The paper deals with the competencies and skills needed to develop new user services. It analyzes first the characteristics of the almost unknown Central Banks and International Financial Institutions libraries. Then, two concrete experiences developed by two of these libraries are described: the implementation of an on-demand management information tool (European Central Bank) and an alternative use of the catalog to contribute to the visibility of the research of the institution (Bank of Spain). Finally, the paper highlights lessons learned and proposes possible approaches for future.

A comparative & longitudinal analysis that covers 15 countries & 5 decades reveals that radical social changes have brought about a decline in 3 phenomena: the class vote, the religious vote, & the role of political parties. Social class & religion, which once accounted for a significant % of electoral variation, no longer have that explanatory capacity. Contrary to a widely held belief, it was religion, not social class, that played the predominant role in political behavior in most European countries. Nuestro artículo es un intento de revelar las estrategias literarias a través de las cuales Semprún lleva a cabo esta identificación al tiempo que propone un análisis crítico de los alcances políticos de la misma. ; This piece of work analyses the process of memory construction in the work of Jorge Semprún, focusing in his novel Literature or Life. In this article, we explore the connection between the building of a collective identity that could be used as the basis of an European spirituality represented in the political project of the European Union. Der russische Angriffskrieg gegen die Ukraine zwingt die Europäer in eine konfrontative Sicherheitsordnung. Damit bekommt auch das Ziel strategische Souveränität eine neue Bedeutung für die Europäische Union. Das gilt zuvorderst für die Verteidigungs­politik, aber auch für Wirtschaft, Technologie, Energiepolitik und Institutionen. Bis­lang lautete ein zentrales Narrativ, dass die EU autonome Handlungsfähigkeit ohne die USA erreichen müsse. Vorrang sollte aber nunmehr haben, wie die EU-Mitglied­staaten geschützt werden können und wie sich gemeinsame europäische Interessen durch­setzen lassen. Dabei steht die Union vor einem Dilemma, das sich auf absehbare Zeit nicht auflösen, sondern nur abmildern lässt: In der neuen konfrontativen Sicher­heits­ordnung Europas steigt ihre sicherheitspolitische Abhängigkeit von den USA wei­ter, während Amerikas langfristige Bündnisfähigkeit mit Fragezeichen behaftet bleibt. Strategische Souveränität muss daher das Streben nach kollektiver Verteidigungsfähigkeit Europas in enger Kooperation und Koordination von EU und Nato einschließen. (Autorenreferat)

The YOUTH programme, the EU's educational programme offering opportunities for young people between 15 and 25 to prove themselves, continue their self-development and take an active role in the society, was initiated in 2000. In 2006, the YOUTH programme was completed and the final impact assessment was announced. In Estonia, the programme assessment was carried out by the researchers of the Department of Sociology and Social Policy at the University of Tartu. The assessment included a secondary analysis of materials relating to the programme, questionnaire-based Internet surveys, focus group interviews with the contact persons and the participants in the programme, and discussions with co-workers of the National Agency for the YOUTH programme. ; http://euroopa.noored.ee/files/YOUTH_Impact_Assessment_Estonia.pdf

GLOBAL ENVIRONMENTAL PROBLEMS NEED A POLITICAL SOLUTION. ONE OF THE MOST DIFFICULT PROBLEMS FOR ENVIRONMENTAL POLITICAL THEORY IS TO DETERMINE WHAT THIS SOLUTION WOULD BE. THERE ARE TWO BASIC CONDITIONS THAT ANY PROPOSED "WORLD ORDER" MUST SATISFY: IT MUST ENSURE THAT INDIVIDUALS AND COMMUNITIES COMPLY WITH ENVIRONMENTAL PRESCRIPTIONS, AND THAT DECISION-MAKING IS FELXIBLE ENOUGH TO COPE WITH ENVIRONMENTAL PROBLEMS IN ALL THEIR COMPLEXITY. COMMON CONCEPTIONS OF A WORLD POLITICAL ORDER, CENTRALIST AND ANARCHIST, ARE NOT LIKELY TO SATISFY THESE CONDITIONS. IT MUST BE CONSIDERED ALSO WHAT DEVELOPMENTS IN WORLD SOCIETY ARE MOST LIKELY TO BRING ABOUT A WORLD ORDER CAPABLE OF SOLVING ENVIRONMENTAL AND RELATED PROBLEMS.

La défense est le fondement même de la construction européenne. C'est l'échec de la Communauté Européenne de défense (CED) qui a dévoyé le processus d'unification engagé dès la fin de la Seconde Guerre mondiale vers la stratégie de la méthode fonctionnelle qui devait déboucher sur l'union politique et n'a, à ce jour, accouché que d'une chimère bureaucratico-économique sans enracinement dans les peuples. Mais nécessité fait loi et la fin de la Guerre froide, les mutations de la menace et les incertitudes de la protection américaine ont relancé la question de savoir si les Européens pouvaient collectivement et de manière autonome veiller à leur propre sécurité. Une architecture de défense sophistiquée a été patiemment conçue et mise en place. En dépit de son raffinement, elle est encore loin d'approcher cet objectif et la défense reste l'apanage des rares États qui en ont les moyens et de l'OTAN pour ceux qui ne les ont pas. Quels que soient les efforts non négligeables entrepris la politique de sécurité et de défense commune reste tributaire d'une hypothétique union politique, sans laquelle les Européens et les moyens qu'ils élaborent laborieusement resteront au mieux les harkis de leurs protecteurs au pire, les victimes de leur impuissance.

L'architecture fiscale des États-Unis mérite une attention toute particulière de la part des Européens, dans la mesure où elle constitue une vaste union monétaire, comparable à la zone euro sur le plan géographique et économique. Le système fiscal américain se caractérise par un degré élevé d'autonomie fiscale des États fédéraux. Les transferts entre les différents niveaux de gouvernement sont un élément essentiel de son système, assurant ainsi son bon fonctionnement. En cas d'insolvabilité, les États fédéraux en faillite ne sont pas renfloués par le gouvernement fédéral ou d'autres États ; les exemples sont nombreux pour en attester. Des stabilisateurs automatiques sous forme de dépenses (prestations sociales) et de recettes (impôts) existent et répartissent l'impact des chocs asymétriques au sein de l'union monétaire. L'UE, en revanche, a par le passé renfloué les États membres insolvables, suscitant un risque moral, alors qu'elle ne dispose pas de stabilisateurs automatiques pour répartir les effets du cycle économique. Non seulement ses règles budgétaires sont procycliques, mais elles demeurent inappliquées. La cohérence de la réaction des États-Unis face aux chocs macroéconomiques asymétriques et aux insolvabilités des États reste son principal atout. Elle représente une leçon à tirer pour la zone euro, qui doit trouver une réglementation claire en matière de faillite, voire appliquer des règles budgétaires plus efficaces ainsi que des stabilisateurs automatiques pour préserver sa prospérité et cohérence
