od tržišta, donacija, a ponajviše studentskih školarina. Epidemija je zaoštrila problem marketizacije obrazovanja u SAD imajući u vidu da većina studenata preispituje nastavak školovanja u novonastalim uslovima, ekonomske neizvesnosti koju epidemija donosi kao i nesigurnog tržišta rada. Analizirajući studiju slučaja Nortvestern univerziteta, tekst se bavi ekonomskim i društvenim posledicama koje epidemija ima na visoko obrazovanje u Sjedinjenim Američkim Državama, kao i mogućim načinima njegovog prevladavanja.

The subject matter of research in this paper is theoretical controversy related to the definition of right-wing extremism. Given the fact that extremism is a variable, amorphous and insufficiently researched phenomenon, largely conditioned by time, space, political and cultural differences, there is a great confusion in the field of political science when defining right-wing extremism. The problem of researching right-wing extremism is additionally complicated by various terms that are being used in the contemporary literature as its synonyms, such as right-wing radicalism, neo-Fascism, ultra-radicalism, etc. In order to provide the most valid theoretical determination of right-wing extremism, the author provides a detailed analysis of all the components constituting this phenomenon and examines their causality. In the political praxis, the term extremism is extensively abused, which additionally complicates its determination. Videlicet, politicians often use term 'extremist' in order to discredit their political opponents. While during the French revolution aristocracy saw the bourgeoisie as extremists, the members of the working class later stated that the bourgeoisie were extremists. The problem lies in the fact that, in politics, extremists are not only the ones who use violence as modus operandi; indeed, it is also used by political opponents who do not belong to the extreme political option. Another aggravating factor in defining right-wing extremism is that many administrative and academic definitions do not make a clear distinction between extremism and related phenomena, such as terrorism, radicalism and populism. Extremism is most often equaled with terrorism, which gives rise to another problem in defining this phenomenon. The relation between extremism and terrorism is the relation of general and specific. Namely, every act of terrorism is concurrently considered to be an act of extremism, but not vice versa, given the fact that every act of extremism does not lead towards a higher level of political violence (i.e. towards terrorism). Even in the terms of legal sanctioning, it is much easier to incriminate terrorism in comparison to extremism. The Serbian criminal legislation envisages relevant punishment for committing an act of terrorism, without even mentioning extremism, which implies that there is no penalty prescribed for committing an act of extremism. Despite numerous academic and administrative definitions on the concept of extremism, there is still a lack of a balanced approach to defining right-wing extremism, which is also largely conditioned by political definitions. The most prominent problem in addressing the social phenomena such as right-wing extremism lies in the fact that these social phenomena are dynamic and, in order to be analysed in a scientifically objective manner, they must be examined in the specific temporal, spatial and socio-political context.

Зборник који је пред читаоцима садржи радове претходно представљене на међународном научном скупу Музички модернизам - нова тумачења који је у организацији Музиколошког института САНУ и одељења ликовне и музичке уметности САНУ одржан у Београду од 11. до 13. октобра 2007. године. Чињеницом да је радни језик скупа био енглески, објашњава се објављивање текстова на том језику (с једним оправданим изузетком). Циљ скупа био је да се подстакну и прикажу нова сагледавања стваралаштва музичког модернизма, сложеног покрета чије је деловање обележило развој музике скоро целог XX века, а првенствено да се на свеж начин протумаче естетичке дилеме и расправе о карактеристикама, смислу и значењу разноврсних и често контрадикторних стремљења у овом раздобљу. Тематски спектар приказаних радова био је изузетно широк: кретао се од преиспитивања музичког модернизма помоћу категорија носталгије и присвајања, преко сагледавања односа центара и периферије, до разматрања сложених веза између модернизма и политике. Као што смо и очекивали, пажња је била усмерена не само на значајне личности и појаве у међународним музичким токовима, већ и на оне у српској музици. Аутори радова нису себи поставили циљ - нити су то могли - да понуде чврсте закључке, дефиниције, класификације. Уместо тога, они су донели вишеслојна и иновативна разматрања ове узбудљиве уметничке епохе окренуте будућности и прогресу, из перспективе XXI века који је остао без многих илузија, неминовно остављајући широк простор за нова тумачења. ; The articles collected in this volume were presented at the conference Rethinking Musical Modernism that took place in Belgrade from 1 1-13 October 2007 and was or ganised by the Institute of Musicology and the Department of Fine Arts and Music of the Serbian Academy of Sciences and Arts. The working language of the conference was English which explains the publication of the contributions in that language (with one justifiable exemption). As the title of the conference indicates, the main aim of the organisers was to stimulate novel investigation of musical Modernism. The papers were thus focused on discussions of the ideas, characteristics, and meanings of the diverse and often contra dictory tendencies that existed in that period. The thematic scope of the papers was wide: from new approaches to musical Modernism using the categories of nostalgia and appropriation, and novel observations on the relationship between centres and peripheries, to questioning of the ties between Modernism and politics, the problems of terminology, and analysis of important aspects of the modernist achievements on the international and Serbian modernist scene. The contributors did not - and could not - pursue the aim of reaching firm conclusions, definitions, and classifications. They instead offered rich and complex examinations of this exciting musical epoch turned toward the future and progress, seen from the perspective of the disillusioned twenty-first century, necessarily leaving vast space for new rethinking. ; Зборник радова са научног скупа одржаног од 11. до 13. октобра 2007. године
