Evaluation programs of research institutions began to be established in Europe in the late 70's, concerning the assessment of science and technology activity. In the geoscientific world this enterprise took place in the 1990's, with the implementation of evaluation processes in some national geological surveys (Australian Geological Survey Organization, Geological Survey of Canada, Council for Geoscience - South Africa, Geological Survey of Finland). Among the results of these evaluation/review processes it has been common to recommend the establishment or strengthening of Advisory Councils or Advisory Committees, made up of representatives from industry, academia and governmental agencies. On the trail of the Geological Surveys evaluation process, partnership national geological mapping programs with regional geological surveys, having customers, universities and industry representatives as advisory has also been stimulated. The National Geoscience Mapping Accord in Australia (1990), the National Geoscience Mapping Program in Canada (1991), and National Cooperative Geological Mapping Program in United States (1992) are examples of the government policies in wake of evaluation process. Nevertheless, it is important to say that institutional staff has not accepted evaluation with tranquillity or understood it as an instrument of management. This recent trend of management - making a connection to the customers/users/stakeholders - has been introduced into the Geological Surveys by initiative of government or agencies at high level hierarchy, i. e., from top to bottom, from outside to inside the corporation. ; Evaluation programs of research institutions began to be established in Europe in the late 70's, concerning the assessment of science and technology activity. . ; Este artículo es el resultado de una experiencia propia, la del Síndic de Greuges de una universidad. Se defiende la independencia del cargo respecto de organismos intrauniversitarios, y su aportación a la cultura democrática y a sus ejes de actuación: más justicia que derecho, más humanismo que democracia, más autoridad que poder. Sin desanimarse por el silencia y atrasos en la resolución de los casos.
Aquest article pretén reflexionar sobre dos grans interrogants que afecten als mateixos fonaments de la recent proliferació d'ONL. Sense voler ser despectius, sembla evident que les ONL s'han posat de moda i, per tant, com davant de qualsevol altra moda social, cal plantejarse que és el que hi ha al darrere. El primer interrogant es refereix a les raons que expliquen la proliferació d 'ONL, mentre que el segon planteja el futur que en podem esperar. Respecte al primer punt buscarem la justificació a la moda de les ONL en l'evolució socioeconomica de les nostres societats. En concret observarem com el transit de I'estat liberal a I'estat de benestar i d'aquest a la seva reestructuració actual incorpora pressions que expliquen el paper canviant que en cada moment hi desenvolupen. Respecte al segon punt observarem com les ONL poden ser crucials en un futur proper en tant que instruments indispensables alhora per a la modernització dels serveis públics i per a la innovació democratica. El perill , com explicarem més endavant, rau en que es produeixi un biaix que acabi per centrar el paper de les ONL únicament en l'ambit prestacional ; Este artículo pretende reflexionar sobre dos grandes interrogantes que afectan a los mismos fundamentos de la reciente proliferación de ONL. El primer interrogante se refiere a las razones que explican la proliferación de ONL, mientras que el segundo se ocupa del futuro que podemos esperar de ellas. Con referencia al primer punto, buscaremos la justificación a la moda de las ONL en la evolución socioeconómica de nuestras sociedades. Respecto al segundo punto, observaremos que las ONL pueden ser cruciales en un futuro cercano como instrumentos indispensables a la vez para la modernización de los servicios públicos y para la innovación democrática. ; This article throws some light on two of the main points which are the pillars of the recent multiplication of NPOs. The first point gives some clues to the multiplication of NPOs whereas the second point deals with the prospects for the future. Firstly, we will search for the justification of the NPOs as a trend in the social and economic evolution process of our societies. Then, we will show how NPOs can play a role in the near future as key tools for the development of public services and democratic innovation. (En) ; Secondary forests developing on agricultural land after it is abandoned, or as the fallow period in systems of subsistence agriculture, are an increasingly important component of the forest resources of the tropics. They fix and store carbon and may contribute to the alleviation of global warming, they are refuges for biodiversity in agricultural landscapes, and they are low-cost sources of a tremendous variety of forest products. The final years of the 20th century represent an opportune time to bring together researchers concerned with biological, ecological, social/organizational, financial/economic and political aspects of secondary forests and their management, to share their experiences and opinions concerning secondary tropical forests and to contribute to the development of a forward-looking, cross-disciplinary research agenda. The conference had the following objectives: 1) to summarize the state of knowledge of tropical secondary forests from the standpoint of the ecological, social and political sciences. 2) to report the most recent results of research on secondary forests from all relevant disciplines.
The reform of the Social Security system is perhaps the most important item of the agenda of Constitutional reforms in Brazil. Without it, the increase in the (Number of retired people/Number of contributors) ratio will create dramatic fiscal problems in the long term. This article analyzes the evolution of the Social Security expenditures in Brazil during the last 15 years. The focus of the paper is on the composition of expenditures and the trajectory of its real value, with special emphasis on the impact of inflation. After the Real Plan, the possibility that the prices might accomodate the structural pressures for increasing expenditures has practically disappeared. As a consequence, the necessity to reform the retirement system has become more evident. The paper defines a taxonomy of the different proposals of reform, comments on the most relevant issues being discussed within the debate about the Social Security and includes a proposal of reform. This proposal makes only a few changes in legislation and preserves the legal existence of the job time retirement. Nevertheless, it would have a considerable economic impact compared with the preservation of the status quo and would be a more ambitious and more feasible alternative than the one currently being discussed by Congress.

Fourth World Conference on Women, which Ms. Boothe attended as Executive Director of Atlanta's Feminist Women's Health Center. Artifacts, artwork and textiles relate to the conference and to other women's and health issues. ; Born in Battles Wharf, Alabama (1948), Nancy N. Boothe graduated from the University of South Alabama as a registered nurse (1971). She received a B.S. in nursing from the Medical College of Georgia (1976), and a master's degree in Counseling from Troy State University [Florida Region] (1981). Boothe served in the U.S. Nurse Corps in the U.S. and Korea (1970-1984), and worked as clinical director and consultant at a number of health facilities in Louisiana and Florida. She became Executive Director of the Atlanta Feminist Women's Health Center in 1994. In 1995, she attended the Fourth World Conference on Women in Beijing, China, where she taught the workshop, ""GYN Self-Help."" Boothe has served on the boards of All Women's Health Services in Portland and Eugene, Oregon; the Sexual Assault Center, Atlanta, Georgia; and the Jeanette Rankin Foundation, Athens, Georgia. She is also a member of the Feminist Majority Foundation's ""Women's Commission for Congressional Oversight"" and A.P.D. Citizen Review Panel.; Founded in California in 1971 by Carol Downer (1933-) and Lorraine Rothman (1932-2007), the Feminist Women's Health Center was established to empower women through self-knowledge, education and self-help groups.
