The Common Security and Defense Policy (CSDP) represents an institutionalized attempt by European Union Member States to respond to the security challenges they confront. This paper discusses the evolution of this policy through the lens of political integration and international relations theories. The analysis integrates both the supranational and the national level, and demonstrates that European institutions have extended their privileges and sphere of influence with increasing organizational mandates. At the same time, participation by various levels in the creation of European security policies has evolved, and the inter-governmental level is often recognized as dominant. However, the question remains open whether this evolution of policy might be properly explained by several influential political theories that have shaped the European integration and security architecture in recent decades. Aspects of the CSDP institutional setting (its creation, goals and role) and the explanation of why security and defense policy is a complex dilemma of the integration process are discussed.

The author analyzes the results of a pilot project (2004 – 2009) focused on conflict prevention and early warning in Guinea Bissau by the Canadian International Institute of Applied Negotiation. Guinea Bissau was considered at risk of violent armed and as a result an early warning and crisis management process was initiated. The article focuses on the results and lessons learned of that process. The stages of the process—crisis management, violence prevention, and the development of a National Plan of Action for Peace and Prosperity in Guinea Bissau—are analyzed within the context of a failing state. In addition, the article explores to what degree, over five years, an outside-driven effort to prevent political violence was effective. While the project was never able to reach the ambitious and robust goal of political conflict being resolved nonviolently, there were many small successes along the way that can be learned from, including building trust and meeting local needs, local project leadership, and integrated efforts.

Anchored in the port of Marseille, this article studies encounters between international solidarity, American humanitarianism, and Vichy France's nationalism in times of war and exile. Being the main free harbour in France after the country's defeat against Germany in the spring of 1940, Marseille saw hundreds of thousands of refugees seeking refuge and exile on its shores. This massive flux gave rise to a local internationalism of humanitarian and solidarity networks bonded by an anti-fascist ideology. American humanitarians, diplomats, and radical leftist militants shaped this eclectic internationalism by providing crucial support for European refugees escaping the Nazi-backed state repression in France. Using the local archives of the department of Bouches-du-Rhône, this paper analyses how these actors and their ideologies met in Marseille and interacted with or against Vichy France's nationalism. In the end, the extended historiography on refugees, American humanitarianism, solidarity networks, and French nationalism will be used to analyse global ideologies in a local context during the Second World War.

AbstractI examine the extent to which foreign R&D satellites of multinational firms act as a medium for the international diffusion of knowledge. Using patents from the United States Patent and Trademark Office, I compare the frequency with which headquarters patents are cited by third‐party firms in the satellite's host country relative to a control group of patents, and this both before and after the establishment of the satellite (using a difference‐in‐differences approach). The results suggest that the satellite increases the flow of knowledge from the multinational's headquarters to firms in the satellite's host country. This satellite effect on knowledge diffusion is largest in host countries and sectors with strong but not world‐class capabilities that have both the motivation and absorptive capacity to learn from foreign parties. The findings also suggest that knowledge diffusion is greatest when satellites are staffed with inventors that have previously either patented with other local firms (thus having stronger local social networks) or with the headquarters (thus having headquarters knowledge).

AbstractProminent studies of electoral accountability and economic voting suggest that government constraints and international financial structures decrease the economic vote. The proposed mechanism is often labeled as the "room to maneuver," and it posits that because elected officials have limited space to propose and implement economic policy, politicians can shirk responsibility, and thus voters are less likely to place voting weights on the economy. However, results from elections that took place in Europe during the Great Recession and scholarly research on economic voting in these elections cast serious doubts on the causal mechanism. This article directly tests this mechanism with a survey experiment using data from Greece (the country most affected by the debt crisis). The results suggest that although the economic vote is strong and substantive, its size does not vary across the room to maneuver treatments. This finding informs the literature on economic voting and carries out important implications for party strategies with respect to exogenous policy impositions and their electoral effects.

Using newly-declassified intelligence and diplomatic records, it describes Indonesia's invasion of East Timor in 1975 and its three year military campaign to crush the East Timorese resistance. It shows that the campaign resulted in mass deaths due to famine and disease, and considers the United Nations' response to the unfolding crisis. It evaluates the level of international awareness of the humanitarian crisis in East Timor by inspecting contemporaneous eyewitness reports by foreign diplomats from states with a keen interest in Indonesia: Australia, the United States, New Zealand and Canada. In contrast to a popular, highly lauded view, the paper shows that these states did not "look away"; rather, they had early warning and ongoing knowledge of the catastrophe but provided military and diplomatic assistance to Indonesia. The paper contrasts a counter-productive effort by civil society activists with a very effective one, and thus demonstrates the role that robust scholarship can play in terminating atrocities.

This paper considers policy options for future planning of legal services in rural and remote areas and assesses the relative merits of the public and private sectors in identifying and meeting legal needs in such areas. Drawing on previous research and a range of national and international experience I focus on the future development of proactive services in legal service delivery: first, through examining the idea of 'rural law (community) centres' employing salaried lawyers and 'paralegals' working in the public sector; second, through speculating on the implications of emerging alternative business structures and new technology currently evolving in the private sector. The paper evaluates various delivery models (and their likely impact) and considers whether strategic approaches are possible when rural communities are so often dispersed, isolated and politically marginal. It examines the concept and practice of 'rural proofing', as developed by policymakers in the United Kingdom and New Zealand, in order to see whether legal services policy can be better attuned to the needs and expectations of rural communities.
