AbstractThis paper reports an investigation into the changes in the wage distribution in Poland in the first half of the 1990s. We concentrate on the effects of privatization and international trade. We show that the tendency towards increased dispersion in wages halted between 1992 and 1996, despite a rapid expansion in private‐sector work. We also show that, during the same period, private‐sector workers typically earned less than their state‐sector counterparts on an hourly basis, and this gap widened. However, if one controls for experience, tenure and size of workplace, then there existed a small positive private‐sector premium. On the effects of international trade, we find suggestive circumstantial evidence that the increase in trade with Western Europe raised wages and employment in manufacturing.

Les juristes, conscients de la multiplicité des règies qui s'appliquent pendant la guerre, donnent une définition relativement élaborée du droit international humanitaire. Selon eux, l'expression «droit international humanitaire applicable dans les conflits armés s'entend des règies internationales, d'origine conventionnelle ou coutumière, quisont spécifiquement destinées a régler les problèmes humanitaires dècoulant directement des conflits armés, internationaux ou non, et restreignant, pour des raisons humanitaires, le droit des Parties en conflit d'utiliser les mèthodes et les moyens de guerre de leur choix ou protégeant les personnes et les biens affectés, ou pouvant être affectés, par le conflit».

It is rare in the field of humanitarian action for anniversaries to be
celebrated. Yet some achievements in history cannot fail to be remembered
and serve as inspiration. The adoption of the 1951 Convention relating to
the Status of Refugees, which remains the fundamental instrument for refugee
protection, is one such achievement. On the occasion of its 50th
anniversary, I would like to reiterate the ICRC's strong support for the
1951 Convention and the principles set out therein. I would also like to
take the opportunity to commend the vital role played by UNHCR in providing
help for refugees in so many places around the world.
