ABSTRACTManuscript Type:ReviewResearch Question:This review essay examines the mechanisms by which crosslisting of a firm's shares on a foreign stock exchange and its subsequent exposure to an international capital market can induce changes in corporate governance. We also review reasons why a firm might elect to use crosslisting to improve investor perception of the quality of its governance.Research Findings/Results:After a review of the existing literature, we conclude that there is substantial support for legal bonding in the decision to crosslist, with lesser evidence consistent with reputational bonding. We also conclude that firm growth opportunities and the need for external capital are critical factors in a decision to crosslist.Theoretical Implications:This study synthesizes the extensive empirical work done on crosslisting and consequent changes in corporate governance structures. It also highlights a number of areas that require further research including more direct testing of governance changes following crosslisting, the effect of crosslisting on corporate equity ownership structures, and the investment/new securities issuance behavior of firms subsequent to crosslisting. This research will help to chart the path of future academic study by scholars of international corporate governance.Practical Implications:This review of the empirical evidence will contribute to the identification of a set of best practices that can lead to improved governance for firms worldwide. Furthermore, the discussion of what remains unexamined by governance researchers will help to shape the contours of future policy and legislative debate.

Informed consent is a basic requirement for the conduct of ethical research involving human subjects. Currently, the Helsinki Declaration of the World Medical Association and the International Ethical Guidelines for Biomedical Research of the Council for International Organizations of Medical Sciences (CIOMS) are widely accepted as international codes regulating human subject research and the informed consent sections of these documents are quite important. Debates on the applicability of these guidelines in different socio-cultural settings are ongoing and many workers have advocated the need for national or regional guidelines. Nigeria, a developing country, has recently adopted its national guideline regulating human subject research: The National Health Research Ethics Committee (NHREC) code. A content analysis of the three guidelines was done to see if the Nigerian guidelines confer any additional protection for research subjects. The concept of a Community Advisory Committee in the Nigerian guideline is a novel one that emphasizes research as a community burden and should promote a form of "research friendship" to foster the welfare of research participants. There is also the need for a regular update of the NHREC code so as to address some issues that were not considered in its current version.

Before the rise of DNA sequence analysis or the controversies over the Human Genome Diversity Project, there was the International Biological Program, which ran from 1964 to 1974. The Human Adaptability arm of the International Biological Program featured a complex encounter between human geneticists and biological anthropologists. These scientists were especially interested in what could be learned from the bodies of people they referred to as both primitive and in danger of going extinct. In this article, I address how new access to technologies of cold storage, which would allow blood to be transported from the field to the lab and be stored for subsequent reanalysis, gave shape to this episode in Cold War human biology and has ramified into our genomic age. This case study highlights the importance of cryopreservation to projects of genetic salvage as well as to the life sciences, more generally. I argue that 'latency', a technical term initially used by cryobiologists to describe life in a state of suspended animation, can be extended as a concept for science studies scholars interested in technoscientific efforts to manage the future.

Kasachstan bereitet sich auf eine Reihe von Wahlen vor. Im März 1999 werden die Regionalparlamente und im Dezember 1999 das Ober- und Unterhaus des Republikparlaments neu gewählt. Ende 2000 finden Präsidentschaftswahlen statt. Zum ersten Mal seit der Unabhängigkeit Kasachstans (16. Dezember 1991) hat sich Präsident Nazarbaev einer Wahl durch das Volk zu stellen. Er tritt diesen Wahlgang nicht konkurrenzlos an. Persönlichkeiten aus Politik und Wirtschaft haben ihre Kandidatur für das Präsidentenamt angekündigt. Dazu gehören Murat Auezov, der ehemalige Botschafter Kasachstans in China, und der Ex-Premierminister und Unternehmer Akezan Kazegel'din. Im Mai 1998 hat die Generalstaatsanwaltschaft die Spielregeln für die politischen Auseinandersetzungen im Vorfeld der Wahlen formuliert: Die Meinungsfreiheit dürfe nicht zu Propagandazwecken mißbraucht werden. Der innerstaatliche und interethnische Frieden solle gewahrt werden. Derartige Vor- behalte laufen auf eine Einengung der politischen Betätigungsmöglichkeiten der mit Nazarbaev konkurrierenden Kräfte hinaus. Die Wiederwahl Nazarbaevs gilt ohnehin als wahrscheinlich. Es ist das Ziel dieses Heftes, dem ausländischen Besucher (Europäer), der im Sudan arbeiten und leben will, zu helfen, die Kultur und die Verhaltensweisen der sudanesischen Bevölkerung kennenzulernen, zu verstehen und bestimmte Klischees abzubauen und dadurch ein besseres Verständnis für das Gastland und seine Bevölkerung aufzubringen. Die Autorin zielt mit ihren Ausführungen auf eine Erhellung der zwielichtigen politischen Rolle des im wesentlichen aus dem Zusammenschluß von "Rußländischer Volksfront" und "Liberal-Demokratischer Partei der Sowjetunion" gebildeten "zentristischen Blocks", der hier als Instrument der sich durch den Machtverlust der KPdSU bedroht fühlenden alten Herrschaftsapparate (KGB, Armee, Innenministerium, militärisch-industrieller Komplex) enttarnt wird. Die "Aktuelle Analyse" beschäftigt sich u.a. mit der politischen Programmatik und Strategie der "Block"-Parteien bzw. -Organisationen, mit der Funktion des durch den "Block" (mit-) gegründeten "Komitees Nationaler Rettung" sowie mit der Rolle des LDPSU-Chefs und "Block"-Führers Vladimir Zirinovskij im Kontext der russischen Präsidentschaftswahlen. Die Studie gewährt einen aktuellen Einblick in die vielschichtigen Existenzprobleme der KPdSU, die gegenwärtig unter erheblichem Image- bzw. Akzeptanzverlust, unter Parteiaustritten und vielfältigen Fraktionierungen leidet. Die "Aktuelle Analyse" beschreibt insbesondere die vertikalen Spannungen zwischen Parteibasis und Nomenklatura bzw. zwischen Republikparteien und Unionspartei sowie die horizontalen Spannungen und Spaltungen zwischen "Konservativen" und "Demokraten", die sich in der Formierung der "Demokratischen Bewegung der Kommunisten" und der "Kommunisten für Demokratie" (RSFSR) niedergeschlagen haben. Die Ausführungen stützen sich auf die Ergebnisse einer Forschungsreise, die die Autoren vom 31. Mai bis 1. Juli 1991 im Auftrag der Friedrich-Ebert-Stiftung durch Rußland, die Ukraine und Weißrußland unternahmen. Dort führten sie über 60 Gespräche mit führenden Vertretern der neuen politischen Parteien und Bewegungen sowie der Reformströmungen in der KPdSU. (BIOst-Klk)
