Politicians increasingly promote Britishness. We thus ask who do they think has difficulty feeling British and why do they think this? Scholars have not yet tried to address these questions and in this article we attempt to do so. Using interviews with former home secretaries, junior ministers and their shadow cabinet counterparts, we examine whether leading politicians think that Muslims have difficulty feeling British. We show that senior members of the main political parties are not only internally divided on this issue, but that a cross-party divide exists and that many of the members of these divisions are unaware of the relevant sociological data. British multiculturalism is alleged to have buckled under various Muslim-related pressures. Indeed, some intellectuals, commentators and politicians of different political persuasions have pointed to evidence of a 'retreat' to be found in an increased governmental emphasis upon 'integration' and 'social cohesion'. One response to these developments, from defenders of diversity-related politics, has comprised a discursive reorientation of British multiculturalism to focus upon an anti-essentialist 'multiculture' that can transcend the alleged hitherto reification of British multiculturalism. This article offers an alternative appraisal of British multiculturalism. We contest the idea that British multiculturalism is subject to a wholesale 'retreat' and suggest instead that it has been, and continues to be, subject to a productive critique that is resulting in something best characterised as a 'civic re-balancing'. Simultaneously, and rather than seeking comfort in a depoliticised 'multiculture' view, we defend the ideal of a dynamic political multiculturalism, comprised of a body of discourses and policies originating from a racial equality paradigm inaugurated by the first Race Relations Act (1965). It is argued that this tradition has successfully and legislatively embedded a recognition of 'difference' – with the goal of promoting equality of access and opportunity – into Britain's self-image which has led to some significant accommodations for certain groups. Muslim minorities are currently appealing to this tradition as one means of achieving greater civic inclusion.

We explore aspects of what it means to be a 'moderate' Muslim in Britain. Based on interviews with 21 Muslim intellectuals or those active in public or community debates (not all of whom were happy with the term 'moderate Muslims'), we examine what these Muslims think about multiculturalism. While there is a variety of views, the respondents are promulticulturalism as long as it includes faith as a dimension of 'difference', something they believe has only belatedly, tentatively and slowly happened in Britain. Most of the other aspects of the multicultural ideal and criticisms of contemporary British practice, such as the distinction between mutual respect and tolerance, the importance of non-separateness and dialogue, the need for transformative change on the part of the minorities as well as the majority, seem to be similar to the views held by non-Muslim British multiculturalists. Yet some believe that the Qur'an, Islam and Muslim history are powerful sources of multi-culturalism and represent a form superior to any that has been developed elsewhere or is on offer in the contemporary West. This view was held by those who are experts in using and engaging with contemporary Western discourses rather than those who are authorities in interpreting Islamic texts, and so they, like most others in the group could be said to be a relatively new kind of Muslim public figure.

Scholars argue that policies of multiculturalism in different countries are in retreat or in question. Britain is often used as an example of this, and leading British politicians and commentators often criticise such a policy. Yet a long-held multiculturalist goal has been to make Britishness more inclusive and this is something leading politicians were until recently uncommitted to. We use interviews with politicians who have served in this government and the last, the measures they have introduced, their media contributions, speeches and policy documents, to show that they are now committed to this goal. At a time when a British policy of multiculturalism is said to be in retreat or in question we identify a multiculturalist advance and show that this raises a range of difficult questions about government approaches to 'Britishness'. Oakeshott offers a radical version of the thesis that philosophy cannot evaluate or recommend political ideas. We criticize each stage of his argument that practical life excludes philosophy's desire for ultimate truth and demands a distinctive form of reasoning. Believing that practice is not susceptible to philosophical guidance because it is composed of actions, subject to change and necessarily inconsistent and uncritical of assumptions, he exaggerates its contrast with theory. Moreover, he wrongly supposes that philosophy has no practical aspect, arguing that while all practical thought must be in terms of certain concepts, philosophy transcends those which it analyses. We contend that the distinctiveness of philosophy and practice does not imply they are separate; rather philosophy is a necessary part of any reasoned evaluation of political concepts.

This interdisciplinary collection addresses the position of minorities in democratic societies, with a particular focus on minority rights and recognition. For the first time, it brings together leading international authorities on ethnicity, nationalism and minority rights from both social and political theory, with the aim of fostering further interdisciplinary debate

It is a common complaint among Muslim civil society organisations that their presence in British politics is misconstrued. An increasing number of activists and groups are concerned to repudiate what they perceive to be the misperception of their political agency as exceptional and difficult to accommodate. Organisations and initiatives thus project and practice civic identities, to demonstrate that they are committed to the 'common good'. This article explores how a number of organisations positioned themselves in response to experiences of 'misrecognition' in the context of the General Election 2010. With this conceptual focus we explore one of the most pertinent characteristics of Muslim political agency in Britain today: how actors respond to perceived pressures, make claims and project identities in opposition to alleged misperceptions or the refusal to acknowledge their desired self-descriptions. The article draws on a set of qualitative interviews with representatives of advocacy organisations that mobilised Muslim constituents in the run-up to the General Election 2010.
