"Global Health Governance" - zukunftsfähige Architektur eines globalen Gesundheitssystems?

'Globale Gesundheitsprobleme haben in den letzten Jahren mehr als in früheren Jahrzehnten die Aufmerksamkeit der Menschen auch in den Industrieländern erregt. Dies betraf vor allem tödliche Infektionskrankheiten: Nach der AIDS-Pandemie folgten SARS und in den vergangenen Monaten die Vogelgrippe: Auch wenn diese im Augenblick in Europa aus den Schlagzeilen geraten ist, werden aus Afrika weiter steigende Infektionszahlen gemeldet. Allerdings sind in den letzten Monaten auch wichtige Weichenstellungen im Bereich von 'Global Health Governance' erfolgt (International Health Regulations, Forschung und Entwicklung zu Medikamenten). Die veränderten globalen Rahmenbedingungen durch den Globalisierungsprozess verlangen neue Formen des politischen und finanziellen Engagements in der globalen Gesundheitspolitik, die die Möglichkeiten der bis in die 1990er-Jahre hinein diesen Sektor dominierenden internationalen Organisationen (WHO, Weltbank, UNICEF) erheblich übersteigen. Dies betrifft vor allem folgende Aspekte: Die Bedrohung durch Infektionskrankheiten aufgrund steigender Mobilität und wachsender Resistenz von Krankheitserregern gegen Antibiotika nimmt zu. Die schlechte Gesundheitssituation in armen Ländern wird als Hindernis für Entwicklung und ein Faktor für politische Instabilität wahrgenommen. Die Liberalisierung der Welthandelsordnung und vor allem das TRIPS-Abkommen implizieren zweifelhafte - vor allem an der erwarteten zahlungsfähigen Nachfrage orientierte - Anreize für medizinische Innovationsprozesse, die Patienten in armen Ländern tendenziell vernachlässigen. Als Reaktion auf globale Gesundheitsprobleme lässt sich eine erhebliche Stärkung zivilgesellschaftlicher Organisationen und die Entstehung neuartiger Organisationsformen (vor allem Global Public Private Partnerships) beobachten. Diese stärken zwar die in der globalen Gesundheitspolitik verfügbaren politischen und finanziellen Ressourcen, führen aber immer mehr zu Koordinationsproblemen.' (Autorenreferat)
Constantinople in the «Journey to Istanbul» by Joseph Brodsky

The article is devoted to the Joseph Brodsky's essay «Journey to Istanbul». The author considers one of the central subjects of the essay, which is connected with the plans of the Emperor Constantine for the foundation of New Rome and the spread of Christianity. Special attention is paid to the analysis of the reconstruction of the historical picture in the essay, the characteristics of the diverse tasks that Brodsky set for himself, as well as to the stylistic features of the essay text.The article shows that the ideological subtext, to which literary critics and colleagues in the pen often attached excessive importance, plays a rather secondary role in this habitual journey into the past for Brodsky, not to mention that the circumstance of his private life acts as an incentive for such an essay. While the idea of Constantine as emperor and the idea of Constantinople as the New Rome, which marks the idea of Christianity, comes to the fore.

VIOLATION AND COMPLIANCE OF PRINCIPLE OF CIVILITY IN THE BOOK "DEATH LAUGH (THE WAY OF SOEHARTO)". AUTHORSHIP OF INDONESIAN PEOPLE: DIGITAL PRAGMATIC-BASED STUDIES OF CORPUS
The main issues studied in this research are violations and compliance with the principle of politeness in the book " death laugh (the way of Soeharto) by the Indonesian people". The aim of this study; (1) classifies and describes categories of violations of the principle of politeness in the book "death laugh (the way of Soeharto) accompanied by explanations of the causes of the offenses arising; (2) to classify and describe the categories of compliance with the principle of politeness in the book " death laugh (the way of Soeharto) (the way of Soeharto) accompanied by explanation of the causes of adherence. Given this research is a literature study, then the method of data collection in this study using the method refer (observation or observation) combined with digital corpus program. The digital corpus that researchers use is the "AntConc" program. The working principle of the program finds lexem, words, and phrases, which contain elements of violation and compliance with the principle of politeness. Data that has been identified in AntConc will be recorded manually. It is then analyzed by replacing the initial data element and inserting the new data element as a comparison, then described with explanation as the cause of the breach and compliance arises. The guidelines for classifying abuses and adherence in the book are based on Leech's politeness principle divided into five maxims (maxim of wisdom, dignity, respect, simplicity, and consensus). Based on the results of data analysis, there is a violation and compliance of the principle of politeness in the book " death laugh (the way of Soeharto). Violations and compliance occur in almost all of the maxims, including in the maxims of wisdom, generosity, appreciation and consent.
