AbstractThis article uses a systematic review of the main literature in the field to shed light on different operationalizations of the main classifications of policy instruments. Although the literature offers a large number of instrument taxonomies, many of them act as theoretical guidelines rather than operational concepts that can help to disentangle the different features of governing actions. This article provides a review of the most frequently used policy instrument typologies and, through a meta‐analysis, it analyses how instrument typologies have been differentially adopted to explain real‐world phenomena. The results are a high degree of heterogeneity in citation frequency, the polyhedral nature of the concept of policy instruments, a divide between typologies focused on governmental resources and those focused on drivers of expected behaviour, and 'labellism'. Thus, what emerges is the urgency of a process of convergence towards a common framework.

One of the most important aims of the infrastructural politics of Hungary is to be able to reach every county seat on expressway. As a part of this effort M44 highway is under construction at the moment, which will connect, as one of the last ones without this connection, Békés county, and its seat, Békéscsaba into the expressway network of the country and naturally of Europe. A 61 kilometre long part of the highway between Tiszakürt and Kondoros was opened for the traffic in the autumn of 2019, while a 15 kilometre long section between Szentkirály and Tiszakürt and another 18 km long between Kondoros and Békéscsaba are actually under construction. The Berkó-bridge over the river Hármas-Körös was built by A-HÍD Zrt. near to Kunszentmárton on the section which was completed last year. Kivonat A magyarországi infrastrukturális politika egyik legfőbb célja, hogy minden megyeszékhely elérhető legyen gyorsforgalmi úton. Ennek a törekvésnek a részeként épül jelenleg is az M44-es autópálya, amely egyik utolsóként Békés megyének az eddig autópályakapcsolattal nem rendelkező székhelyét, Békéscsabát, és természetesen vele együtt magát a megyét is be fogja kapcsolni az országos, és ezzel együtt az európai gyorsforgalmi úthálózatba. Az autópálya egy 61 kilométeres szakaszát Tiszakürt és Kondoros között 2019 őszén át is adták a forgalomnak, míg Szentkirály és Tiszakürt között egy 15, míg Kondoros és Békéscsaba között egy 18 kilométeres szakasz jelenleg is építés alatt áll. A tavaly átadott szakaszon Kunszentmárton mellett épült meg a Hármas-Körös fölött átívelő Berkó-híd az A-HÍD Zrt. kivitelezésében.
