У розвідці здійснено періодизацію процесу зародження, становлення та розвитку вищої освіти на території України, виокремлено протоуніверситетський, докласичний, класичний, модернізаційний, радянський, сучасний (постмодерний) періоди - від афінської системи в полісах Північного Причорномор'я, шкіл підвищеного типу в Київській Русі для підготовки представників державної та духовної еліти, братських шкіл, Острозької та Києво-Могилянської академій до функціонування мережі університетів, спеціальних вищих навчальних закладів, народних університетів. Визначено історичні, суспільно-політичні, економічні, соціокультурні, ментальні, освітні, наукові чинники, що детермінували динаміку кількісних та якісних змін і нововведень у вищій школі. ; In the article the periodization of higher education development in the territory of Ukraine has been carried out and the following main periods have been distinguished: proto¬university (V century BC - XV century), which involves origination of schools of the higher level, oriented towards the Greek-Byzantine models of scholarship; pre-classical (XVI - late XVIII century), marked by the activity of brotherhood schools, Ostroh and Kyiv-Mohyla Academies, based on the synthesis of the national tradition with the European humanistic paradigm; classic (late XVIII - late XIX century) was marked by orientation of the higher school to the German university supporting the freedom of scientific creativity, in combination with the elements of the French model, which envisaged unification and centralization. At the beginning of the XX century the modernization period was initiated, aimed at the implementation of the idea of a free higher school, a combination of universal human values and national values, academic autonomy, freedom of teaching and learning, self-realization of the personality of a student and a teacher. Nevertheless, in the Soviet period (1921-1990), a radical reorganization of the higher school took place on the basis of class values and Marxist-Leninist methodology, the elimination of academic autonomy, unification, and centralization. The modern postmodern development of higher education in Ukraine is based on a innovative paradigm in the conditions of globalization. Among the number of factors that influenced development of higher education in Ukraine, the author has distinguished: historical (deep traditions of functioning of the institutions of higher level, openness of the Ukrainian educational space to the extrapolation of positive foreign experience, indigenous peoples' desire for higher education, practice of "educational tourism"); socio-political (external and internal policy of the state; democratization and formation of civil society institutions; growth of national consciousness and civil culture of the population), economic (scientific-technological progress, modernization of the economy, industrialization, urbanization, growing need for qualified specialists), socio-cultural (deepening of social differentiation, activization of private initiative and public-pedagogical movement, practice of charity and philanthropy; desire of the Ukrainian intelligentsia to develop a national culture; strict censorship and prohibition of Ukrainian language, literature, schools in the Russian Empire); educational (genesis of values, educational ideal and goal of education, transformation of mission of the university, conceptual maturity of different models of higher education, ideas of reformatory pedagogy and free higher education); scientific (structuring of the science, establishment of new methodological approaches, expansion of the nomenclature of specialties, institutionalization of pedagogy as a separate branch of scientific knowledge, integration into the world research space).

Трохи більше чверті століття тому наша країна отримала незалежний політичний статус і визнання в усьому світі. Лише незалежний статус держави дозволив гостро поставити питання відродження духовної спадщини. Українці повертаються до витоків власної історії, культури, мистецтва, релігійності тощо, як було колись, за часів наймогутнішої держави раннього середньовіччя - Київської Русі. Тож у контексті зазначеного звертають на себе увагу військові та фізичні традиції слов'янського богатирства та ратоборства. Тому, у теоретичному плані, інформація даного дослідження основних суспільних функцій, які виконували військовий вишкіл, народні ігри та розваги в давніх слов'ян, надзвичайно важлива для з'ясування їхніх історичних витоків, впливу на формування українського етносу й конкретизації розрізнених фактів, відомостей і свідчень у цілісну систему знань про фізичну культуру Київської Русі. ; A little more than a quarter of a century ago, our country gained an independent political status and recognition all over the world. Only the independent status of the state allowed raising sharply the issue of the revival of the spiritual heritage. Ukrainians return to the origins of their own history, culture, art, religion, etc., as it once was, during the most powerful state of the early Middle Ages -Kievan Rus. Therefore, in the context of the above mentioned, the military and physical traditions of Slavic heroism and warfare are attracting attention. Therefore, in theoretical aspect, the information of this study of the main social functions that served for military training, folk games and entertainment from the ancient Slavs is extremely important for identification of their historical origins, influence on the formation of the Ukrainian ethnos and concretization of fragmentary facts, data and evidence in a holistic system of knowledge about the physical culture of Kievan Rus. Theoretically, having analyzed historical documents and taken into account the information of oral folk art, it can be noted that the system of military and physical training of ancient Slavs was synthetic. It absorbed the best traditions of the peoples inhabited the territory of present-day Ukraine in the Kiev-era period and traditions of the ethnic groups that bordered with our ancestors. Physical culture, before the beginning of the Kievan state, had developed in the depths of the Scythian state. According to the written testimony and sources of oral folk art, we can state that at the time of the establishment of the Kiev statehood and in the future, the Slavic people had their highly developed system of physical education. Initially as a synthetic element, and later as an independent stratum of All-Rus culture, which contributed to the development of the ancient Rus ethnicity, performed a variety of industrial and applied functions, solved the military problem and helped Ukrainians to self-identify in the future as an independent and freedom-loving nation.

У статті, за результатами дослідження архівних матеріалів, з'ясовані змістово-методичні особливості функціонування шкільної мережі для національних меншин Північно-Східної України у 20-30-х роках ХХ століття. Автором визначено науково-педагогічні та регіональні особливості запровадження комплексної системи навчання. Проаналізовано навчальні плани і програми, з'ясовано особливості реалізації мовної політики в національних школах. Схарактеризовано й визначено чинники, що обумовлювали суспільне ставлення до шкіл національних меншин. ; The aim of the article is to find out content-methodological peculiarities of functioning of the school network for national minorities of the North-Eastern Ukraine in the 20-30th years of the 20th century. On the basis of analysis of archival and scientific sources it has been found out that in the 20-30's of the XX century on the territory of North-Eastern Ukraine took place modernization of the content-methodological provision of school education for national minorities. Native educators created a scientific basis for organization of learning. At the heart of the educational reform was the idea of building a united labor school. With the aim of integration of the educational materials and drawing school closer to life, a comprehensive system of learning replaced the subject teaching, but due to the low qualifications of teachers and lack of methodological support, comprehensive schooling for the national minorities of North-Eastern Ukraine was not of a mass character. During the period under investigation, state programs were updated, in which particular attention was paid to the study of languages. The analysis of archival materials has shown that the main emphasis in the content of education was transferred to the training of students, formation of their communist outlook and preparation for active social activities in the development of the country. Thus, taking into account a number of negative socio-political, economic and administrative factors that had affected school activities, we can conclude that educational reforms of the Soviet government and updating of the content of education provided the opportunity to master general knowledge of the representatives of national minorities in the region and promoted development of the national school.

У статті висвітлено періодизацію розвитку художньо-промислової освіти Галичини кінця ХІХ - першої половини ХХ століття. Авторська концепція періодизації означеного історико-культурного й педагогічного феномена розроблена на методологічних підходах сучасних українських учених. На засадах принципу інтердисциплінарності, за критерієм гармонізації етнокультурних традицій, інтеграції художньої та промислової складових, зростання мережі художньо-промислових шкіл виокремлено два періоди та етапи в них; висвітлено особливості поступу художньо- промислової освіти Галичини у визначених хронологічних межах; розкрито внесок педагогів, громадських діячів у розвиток художньо-промислових шкіл. ; The article highlights the results of historical-pedagogical study of periodization of development of the artistic-industrial education of Galicia in the chronological boundaries of the late XIX and first half of the XX century. The author's conception of periodization of the mentioned historical, cultural and pedagogical phenomenon is developed on the methodological approaches of modern Ukrainian scientists. On the principles of interdisciplinarity, according to the criterion of harmonization of ethno-cultural traditions, the integration of artistic-industrial components, the growth of the network of arts and industrial schools, two periods and stages therein are distinguished. Features of the progress of artistic-industrial education of Galicia in certain chronological limits are highlighted. The contribution of teachers, public figures to the development of artistic-industrial schools is revealed. Formation and development of the artistic-industrial education of Galicia was influenced by political-economic, cultural and aesthetic factors (regional craft traditions, in conjunction with the fact that they were produced by European artistic schools). In the author's conception of the periodization of artistic-industrial education in the defined geographical and chronological boundaries of the further development the methodological approaches, which are substantiated by modern Ukrainian scholars (L. Berezivska, N. Hupan, N. Dichek, H. Ivaniuk, J. Kalakura, L. Zashkiliak, Ye. Khrykov, O. Sukhomlynska). According to the results of source study analysis, the chronological boundaries of periods are distinguished: the 70's of the XIX century - 1918) - formation and development of artistic-industrial education in Galicia under the conditions of the Austro-Hungarian Empire; 1919-1939 - adaptation of the achievements of the previous period in the state art¬industrial schools (in the conditions of the Rzecz Pospolita). In each of the aforementioned periods, the stages that are decisive for the progress of artistic-industrial education are identified and characterized, namely: state strategy, organizational and methodological support, training of professional teachers for artistic-industrial schools; contribution of public art and trade unions to the development of the school network and the material and financial support of the activities of schools; development of artistic-industrial centers.

Описані результати кластерного аналізу результатів парламентських виборів 2002-2014 року за близькістю електоральних траєкторій районів показують різноманіття електоральних вподобань та впливу локальних географічних місць на політичний вибір. Якщо в окремих випадках підтримку проросійських партій можна прив'язувати до етнічної композиції населення (наприклад, за переписом 2001 року 51.6% населення Путивльського району були росіянами та 26.7% Великописарівського), то в інших ситуаціях етнічний фактор не є вагомою змінною для аналізу (наприклад, високий рівень підтримки проросійських сил у Середино-Будському, Ямпільському та Шосткинському районах). ; The results of the cluster analysis of the results of the parliamentary elections of 2002-2014, described by the proximity of the electoral districts of the districts, show the variety of electoral preferences and the influence of local geographic locations on a political choice. If, in some cases, support for pro-Russian parties can be tied to the ethnic composition of the population (for example, according to the 2001 census, 51.6% of the population of the Putivl region were Russians and 26.7% of the Veluka Pysarivka), then in other situations, the ethnic factor is not a significant variable for analysis (for example, a high level of support for the pro-Russian forces in the Seredyna-Buda, Yampil' and Shostka districts).

Проаналізувавши статистичні дані 2005 та 2015 років можемо зазначити, що для всіх країн Європейського Союзу спостерігається тенденція до зменшення смертності від ішемічної хвороби на 30,4%, особливо в таких країнах як Люксембург і Данія. Головною причиною таких позитивних змін є запровадження профілактичних заходів, особливо серед населення, яке знаходиться в групі ризику. ; After analyzing the statistics for 2005 and 2015, we can note that for all European Union countries, there is a tendency to reduce the mortality rate from coronary heart disease by 30.4%, especially in countries such as Luxembourg and Denmark. The main reason for such a positive change is the introduction of preventive measures, especially among the population at risk.

У статті визначено провідні принципи та педагогічні умови формування художньо-виконавського досвіду майбутніх фахівців з музичного мистецтва у процесі вокальної підготовки. Подано визначення поняття «художньо-виконавський досвід». З'ясовано, що формування художньо- виконавського досвіду можливе за умови дотримання як загально- педагогічних принципів навчання й виховання так і спеціальних, ураховуючи їх своєрідність, новизну й відповідну практичну значущість. Виділено найсуттєвіші для формування художньо-виконавського досвіду майбутніх фахівців із музичного мистецтва педагогічні умови. Доведено, що розглянуті принципи та педагогічні умови формування художньо-виконавського досвіду майбутніх фахівців із музичного мистецтва у процесі вокального навчання взяті кожна окремо, не зможуть забезпечити успішного набуття художньо-виконавського досвіду. Лише їх комплексне забезпечення може стати підґрунтям якісної вокальної підготовки й формування на цій основі художньо-виконавського досвіду майбутніх фахівців із музичного навчання. ; The article defines the leading principles and pedagogical conditions for the formation of the artistic-performing experience of the future musical art specialists in the process of vocal training. The definition of the concept of "artistic-performing experience" is given; it is defined as the ways of reproducing musical images acquired by the individual in order to convey them to the audience, accumulating musical impressions and experiences, as well as musicological, interpretational and methodological competences acquired in the process of artistic activity. It is found out that formation of artistic-performing experience is possible provided that both general pedagogical principles of teaching and upbringing and special ones are considered, taking into account their originality, novelty and corresponding practical significance. Among the general pedagogical principles, such principles as cultural identity, informative, systematic and consistent character, humanization and democratization are singled out. To purely specific artistic-performing principles of training the author has referred: the principle of reliance on educational-professional experience; systematic character and sequence of managing impacts; historicism in the study of artistic-aesthetic phenomena; interest and emotional enthusiasm for performing activity; intensification of creative- performing activity; respect for the author's concept. Pedagogical conditions that are essential for the formation of artistic- performing experience of the future musical art specialists are identified: optimal organization of the educational interaction of the teacher and the student in the process of vocal training; creation of success situations in the musical-performing activity of students; expansion of the artistic thesaurus of the future music teachers due to their creative independence, which maximizes self-improvement of the music teacher's personality, aims at individual and professional growth. It is proved that the considered principles and pedagogical conditions for the formation of the artistic-performing experience of the future musical art specialists in the process of vocal training, taken separately, cannot ensure the successful acquisition of artistic-performing experience. Only their comprehensive support can become the basis for high-quality vocal training and formation on this basis of artistic-performing experience of the future specialists in music education.

У статті висвітлено сучасний стан розвитку національних асоціацій закладів вищої освіти – Асоціації університетів України та Спілки ректорів вищих навчальних закладів України. Схарактеризовано цільові пріоритети зазначених професійних громадських організацій. Здійснено порівняльний аналіз напрямів міжнародної діяльності національних асоціацій закладів вищої освіти України та Європейської асоціації університетів і на його основі визначено можливості використання досвіду Європейської асоціації університетів у практиці вітчизняних закладів вищої освіти. ; Introduction. Integration of Ukraine into the European and world educational space involves active interaction of Ukrainian higher education institutions with European and international educational organizations and, first of all, the European University Association as a leader in the formation of European educational policy. The aim of the article is to highlight the possibilities of implementation of the European University Association experience in the practice of domestic higher education institutions. Research methods: general scientific (analysis, synthesis, comparison, generalization, systematization) for studying scientific and documentary sources on this subject; concrete scientific methods: the method of comparative analysis, which revealed common and distinctive features in the activities of European and Ukrainian educational organizations, and the method of scientific extrapolation to reveal the possibilities of using the discussed experience of European countries in the process of further modernization transformations of higher education in Ukraine. Conclusions and prospects for further research. As a result of the study of the current state of development of the national associations of higher education institutions – the Association of Universities of Ukraine and the Union of Rectors of Higher Educational Institutions of Ukraine, we came to the conclusion that it is necessary to improve their internal and external activities on the basis of positive foreign experience. In this context, the following areas of implementation of the experience of the European University Association in the practice of domestic higher education institutions are promising: at the national level: improvement of legislation in the field of higher education; increasing the amount of state funding of higher education institutions; increasing transparency of the activities of national associations of higher education institutions; establishing international cooperation of national associations of higher education institutions with the European University Association and its partners; at the institutional level: development of institutional mobility; development of mobility of students, scientific-pedagogical staff and administration of institutions of higher education; development of research and innovations; dissemination of positive experience of domestic higher education institutions regarding their membership in EUA; creation of conditions for international cooperation in the domestic HEIs, etc.

Статтю присвячено опису методології порівняльно-педагогічного дослідження розвитку фізкультурної освіти у країнах ЄС. Зважаючи на необхідність проведення багаторівневого аналізу, методологію представлено на трьох рівнях: історичному, практичному та інституційному. Подано комплекс методів із обґрунтуванням доцільності їхнього застосування на означених рівнях. ; The article is devoted to the description of the methodology of comparative-pedagogical research of the development of physical education in the EU countries. The generalization of methodological approaches in the pedagogical study made it possible to distribute them into three main groups: basic general approaches that provide the corresponding quality of research in terms of compliance with the canons of educational research; paradigmatic approaches based on recognized concepts and theories that reveal various aspects of the social development of mankind; instrumental scientific approaches of a technological nature. The author has identified the following levels: the historical level, the purpose of which is to analyze the origin, formation and development of concepts of physical education in Europe; practical level, aimed at considering the specifics of the practical application of individual concepts; the institutional level focused on presenting the concepts of physical education in the EU member states at the angle of their institutional interactions and the role of world, European and national institutions in determining the prospects for their further development. In the study of the concepts of physical education at the historical level, the author has taken into account the theoretical basis, which in different periods prevailed in the research. The author emphasizes presence of the factors hindering objective presentation of the material: the adornment of reality (the author, presenting material about his country influenced by the feeling of patriotism, can consciously or unconsciously present it in a decorated light); chronological distance (if the work is written from a distant time perspective, there is a lack of proofs that the author will offset by his own subjective assessment); ideology (works on one and the same historical event, written from different ideological positions, can vary radically, which also causes some difficulties in the comparison).

У статті піддано аналізу публіцистичний доробок окремих діячів громадсько-педагогічного руху другої половини ХІХ – початку ХХ століття щодо «жіночого питання». Публіцистичні праці Х. Алчевської, П. Грабовського, М. Зінченка, М. Пирогова, С. Русової, К. Щепкіної та деяких інших діячів доводили актуальність проблеми реформування жіночої освіти, що, на їх думку, не відповідала запитам суспільства на демократичні та ліберальні перетворення в державі. ; The article analyzes the studies of individual figures of the public-pedagogical movement of the second half of the XIX – the beginning of the XX century on the "women's issue". The aim of the article is to analyze the views of the representatives of the pedagogical thought of the studied period in the context of relation of women's education with the needs of social development. Methods of research: general scientific methods: theoretical analysis, generalization, comparison – have been used to make the conclusions; specific scientific methods: personologic-biographical method, textual and retrospective analysis have allowed to analyze literary sources on the research problem. The study of the works of some representatives of the pedagogical thought of the second half of the XIX – the beginning of the XX century (Kh. Alchevska, P. Hrabovskyi, M. Dobroliubov, M. Zinchenko, M. Pirohov, S. Rusova, K. Shchepkina) proved the urgency of the issue of reforming women's education, which, in their opinion, did not meet the demands of society for democratic and liberal transformations in the state. Unlike the Western European understanding of the problem of "women's issues" (struggle for provision of women's political and civil rights), in the Russian Empire, the possibility of its solution was seen in the need to reform the system of women's education (creation of education institutions for women of all social statuses, the right of women to equal education with men, opening access to higher education, etc.). The progressive part of the intelligentsia of the second half of the XIX – the beginning of the XX century advocated the change in the social status of women. Representatives of public-pedagogical thought believed that a woman could be not only a mother, wife, housewife, she was able to self-fulfillment in other social sectors, for which she also needed decent education. For further study deserves journalistic work on the problem of female representatives with a possible comparative characteristic of the regions of Ukraine, which during the investigated period were part of the Russian and Austro-Hungarian empires.

У статті розглянуті основні елементи впровадження в систему військової освіти елементів тактичної медицини в дисципліні «Безпека життєдіяльності» як інновації в підготовці військовослужбовців до надання медичної самодопомоги в умовах ведення бойових дій. Визначено, що під час викладання дисципліни «Безпека життєдіяльності» потрібно застосовувати теоретичну підготовку та обов'язково підкріплювати практичним навчанням із надання домедичної допомоги. Своєчасно надана домедична допомога знижує ризик виникнення важких ускладнень під час поранення, скорочує термін повернення у стрій військовослужбовців, а в більшості випадків дозволяє врятувати життя пораненому. ; In the article the main elements of introducing elements of tactical medicine into the system of military education in the discipline "Life safety" as an innovation in the training of servicemen in the provision of medical self-help in the conditions of military operations are considered. It is determined that during the teaching of the discipline "Life Safety" it is necessary to apply theoretical training and be supported by practical training in providing premedical aid. Timely premedical aid care reduces the risk of serious complications in the wound, shortens the return of military personnel, and in most cases allows saving the life of the wounded. According to the Strategic Defense Bulletin of Ukraine, by 2020 a system of medical care should be created, able to function effectively in joint NATO missions, including the search for the wounded, the provision of the necessary assistance, their medical evacuation and treatment. An important aspect of teaching the discipline "Life Safety" is training of students for the rapid and effective conduct of self-help and first aid to the victims in the zone of the operation of the Joint Force (OOS). The main attention should be paid to the most dangerous life-threatening injuries that require an immediate reaction to its preservation. It is expedient to conduct training of the reception in the following sequence: the reception of the reception by the head (10 %), the performance of those who are studying, admission to the elements (50 %), training in the implementation of the entire admission to the established time limit (40 %). For a better mastering of practical techniques, it is advisable to divide the unit into two groups, in which some act as wounded, and others practice the reception. Only after the assimilation of the previous one a person should proceed to the finishing of the next reception. An unexpected АТО, which revealed the complete unwillingness of armed formations of Ukraine and society to ensure the survival of soldiers and the population affected by modern weapons during combat operations, was the main factor in updating the content of the "Life Safety" discipline in higher military education institutions. Provision of military personnel with individual means of medical protection, development of the order of their use, as well as the acquisition of knowledge on the provision of medical assistance in the order of self and mutual assistance in wounds significantly reduces the risk of severe complications during injury, reduces the term of return to the military service, and in most cases can save lives of the wounded.

Наводяться кількісні параметри використання військовослужбовців і військової техніки. ; The article analyzes the territorial and other features of peacekeeping operations in which the Armed Forces of Ukraine participated from 1991 to the present day. The quantitative parameters of the use of military personnel and military equipment are given.

В статье рассматриваются вопросы, связанные со становлением в Украине службы пробации, законодательным регулированием её деятельности. Обозначены проблемы, возникающие при реализации института ювенальной пробации, а также предложены некоторые аспекты совершенствования системы исполнения наказаний, не связанных с лишением свободы. Автор отмечает, что развитие ювенальной пробации в Украине станет основой для обеспечения успешной социальной адаптации несовершеннолетних осужденных в постпенитенциарный период и их последующей реинтеграции в современное общество. ; The article deals with issues related to the establishment of the probation service in Ukraine and the legislative regulation of its activities. Problems identified in the implementation of the institution of juvenile probation are outlined, and some aspects of the improvement of the system of execution of sentences not related to deprivation of liberty are suggested. The author notes that the development of juvenile probation in Ukraine will be the basis for ensuring successful social adaptation of under-age convicts in the post-penitentiary period and their subsequent reintegration into modern society.

У статті представлений один із можливих варіантів моделювання відкритої, нелінійної, складної, нестійкої педагогічної системи на абстрактно-алгебраїчному рівні. Як базовий інваріант застосовано відому графічну модель системи управління. В ході моделювання роль суб'єкта управління передбачена не лише для викладача, але й для студентів, в тому числі і студентських груп. Для переходу на абстрактно-алгебраїчній рівень застосовано метод аналогії. Спираємося на напрацювання теоретичної механіки, де причинами руху розглядаються зовнішні та внутрішні сили. У ході здійснення аналогії під рухом розуміємо динаміку навчальних досягнень окремого студента та академічної групи. Зокрема, розглядається динаміка в досвіді самоуправління діяльністю, в досвіді взаємодії з іншими, в досвіді певного виду перетворювальної діяльності. Відображення цієї динаміки на абстрактно-алгебраїчному рівні здійснено із використанням наявних формулювань лінгвістичного рівня опису системи управління в кібернетиці. Зокрема застосовані формулювання принципів: 1) зворотного зв'язку; 2) необхідної кількості різноманітності; 3) емерджентності; 4) додатковості (за Ст. Біром, Н. Бором, У.Р. Ешбі, М.М. Мойсеєвим, Н. Вінером). Виходимо з того, що саме ці принципи характеризують сили, які діють в педагогічній системі та визначають її динаміку. Запропоновано набір змінних для здійснення відповідного абстрактно-алгебраїчного моделювання в педагогічній системі, їх умовні позначення, формули, що відображають зв'язки між ними. Здійснене моделювання на абстрактно-алгебраїчному рівні опису педагогічної системи як системи управління не заперечує реалізацію гуманістичного підходу на інших етапах дослідження педагогічних систем і відповідної організації навчального процесу на практиці, з іншого боку, створює передумови для поєднати теоретичних та емпіричних результатів конкретного дослідження, більш точного вимірювання та прогнозування.Поза межами розгляду у цій статті залишилася та вимагає подальшого розгляду процедура визначення сукупності зв'язків і принципів взаємодії системи із зовнішнім середовищем. ; In the article one of the possible variants of modelling on the abstract-algebraic level of an open, nonlinear, complex, unstable pedagogical system is presented. A well-known graphical model of the control system is used as a basic invariant. During the simulation, the role of the subject of management is provided not only for the teacher, but also for students, including student groups. For the transition to the abstract-algebraic level, the method of analogy with theoretical mechanics, where external and internal forces are considered as the causes of motion, is applied. The dynamics of academic achievements of the individual student and academic group is analogous to the movement in mechanics. In particular, the dynamics in the experience of self- government activity, in the experience of interaction with others, in the experience of a certain type of transformation activity are considered. The reflection of this dynamics on the abstract- algebraic level is carried out using the available language of the linguistic level of the description of the control system in cybernetics. In particular, the following formulations are used: 1) feedback principle; 2) the law of requisite variety; 3) principle of emergence; 4) principle of complementarity (according to St. Beer, N. Bohr, W. R. Ashby, M. M. Moiseyev, N. Wiener). These principles characterize the forces that operate in the pedagogical system and determine its dynamics. A set of variables is proposed for the implementation of the corresponding abstract- algebraic modelling in the pedagogical system, their symbols and formulas reflecting the relationships between them. The simulation on the abstract algebraic level of the description of the pedagogical system as a control system does not deny the realization of the humanistic approach at other stages of the study of pedagogical systems and the corresponding organization of the educational process in practice, on the other hand, creates the premises for combining the theoretical and empirical results of a particular study, more precise measurement and forecasting. The procedure for determining the set of relationships and principles of interaction between the system and the environment remains outside of the review in this article and it requires further consideration.

У статті розглядаються специфічні особливості організації підвищення кваліфікації фахівців служб персоналу у збройних силах США. До таких особливостей можна віднести: відсутність підготовки офіцерів для служб персоналу на тактичному рівні, обов'язковість проходження курсів підвищення кваліфікації під час кожного просування по кар'єрним щаблям, підготовку офіцерів генерал-ад'ютантської служби підрозділів управління кадровими ресурсами у військових навчальних закладах за суміжною військово-обліковою спеціальністю, типовість нормативно-правових документів, які використовуються у процесі організації навчально-тренувальних курсів і підвищення кваліфікації для всіх видів збройних сил США, постійну зацікавленість та всебічне сприяння військового керівництва США в самостійному підвищенні професійного рівня фахівцями служб персоналу. ; The article deals with the specific features of organization of advanced training of specialists of personnel services of US armed forces. These features include lack of training of officers for personnel at the tactical level, the obligatory completion of advanced training courses during each career advancement, training of officers of the adjutant general service of the personnel management units at the military education institutions for the adjacent military-account specialty, typology of normative legal documents used in the process of organization of training courses and advanced training for all types of US armed forces, constant interest and full support of the US military leadership to independently enhance professional level by the specialists of personnel services of US armed forces. In this context, it is noted that many American civilian education institutions have programs that can be followed by training in the field of human resources management, labor relations, training and staff development. Special courses in human resources care can be completed at such departments (or other structural units) as business management, teaching methodology, organization development, services for people, communication, government, or in selected specialized institutes (structural subdivisions) for training specialists in the field of human resources management.The article presents peculiarities of organization of training and taking advanced training courses by military specialists of the US Army personnel services at the appropriate education institutions.
