An analysis of the US foreign policy strategy shows that a more intensive advocacy of human rights and democracy is us usually a characteristic for democratic American presidents and their administrations. The numerous challenges of the new world order which Bill Clinton was faced with, required the redefinition of the role, goals, and interests of the sole remaining superpower in the new international community. The promotion of democracy and liberal market values and the protection of universal human rights have been the guidelines for Clinton's administration's foreign policy during both of his mandates. Due to the specific features and intensity of geopolitical changes, which resulted in armed conflicts in the South-Eastern Europe, the consequence of the American policy towards the newly-created countries (the so-called young democracies on the Old Continent, including the new Russia) was that the first NATO's military "out of area" campaign on Kosovo was justified as an attempt to stem the flood of refugees and to make an end to the violation of ethnic and other human rights. Since the US have announced their intention to intervene when and if (and based on their interests), they deem that basic human rights and democratic values are violated, it can be said that a new pattern of behaviour has emerged which would have to be adopted by the other members of the new world order as well. The European entrepreneurial undertaking, in the form of an equipped and armed merchant ship, ready to circumnavigate and conquer the Globe, created the modern world as a world with one side only: the mondialised West. To be globalised today, such a world has to be made as a new net, but now as a new multitask and multidirectional entrepreneurial feedback. Contemporary global liberal interventionism and governmental entrepreneurship are segmented today into a dangerously simplified multitask global pyramid of governance through onedirectional cascades. For a real globalisation, this process has to be twodirectional at least: from the center to the periphery - but from the periphery to the center, too. Otherwise, at the beginning of a new "centennial trend" and a "great cycle" there is the risk that the collapse of the liberal civilization of the 19th century could be repeated. Once again because of the weakness of the world system peripheries. The question how to strengthen the "anonymous" global economic, cultural and political processes of that twodirectional kind, is becoming the central global and strategic issue for today's politics and political science. It has turned out that this kind of state and its processes real global environment could be successfuly analyzed and effectively made use, of only with the complete unreduced methodical front of all the fields of political science together and even more than that. So as they could be practically surmounted only with a very complex political and economic action through the whole set of expertly managed public policies. From the historically based Croatian point of view, a possibility of integration into the world center was always in founding a world-market "niche", and never in making even a mini-empire or in controlling a mondialized or a mega- national net. Without a methodically global political science approach, also leaning on Central European and Mediterranean cultural and politological traditions, such Croatian interest will not be accomplished. If the functioning of the fiscal system implies the functioning of democracy, then the interest in its smooth operation is understandable. Particularly important is its segment concerning the financing of local government and selfgovernment Wellregulated relations between the state and local conununities is the basic prerequisite of economic, social and any other development. The decentralization of the fiscal system in the Republic of Croatia is one of the barriers standing in the way of achieving these goals. The crucial question is onlv which is the acceptable degree of the decentralization, economically and politically. The experiences of other European countries may serve as a basis for regulating the fiscal relations among the higher and the lower levels of goverrilnent. The central government should retain only those responsibilities that cannot be carried out by the units of local government and selfgovernment. (SOI : PM: S. 206)

The author shows the numerical and territorial distribution of the Serb population in Croatia during the 19th century and the structure of their vocations and occupations. Throughout 19th century, the participation of the Orthodox in the Croatian population demonstrated a decline. While in 1840 they represented 31,41% of the population, in 1900 that participation was only 25,52%. The Serbs were mixed with other nationals even in places where they were majority. Only in few districts, their participation in general population exceeded 80%. The majority of Serb population is made of agrarian inhabitants. However, although their participation in cities was not great, their economic strength and political positions were responsible for their relatively great influence. (SOI : CSP: S. 152)

The development of the regional cooperation in South-Eastern Europe was at its lowest in comparison with other European regions. The changes occurring in the attitudes of the international community (through increased sensitivity and familiarity with the situation in the field and the new democratic advances of Croatia) are now creating favourable conditions for the development of the regional cooperation. It can be further fortified through international efforts, as well as through the international community's presence, since with its economic, political and even police/military resources it has enough instruments to support these developments. Within the emerging sintagm, "through cooperation to security", South-Eastern Europe is expected to commence its transformation of the relationships by developing different forms of useful cooperation which should lead to increased security and more peaceful coexistence. In such context, by means of regional cooperation, it is possible to attempt torging links with Europe and incorporating this region into the Euro- Atlantic integrations. (SOI : PM: S. 78)

The author provides a definition of political marketing and hightlights its links with democratic polity, reviews the evolution of political marketing from the party to the marketing concept, looks into political marketing as a sort of construction of political reality and analyzes political marketing in Croatia. The author points out that political marketing is resisted by the very people who should make use of it, but that there are some objective circumstances which stand in its way, such as the lack of money, the undeveloped public electronic media, and the still predominantly traditional culture of the society, more inclined to oral communication. As a democratic and economically developed country, whose interests are not any different from those of Western democratic states, the Republic of Croatia may be a decisive factor in the future processes of stabilization in the region. It occupies a very important place in the regional geopolitical structures and might influence the future development of the neighbouring countries and regions, especially through the continuation of democratic transition and the improvement of the relations with its neighbours. Hence the importance of its policies. Its future geopolitical initiatives regarding the stabilization and security of the region can be viewed in relation to their importance within global and regional geopolitical structures, to its participation in the processes of the fragmentation of South-East Europe, and to its geographical, cultural/religious, and historical/geopolitical environment.
